MAIN STREET ADVISORY BOARD MEETING MINUTES
8:00 A. M. – MAY 10, 2006
WILLIAMSON COUNTY HISTORICAL MUSEUM
Board Members Present: Gordon Baker, chair; Cindy Locke, vice‐chair, Dana Wood,
Beverly Adams, Kirk Kriegel, Sarah Jane Blankenship,
Terri Brisse and Larry McCormick
Board Members Absent: Laura Eliel
City Staff Present: Shelly Hargrove, Main Street Manager; Cari Miller, Tourism
Coordinator
Guests Present: Lucas Adams
1. Called to order at 8:12 a.m. by Chair Gordon Baker
2. Moved by Dana Wood that the minutes of the April 11th meeting be approved.
Motion seconded by Beverly Adams. Motion carried.
3. Moved by Cindy Locke that the minutes of the April 26th meeting be approved.
Motion seconded by Dana Wood. Motion Carried
4. Staff Report: Shelly Hargrove reported that the Main Street Annual Conference in
Galveston was very useful and that the Texas Wine and Food Festival seemed to be a
major success story. TxDOT grant application to rehab Fire station #1 for the new
Visitors Information Center was submitted.
Cari Miller and Lucas Adams summarized the Red Poppy Festival events.
Attendance estimated at 30,000 with 126 booths participating. A DVD of the festival
event was played and will be used in the preparation of a commercial for next year’s
event. Sponsorships raised $16,000 and it appears that the entire festival produced a
profit of nearly $4,000. Chairman Baker suggested next year we need to point out to
attendees that money raised by the festival supports the Main Street Facade & Sign
Grant Program. Cari Miller indicated that next year the vendor fee will probably be
increased slightly. Dana Wood suggested that next year we order a greater number
of T‐shirts. The issue of businesses affected was discussed. An effort is being made

to get DGA to survey impact on downtown businesses. Chairman Baker pointed out
that sponsors need to be made aware that funding supports Main Street. The report
concluded with an expression of appreciation for all the work done by Cari Miller,
Marcy Henry and Shelly Hargrove to bring the Red Poppy Festival to fruition.
A recent article in the May issue of Texas Highways focused on Inner Space Caverns.
We are enjoying National Preservation Month in May. The mural project at the
corner of 7th and Main Streets will begin on May 19th.
5. Teri Brisse reminded the group that we need a visit from an appraiser to talk about
tax issues. Bryant Boyd might be invited to discuss the TIF district.
6. Discussion of Actionable Goals from Retreat: Chairman Baker and Cindy Locke
will review the data on the Red Poppy Festival. Kirk Kreigel commented on the
possible connection between Southwestern University students and businesses
operating out of potential business incubator space in Fire Station #1. Larry
McCormick reported that he continues to work on a visit from Artspace
representatives. Dana Wood and Beverly Adams expressed concern about the extent
ands style of promotion for downtown businesses. Discussion followed about the
need to gain objective information about our downtown by generating a survey.
They indicated they would work on such a survey. Chairman Baker indicated that
appropriate individuals would be invited to address the board regarding tax issues
related to the downtown.
7. Shelly Hargrove suggested that several façade applications will be coming to us and
she will try to keep us posted on changes that might affect the downtown.
