Georgetown, Texas 78626 Commissioners Present: Richard Lenning, Chair, Jim Schiller, Edward Martin, Lloyd Potts, Billy Strickland Commissioners absent: Edward Baxter, Cornelius Daly, Edward Martin, Sidney Smithson Staff Present: Dave Hall, Laura Anderson, Patricia Rinehart, Bob Stevenson, Tom Leggett A regular meeting of the Building Standards Commission, for consideration and possible action on the following: Meeting called to order at 4:00 pm 1. Review of the minutes from the meeting on December 18, 2003. Motion by Commissioner Lenning to approve the minutes from the December meeting. Second by Commissioner Potts. Motion Approved 5-0. 2. Discussion and possible action on recommending to the City Council , the adoption of the 2003 International Building, Fire, Plumbing, Mechanical, Fuel and gas and Existing Building Codes. Dave Hall discussed that many advertisements have gone out about the Building Standards meeting including notification to many area engineers and builders. But none have attended to give input for the final draft ordinance. Dave stated that he is currently still working on the Draf t ordinance and explained to the Commission the public hearing and notification process the city uses. Dave Hall went through some of the amendments that will need to be made to the ordinance. In addition, to the amendments the electrical code portion will not be adopted, the City currently uses the 99 NEC (National Electric Code). Commissioner Schiller asked Dave Hall if we are trying to adopt the code this evening or amend it. Dave Hall asked that the Commission Recommend the Code go to City Council as is with the amendments made tonight. Dave explained that later after the code is adopted by Council more amendments may have to be made. Amendments to be made The verbiage on BUILDING. Some items in this paragraph describe what requires a permit and what does not. It ems like an Accessory building requires a permit under the UDC so that will be amended. Items like a swing set will remain under “Does not require a permit” because it does not. Items to be removed from the Code Items to stay in the code 1,2,4,5,6,8,9 3,7,10,11,12,13 The electrical portion will be removed and reference to the 99 NEC or 2002 when adopted. The Plumbing portion will be removed, due to Texas State requirements. Section 108, page 6 Fee’s, and will be removed. The City has already set and adopted fees. Section 112 Board Of Appeals, will be removed. All appeals will go to the Commission for all recommended codes. This section will be replaced with Reference to Building Standards Commission. Fire Code Please refer to list that Tom Leggitt (the Fire Marshal) made. Many of the items in this chapter are the same as the existing codes. Some of the amendments that will be made are. -Recreational burning without a permit. Mr leggitt is uncomfortable about any kind of “recreational fire. This will be amended to reflect all recreational fires will require a permit. -Fire would like to request that the requirement for Knox Locking FDC Caps be added to code. Plumbing Code: This is designed more for commercial rather then residential. -Fee schedule will be amended to reflect our current fees - Means of appeals will be amended to reflect the Building Standards Commission. Fuel/gas Code: Ties back into the Plumbing code. Mr Leggitt explained to the Commission that this is the only Code really out there. ISO plans to visit and rate us this year. Part of the rating will be the codes we use. We need to adopt this code so we are using the most current. Commission directed staff to draft a final Ordinance with all amendments a bring back to the Commission at next regular meeting for final review before going forward to City Council. A recommended motion of 5-0 to forward to City Council after final draft is passed by the Commission. Motion approved 5-0
