Minutes of the Meeting of the
Arts and Culture Board
City of Georgetown, Texas
Tuesday, March 19, 2013
Members Present: Gary Anderson, Philip Baker, Shana Nichols, Dar Richardson, Betty Ann
Sensabaugh, Liz Stewart, Amanda Still
Staff Present: Eric Lashley, Library Director; Judy Fabry, Library Administrative Assistant; Laurie
Brewer, Assistant City Manager; Jack Daly, Executive Assistant; Elizabeth Cook, Planning
Consultant.
A. Chair Philip Baker called the meeting to order at 2:30 p.m. The board met in the Blanton
Museum Board Room at the museum in Austin. Following the meeting the board toured the
museum's new exhibit with Annette Carlo77i, museum curator.
B. Eric Lashley reminded the board that he would be presenting the draft strategic plan for arts and
culture to the City Council at their workshop next Tuesday, March 26, at 2:00 p.m. He also will
give Council updates on the art center and the cultural district application. He encouraged board
members to attend, if possible.
Liz Stewart said that the Temple Jazz Orchestra will be performing at the Kieft Center on
Sunday, April 7. She also encouraged everyone to attend a free Senior University lecture on
April 18, at 7:00 p.m. in the Sun City Ballroom. Peggy Kelsey, an Austinite who is president of
the Afghan Women's Relief Program, will present "Gathering Strength: Conversations with
Afghan Women."
C. There were no citizens wishing to address the Board.
D. Introduction of Board members. Lashley asked each board member to introduce themselves for
the benefit of new member, Betty Ann Sensabaugh.
E. Consideration and approval of minutes of February 19, 2013 meeting. Amanda Still moved to
accept the minutes as distributed. Liz Stewart seconded the motion, which passed
unanimously.
F. Consideration of and possible action to
1. Set date and time for 2013 Board meetings — Eric Lashley. By consensus, the board
members agreed to continue to meet on the third Tuesday of each month at 4:30 p.m.
2. Elect the vice-chair of the Board — Eric Lashley. Still volunteered to continue as vice chair.
Stewart moved to elect Still and Richardson seconded the motion, which passed
unanimously.
3. Elect the secretary of the Board — Eric Lashley. Stewart volunteered to continue as secretary.
Nichols moved to elect Stewart and Richardson seconded the motion, which passed
unanimously.
4. Art Center update — Eric Lashley. Lashley reported that John Hughes has been hired as
general contractor/project manager for the art center. He has experience with historic
buildings and has personally done restoration of windows from those buildings, which is the
part of the fire station remodel that has slowed previous progress. Hughes also immediately
recognized a structural problem in the doorway that is being reopened on the south side of
the gallery, which averted what could have become a serious issue.
Lashley said that the doorway between the art center and Thundercloud Subs has been
closed and the sidewalks are nearly complete to 9m Street. The trees in the pocket park have
been removed. They will be replaced with mature Monterey oaks.
T.F. Harper has been selected as contractor for the splash pad. Much site work must be done
before the splash pad can be installed. Reopening the doorway under the south stairway
requires lowering the grade by about 10", which will affect the grade in the entire park site.
The storefront has been removed and three contractors are involved in creating the new front.
The wood and steel will be installed soon, followed by the windows. Lashley said that the new
estimated completion date for the renovation is June 1.
Nichols asked how the delay in construction has affected Art Works. Gary Anderson, who is
on the Art Works board, acknowledged that it has been problematic. The board already has
advertised its summer art camp, which will begin on June 10. Lashley said the camp will go
on, even if the June 1 completion date is not met. If necessary, he will find a way to hold the
camp classes in the library until the art center is finished. Anderson also said that being
unable to establish a firm date for the opening exhibit by Benini has complicated planning.
5. Cultural District Designation project — Eric Lashley. Lashley reported that he and Judy Fabry
had met on March 12 with Jim Bob McMillan, deputy director of the Texas Commission on the
Arts, to discuss the application. They toured downtown and showed McMillan existing assets
and potential assets for the district. McMillan was very complimentary about what already is in
place and indicated that the application would have a good chance of being accepted if it is
well presented.
Brewer suggested that Keith Hutchinson, the City's Public Information Officer, might be willing
to create the video that would be a part of the cultural district application. Lashley said he
would talk with Hutchinson. Sensabaugh inquired about whether the Downtown Georgetown
Association (DGA) would be part of the group that will manage the cultural district. Lashley
said that DGA has not been involved yet, but that it will be important to get buy-in and support
from as many organizations and businesses as possible, so DGA definitely will be given an
opportunity to participate.
Richardson moved to adjourn the meeting at 3:20 p.m. Still seconded the motion, which passed
unanimously, and Chair Baker adjourned the meeting.
