MAIN STREET ADVISORY BOARD MEETING MINUTES
7:45 P.M. – APRIL 8, 2004
WILDFIRE RESTAURANT – 812 S. AUSTIN AVE.
Attendees: Bryant Boyd, chair, Ellie Skross, Liz Atherton, Bob Wiemer, Nancy
Rister, secretary, Tim Thompson, Josh McClure left the meeting early, and Shelly
Hargrove, Executive Director
Called to order from the Strategic Planning Session, which began at 4:00 p.m., to the
Business Meeting at 7:45 p.m. Ellie Skross moved that the minutes from March 19,2004
meeting be approved. Tim Thompson seconded the motion. Motion carried with Liz
Atherton abstaining.
Committee updates:
1. Bryant Boyd reported on the branding concept and its progress. There had been
some confusion regarding the branding being for just the downtown area or the city as a
whole. Bryant Boyd and Liz Atherton were to appear before the City Council on the 13th
of April to seek approval for the $40,000 startup costs for the whole city branding
concept.
Liz Atherton reported on the Red Poppy Festival April 24-25th. There were 125
vendors signed up and she was also to seek approval for the money to fund the cost of
closing Austin Avenue during the festival from the City Council on April 13th..
2. Parking Report was presented by Bob Wiemer. The first ambassador training was
scheduled for the 8th of April. The meetings with the county employees had taken place.
There were exceptions to consider and changes yet to be made to the ordinance. There
was mention of the hazards of crossing Austin Avenue and request for additional patrol by
police in the early mornings for pedestrian safety.
3. There was discussion on the Hotel and Motel Tax (HOT tax) in the budget for
$10,000 in historic preservation and $5,000 in outreach. Ellie Skross suggested that
brochures be created and paid for with the outreach money. This will become an agenda
item for the May 20th meeting to discuss and take the appropriate action.
4. Economic Restructuring update was provided by Shelly Hargrove. She said
Bryan Farney had been contacted but hasn’t returned phone calls. Our House to Your
House (building on the NW corner of Austin and 8th) and the Gardens located at 114 E. 7th
were for sale. Shelly Hargrove will try to approach Mrs. Von Nash on a rendering located
in the storefront windows of possible renovation approaches. Shelly Hargrove said
Economic Development will list the available buildings for sale with photos.

Shelly Hargrove reported about some reorganization that had been going on within the
city. She mentioned attending the CVB meetings in the area and new press releases
being printed by the Hill County Sun and the Sun City Sun Rays. She mentioned that she
is now on the board of directors of the Palace Theatre. There was the possibility of a
kiosk being created for downtown. She reminded everyone of the Texas Downtown
Association meeting in Lockhart on April 15th & 16th. National Preservation Week is
May 3rd-8th. The National Main Street Conference will be in Albuquerque on May 9th –
12th. The Downtown Association’s Conference will be held Nov. 9-12th in Bryan.
Bryant Boyd stated that he wanted to attend.
New business: none
Agenda Items and Objective for Next Month’s meeting: Bryant Boyd reminded
everyone that we needed to choose which committee we wanted to serve on. We need to
change our charter and bylaws to increase the number of members on our board. Also
mentioned was the concern for keeping up with the Downtown Master Plan and the
accounting of the funding as well as pushing forward for the TIFF.
