A Resolution authorizing funding agreements between the City of Georgetown and the Assistance
League of Georgetown Area, Bluebonnet Trails Community MHMR Center dba Bluebonnet Trails
Community Services, Briarwood- Brookwood, Inc. dba Brookwood in Georgetown (BIG), CASA of
Williamson County, Texas, Faith In Action Georgetown, Family Eldercare, Georgetown Caring
Place dba The Caring Place, Getsemani Community Center, Goodwill Industries of Williamson
County Texas, Habitat for Humanity of Williamson County, the Literacy Council of Williamson
County, Lone Star Circle of Care, Senior Center at Stonehaven, Williamson- Burnet County
Opportunities Inc., and Williamson County Crisis Center dba Hope Alliance, and for these
agencies and organizations to continue to provide services for the citizens of Georgetown, and
authorizing the Mayor to execute same and the City Secretary to attest.
WHEREAS, the City Council finds that public transportation, public health services, financial
and other support services to at risk families, volunteer and information and referral services,
educational services, affordable housing, mental health and parenting and drug prevention services,
nutritional and social support services for the elderly and homebound citizens of Georgetown, crisis
and support services for the victims of sexual assault and family violence are not adequately
addressed or reasonably addressable by the private sector or other public entities; and,
WHEREAS, the City Council finds that the provision of such services accomplishes a public
purpose and benefits the community of Georgetown, Texas as it enhances the quality of life and the
overall economic development of the city per Chapter 380 of the Local Government Code; and
WHEREAS, the City of Georgetown and the Assistance League of Georgetown Area desire to
enter into an agreement to assist the Assistance League of Georgetown Area in the provision of
clothing for children in need, as identified by duly qualified G.I.S.D. employees or agents, in G.I.S.D.;
and
WHEREAS, the City of Georgetown and Bluebonnet Trails Community MHMR dba
Bluebonnet Trails Community Center desire to enter into an agreement to assist Bluebonnet Trails
provides mental health and developmental services to children born with extreme prematurity,
prenatally exposed to drugs and alcohol, in foster care, or who develop autism before age three and
their families and provides supplies, equipment, staff training, and parent education to parents of
children who are eligible for Early Childhood Intervention Services; and
WHEREAS, the City of Georgetown and Briarwood- Brookwood, Inc. dba Brookwood in
Georgetown (BIG) desire to enter into an agreement to assist Light Texas, Inc. to provide scholarships
for adults with special needs to afford the opportunity to attend a day program where they will be
productive and give back to their community through volunteer and entrepreneurial experiences; and
WHEREAS, the City of Georgetown and Faith in Action Georgetown desire to enter into an
agreement to assist Faith in Action provide transportation and other support services to improve the
quality of life of senior citizens and help them remain independent; and

WHEREAS, the City of Georgetown and the Georgetown Caring Place dba The Caring Place
desire to enter into an agreement to assist The Caring Place to serve central relief location to help
families in crisis who live in Georgetown and provide basic needs that include, but are not limited to,
food, shelter, clothing, household items, financial assistance for utility bills, rent or mortgage
payments, and employment assistance; and
WHEREAS the City of Georgetown and the Getsernani Community Center desire to enter
into an agreement to assist Getsemani Community Center to provide adult programming for
Georgetown's Hispanic Community to provide a place that preserves cultural resources, develops a
stronger sense of community and encourages full participation in the larger educational and civic
community with the unique and rich gifts of the Hispanic community; and
WHEREAS, the City of Georgetown and Habitat for Humanity of Williamson County, Inc.
desire to enter into an agreement to assist Habitat for Humanity of Williamson County, Inc. provide
affordable homeownership and exterior repair opportunities for low - income families in Georgetown
that include increasing outreach and awareness to low- income families in need of affordable home
ownership and repair opportunities in Georgetown; rehabilitating homes in partnership with low -
income Georgetown families that are accepted into the Habitat program; pre - purchasing homeowner
and financial education classes (such as Financial Peace University) to partner families through in-
house community collaborations; and providing home repair services to qualified low- income
Georgetown homeowners; and
WHEREAS, the City of Georgetown and Literacy Council of Williamson County (LCWC)
desire to enter into an agreement to assist the LCWC provide Georgetown residents English as a
Second Language tutorials for non - English speakers, Adult Basic Education instruction for
individuals performing below 611, grade levels, and GED preparation for individuals working to attain
their high school equivalency diplomas, and
WHEREAS, the City of Georgetown and Lone Star Circle of Care desire to enter into an
agreement to assist Georgetown Community Clinic in the provision of medical services for residents
of Georgetown who are uninsured or underinsured and are unable to access medical care through
other means; and
WHEREAS, the City of Georgetown and the Senior Center at Stonehaven (Stonehaven) desire
to enter into an agreement to assist the Stonehaven to meet the health, educational, social, recreational
and creative needs of the senior citizen population of Georgetown area; and
WHEREAS, the City of Georgetown and Williamson County Crisis Center dba Hope Alliance
desire to enter into an agreement to assist the Williamson County Crisis Center in the provision of
services to survivors of family violence, sexual assault, child abuse, including emergency shelter,
crisis intervention, legal advocacy, counseling, support groups, supportive housing and community
education crisis and support services to the victims of sexual assault and family violence for the
citizens of Georgetown; and

WHEREAS, the City of Georgetown and Williamson- Burnet County Opportunities, Inc.
(WBCO), desire to enter into an agreement to assist WBCO provide nutritional services for the elderly
and homebound citizens of Georgetown.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, THAT:
SECTION 1. The facts and recitations contained in the preamble of this resolution are hereby
found and declared to be true and correct, and are incorporated by reference herein and expressly
made a part hereof, as if copied verbatim.
SECTION 2. The Mayor is hereby authorized to execute, and the City Secretary to attest
thereto, funding agreements with Assistance League of Georgetown Area, Bluebonnet Trails
Community MHMR Center dba Bluebonnet Trails Community Services, B.riarwood- Brookwood, Inc.
dba Brookwood in Georgetown (BIG), CASA of Williamson County, Texas, Faith In Action
Georgetown, Family Eldercare, Georgetown Caring Place dba The Caring Place, Getsemani
Community Center, Goodwill Industries of Williamson County Texas, Habitat for Humanity of
Williamson County, the Literacy Council of Williamson County, Lone Star Circle of Care, Senior
Center at Stonehaven, Williamson- Burnet County Opportunities Inc., and Williamson County Crisis
Center dba Hope Alliance, and on behalf of the City of Georgetown in substantially the same form as
denoted in the attached exhibits.
SECTION 3. This resolution shall be effective immediately upon adoption.

STATE OF TEXAS § OF GEORGETOWN AREA
This is an agreement between the City of Georgetown, a Texas Home Rule Municipal
Corporation (City), and the Assistance League of Georgetown Area (The Assistance League),
for the fiscal year from October 1, 2013, through September 30, 2014 (Agreement.)
1. The City finds that The Assistance League accomplishes a public purpose and benefits the
community of Georgetown, Texas as it enhances the quality of life and the overall economic
development of the city per Chapter 380 of the Local Government Code. The City finds
that the services that The Assistance League will provide pursuant to this Agreement are
services that the City would provide, absent this Agreement, within the vision and
limitations otherwise placed upon the City.
2. In consideration for the services The Assistance League provides pursuant to this
Agreement, the City agrees to pay The Assistance League an amount not to exceed a total
of $7,000.00, to be paid in equal quarterly installments by October 15, 2013, and on January
1, 2014, April 1, 2014, and July 1, 2014.
3. As consideration for the funds to be paid by the City, The Assistance League agrees to
provide the following as a condition of this Agreement:
A. provide school clothing and school shoes for children in need, as identified by
duly qualified G.I.S.D. employees or agents, in G.I.S.D.;
B. provide reports to the City on or before March 15, 2014, and on or before
September 15, 2014, which include progress meeting service objectives, the total
number of persons and agencies directly served, and the number of Georgetown
citizens served; and
C. provide to the City a copy of The Assistance League's annual independent
auditor's report based upon its fiscal year.
4. This Agreement shall not be altered, waived, amended or extended, without the written
consent of both parties.
5. The Assistance League may not assign this Agreement to another party without the written
consent of the City.

6. Either party may terminate this Agreement for any reason with written notice to the other
party. Notice of termination shall be hand-delivered or sent by certified mail, return

This is an agreement between the City of Georgetown, a Texas Home Rule Municipal
Corporation (City), and Bluebonnet Trails Community MHMR Center dba Bluebonnet Trails
Community Services (Bluebonnet Trails), for the fiscal year from October 1, 2013, through
September 30, 2014 (Agreement.)
The City finds that Bluebonnet accomplishes a public purpose and benefits the community
of Georgetown, Texas as it enhances the quality of life and the overall economic
development of the city per Chapter 380 of the Local Government Code. The City finds
that the services that Bluebonnet Trails will provide pursuant to this Agreement are
services that the City would provide, absent this Agreement, within the vision and
limitations otherwise placed upon the City.
2. In consideration for the services Bluebonnet Trails provides pursuant to this Agreement, the
City agrees to pay Bluebonnet Trails an amount not to exceed a total of $4,000.00, to be paid
in equal quarterly installments by October 15, 2013, and on January 1, 2014, April 1, 2014,
and July 1, 2014.
3. As consideration for the funds to be paid by the City, Bluebonnet Trails agrees to provide
the following as a condition of this Agreement:
A. provides mental health and developmental services to children born with

This is an agreement between the City of Georgetown, a Texas Home Rule Municipal
Corporation (City), and Briarwood - Brookwood, Inc. dba Brookwood in Georgetown (BIG), for
the fiscal year from October 1, 2013, through September 30, 2014 (Agreement.)
1. The City finds that BIG accomplishes a public purpose and benefits the community of
Georgetown, Texas as it enhances the quality of life and the overall economic development
of the city per Chapter 380 of the Local Government Code. The City finds that the services
that BIG will provide pursuant to this Agreement are services that the City would provide,
absent this Agreement, within the vision and limitations otherwise placed upon the City.
In consideration for the services BIG provides pursuant to this Agreement, the City agrees
to pay BIG an amount not to exceed a total of $15,000.00, to be paid in a one -time lump sum
payment by October 15, 2013.
3. As consideration for the funds to be paid by the City, BIG agrees to provide the following
as a condition of this Agreement:
A. provide scholarships for adults with special needs to afford the opportunity to
attend a day program where they will be productive and give back to their
community through volunteer and entrepreneurial experiences;
B. create day programs for adults with disabilities;
C. provide reports to the City on or before March 15, 2014, and on or before
September 15, 2014, which include progress meeting service objectives, the total
number of persons and agencies directly served, and the number of Georgetown
citizens served; and
D. provide to the City a copy of BIG's annual independent auditor's report based
upon its fiscal year.
4. This Agreement shall not be altered, waived, amended or extended, without the written
consent of both parties.
5. BIG may not assign this Agreement to another party without the written consent of the
City.

This is an agreement between the City of Georgetown, a Texas Home Rule Municipal
Corporation (City), and Casa of Williamson County (CASA) for the fiscal year from October 1,
2013, through September 30, 2014 (Agreement.)
1. The City finds that CASA accomplishes a public purpose and benefits the community of
Georgetown, Texas as it enhances the quality of life and the overall economic development
of the city per Chapter 380 of the Local Government Code. The City finds that the services
that CASA will provide pursuant to this Agreement are services that the City would
provide, absent this Agreement, within the vision and limitations otherwise placed upon
the City.
2. In consideration for the services CASA provides pursuant to this Agreement, the City
agrees to pay CASA an amount not to exceed a total of $5,000.00, to be paid in equal
quarterly installments by October 15, 2013, and on January 1, 2014, April 1, 2014, and July 1,
2014.
3. As consideration for the funds to be paid by the City, CASA agrees to provide the following
as a condition of this Agreement:
A. provide trained, court - appointed volunteers who advocate for the best interest
of abused or neglected children in court on their journey to a safe, permanent
home;
B. provide reports to the City on or before March 15, 2014, and on or before
September 15, 2014, which include progress meeting service objectives, the total
number of persons and agencies directly served, and the number of Georgetown
citizens served; and
C. provide to the City a copy of CASA's aru-ival independent auditor's report based
upon its fiscal year.
4. This Agreement shall not be altered, waived, amended or extended, without the written
consent of both parties.
5. CASA may not assign this Agreement to another party without the written consent of the
City.
6. Either party may terminate this Agreement for any reason with written notice to the other
party. Notice of termination shall be hand - delivered or sent by certified mail, return

This is an agreement between the City of Georgetown, a Texas Home Rule Municipal
Corporation (City), and Faith in Action Georgetown (Faith in Action), for the fiscal year from
October 1, 2013, through September 30, 2014 (Agreement.)
1. The City finds that Faith in Action accomplishes a public purpose and benefits the
community of Georgetown, Texas as it enhances the quality of life and the overall economic
development of the city per Chapter 380 of the Local Government Code. The City finds
that the services Faith in Action will provide pursuant to this Agreement are services that
the City would provide, absent this Agreement, within the vision and limitations otherwise
placed upon the City.
2. In consideration for the services Faith in Action provides pursuant to this Agreement, the
City agrees to pay Faith in Action an amount not to exceed a total of $16,000.00, to be paid
in equal quarterly installments by October 15, 2013, and on January 1, 2014, April 1, 2014,
and July 1, 2014.
3. As consideration for the funds to be paid by the City, Faith in Action agrees to provide the
following as a condition of this Agreement:
A. transportation services for seniors, 65 and above, to medical appointments,
grocery shopping, grocery and prescription delivery, personal errands,
community activities, etc.;
B. telephone reassurance calls and home visits to provide social contact to assess
needs;
C. home visits to home -bound clients & handyman services to clients.
D. information and referral for senior service needs;
E. provide reports to the City on or before March 15, 2014, and on or before
September- 15, 2014, which include progress meeting service objectives, the total
number of persons and agencies directly served, and the number of Georgetown
citizens served; and
F. provide to the City a copy of Faith in Action's annual independent auditor's
report based upon its fiscal year.
4. This Agreement shall not be altered, waived, amended or extended, without the written
consent of both parties.
5. Faith in Action may not assign this Agreement to another party without the written
consent of the City.

2. In consideration for the services Family Eldercare provides pursuant to this Agreement, the
City agrees to pay Family Eldercare an amount not to exceed a total of $4,000.00, to be paid
in equal quarterly installments by October 15, 2013, and on January 1, 2014, April 1, 2014,
and July 1, 2014.
3. As consideration for the funds to be paid by the City, Family Eldercare agrees to provide
the following as a condition of this Agreement:
A. provide care management and access to resources to maintain or improve health
of patients at 3 clinics, including the Lone Star Circle of Care (LSCC) Senior
Health Clinic at Lake Aire Medical Center in Georgetown, Texas;
B. provide home -based assessments and care management to certain LSCC
patients, as well as to provide wrap around community support services and
monitor critical components of the medical plan of care in collaboration with
LSCC;
C. provide reports to the City on or before March 15, 2014, and on or before
September 15, 2014, which include progress meeting service objectives, the total
number of persons and agencies directly served, and the number of Georgetown
citizens served; and
D. provide to the City a copy of Family Eldercare's annual independent auditor's
report based upon its fiscal year.
4. This Agreement shall not be altered, waived, amended or extended, without the written
consent of both parties.

2. In consideration for the services The Caring Place provides pursuant to this Agreement, the
City agrees to pay The Caring Place an amount not to exceed a total of $50,000.00, to be paid
in equal quarterly installments by October 15, 2013, and on January 1, 2014, April 1, 2014,
and July 1, 2014.
3. As consideration for the funds to be paid by the City, The Caring Place agrees to provide
the following as a condition of this Agreement:
A. serve as a central relief location to help families in crisis that live in Georgetown;
B. provides basic needs that include, but are not limited to, food, shelter, clothing,
household items, financial assistance for utility bills, rent or mortgage payments,
and employment assistance;
C. coordinate with the City and other community service organizations to provide
services to Georgetown residents;
D. provide reports to the City on or before March 15, 2014, and on or before
September 15, 2014, which include progress meeting service objectives, the total
number of persons and agencies directly served, and the number of Georgetown
citizens served; and
E. provide to the City a copy of The Caring Place's annual independent auditor's
report based upon its fiscal year.

2014, February 1, 2014, March 1, 2014, April 1, 2014, May 1, 2014, June 1, 2014, July 1, 2014,

A. provide adult programming for Georgetown's Hispanic Community to provide
a place that preserves cultural resources, develops a stronger sense of
community and encourages full participation in the larger educational and civic
community with the unique and rich gifts of the Hispanic community.
B. provide reports to the City on or before March 15, 2014, and on or before
September 15, 2014, which include progress meeting service objectives, the total
number of persons and agencies directly served, and the number of Georgetown
citizens served; and
C. provide to the City a copy of GCC's annual independent auditor's report based
upon its fiscal year.

income families in Georgetown;
B. increase outreach and awareness to low- income families in need of affordable
home ownership and repair opportunities in Georgetown;
C. rehabilitate homes in partnership with low- income Georgetown families that are
accepted into the Habitat program;
D. pre- purchase homeowner and financial education classes (such as Financial
Peace University) to partner families through in -house community
collaborations;
E. provide home repair services to qualified low - income Georgetown
homeowners;
F. coordinate as appropriate with the City and other community service providers
in the provision of services to Georgetown residents;
G. provide reports to the City on or before March 15, 2014, and on or before
September 15, 2014, which include progress meeting service objectives, the total

B. coordinate as appropriate with the City and other community service providers

September 15, 2014, which include progress meeting service objectives, the total

citizens served; and

quarterly installments by October 15, 2013, and on January 1, 2014, April 1, 2014, and July 1,
2014. The City also agrees to pay for utility services at the Mary Bailey Head Start Center
and Madella Hilliard Neighborhood Center.
3. As consideration for the funds to be paid by the City, WBCO agrees to provide the
following as a condition of this Agreement:
A. noon meals which provide 1%3 of the daily nutritional requirements, five days a
week for senior citizens of Georgetown, to be served in a congregate social
setting and delivered to homebound senior citizens;
B. coordinate as appropriate with the City and other community service providers
in the provision of services to Georgetown residents;
C. provide reports to the City on or before March 15, 2014, and on or before
September 15, 2014, which include progress meeting service objectives, the total
number of persons and agencies directly served, and the number of Georgetown
citizens served; and
D. provide to the City a copy of WBCO's annual independent auditor's report
based upon its fiscal year.
4. This Agreement shall not be altered, waived, amended or extended, without the written
consent of both parties.
5. WBCO may not assign this Agreement to another party without the written consent of
the City.

6. Either party may terminate this Agreement for any reason with written notice to the
other party. Notice of termination shall be hand-delivered or sent by certified mail,

This is an agreement between the City of Georgetown, a Texas Home Rule Municipal Corporation
(City), and the Williamson County Crisis Center dba Hope Alliance (WCCC), for the fiscal year
from October 1, 2013, through September 30, 2014 (Agreement.)
1. The City finds that WCCC accomplishes a public purpose and benefits the community of
Georgetown, Texas as it enhances the quality of life and the overall economic development of
the city per Chapter 380 of the Local Government Code. The City finds that the services that
WCCC will provide pursuant to this Agreement are services that the City would provide,
absent this Agreement, within the vision and limitations otherwise placed upon the City.
2. In consideration for the services WCCC provides pursuant to this Agreement, the City agrees to
pay WCCC an amount not to exceed a total of $40,000.00, to be paid in equal monthly
installments by October 15, 2013 and on November 1, 2013, December 1, 2013, January 1, 2014,
February 1, 2014, March 1, 2014, April 1, 2014, May 1, 2014, June 1, 2014, July 1, 20134 August 1,
2014, and September 1, 2014.
3. As consideration for the funds to be paid by the City, WCCC agrees to provide the following as

A. provide services to survivors of family violence, sexual assault, child abuse, including
emergency shelter, crisis intervention, legal advocacy, counseling, support groups,
supportive housing and community education.

C. provide reports to the City on or before March 1.5, 2014, and on or before September 15,
2014, which include progress meeting service objectives, the total number of persons and
agencies directly served, and the number of Georgetown citizens served; and
