Chair Brashear called the meeting to order at 6:00 p_m_ .and Commissioner Horne led the Pledge of Allegiance_ Regular Session - To begin no earlier than 6:00 p.m. (Commission may, at any time, recess the Regular Session to convene an Executive Session at the request of the Chair, a Commissioner, the Director or legal counsel for any purpose authorized by the Open Meetings Act Texas Government Code Chapter 551.) Low Survey, to be known as; Teravista, Section 322A, Phase II, located west of Scenic Lake Drive. PP-2011-011 (Carla -Benton) 4. Consideration and possible action on a Preliminary Plat for 151 residential lots, 7 open space lots and 1 amenity lot on 51.801 acres in the B.C. Low Survey, to be known as Teravista, Section 322B Sc 323, located on Scenic Lake Drive. PP-2011-010 (Carla Benton) 5_ Consideration and possible action on a Preliminary Plat for 14 residential lots and 3 open spacelots on 4.081 acres in the RC_ Low Survey, to be known as Teravista, Section 323, Phase II, located west of Teravista Crossing_ PP-2012-012 (Carla Benton) 6. DA-2012-002 (Jordan Maddox) Motion by Commissioner Pea to approve the consent agenda including the Minutes of the September 18, 2012 meeting of the PIar,ring and Zoning Commission. Second by Commissioner Massed. Approved_ (6-0) Regular Agenda 8_ Public Hearing and possible action on a 12ezoniug from Offiee ((DF) District to Residential Single-family (RS) District for 0.2176 acres in the Hart Addition, Berton Tract located at 601 West 17t, Street. REZ-2012-014 (Carla Benton) Staff report by Carla Benton_ The applicant has requested to rezone the property from Office (OF) District to Residential Single-family (RS) District to provide for one single-family residence. The property is located at the intersection of 170-• Street and Hart Street, west of Austin Avenue. The lot is currently undeveloped but had previously contained a residential structure_ The surrounding properties are residential and include the Georgetown Housing Authority development. The intent of the'-'RS District is primarily to provide a location for single-family residential development. Chair Brasl-tear invited the applicant to address the Commissioners_ The applicant was not present. Chair Brashear opened the Public Hearing. No one came forward, the Public Hearing was closed. Motion by Commissioner Massed to recommend to the City Council approval of the Rezoning from Office (OF) District to Residential Single-family (RS) District, as requested. Public I -fearing and possible action on an Amended and Restated Development Agreement for approximately 968 acres known as Cimarron Hills, located on Highway 29 West_ DA-2012-004 (Jordan Maddox) Staff report by Jordan Maddox_ The applicant has requested a development agreement amendment from the City to add property to an existing development, allocate utility service and public improvements accordingly; modernize language and exhibits, and serve as the development document connected to three companion agreements that detail financial considerations relative to public assessments. The Commission is addressing only the development .aspects of these agreements, which do not vary considerably with. the original approved Concept Plan and Development Agreement or their previous two amendments. The project remains consistent with its theme of larger lot single-family surrounding golf course open space, with City of Georgetown wastewater service. Planning has approved a Concept Plan, Development Agreement and two amendments, plus a multitude of preliminary and Final Plats on the property. Presently, there is existing residential development for a portion of the 968 acres and entitlements in place for additional homes and new sections. The proposed agreement revisions make note of the previous approvals, their vesting status, and any pending plats under a specific set of requirements_ In the fall of 2011, the Second Amendment added Heritage Tree protection as a requirement to the property and that has been the only significant change since the original concept plan for the project. This amendment and reinstatement retains most of the development and design standards: from the original concept. A TIA was required. Commissioner asked and staff stated a new plat will turned into the City for this property and study will be performed for fire flow. The city will make sure storage and capacity is available. Chair Brashear invited the applicant to address the Commission. Mr. Hank Smith representing Cimarron Hills stated the Development Agreement addresses the fire flow to property owners_ He also stated Cimarron Hills has also addressed the neighboes concerns regarding the need for additional connectivity to adjacent properties being added to the Development Agreement prior to Council. Chair Brashear open the Public Hearing. Mr. Milton Owen 600 Cross Creek Rd. stated he is requesting a stub -in and was approved by the applicant_ He stated he does nc t want the stub -in to disappear as it was done in the past. He stated he is open to the location of the stub -in, but does not want it to go away_ He does not want the roadway to go away. Clair Brashear closed the Public Hearing.' Motion by Commissioner Pena to recommend approval to City Council of the Amended and Restated Agreement, specifically the articles related to land use and development matters. Second by Commissioner Home_ Approved_ 6-0 10. Public Hearing and possible action on a Rezoning from Multifamily (MF) District to Two- family (TF) District for Reata East, Block A, Lots 1 and 2, located at 3000 and 3002 Whisper Oaks Lane_ REZ-2012-012 (Mike Elabarger) Planning S. The applicant seeks to rezone the property from Multifamily (MF) to the Two -Family (TF) District in order to develop a two-family use (one structure with two dwellings units) on each platted lot. The subject properties were platted in 1984, and annexed into the City in 1987_ The lots were rezoned in 1988 from Agriculture (AG) to the RM-2 Dense Multifamily Residential district. This zoning designation was then changed to the Multifamily (MF) District upon adoption of the Unified Development Code (LTDC) in 2003, as described in Table 1.04.040 of the UDC. The subject lots are part of a 24.19 acre subdivision in the David Wright Survey (Abstract No. 13) and Nicholas Porter Survey (Abstract No. 497), named Reata East, that was recorded with Williamson County on. rely 18, 1984_ This entire subdivision, along with several other subdivisions, was annexed into the City in 1987. These lots were rezoned in 1988 from Agriculture (AG) to the RM-2 Dense Multifamily Residential district. This zoning designation was changed to the Multifamily (MF) District upon adoption of the Unified Development Code (UDC) in 2003, as described in Table 1.04.040 of the LTDC. The property has a Future Land Use designation of Moderate Density Residential (MDR). Chair Brashear invited the applicant to address the Commission_ The applicant was not present. Chair Brashear opened the Public Hearing, no one came forward to speak, the Public Hearing was closed. Motion by Commissioner Massad to recommend to the City Council approval of the Rezoning for Reata East Block A, Lots 1 and 2, from Multifamily (MF) District to Two-family (TF) District. Second by Commissioner Pell. Approved. 6-0 1L Public Hearing and possible action on a Rezoning to amend a Flax -irked Unit Development (PLTD) District for 39.996 acres being Lot 1; 'Wesleyan at Estrella, also known as The Wesleyan at Estrella, located at 139 Estrella Crossing. REZ-2012-013 (Valerie Kreger) Staff report by Valerie Kreger. The applicant has requested an amendment to the Wesleyan Homes Senior Community PUD in order to add an additional independent living building, as well as adjust the site master plan accordingly. This is the first amendment to the Wesleyan PUD since its origirtal approval in 2008. The applicant wishes to add multi levels of living facilities. Includes a neighborhood amenity center and will provide a daycare and wellness center. The 362 units will increase to 466 and will reduce cottages form 49 to 39. The proposed PiJD amendment is in conformance with the 2030 Land Use Plan, which identifies this property as Mixed Use Neighborhood Center transit -lox -king to Low Density Residential. The Low Density Residential category in particular accommodates a density- -between 1.1 and 3 dwelling units per acre_ The front of the property is classified as Mixed Use Neighborhood Center. The mixed use categories of the 2030 Land Use Plan are intended to provide a mix of uses either within the same building or within the same site. The Neighborhood Center mixed use should have minimum impact on the surrounding residential uses and may also include stand -along high density residential development on site. Chair Brashear invited the applicant'to address the Commission. Chris Spence, represerttirtg Wesleyan Nursing home gave a brief history of Weslyan. He stated the new facility located on Williams Drive was filled immediately following its completion. Planning 8. Laing, Wesleyan architect gave a power point presentation. and a summary of the amenities that will be included in the project. He stated this is a unique project and made a special effort to protecting heritage trees_ Chair Brashear opened the Public Hearing. Avis O'Connell, 4109 Malasa stated she is concerned. with water drainage. Over the past 30 years the water drainage has gotten worse. Water has invaded many homes ul Serenada which has impacted the value of homes. The proposed changes made to Estrella will make a bad situation worse_ Terry Shelton, 302 W. Esperada Dr., appreciates what Wesleyan has done for the elderly, but during the August community meeting the rrtaintertarnce shop was moved to accommodate his property, but now it'sback located at the original place_ He ask why did Wesleyan/no-ye the - maintenance shop back to the original location, wl-ten they agreed to move it to another location? Michelle Cooper, 4101 Sequoia Trail, stated she is a registered Professional Engineered and has a letter from. a residence_ SI-te is concerned about the drainage calculations and requested that the hydraulic data be reanalyzed Arthur Sergnnartn„ 3904 Sequoia Trail West stated -he is located downstream from this development and is concerned with the impact resulting from adding more imperious coverage to the Wesleyan site. Donald Vance, 4200 Madrid, Compliments the Wesleyan and thinks they do a wonderful job, but is very concerned with run off issues. Not saying the Wesleyan is to blame for this but the drainage in a concern. He advises the Commissioners to consider those in Seranada and city limit owners_ Chair Brashear closed the Public Hearing. Staff stated during the Site Plan phase the arairtage issue will be studied carefully. Staff also. stated the drainage improvements, especially the culverts, in Sera tada are undersize and was inadequately built according to standards. Discussion regarding the emergency entrance to Estrella and the maintenance shop location. Motion by Commissioner Pena to recommend to the City Council approval of the requested amendments to the Wesleyan Planned Unit Development District upon it rrteeting the connectivity question. There was not a second. Motion amended by Chair 13rashear to recommend to the City Council approval of the requested amendments to the Wesleyan Planned Unit Development District subject to • A reconfiguration of the circular driveway so that it is extended and connected to the southern parking lot of the Independent Living Building Unit #1. • A relocation of the maintenance shed from its current proposed location an alternative acceptable to adjacent property owner Mr. Spence. Planning 11 Zoning Commission Minutes / October 2. 2012 Pegs 3 of 6 • A requirement that staff revisit the drainage calculations that were generated at the initiation of the project, solicitation of an independent verification of the validity that the existing calculations remain viable and accurately assessing the impact of the increase of new impervious cover resulting from square footage added to the site_ Second by Commissioner Massad. Approved. 6-0 12_ Discussion regarding the January Holiday meeting schedule. Commissioners decided to waive the January 1st meeting and hold one January PSzZ meeting,. January 15, 2013. 13_ Update on the Georgetown Transportation Advisory Board (GTAB) Meetings.
