Brandon Currey was elected as Secretary for the Building Standards Commission. Discussion and possible action For a variance request to Ordinance n tuber 2004 -88, Sec HOn 8.04.056, titled Liquefied Petroleum Gas (LP -Gas) of Chapter 8.04, Fire Prevention Code of the Georgetown Municipal Code pertaining to the regv ested placement of o e 1;999 Gallon above ground LP tank for fleet vehicle refueling by Williamson County to be located at 3151 S.E. Iruier Loop, AW0021, Wm. Sur.,acres 48.0913. Don Jansen, Fire Plans Examiner presented. On August 24, 2010 Williamson County approached the City of Georgetown w acing to install an above ground ligv efied propane gas tank. The purpose of the tank was for the fueling for alternative fuel vehicles. The Code currently a ritten will only allow a 500 gallon tank to be placed underground. The County use fare Beds what the 500 gallon ta�2k can hold. They do not have a fuel truck to go out and fuel all the time for the 30 vehicles in Georgetown alone for the o e tank. They have requested to install a larger tank above ground. For information., the tank has to be a m o£ ecventy five (25) feet away from any structure, building line or property line. Tank will be approximately 150 to the aext property lin 150 to the building line and 580 to nearest property line owned by someone else that will be eaffccted. County does own a lot of the property around them_ Mr. Jansen also provided a map of the area with their packet. Mr. Carey had asked tl e r nmg behind the request for the above ground storage tank a opposed to an undergroundestorage tank Mr. ]anscn stated the County requ st was due to cost. The cost will of re val and a of installation of the tank at any time. There will also be a greater cost mcu rrcd with the burying eank of that size and the purchase of a teak that size designed Eor underground use. Mr. Kxro the asked if the County had plans For additional taroks to be installed in the future. Mr. Jansen mentioned that the County did discuss witl -i him the possibility of an additional tank if flue eed arose. Mr. Kayo the had also asked with the addition of a se nd tank, does it change any of the dimensions that are required. Mr Ja stated that the only distance equ eat is the distance From o e tank to ano truer tank. Spacing would be either 10 or 25 feet in between tanks. There is no cumulativ¢ total f which there w uld be a change in the amount of distance Mr. Jansen stated that he i enE3y working on an Ordinance change which would limit the number of tanks they would be allowed to have throughout the City. a.,um„e s�a„aa.a� co,..,..�t5�o� mi��e ®sis ®a:e..,ee� �e, zoo aee z ore Mr- Currey asked with the addition of a second tarok, would a request For a second variance be required or once this variance is granted, does this property's variance stand Mr. Jansen stated that as of today, yes it w uld and remolded the Commission he is working on the Ordinance change where this would not occur again if tMS variance is granted- The current Ordinance does not address alternative fuel vehicles. Mr. Carey mentioned that it is his understanding that this variance request i equ ent for an ergy efficient community block grant and rc+quested for m e information. rMr 17ansen stated that he did not have more uvformation and twat the representative from Williamson County will explain. Mr. Cazey addressed the same question to Mr. Gary Wilson, representative for Williamson County. The block grant request w s for a total of 6 refueling sites with one of them in Georgetown for 30 vehicles. The block grant was done with a standard package originally designed as a skip package so that installation of the whole unit was set up above ground a uch but discovered the City of Georgetown Ordinance required the tank to be installed in grounds Mr. Currey referenced "Exhibit B ", site plan. Plans call For pipe bollards surrounding the tank and didn't see any elevations and specific notes Mr. Wilson concurred nd stated Heat all the requirements for bollard pipe, bollard rail top and cap az all in the Texas Railroad Commissi<n specifications that are required for propane tank installarion- Mr- Paul bad then asked iF [he Texas Railroad Commission will come out to conduct inspections. Mr- Wilson states yes, they will have to meet all of tbear rules for installation and will come out Eor inspections. Mr. Carey asked if there were any Further questions. Mr. Ca cy asked if there were any other persons asking to speak on the item. TFvere were no persons. Mr. Carey asked if there were any discussion from the Commission on this item. Mr. Paul had asked Mr. Jansen a question referencing the current ordinance and the r rurvg behind Hie tank size per the current ordinance. Mr. Jansen stated it was the size of a standard residential tank Ev�rytbing the ordinance that was written at that time Bally affected residences and when it was written the City didri t have any idea of alternative fuel vehicles. Mr. Paul said he didri t know if it was an aesthetic iss r fire issue of that nature and was probably sized because of the r sidential nature. Mr- Jansen Eurther stated that in discussing tha bollards, a pe mit review and a site acceptance inspection will be requoed. Mr. Carey asked if there were any further questions. Mr. Carey asked the Commission asked i£ anyone was prepared to make a motion. Mr. Knothe said based on what was heard he had no objecrion and thinks this item should be approved. Mr. Carey oven asked if the chair can make a motion. Mr. Hall says no unless it is a tie For voting. Mr. Knothe made the motion to. approve the request based upon ttve Finding of facts as listed and down t see why it should not be granted. He proceeded to list the five items on the list Mr. Paul second the motion_ All were in favor. Motion passed. Mr. Carey asked if there were any suggested items for the next scheduled meeting agenda. Mr. Hall wanted to discuss the building code review process toward adopting sewer codes. Discuss 3 -4 dangerous buildings items. No voluntary compliance, time resuming. The Commission may ant to look at spreading out the dangerous building items per monthly scheduled meetings. Any questions or items please let Dee or I know so that it can be. placed on the agenda.
