Building Standards Commission

Commissioners Present: Richard Lenning, Chair, Ed Baxter, Ed Martin, Sam Giancarlo,
Stanley Bland, Moises Berrun
Commissioners absent: Billy Strickland, Kristopher Kopack, Riki Young
Staff Present: Dave Hall, Patricia Rinehart
A regular meeting of the Building Standards Commission, for consideration and possible action on the
following:
Meeting called to order at 4:05 pm
Regular Session
1. Consideration of approval of the minutes from the regular Commission held on October
21, 2004.
Motion by Commissioner Lenning to approve the minutes from the October 21, 2004 meeting.
Second by Commissioner Martin. Motion Approved 5-0.
2. Election of a Co-Chairman for the Building Standards Commission.
Motion by Commissioner Lenning to elect Ed Martin as Co-Chair. Second by Commissioner
Baxter. Motion Approved 5-0.
3. Election of a Secretary for the Building Standards Commission.
Motion by Commissioner Lenning to Elect Commissioner Sam Giancarlo as Secretary.
Seconded Martin. Motion Approved 5-0.
Commissioner Lenning covered the basic process of the board meeting procedures with new
members. Dave presented certificates to reappointed members in appreciation of their service
as a member.
Dave announced that the next meeting in April will be cancelled. Next meeting will be
on May 19th unless an emergency meeting is necessary.
Executive Session
(Commission reserves the right to convene into Executive Session at any time during the
meeting regarding any agenda item. In compliance with the Open Meetings Act, Chapter 551
Government Code, Vernon’s Texas Code, Annotated, the item below will be discussed in closed
session.)
4. Section 551.071 consultation with attorney. None
Regular Session
5. Action from Executive Session. None
6. Discussion and possible action for the public hearing process of the review and update from
the 2000 International Residential Building and 2003 International Energy Conservation
Codes to the 2003 Editions of these codes in order to be presented to the City of Georgetown
City Council for proposed adoption.
Dave announced that the 2006 editions would be out March of next year. He questioned if we
should spend time now reviewing it or wait until a draft is out. Commissioner Martin suggests that
we wait until next year to make changes.
Commissioner Bland thinks we should automatically adopt the codes when the state adopts them to
keep up with the changes in the codes. He said the state would adopt any code changes of the
year by that November. All members agree only with direction of the City Attorney.
Commissioner Lenning was concerned that change to the Energy Code could effect citizens with
energy costs.
Dave stated that in May of this year the Austin Department of Energy is putting on a workshop for
Enegery Codes and that each member might be interested and that he would get more information
for them.
7. Update on present code enforcement related activities. None
8. Suggested items for next regularly scheduled meeting agenda.
Dave would like to put on next agenda to discuss dangerous structures. Code enforcement is
continuously working on this issue as well as other code enforcement related issues.
