This is a regular meeting. of the Housing Advisory Board of the. City of Georgetown_ 'The- Board,
appointed by the Mayor and the City Council, makes recommendations to the City Council on
affordable housing matters:
Regular Session - To begin no earlier than 3:30 p.m_
The meeting was called to order at 3:40 by Todd.
Agenda
1. Consideration and possible action to approve minutes from the. September 19, 2012
meeting_
Motion to approve the minutes by Curlee, second by Mullikin. Approved 6-0 _
2_ Discussion and possible action on creating criteria £or resolutions of supportfor tax
credit and HOME program applications_
Bills introduces the topic for the meeting and recaps the .goal of coming_ up with a list
of possible criteria to be used on tax credit and HOME program applications noting
later in the ix -tee -tins that the City is currently at a 97d/o occupancy rate for multi-
family units_
o This is federal financing that is available and administered by the state.
o We must get a resolution of support from City Council called a "Two Times
_ Resolution"_
o Currently there are no tax housing credits pending, but Bills expects to see
one to two applications in December.
o It's important to lock down an application process that has set established
criteria_
Bills explains to use the basic information for housing tax credit or -HOME
partnership program that vvas emailed prior to the meeting as the basis from which.
to create an application noting that the HCiMB partnership program is for both
multi -family and single family while the housing tax credit is primarily for multi -

family with single family as rare. In addition to the information listed on the
preliminary outline, it was suggested during the meeting to consider the following_
Todd wants to be sure that the impact on the school district is addressed
adding that it is unclear as to why the district would be concerned_
a Curlee suggested adding something to the effect thatwould preserve the
long-term affordable cost in order to reduce the risk of market rate imposed
at a later date or asking the applicant when the complex -will be switched to
market rate_
o Sauthier suggested asking the applicant whether business had been done
under previous name(s)_
o Woodard would like to know what the applicant's experience is in applying
for these types of tax credits_
o Woodard also suggested identifying a ratio of affordable versus market rate
for the complex_ Additionally, will the affordable housing units look the
same and also be integrated and / or will the units be built sub -standard and /
or isolated from the market rate units. Consideration of adding the
.submission of an artist rendition for support. Bills added asking if one unit
could be used as both market rate and / or affordable housing depending on
the need_
Sauthier suggested adding. a question about accessibility for those with
disabilities.
co Todd suggested adding a question about energy -conservation and aspects of
green building_
o Sauthier suggested the applicant provide an impact analysis with input from
Curlee that such an analysis would be costly_ Woodard suggested perhaps
modify rather to that of an impact of project costs and economic impact
instead, i_e_ will city utilities be used, will it require capital improvements to
roads, easements, etc. Bills states that the volume at an apartment complex
will not be high enough to warrant a traffic impact analysis.
o Bills suggested creating a checklist for staff/board/City Council to use to
evaluate/analyze in order to answer and question viability issues such as
highest and best use for a property, proximity to transportation and
shopping centers,. etc.
o Laurie Brewer later suggested adding the percentage of nearby employers
needing a workforce that fits the affordable housing demographic.
• Public attendee, Maricela Dimas, property manager for Stortehaven Apartments
(Georgetown Housing Authority) informed the group that she was there to gather
information as currently there is a two year wait list to get into Stortehavert. The two
yearwaitlist is comprised of Georgetown residents,. residents from other Texas cities
as well as from out of state. Dimas said Austin has a five year wait list. Dimas
explains that the program gives those in need a place to live while looking for work
so that they can .afford to go to market rate_ Todd reinforces. that Georgetown
Housing Authority does a good job with the self-sufficiency program_

• Focus for the December meeting will be to identify a list of suitable properties and
land use for multi. -family thatconsiders optimal suitability, e.g. roads,, utilities,. ease
of walking and use to develop a set of criteria for CC to assist with
approving/denying re-moralng requests. Bills to talk with Utilities and provide maps
to the board that reflect current and future utility capacities as well as the possibility
of getting some education on utilities. Woodard added that a tutorial on fees would
be good in order to better understand ROI_
