Historic and Architectural Review Commission Sign Subcommittee Meeting
Minutes

Dee Rapp called the meeting to order at 4:05 p.m.
The Historic and Architectural Review Commission Sign Subcommittee is responsible for
hearing and taking final action on sign applications, by issuing Certificates of Design
Compliance based upon the City Council adopted Downtown Design Guidelines. This is a
regular scheduled meeting of the Sign Subcommittee,. for consideration and possible action
on the following:
1. Review and possible approval of the minutes from the May 5, 2011 Sign Subcommittee
Special Meeting and May 11, 2011 regularly scheduled Sign Subcommittee meeting.
Motion by Rapp to table the minutes to the next schedule HARC Sign Subcommittee.
Second by Firth. Approved.
2. Public Hearing and possible action on a Certificate of Design Compliance for new
signage at City of Georgetown, Block 28, Lots. 1 - 8, also known as Monument Market,.
located at 500 S. Austin Avenue, Bld_ #2. (CDC-2011-011)
The applicant seeks Certificate of Design Compliance approval from HAI2C for four
new business signs_ First, the applicant wishes to paint lettering en an existing L-
shaped wall that serves the purpose of screening utilities. The wall, painted white, is
located just to the south of the market. The applicant would like to. paint "Monument
Market" in black and red in the business" lettering, the same lettering and color scheme
used for the cafe next door_ The narrte will be painted on both the Austin Avenue and
60h Street faces of the sign. Each will measure 21.5 inches tall by 71 inches wide,
approximately 10.6 square feet.
Discussion regarding the exact location of the sign.
Motion by Rapp to recommend approval of the Certificate of Design Compliance for
the new signs as proposed by the applicant. Second by Firth. Approved_ (3-o)
Motion by Firth to allow opening hours to the proposed window signs. Second by
Rapp. Approved. (3-0)

3_ Public Hearing and possible action on a Certificate of Design Compliance for new
signage in City of Georgetown, Block 50, Lots 5 8s 8 (e/pt), also known as Fleur de
Luxe, located at 800 S. Austin Avenue, Ste_ #C-103_ (CDC-201.1-012)
The applicant seeks Certificate of Design Compliance approval from HARC for three
new business signs. First the applicant wishes to reface an existing hanging sign under
the canopy. The previous business' sign will be refaced and will utilize the same metal
bracket. The sign will read "Fleur de Luxe, Silk Florals 8z Home Collections" in
marbled gray Cursiva lettering and accent border with a chocolate brown backdrop
and outer border. The double -sided rectangular sign will measure 14 inches tall by 70
inches wide, approximately 6.8 square feet, the same size as the previous sign.
Next, the same design proposed for the hanging sign will be placed on the Austin
Avenue window to the right of the entrance door. The only difference is the sign will
be oval, rather than rectangular. Measuring 10.74 inches tall by 39 inches wide, the
sign will be 2.9 square feet, approximately 9% of the total window area.
Lastly, a two-sided Moderate Density Overlay (MDO) wooden A -frame sign for the
Austin Avenue sidewalk is proposed. The portable sign will measure 6 square feet and
will be given a digital print face. The design will utilize the same font and language as
the other two signs but instead of a dark brown backdrop, the applicant has chosen a
marbled backdrop to ensure additional details, including services provided and contact
information, are easy to read. Two orange and green floral decals are also proposed for
the bottom of the sign.
Chair Rapp stated the window sign is very classy and is complimentary to other
businesses. She feels tl-te A-frarrte sign should be simpler with fewer colors. Feels it
should keep with the color scheme as the other two signs.
Commissioner Firth questions why one sign is oval and one is rectangle and feels the
signs should be consistent.
It was suggested to delete the flower from the A -frame sign and enlarge the website
address_ This would reduce the colors on the A. -frame sign, bringing it into
compliance with the Guidelines (Guideline 9_17). The A -frame sign should be designed
to reflect the hanging and window signs more. The Commissioners further discussed
the design of the A. -frame sign including allowing the chocolate and marbled look to
remain but to work with the flowers to bring the maximum colors used into.

Motion by Rapp to recommend approval of the Certificate of Desigrt Compliance for a
window sign, hanging sign and A -frame sign as proposed with staff approval on the A -
frame sign for the colors and increased size of the website to ensure compliance with
the Guidelines as discussed. Second by Firtiz_ Approved. (3-0)
