Vice Chair Cochran called the meeting to order at 6:00.p.m. and led the Pledge of Allegiance.
Vice Chair Cochran stated the order of the meeting and that those who speak must turn in a
speaker form tothe recording secretary before the item that they wish to address begins. Each
speaker will be permitted to address the Commission once for each item, for a maximum of three
(3) minutes, unless otherwise agreed to'befote-the meeting begins_

The Consent Agenda includes non -controversial and routine items that the Commission may act
on with one single vote_ A Commissioner or any member of the public may request that any
item from the Consent Agenda be pulled in order that the Commission discuss and -act upon it
individually as part of the Regular Agenda. The Planning and Zoning Commission's approval of
an item on the Consent Agenda will be consistent with the staffrecommendatio.n described in the
report, unless otherwise. noted_

3_ Public Hearing and possible action on a Special Use Permit to allow a Psychiatric Hospital
in the Industrial (IN) district on Lot 2A, Block A, of Georgetown South Industrial Park Block

Staffreport by Valerie Kreger. The applicant has requested a Special Use Permit (SUP) to
allow a Psychiatric Hospital in the Industrial (IN) District, pending an amend-ment to the
Unified Development Code (UDC). The pending code amendment would allow Ilospitals,
Psychiatric Hospitals, and Substance Abuse Treatment Facilities in the IN District with
approval of an SUP by the City Council_ As proposed, the amendment will not list any
specific limitations related to the psychiatric facility..
A companion to the UDC amendment request, the. Special Use Permit (SUP) would allow
Signature Healthcare Service to construct an approximately 74,000 square foot, 100 bed
psychiatric hospital. The facility would provide inpatient, intensive outpatient (IGP) and
partial hospitalization services with an average inpatient stay of approximately seven (7)
days_ The programs provided by the hospital would provide care for a wide range of the
population and would include child and adolescent, adult, and geriatric services. The care
provided at the private facility is targeted at the general public. The hospital will not contract
with the Department of Corrections, nor will it service the criminally insane or sexual
perpetrators.
The subject property where the hospital will be located is part ofa larger Site Plan covering
the Austin Avenue Medical Plaza_ The applicant proposes to keep the same general layout as
was originally proposed to match the adjacent medical building. However, the hospital will
include an outdoor courtyard adjacent to the building in lieu ofsome of the proposed parking.

Vice Chair Cochran invited the applicant to speak. The applicant was not present.
Vice Chair Coclaran opened the Public Hearing. Na one came forward and the Public Hearing
was closed.
Motion by Commissioner Pell recommend to the City Council approval of the Special Use
Permit for a Psychiatric Hospital to operate at 3101 S. Austin .Avenue. Second by
Commissioner Horne. Approved. 5-0

4. Public Hearingand possible action on a Special Use Permit to allow an Automobile Services,
General use (collision center) in the General Commercial (C-3) District, on Lot 2 , Block A, of
Parlcwoad Plaza, located at 912 Rockmoar Drive_ SUP-2012-007 (Jordan Maddox)
Staff report by Jordan Maddox_ The applicant has requested a Special Use Permit to
accompany a request to amend the Unified Development Code (UDC). The pending cede
amendment would create the allowance of an auto repair use in the C-3 District that is not
previously allowed. A companion to sfhe UDC amendment request, the Special Use Permit
(SUP) would accommodate a General Automotive Service use for a planned collision center.
Approval of -the SUP is contingent on the UDC change being finalized by City Council,.
scheduled for November 27`^.

The Business owner located next to this building voiced concern regarding the noise andodor
impact. Staff stated the Unified Development Code does not address odor_
Mr_ Turner, Turner Properties representing the applicant stated all work will be Bane inside
the building and there will be some noise. but less noise and odor than the Ronda place
located there previously_ •

Motion by Commissioner Pena to recommend to the. City Council approvalofthe Special Use
Permit for Lot 2, Block A, ofParkwood Plaza, located at 912 Rockmoor Drive. Second by
Commissioner Montgomery. Approved. 5-0
