HomeMy WebLinkAboutMinutes_BSC_06.20.2002FINAL DRAFT OF PUBLIC MEETING MINUTES OF THE BUILDING STANDARDS COMMISSION CITY OF GEORGETOWN, TEXAS JUNE 20TH, 2002 Notice is hereby given that the City of Georgetown Building Standards Commission will hold its regular meeting at 4:00 p.m., Thursday, the 20th of June 2002, in the City Council Chambers located at 101 E 7th St., Georgetown, Texas to consider the following: Attendance: Commissioners: Edward Martin, Neil Daly, Richard Lenning, Cheryl Nunn Sid Smithson, Billy Strickland, Building Official - Dave Hall, Secretary - Laura Anderson, Commercial Plan Reviewer Steve O’Neil Guest Attending: Dr. Warren and Chris Hilton Meeting called to order at 4:10p.m. Regular Session 1. Consideration of approval of the minutes from the regular Commission meeting held on May 23rd, 2002. Richard moved to approve Cheryl 2nd Passed 5-0 Executive Session (Commission reserves the right to convene into Executive Session at any time during the meeting regarding any agenda item. In compliance with the Open Meetings Act, Chapter 551 Government Code, Vernon’s Texas Code, Annotated, the item below will be discussed in closed session.) 2. Section 551.071 consultation with attorney. None today Regular Session 3. Action from Executive Session. None 4. Consideration and possible action on a request for a variance to the provisions of Section 407 (regarding access to required plumbing facilities) of the 1994 Standard Plumbing Code and Section 1012.1.1 (regarding minimum exit door widths) of the 1994 Standard Building Code for the building located at 3011 Dawn Drive, Suites 105-106. Dave introduces Steve and informs the commission that Dr. Warren and Chris Hilton are presence. He also informs the commission to use the Finding of facts document found in their packet. Steve explains that in August 2001 the original building permit was issued to Jim Caskey. Each suite is 900 sq. ft. Dr. Warren considered combining two suites which is what brought this situation to the forefront. It now makes the square footage a total of 1700 a sq. ft, which in turn changes the code status. It is now required to have two restrooms. (Men and Women) Due to this being built as a shell and Dr. Warren doing a TFO (Temp tenant finish out) the rough-in was already installed. Dr. Warren is requesting to be considered a business of less than 1200 sq. ft. Richard Lenning ask the time line between the submittal and the request. Approximately April 30th is when the TFO was requested. Currently the plumbing is in place. Was there a variance requested on 106? No, because that unit meet code. When decided on measurement, what measurements are you using? Wall to wall? Steve explains that the code allows you to subtract out closets and service areas. Basically we are discussing 150 sq. feet. Chris Hilton representing Dr. Warren states that Mr. Caskey did submit plans however it was a bid set. There was a request for a full complete set of plans with the changes to be submitted to the City of Georgetown. Jim questions he addressed to Steve were, " What does the City recommend?" Dave steps in and states that the City doesn't have the authority to wave the code and doesn't typically recommend. Dave suggests sticking to the exit requirements; however could be lenient on the plumbing issues. The big question is will they be allowed to have ONE unisex restroom and a private restroom off Dr. Warrens' office or will they be required to have the two restrooms? The Commissioners agreed to allow the unisex ADA restroom. Exhibit "C". Jim entertains that Variance "A" is approved with the provision to comply with the 5' circle, Cheryl seconds. Passed 5-0. Presentation, public review and possible action on recommending to the City Council of Georgetown, for the adoption of the 2000 International Building, Fire, Plumbing, Mechanical and Fuel Gas Codes. Tabled until the next meeting. 6.
