Minutes
April 17, 2013-at 3:30 pnt.

Members present: Tim Todd, Walt Doering, Laleria Parkhurst, Larry Gambone, Harry Nelson,
Clay Woodard
Members absent: Brad Curlee and Ed Mullikin.
Staff present: Jennifer C. Bills, Housing Coordinator; Tammy Glanville, Recording Secretary:
Laurie Brewer, Assistant City Manager; Jordan Maddox, Long -Range Principal Planner
Thisis a regular meeting of the Housing Advisory Berard of the City of Georgetown_ The Board,
.appointed by the Mayor and the City Council, makes recommendations to the City Council on
affordable housing matters_
Regular Session - To begirt no earlier than 3:30 p.m.
The meeting was called to order at 3:33 by Todd_
Agenda
1_ Consideration and possible action to approve minutes from the March 20, 2012 meeting_
Motion to approve the minutes by Gambone, second by Nelson. Approved 6-0
2. Presentation and discussion on memo regarding current multifamily housing
regulations and statistics_
Board members received draft of memo prior to meeting_ Bills briefly explains the.
purpose for the memo was to acknowledge recent discussions by the Mayor,.
Councilmembers, and the City Manager regarding requests for speculative rezoning in
regards to multi -fare ly_future uses of several large tracts of land with a mix of several
different zoning districts.
Todd requested explaining "speculative rezoning".
Staff explained that it refers to land that property owners, gain entitlements (Le_ zone to
a higher use or plat to guarantee utilities) with the plan to sell to someone else that will
do the actual development. Therefore, any specific uses the current owner suggests may
not bewhat actually get built there_

Parkhurst. clarified with Bills that C-1 and C-3 Districts allow for_.multi-family_
Todd extends hisappreciation to the staff for putting memo packet together_
3. Discussionon creating an implementation plan todesignate areas for affordable multi -
fart -Lily development (Recommendation #2).
Jordon suggested the Board identify Georgetown's high density residential areas. This
will Help benefit City Council to see certain types of use in that particular area.
Clay asked what exactly is our deficit. Bills commented our deficit will be 2,902
multi -family units over the rlext 5 years.
Clay inquired how many acres are needed for affordable housing development.
Bills indicated we should be looking at about 145-150 acres. 'Todd mentioned those
145-150 acres are not in one place but scattered around Georgetown.
Parkhurst questioned would those areas have to potentially be rezoned? Bills replied,
it's a possibility or there could be some already in the appropriate areas.
Clay tar objective is finding land to suggest to CC these -are the areasto consider than
move onto incentives in place to attract developers to that area_
Parkhurst explains CC doesn't want to approve these withouthaving some kind of
guidelines: in place. Use maps to show or identify employment centers in Georgetown.
Maddox explains Georgetown doesn't have that many employment centers on the
ground. The maps show what Georgetown would like to see over thenext 20 years for
future planning vs. what you see on the ground now.
Maddox suggested Munk can identify what our Utility Plan shows for the next 3-5 years
and offer where they exist today and where there going. Growth Tier Map comes out of
Planning Department which shapes the Utility Master Plans that Munk works on. This
map illustrates to the Utility Department where planning believes the growth areas are
going to be and where efforts should be focused on.
The Board will focus on defining specific areas with employment, schools, and existing -
transportation facilities and refer to Murt recommendation on existing utilities
infrastructure.

4. Discussion on. scheduling a workshop on Georgetown utility information and federal
housing programs_
Bills will schedule a worksl-iop and go over the basics of the Housing Element and
housing programs that are available in the area_ David Munk. Utility Engineer and
Jordan Maddox, Long -Range Principal Planner will go over. Georgetown's utility
planning_
5_ Reminder on next meeting date of May 15, 2013.
For the next meeting, Bills will provide a map that identifies the proximity of multi-
family housing, existing apartments, schools, utilities and current businesses_
Todd suggested weidentify some primary and secondary targeted areas_
