FINAL DRAFT OF PUBLIC MEETING MINUTES OF THE
BUILDING STANDARDS COMMISSION
CITY OF GEORGETOWN, TEXAS
April 25, 2002
Commissioners present: Jim Schiller-Chairman, Billy Strickland, Neal Daly, Lloyd Potts,
Richard Lenning, Sidney Smith, Edward Martin, Cheryl Nunn
Attorney present: Jo Christy Brown
Staff present: Building Official - Dave Hall, Secretary - Laura Anderson
Regular Session
1. Consideration of approval of minutes for the regular Commission meeting held on
February 21, 2002. Motioned by Richard Lenning to approve, seconded by
Cheryl Nunn Passed 5-0
Executive Session
In compliance with the Open Meetings Act, Chapter 551, Government Code, Vernon’s Texas
Code, Annotated, the item below will be discussed in closed session:
Section 551.071 consultation with attorney
Action from Executive Session. No action taken
2. Consideration and possible action to nominate a Vice Chairman for the Building
Standards Commission. Nominations are Lloyd Potts, seconded by Richard Lenning
Lloyd Potts was voted in a Vice Chair. Passed 5-0
3. Consideration and possible action to nominate a Secretary for the Building
Standards Commission. Nominations are Cheryl Nunn, seconded by Lloyd Potts
Passed 5-0
4. Discussion and review of Open Meeting Laws, Open Record Laws, Ethics Ordinance
and City Council Policy Regarding Commission Members Responsibilities.
Jim attended the seminar with the Council and wanted to remind the commission about
the open meetings act and that the Council Stressed the attendance of the commissioners.
Commissioners are required to attend 75% of the meetings. Jim reads the policy.
Jo Christy offered her firm's assistant to the commissioners for any conflicts of interest
questions or concerns. Also, Jim reminded the members to review the Agenda prior
to the meeting in case of a conflict of interest. If one arises, the member involved
can step out during that particular discussion. Jo- Christy explained the use of personal
e-mails and if the commissioners use their personal computers as a way of communication
it can be subject to the Open Records Law. Opening meeting act is technically when

there is a quorum; however if the communication travels from one to another that is
considered a meeting. If discussing with other citizens, that is not an issue, however if four
Commissioners are together and approached that is a problem it would be considered an open
meetings act.
5. Presentation, public review and possible action on recommending to the City Council of
Georgetown, for the adoption of the 2000 International Building, Fire, Plumbing,
Mechanical and Fuel Gas Codes. Richard question the policy on remodeling commercial
buildings.
Dave explained that in general unless they are increasing the value of the structure by 50%
then they don't have to bring the building up to code. Jim question if there was a height
Ordinance in Georgetown, especially downtown. Does the downtown design committee
have any say? If we adopt this ordinance we might have to develop an ordinance.
Jim ask if we covered this amount of information on the new codes per meeting, how
long would it take? Dave estimates we could complete this by the end of the summer.
Can we go through the fire code in one sitting. Is Tom the adviser or does he have
the authority? Dave replies only through an ordinance.
6. Suggested items for next regularly scheduled meeting.
Update on the dangerous structures.
Invite Code Enforcement to give an update
Reminder that the meeting was changed to the fourth Thursday.
