Meeting called to order at 4:04 p.m. Regular Session 1. Consideration of approval of minutes for the regular Commission meeting held on November 15, 2001. Motion by Cheryl Nunn to approve minutes as written. Second by David Galloway. Approved 5-0 Executive Session In compliance with the Open Meetings Act, Chapter 551, Government Code, Vernon’s Texas Code, Annotated, the item below will be discussed in closed session: 2. Section 551.071 consultation with attorney Executive Session closed at 4:20 p.m. 3. Action from Executive Session. No action taken 4. Election of a Vice-Chairman for the Building Standards Commission. Gavurnik recommended Nunn for this position based on her service and attendance. She declined due to already serving as Secretary. Gavurnik nominated Jim Schiller as Vice-Chair of Building Standards Commission. Lenning seconds. Jim Schiller is elected, 5-0. 5. Presentation of the finalized By-laws for the Building Standards Commission. Dave Hall presented the by-laws as approved by the Council. Hall explains that alternates can now serve on the Commission as needed with the appointment from the “designee”. John Gavurnik, as the Chair, is selected as the “designee” from Council to make that choice. 12/20/2001 Page 2 of 2 L:\Division\cd\Building Standards\2001\Minutes 122001.doc 6. Presentation, public review and possible action on recommending to the City Council of Georgetown, the adoption of the 20000 International Residential Energy Conservation Code Standards. Dave Hall began discussion of the new Energy Conservation Code. He introduced Doug Garrett of Building Performance and Design. Doug is a specialist on the new Code. He was visiting the Commission to explain the differences of the new Code. He explained that this is a performance-based code. It allows much more flexibility than the old code. There are three main paths. The Prescriptive Path, which is the most stringent and restrictive path of compliance, with no variables allowed. The Software Path allows tradeoffs for extra items, as long as the end result is achieved. The Chapter 4 Compliance allows complete flexibility, including creative design as long as the desired result is achieved. Action is tabled until next meeting, when it can be reviewed by Commission, Dave Hall and Jo-Christy Brown, City Attorney. Suggestions will be brought forward in January. 7. Presentation and discussion by Georgetown Code Enforcement and Inspection Services of status for the ordered demolition of an accessory structure located at 1808 Eubanks and the ordered removal or repair of a carport at 210 Central. This item is tabled. 8. Presentation and discussion by Inspection Services on the status of the Shoney’s Motel site and building foundation pad located at 75 Clay Street in Georgetown. Dave Hall explained that the City Attorney needs more time to review this situation and the history. 9. Consideration, public review and possible action to recommend to the City Council of Georgetown adoption of the 2000 International Residential Code and Amendments. Dave asked for approval to draft an Ordinance. This item is tabled until January meeting. 10. Suggested items for next regularly scheduled meeting agenda. John asked for update on “yellow house” by Luby’s. Bob informed him that the owner has acquired a permit and is working on the house. Motion to adjourn by Richard Lenning. Second by Cheryl Nunn. Approved 5-0 at 5:43 p.m.
