HomeMy WebLinkAboutRES 091013-Y - Youth Program Fund AgmtRESOLUTION NO. 09101 "' A Resolution authorizing Children's and Youth Program Funding Agreements Between the City of Georgetown and the Boys and Girls Club of Georgetown, the Boy Scouts of America, Capital Area Council, San Gabriel District, Pack 2935, the Georgetown Cultural Citizens Memorial Association, the Georgetown Project; the Getsemani Community Center, the Williamson County Community Coordinated Child Care (WC4C), and the Williamson County Historical Museum and for these agencies and organizations to provide services for the citizens of Georgetown, and authorizing the Mayor to execute same and the City Secretary to attest. WHEREAS, the City Council finds that it will provide funding through a contract for services to legally qualified non - profit organizations which provide services that the City is legally authorized to provide, but is not currently providing, when such services are to support programs for children and youth who have little or no access to the City of Georgetown's programs, either because of fees or location; and WHEREAS, these programs need to be offered on a regular basis after school and /or during vacations and breaks; and WHEREAS, these programs also shall have little or no charge or fees to participating youth and children; and WHEREAS, the programs and activities need to be open to the public and be held at an accessible facility; and WHEREAS, the focus of the programs funded by the City shall be for the provision of a safe and nurturing environment; and WHEREAS, the City Council finds that the provision of such services accomplishes a public purpose and benefits the community of Georgetown, Texas as it enhances the quality of life and the overall economic development of the city per Chapter 380 of the Local Government Code; and WHEREAS, the City of Georgetown and The Boys and Girls Club of Georgetown desire to enter into an agreement to assist the Club to provide after school youth programs during the school year and full day youth programs during the summer that provide safe places for children and youth in the community by providing recreationally based programs that are centered upon character & leadership development, education & career development, health & life skills, the arts, and sports, fitness, and recreation; and Resolution No. Description: 2013/14 Youth I ogr m Funding Agreements Date of Approval:_ f Page 1 of 3 WHEREAS, the Boy Scouts of America, Capital Area Council, San Gabriel District, Pack 2935 provides an "in school" cub scouting program in Georgetown elementary schools. WHEREAS, the City of Georgetown and Georgetown Cultural Citizens Memorial Association ( GCCMA) desire to enter into an agreement to assist the GCCMA conduct the Willie Hall Center After - School Tutoring Program in order to allow ongoing assistance for summer cultural /academic and parental enrichment; and WHEREAS, the City of Georgetown and The Georgetown Project (TGP) desire to enter into an agreement to assist TGP provide youth development and youth activity programs for children, youth, and families in Georgetown through the Kid City Program (summer food and enrichment for economically disadvantaged students) and the Eagle's Nest (provides assistance to homeless teens, including basic needs and counseling); and WHEREAS, the City of Georgetown and Getsemani Community Center desire to enter into an agreement to assist Getsemani Community Center provide summer and after school tutoring programs targeted to serve academically at risk children and youth in the neighborhoods served by Getsemani and specifically served by Annie Purl and Williams Elementary; and WHEREAS, the City of Georgetown and Williamson County Community Coordinated Child Care (WC4C) desire to enter into an agreement to assist WC4C provide assistance with subsidized child care and provide scholarships at WC4C; and WHEREAS, the City of Georgetown and the Williamson County Historical Museum, Inc. desire to enter into an agreement to assist the Williamson County Historical Museum provide educational youth programs including free or low cost educational outreach programming opportunities to youth of all socioeconomic backgrounds, including students in public, private and home schools. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF OF GEORGETOWN, SECTION 1. The facts and recitations contained in the preamble of this resolution are hereby found and declared to be true and correct, and are incorporated by reference herein and expressly made a part hereof, as if copied verbatim. SECTION 2. The Mayor is hereby authorized to execute, and the City Secretary to attest thereto, funding agreements the Boys and Girls Club of Georgetown, the Boy Scouts of America, Capital Area Council, San Gabriel District, Pack 2935, the Georgetown Cultural Citizens Memorial Association, the Georgetown Project; the Getsemani Community Center, the Williamson County Community Coordinated Child Care (WC4C), and the Williamson County Historical Museum, and on behalf of the City of Georgetown in substantially the same form as denoted in the attached exhibits. The City finds that the Boys and Girls Club accomplishes a public purpose and benefits the community of Georgetown, Texas as it enhances the quality of life and the overall economic development of the city per Chapter 380 of the Local Government Code. The City finds that the services that the Boys and Girls Club will provide pursuant to this Agreement are services that the City would provide, absent this Agreement, within the vision and limitations otherwise placed upon the City. 2. In consideration for the services the Boys and Girls Club provides pursuant to this Agreement, the City agrees to pay the Boys and Girls Club an amount not to exceed a total of $50,549.00, to be paid in equal quarterly installments by October 15, 2013, and on January 1, 2014, April 1, 2014, and July 1, 2014. 3. As consideration for the funds to be paid by the City, the Boys and Girls Club agrees to provide the following as a condition of this Agreement: A. after school youth programs during the school year and full day youth programs during the summer. The programs shall be recreationally based and centered upon five core areas of character and leadership development, education and career development, health and life skills, the arts, sports and fitness and recreation; B. provide reports to the City on or before March 15, 2014, and on or before September 15, 2014, which include progress meeting service objectives, the total number of persons and agencies directly served, and the number of Georgetown citizens served; and C. provide to the City a copy of the Boy's and Girl's Club annual independent auditor's report based upon its fiscal year. 4. This Agreement shall not be altered, waived, amended or extended, without the written consent of both parties. 5. The City finds that the services that the CGCMA will provide pursuant to this Agreement are services that the City would provide, absent this Agreement, within the vision and limitations otherwise placed upon the City. 2. In consideration for the services the GCCMA provides pursuant to this Agreement, the City agrees to pay the GCCMA an amount not to exceed a total of $3,000.00, to be paid in equal monthly installments by October 15, 2013, and on November 1, 2013, December 1, 2013, January 1, 2014, February 1, 2014, March 1, 2014, April 1, 2014, May 1, 2014, June 1, 2014, July 1, 2014, August 1, 2014 and September 1, 2014. 3. As consideration for the funds to be paid by the City, the GCCMA agrees to provide the following as a condition of this Agreement: A. to conduct the Willie Hall Center After - School Tutoring Program in order to allow ongoing assistance for summer cultural /academic and parental enrichment; B. provide reports to the City on or before March 15, 2014, and on or before September 15, 2014, which include progress meeting service objectives, the total number of persons and agencies directly served, and the number of Georgetown citizens served; and C. provide to the City a copy of the GCCMA's annual independent auditor's report based upon its fiscal year. 4. This Agreement shall not be altered, waived, amended or extended, without the written consent of both parties. 5. In consideration for the services TGP provides pursuant to this Agreement, the City agrees to pay TGP an amount not to exceed a total of $20,000.00, to be paid in equal monthly installments by October 15, 2013, and on November 1, 2013, December 1, 2013, January 1, 2014, February 1, 2014, March 1, 2014, April 1, 2014, May 1, 2014, June 1, 2014, July 1, 2014, August 1, 2014 and September 1, 2014. 3. As consideration for the funds to be paid by the City, TGP agrees to provide the following as a condition of this Agreement: A. provide youth development and youth activity programs for children, youth and families in Georgetown through the Kid City Program (summer food and enrichment for economically disadvantaged students) and the Eagle's Nest (provides assistance to Georgetown ISD at -risk teens experiencing transitional living situations, including basic needs and supportive services, including meals, laundry, showers, credit recovery, tutoring, job training, and individual /family counseling). B. provide reports to the City on or before March 15, 2014, and on or before September 15, 2014, which include progress meeting service objectives, the total number of persons and agencies directly served, and the number of Georgetown citizens served; and C. provide to the City a copy of TGP's annual independent auditor's report based upon its fiscal year. 4. The City finds that the services that GCC will provide pursuant to this Agreement are services that the City would provide, absent this Agreement, within the vision and limitations otherwise placed upon the City. 2. In consideration for the services GCC provides pursuant to this Agreement, the City agrees to pay GCC an amount not to exceed a total of $5,000.00, to be paid in equal monthly installments by October 15, 2013, and on November 1, 2013, December 1, 2013, January 1, 2014, February 1, 2014, March 1, 2014, April 1, 2014, May 1, 2014, June 1, 2014, July 1, 2014, August 1, 2014 and September 1, 2014. 3. As consideration for the funds to be paid by the City, GCC agrees to provide the following as a condition of this Agreement: A. provide summer and after school tutoring & enrichment programs targeted to serve academically at risk children and youth in the neighborhoods located in the southeastern part of the city of Georgetown; B. provide reports to the City on or before March 15, 2014, and on or before September 15, 2014, which include progress meeting service objectives, the total number of persons and agencies directly served, and the number of Georgetown citizens served; and C. provide to the City a copy of GCC's annual independent auditor's report based . upon its fiscal year. 4. This Agreement shall not be altered, waived, amended or extended, without the written consent of both parties. 5. In consideration for the services the Williamson County Historical Museum provides pursuant to this Agreement, the City agrees to pay the Williamson County Historical Museum an amount not to exceed a total of $4,000.00, to be paid in equal quarterly installments by October 15, 2013, and on January 1, 2014, April 1, 2014, and July 1, 2014. 3. As consideration for the funds to be paid by the City, the Williamson County Historical Museum agrees to provide the following as a condition of this Agreement: A. provide educational youth programs including free or low cost educational outreach programming opportunities to youth of all socioeconomic backgrounds, including students in public, private and home schools. B. provide reports to the City on or before March 15, 2014, and on or before September 15, 2014, which include progress meeting service objectives, the total number of persons and agencies directly served, and the number of Georgetown citizens served; and C. provide to the City a copy of the Williamson County Historical Museum's annual independent auditor's report based upon its fiscal year. 4. This Agreement shall not be altered, waived, amended or extended, without the written consent of both parties. 5. The Williamson County Historical Museum may not assign this Agreement to another party without the written consent of the City. 2013/2014 Social Service Funding Agreement The Williamson County Historical Museum, Inc. Page 1 6. Either party may terminate this Agreement for any reason with written notice to the other party. Austin Ave. Georgetown, TX 78626 All obligations under this Agreement shall cease, and the City shall only fund those expenses that actually were expended, up to the date the notice of termination is received.
