The Historic and Architectural Review Commission, appointed by the Mayor and. the City - Council, is responsible- for hearing and taking final action on applications, by issuing Certificates of Design Compliance based upon the City Council adopted Downtown Design Guidelines .and Unified Development Code. This is a special meeting of the I Iistoric and Architectural Review Commission for consideration and possible action on the following: Regular Agenda: 1. Consideration and possible action on a Certificate of Design Compliance for approval of a new facade and color scheme to a non -historic structure at Sparks Addition, Block 1, Lots 6 8a 5 (w/pt), also known as the Metro Mart, located at 1911 S. Austin Avenue. (CDC-2o11- 023) '-Tableelfrom the August 25, 2022 meeting. This item was opened by Robbie Wyler,who presented updated renderings and colors that the applicant provided. Chair Rapp explained that the Public Hearing was held at the previous meeting of August 25. She thanked the applicant for working with the commission and she stated she liked the new color scheme_ Blankenship agreed and appreciates the applicant trying to work with Design Guidelines and to keep the building colors more simplified_ Wahrenbrock clarified the height of the canopy over the gas pumps and Mr. Cannon, the applicant, confirmed that the canopy will be 21 feet high and the peak of the building behind it will only be 24 feet high. Motion by Blankenship to approve the modifications of the building with the facade color and design as represented. Second by WaYtrenbrock_ Approved 5-0. 2_ Review and discussion with possible direction to staff on the proposed amendments of the Historic and Architectural Review Commission Paga 1 of 2 September 1, 2011 2001 Downtown Design Guidelines. This discussion, led by Elizabeth Cook, began with Chapter 9 of the Design Guidelines and went through Chapter 13. She asked the commissioners at the beginning of the discussion to forward any typographical errors noted to a staff member for inclusion into the notes. The discussion addressed multi -tenant signs, window signs, additional sign materials, neon signs, and Chapter 11 — Colors in the Ctverlay Districts of non-residential structures only. The commissioners agreed to finish thereview at a later date, to be determined. 3.
