Members Present: Charles Aguillon Addie Busfield, Jane Paden, Penny Plueckhahn, Ruth
Roberts, Mandy Solin, and Georgene Richaud
Members Absent: None
Staff Present: Eric P. Lashley, Library Director
Others Present: Janet Hewlett, Georgetown Citizen Academy; Phyllis Moses, Hill Country Book
Festival
A. Call to order — Chair Ruth Roberts called the meeting to order at 2:10 p.m.
B. Announcements from the Chair and Board Members
i Ruth asked Janet Hewlett to introduce herself to the board. Janet was visiting as part of the
Georgetown Citizen Academy program.
® Mandy Solin asked if art purchased must be for a specific City facility or should be able to
be shared by City facilities. Ruth announced that there were two departments interested in
displaying the R. Garrett sculpture purchased at the Festivalof the Arts — Art in the Park: the
Police Department and the Georgetown Utility Systems.
C. Citizens wishing to address the Board - None
D. Consideration and approval of the minutes of May 21, 2008 and May 31, 2008 — Georgene
moved and Jane seconded the motion to accept the minutes of the May 21 meeting with the
following corrections: 1. Item E 2 Jane Paden was not included as a panelist and therefore, the
minutes should read, "Penny moved that the four Board members on the Festival jury (Addie,
Mandy, Ruth and Jane) meet at 9:00 a.m. on May 31 to judge the show.... 2. Item E 3. should
read, "Charles moved to have the Summit of the Arts on September 30 and October 2 at 7:00
p.m. at a location to be determined Motion passed unanimously.
Georgene moved and Addie seconded the motion to accept the minutes of the May 31
meeting as distributed. Motion passed unanimously.
E Consideration of and possible action on
1. Hill County Book Festival — Addie Busfield. Addie introduced Phyllis Moses to the Board.
Phyllis reported the Hill Country Book Festival, a nonprofit 501 (c) (3) organization, will
have their first annual book festival on October 11, 2008 at the Georgetown Public Library.
The event will be free and open to the public. The festival will charge $10.00 to authors for
tables to sell their materials. The purpose of the festival is to support local authors, promote
the library, and to promote literacy. There will be a number of children's activities and the
festival has a website: hillcountrybookfestival.org . Phyllis asked for support to offset the
costs of the festival.
Ruth moved and Charles seconded the motion to pay the $150.00 meeting room fee for
the festival and $100 for promotional materials.
Discussion: Penny stated her concern that the board would be setting a precedent if they
approved a grant to the Hill Country Book Festival Penny felt the board had made a
previous decision not issue grants this fiscal year. Mandy and Georgene agreed that there
should be criteria for giving out grants.
Ruth agreed that the Board had agreed in the past not to make grants and withdrew her
motion.
Ruth moved and Georgene seconded the motion for the Arts and Culture Board to
become a sponsor of the festival which would allow the Library to waive the $150.00
meeting room fee. Motion passed unanimously.
2. Art Hop — Charles Aguillon. Charles reported about the Art Hop event that will begin
October 3, 2008. Charles had planned on asking for funding for that event, but agreed not to
request funds due to the previous action and discussion with the book festival.
3. Master planning process and visit from Jim Carrillo — Ruth Roberts, Charles Aguillon.
Charles announced that Jim Camllo would be meeting with the Board in July. There was
discussion about how the Summit for the Arts should be conducted. Eric noted that the
recently drafted Parks Master Plan had two elements that were related to the Arts and Culture
Board amphitheatre at the old football stadium and public art in the parks. Penny and
Georgene agreed that the board was not ready to hire a consultant to help design a Master
Plan.
4. Accounting for 2007-08 budget — Ruth Roberts. Ruth noted that the Board still had
approximately $3,000 to spend in this year's budget.
5. Spending the balance of the budget, including pedestal for sculpture — Ruth Roberts Ruth
proposed spending some of the remaining budget for a pedestal for the R. Garrett sculpture.
Ruth had found a wood worker that could build a pedestal for S1,800. Many on the board
felt this was too expensive. After discussion, Charles agreed to visit IKEA to see if there
would be a suitable piece of furniture that could be used to display the sculpture.
6. Workshop with Council — Eric Lashley. Eric asked the Board if they felt the need to schedule
a workshop with the City Council with a new Mayor and Councilmember now serving After
discussion it was decided to tentatively schedule a workshop with the Council in the fall.
The Board wants to decide on a budget and direction before meeting with Council.
7. Video purchase for the Board. — Enc Lashley. Enc introduced a DVD purchased for the
Board entitled "Downside Up". The DVD is about the Massachusetts Museum of Modern
Contemporary Art (MoCA) in North Adams, Massachusetts. The documentary is about an.
economically depressed area that had an economic resurgence with the opening of MoCA.

We on the Arts and Culture Board thought your work was both
handsome and charming. We were delighted to purchase your 24 by
40 18 inch 2008 embellished monoprint, AVIAN ELEVATOR.

As I stated at the ceremony Saturday evening when your work was
presented to the community, we hope that AVIAN ELEVATOR will
visit several of Georgetown's municipal buildings. We've already had
a few bids for its presence.

On behalf of the City of Georgetown, it is my great pleasure to thank
you for participating in our 2008 Festival of the Arts.
The Arts and Culture Board was thrilled to purchase your 20 by 29 by
20 inch acrylic free -form sculpture, GOT IT! for the City's collection.
As you heard at the Festival, some of our city departments have
already asked to display GOT IT! As soon as we find a proper
pedestal for the piece, we will start sending it out as an ambassador
for the arts in Georgetown.
Getting to know you and your work has been a joy. We already look
forward to your promised presence in 2009.
