HomeMy WebLinkAboutMinutes_ARTAB_01.20.2010Minutes of the Meeting of the Arts and Culture Board City of Georgetown, Texas Wednesday, January 20, 2010 Present: Charles Aguillon, Jane Paden, Penny Plueckhahn, Steve Proesel, Georgene Richaud, Mandy Solin Absent: Melanie Dunham Staff Present: Eric Lashley, Library Director, Judy Fabry, Library Administrative Assistant Others Present: Lynette Wallace of Lynette Wallace Productions, LLC; Dar Richardson A. Chair Charles Aguillon called the meeting to order at 3:09 p.m. B. There were no announcements regarding upcoming events C. There were no citizens wishing to address the Board. D. Consideration and approval of minutes of last meeting Georgene moved to accept the minutes as distributed, seconded by Penny. Steve said he would vote to accept as distributed as long as these minutes contain a clarification about a sentence in the minutes from the November meeting• "Penny said she had spoken recently with Steve and that he seemed to feel uncomfortable working on the sculpture project because he knows so little about it." Steve indicated he hadnot been intimidated by working on the project and that the reason he had cancelled the meeting with Penny was due to his wife's surgery on the same day. The Board passed the motion unanimously. E. Consideration of and possible action on 1 Lynette Wallace presentation on behalf of Art in the Square — Charles Aguillon. Lynette Wallace who organized and put on Art in the Square, October 16 & 17, 2009, presented the Board witha check for $1200, which represented the amount left from sponsorship income after the bills for the event were paid. She suggested that next year the Board might want to solicit sponsorships directly andthen pay her for the cost of tents. Charles suggested that an item should be placed on the Board's agenda for February that will allow discussion about how the Board could facilitate logistics for the 2010 Art in. the Square event. 2. Presentation to Council of Board's recommendation for funding sponsorship grants, January 26, 2010 — Charles Aguillon. Charles said that he and Eric would do a very brief presentation to Council since the background information about the granting process is outlined in the agenda packet. He encouraged all Board members to attend the Council meeting and asked Judy to contact the Georgetown arts organizations to let them know that the grant awards would be announced at this meeting. After the grant amounts have been approved, Judy will send official notification of the grants to the grantees. Charles will follow up with a letter suggesting ways to let the Council know how important the grant is to their organizations. 3. Presentation to Council of Board's interest in applying to the Texas Commissionon the Arts for a. Cultural District designation for Georgetown - Charles Aguillon Eric passed out a summary of information about applying for Cultural District Designation, which has been made a part of these minutes. Eric reported that he and Charles had had lunch with Cari Miller (Convention and Visitors Bureau) and Shelly Hargrove (Main Street) regarding applying to the Texas Commission on the Arts for Cultural District Designation for Georgetown. they had a number of questions about the process and the designation that Eric and Charles could not answer Shelly said she would contact people she knows in communities that have the designation to learn more about the program. Board members expressed some skepticism about the value of the designation and considerable discussion followed about the pros and cons of initiating the process at this time. Ultimately, Penny made a motion, which was seconded by Georgene, to postpone applying for the designation until 2011. The Board passed the motion unanimously and Charles asked to have this topic become a permanent item on all Board agendas in the coming months. Eric agreed to invite Mark Thomas, director of economic development for Georgetown, to speak to the Board about how arts and culture can be incorporated into economic development. 4. Feedback to organizations regarding their grant applications — Judy Fabry. The Board agreed on four points that should be conveyed to all applicants: (1) thanks for applying and bearing with the Board through what became a learning experience for all concerned; (2) the Board wants suggestions from the grantees about how the application process could be improved; (3) future applications must contain all required documentation and each document should be clearly labeled (4) future applications must be typed, and the Board will facilitate that by creating editable PDF documents. The Board members agreed that the application from the Williamson Museum was particularly well done and they would like Chris Dyer to speak at next year's grant orientation meeting to describe how he structures grant applications. Georgene said that as her parting work for the Board, she will draft revised sponsorship grant guidelines and the application form, incorporating the changes the Board talked about m this meeting. 5. Contract and reportmg requirements for grant recipients -Judy Fabry Judy asked for feedback about the draft final report form that she sent to the members in their agenda packets. Suggestions included asking whether the grantee used local vendors to promote their event and if so, who. Report on sculpture pad project — Penny Plueckhahn, Georgene Richaud, Steve Proesel, Eric Lashley. Permy had invited Dar Richardson, a member of the Texas Society of Sculptors, to share his ideas about the sculpture in San Gabriel Park project. He distributed a handout (made a part of these minutes) about the proposed Central Texas Sculpture Tour, of which the exhibit in San Gabriel Park would be a part. The other participants are Marble Falls, the Lady Bird Johnson Wildflower Center, and Sculptors Dominion in San Antonio. Dar said that sculptures would be available as early as the end of February as the current show ends at the Wildflower Center. Then, in March, sculptures that presently are at the Crossings (NW Austin) will be ready to move at the end of March. Finally, Marble Falls will rotate its display in October. The Board agreed to start with ten sculptures and Eric said he would show Dar the proposed locations of the limestone pads. Eric also confirmed that the City will insure sculptures that are on loan in the park. Georgene moved that Dar be authorized to move ahead with securing sculptures for the pads in the park. Penny seconded the motion, which passed unanimously. Discussion followed about how to compensate sculptors for the cost of moving their pieces to San Gabriel Park. Penny moved that each sculptor who places a piece in the exhibit will receive an honorarium of $100 to defray costs of moving and installation. Georgene seconded the motion, which passed unanimously. The contract between the City and the sculptor will delineate the limits of the insurance, state the amount of the honorarium, which will be payable when the contract is complete, and make clear that the artist is responsible for moving the piece to San Gabriel Park but that the Board assumes the responsibility, with guidance from the sculptor, for attaching the piece to the pad.
