Commissioners Present: Richard Lenning, Chair, Ed Martin, Ed Baxter, Kristopher Kopak,
Sam Giancarlo, Stanley Bland, Billy Strickland
Commissioners absent:, Bob Dyer
Staff Present: Dave Hall, Patricia Rinehart,
A regular meeting of the Building Standards Commission, for consideration and possible action on the
following:
Meeting called to order at 4:00 pm
Regular Session
1. Review of the minutes from the meeting on July 15, 2004.
Motion by Commissioner Lenning to approve the minutes from the July Meeting. Second by
Commissioner Martin. Motion Approved 5-0.
Executive Session
(Commission reserves the right to convene into Executive Session at any time during the
meeting regarding any agenda item. In compliance with the Open Meetings Act, Chapter 551
Government Code, Vernon’s Texas Code, Annotated, the item below will be discussed i n closed
session.)
2. Section 551.071 consultation with attorney. None
Regular Session
3. Action from Executive Session. None
4. Discussion and possible action for the review and update to the City of Georgetown
Electrical Ordinance from the 1999 National Electrical Code to the 2002 National Electrical
Code and Electrical Licensing requirements in order to be presented to the City of
Georgetown City Council for consideration and future adoption.
Dave spoke regarding the new Electrical State Licensing that goes into effect as of
September 1, 2004. He recommends that if the Electrician is currently license in the City of
Georgetown through December 31, 2004 that we will honor their license and register each one.
Once January 1, 2005 approaches they would need to register with the City of Georgetown
which will require a copy of their State License and and Photo Identification. He would like to
revise the Electrical Ordinance to allow within the ordinance to charge a registration fee to each
one registering with the City for Administrative costs. Also include in the ordinance to update
the 99 National Electrical Code to the 2002 National Electrical Code.
Dave would like to see each one registered to allow the city to monitor those working within t he
community possibly without a license.
Any Electrician coming in to pull a permit for a company as a Master would be required to show
a Contractors license.
Stanley Bland and Sam Giancarlo stated that all we needed to do was to accept the state
license and Dave establish a fee for registration for administration. They did not feel that all
board members should decide and take more time when Dave can do it on his on.
Lenning agrees that there should be a registration fee charged and that it should be a flat fee
for administrative purposes.
Billy Strickland thinks that we should just throw out the current Georgetown license and only
accept the state license as of September, 2004.
Ed Martin asks what the Committee can do to help Dave get the Ordinance ready. He stated
that their would be no time before September 1 st to get input but he would like to revise the
ordinance for the new 2002 Electrical code with the Committees input as soon as he can get to
work on it.
Guest speaker Randy Carroll with Diversified Electric spoke concerning the new State License.
He does think that the new License is positive but does not agree that the City should charge a
fee on top of him paying the fee he paid for the State License. He feels that he will have t o
price himself out of the market with all the required fees. He suggested that we raise the permit
fee accordingly to help cover the revenue of registration.
Lenning would like for Dave to come up with a Draft Ordinance for the next meeting for the
Commission to view. Motioned by Lenning and seconded by Martin.

Meeting adjourned at 6:00.
