HomeMy WebLinkAboutMinutes_BSC_07.18.2002FINAL DRAFT OF PUBLIC MEETING MINUTES OF THE BUILDING STANDARDS COMMISSION CITY OF GEORGETOWN, TEXAS July 18, 2002 Notice is hereby given that the City of Georgetown Building Standards Commission will hold its regular meeting at 4:00 p.m., Thursday, the 18th of June 2002, in the City Council Chambers located at 101 E 7th St., Georgetown, Texas to consider the following: Attendance: Commissioners: Jim Schiller, Neil Daly, Richard Lenning, Cheryl Nunn, Lloyd Potts, Alternates: Sid Smithson, Edward Martin Building Official - Dave Hall, Secretary - Laura Anderson, Commercial Plan reviewer - Steve O'Neal, Fire Marshall - Tom Leggitt Applicant Attending: David Voelter, Architect Meeting called to order at 4: 01p.m. Regular Session 1. Consideration of approval of the minutes from the regular Commission meeting held on June 20th, 2002. Cheryl Nunn noted that her last name needed to be corrected, and also to correct the spelling of Neil's name. Add Jim Schiller to the attendance, he was present at this meeting. Lenning entertained a motion, Neil Daly seconded. Passed 5-0 2. Executive Session (Commission reserves the right to convene into Executive Session at any time during the meeting regarding any agenda item. In compliance with the Open Meetings Act, Chapter 551 Government Code, Vernon’s Texas Code, Annotated, the item below will be discussed in closed session.) 3. Section 551.071 consultation with attorney. None today Regular Session 4. Action from Executive Session. None 5. Consideration and possible action on a request for a variance to the provisions of Section 1010.1.1 of the 1994 Standard Building Code to allow a required exit to discharge into the building interior in lieu of a public way; OR to section 1004.1.2 of the 1994 Standard Building Code to allow two exits that are not separated by a minimum distance equivalent to at least 1/2 the overall diagonal dimension of the space served by those exits for the Old Masonic Lodge building located at 110 E. 7th St.. O'Neal discussed the means of egress and the Building Code requirements for safety issues that this variance would require. Tape available. The issues that were discussed was that it would be extremely costly to add a fire suppression system that would bring the building to code. Also, there are questions if the dedicated water line would have the required amount of pressure and flow. The Commissioners denied variance "A'". Motion by Daly, seconded by Nunn, the variance was denied because granting the variance would confer on the applicant special privileges, due to the building not meeting the minimal code requirements. The commissioners voted that special conditions and circumstances would exist due to the result from the action of the applicant requesting the desired wait staff path to maintain an open dining room. The commissioners also voted that due to the historical nature of the building and the extensive remodel plans, they would require the minimal Building Codes be met. Failed 5-0 See Finding of Facts The Commissioners approved variance "B". Daly entertained a motion, seconded by Potts that the addition of the balcony increased the diagonal dimension of building, which created less than the minimum distance between exits. The distance was off by 7'. The special conditions and circumstances that exist do result from the action of the applicant because of the desired wait staff path to maintain an open dining room. Granting the variance requested will confer on the applicant special privileges that is denied by the current Building construction codes, fire codes, nuisance codes or ordinances to other buildings, structures, or service systems, because the minimum distance would be off by 7'. Presentation, public review and possible action on recommending to the City Council of Georgetown, for the adoption of the 2000 International Building, Fire, Plumbing, Mechanical and Fuel Gas Codes. Chairman Schiller asks Dave what was the estimated completion time for finishing the discussion of the codes. Dave states, on or about December of 2002. Dave handed out Round Rocks ordinance for all weather driving surfaces and asks the commissioners to study and be prepared for discussion for the August meeting. 7. Suggested items for next regularly scheduled meeting agenda.
