A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GEORGETOWN,
TEXAS, ESTABLISHING AN EMPLOYEE HEALTH INSURANCE INTERNAL
SERVICE FUND AND ESTABLISHING POLICY GUIDELINES, EFFECTIVE
OCTOBER 8, 2013.
WHEREAS, the City Council of the City of Georgetown has reviewed and discussed
options on providing employee health insurance benefits for the 2014 plan year at its March 26,
2013 and July 9, 2013 regular workshops and directed staff to pursue implementation at its July
9, 2013 regular council meeting; and
WHEREAS, the City Council of the City of Georgetown finds that self-insurance provides
the most flexibility in health benefits costs and options and mitigates potential costs increases to
both the City and its employees; and
WHEREAS, the City Council of the City of Georgetown wishes to establish an internal
service fund to manage the accounts and payments for this program; and
WHEREAS, the City Council of the City of Georgetown finds that establishing a reserve for
the self-insurance fund is most cost effective by establishing a line of credit with the City's fund
contingency reserves; and
WHEREAS, the City Council of the City of Georgetown finds that funds necessary to pay
for this program are already included in department budgets as adopted in the 2013/14 Annual
Budget; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, THAT:
SECTION 1. The facts and recitations contained in the preamble of this resolution are
hereby found and declared to be true and correct, and are incorporated by reference herein and
expressly made a part hereof, as if copied verbatim. The enactment of this resolution is not
inconsistent or in conflict with any 2030 Plan Policies.
SECTION 2. The Employee Health Benefit Self Insurance Internal Service Fund is hereby
established.
SECTION 3. The Employee Health Benefit Self Insurance Internal Service Fund will be
funded by employee premium contributions, budgeted health insurance funds as included in the
2013/14 Annual Budget and other recurring or one-time contributions as the City Council may
designate.
SECTION 4. The Employee Health Benefit Self Insurance Internal Service Fund reserve
will be funded through a line of credit from the City's contingency reserve fund balances not
required for normal daily liquidity and operations, in an amount not to exceed $1,000,000.

SECTION 5. The City Manager or his designee shall establish Employee Health Benefit
Plan documents, obtain third party administrator(s), stop loss policies and other policies and
resources as may be required to implement this program in compliance with state federal, state
and local laws.
SECTION 6. The Chief Financial Officer shall establish the accounts, policies and
procedures as needed to collect and make payments as necessary under the program.
SECTION 7. This resolution shall be effective immediately upon adoption.
