Members Present: Randy Lesseps, Ben Grimes, Taunya Vessels, RC Lumpkin, Chris Dyer, Betty Ann Sensabaugh, Florence Gould Members Absent: Rob Hardy, Holly Tissier, Nancy Benold Staff Present: Shelly Hargrove, Tourism Director Minutes Regular Meeting 1.Call to Order RC Lumpkin called the meeting to order at 6:35 pm. 2.Minutes & Board Action Minutes from the October 19, 2006 meeting were reviewed. A MOTION was made and seconded (Lesseps/Gould) to approve the corrected minutes. 3. Presentation of Palace Theatre’s Co-op Advertising Campaign Joe Savage presented the HOT Grant application for the Williamson County Historical Museum. Chris rescused himself from the grant discussion and vote. After a motion was made by Florence and seconded by RC , the HOT grant application was approved subject to rewriting text to make visiting the museum more attractive to visitors , stressing the location on the square by the courthouse and the Chisholm Trail event. The motion was approved. 4. Update from Board Task Forces a)Marketing – No activity to report b)Local Awareness Campaign – No activity to report c) Retail Shopping Alliance – Shopping Alliance waiting on Round Rock’s approval. d)Visitors Information Centers – 210 letters welcoming visitors were provided to local lodging establishments. It was noted that the Wolf Ranch Visitor Center is averaging 63 visits per month. 5. Staff Report ·The board has discussed on several occasions why the budget is not rising even though revenue is increasing. It was suggested that a task force of officers or other board members draw up a list of needs in the budget with data and rationale to meet with the city council members in order to present the board’s case for increasing next fiscal year’s budget. The task force must present findings at January board meeting and this must be an agenda item. ·During the January meeting we will discuss the possibility of combining the CVB and Main Street Advisory boards. 6. Item 3 was corrected to read that the CVB “supported the Classroom on Wheels proposal.” A MOTION was made and seconded (Lesseps/Benold) to approve the corrected minutes. 3. Presentation of Palace Theatre’s Co-op Advertising Campaign Mr. Harold Stedman presented a review of the partnership advertising being planned with the CVB. The intention is to take advantage of a new Texas Monthly Arts & Culture section which offers significantly reduced pricing for full and half ads specifically promoting the arts. Randy Lesseps recommended that Mr. Steadman return to make a presentation to the board in June using the new Follow-up Report format for HOT grants , to report if the ads have made an impact. 4. Update from Board Task Forces a)Marketing – Chris reports that the task force is working on the draft marketing plan and hopes to have a version available for CVB review soon. Cari and Shelly are adding substance to the plan outline and will prepare a draft soon. Next meeting TBA after additional wording is concluded. b)Local Awareness Campaign – Has not met since last update. c) Retail Shopping Alliance – Shopping alliance group is creating a shopping guide that will be issued to Travel Information Centers and Visitor Information Centers across the state and included with other CVB mailings. Cover artwork and brochure design drafts were reviewed. d)Visitors Information Centers – Betty Ann reports that the welcome letter from the mayor is being printed and distributed to all participating local hoteliers and B & Bs. 5. Staff Report Shelly Hargrove reporting: Travel and visitation continues to be up significantly YTD and our HOT revenues reflect a major increase (> 30%) over same period of 2005. New fiscal year has begun as of October 1. CVB budget did not increase. CVB board has requested a review of the budget process and the past years actual expenditures. CVB Board also recommended possibility of having a workshop with City Council to highlight growth in visitors and the resulting positive impact to retail businesses and the city. 6. A MOTION was made and seconded to approve the minutes as presented (Lesseps/Grimes). 3. Presentation by Konrad Bouffard of Classroom on Wheels - Tour of the Town Program Similar tour concept as Austin Duck Adventure Tour. Would focus on the historical aspects of the town. A MOTION was made to accept the proposal and was seconded (Lesseps/Benold). Motion passed. 4. Discussion and possible action regarding new HOT Reimbursement Grant Follow -up Report by Randy Lesseps A MOTION was made and seconded to add the document as part of the HOT Reimbursement Grant application (Gould/Benold). Motion passed, all in favor. 5. Update from Board Task Forces a)Marketing- Reviewed proposed Marketing Plan outline. b)Local Awareness Campaign – met for discussion, but need some clarification of objectives. Are updating the civic groups contact list. c)Local Retail Shopping Mecca –Primary objective of this taskforce has been completed. d)Visitor Information Centers –The taskforce has requested to be included in planning of the new location for the Visitor Information Center. 5. Discussion regarding recommendation to staff to allocate portion of 2006-07 advertising budget to public relations efforts. 1/12 of advertising budget (as suggested by Jon Schallert) recommended to be allocated to public relations/publicity. A MOTION was made and seconded to accept the recommendation (Benold/Grimes). Motion carried. 5. A MOTION was made and seconded to approve the minutes as presented. (Lesseps/Gould). All in favor, none opposed. 3. Artspace Review Mr. McCormick gave a review of recent activity and how the effort has been refocused as the Hill Country Art Space in order to broaden the interest into a more populated region, rather than only Georgetown. If all goes as planned, an area meeting of interested parties will be held in Jan ’07 and Artspace will conduct a feasibility study, reporting back to the group to indicate whether of not such a project will be viable. The fee for the study and Artspace presentation is $7500. Funding will come from grants, the City and private donation. 4. Update from Board Task Forces a)Marketing – Chris reports that the task force is to review a marketing plan from the Kerrville CVB. Also presented a summary of data analysis done to date. Will meet on July 14th. b)Local Awareness Campaign – Has not met. Hope to meet before end of July c)Local Retail Shopping Mecca – Randy Lesseps and Shelly Hargrove reported that the group has been formed which includes the CVBs and Chambers of Commerce from Salado, Round Rock and Georgetown and the Economic Development function from the same cities. The group agrees that a significant opportunity exists for marketing the shopping venues in the Central Texas area. Funding strategies and methodologies will be developed. The alliance will meet next month and Randy will report. Primary objective of this task force has been completed, so only Randy and Peggy will remain on the Shopping Alliance committee. d)Visitors Information – Betty Ann reports that the welcome letter is complete and is ready for board approval. Letter to be placed in each motel/B&B room. A motion was made and passed to accept the letter as presented (Lumpkin/Tissier) and that Shelly would move it forward for next step (signature of Mayor). 5. A list of potential alliance members has been created and a work plan/time table has been established. Alliance formation meeting scheduled for June 16. d)Visitors Information – Nancy Benold reporting. Draft of welcome letter presented. Letter to be placed in each motel/B&B room and changed quarterly. Taskforce plans to update procedures and develop policies to be used by Visitors Information Center volunteers. Task force asks to be included in the development of the physical plans for the relocated Visitor Information Center. Group suggests strongly that significant restroom facilities be included in the design. Group also states a concern regarding signage since the center will be off the square. 3.Staff Report Shelly Hargrove reporting: CVB now contracting to us Smith Travel Research reports as a tool to gather statistics of heads in beds. Over time, the data should reflect actual impact of events in regards to overnight stays. Red Poppy Festival also a huge success with guesstimates of over 30,000 attendees. Staff did a great job with all of the work. Many happy vendors and more on the waiting list. Venues were all enjoyed, especially the music. Shuttle to and from Wolf Ranch was very successful on both ends. More work on the visitor survey is needed. TxDOT STEP Grant filed to assist in the relocation of the Visitor Information Center to the old fire station. Remodeling is necessary and appropriate. Georgetown getting good exposure through free display cases that are available at Travel Information Centers (TICs) across the state. Much cooperative work and advertising is done through the CVB office. Staff Report: Ben Grimes talked about the importance of the old fire station. Shelly stated that it falls under the purview of the Visitor Information Center. Randy stated that he felt the Board retreat was very well done. He enjoyed it. Shelly talked about the Texas Event Calendar. If you advertise in this calendar, it gets three different exposures. Larry McCormick had furnished information that Artscapes Houston grand opening will be May 17. Artscapes will not make it to Georgetown to conduct a feasibility study for at least six months. Brochure. We have partnered with Parks and Recreation to develop a brochure. We paid for the last page. HOT tax has increased over last year. Holly stated that that rates have increased. We are 25% ahead of last year. This additional tax can be used to fund some additional projects for the CVB. Cooperative Advertising Application No HOT applications to review this month. Shelly is unaware of any pending for February. Remaining funds in that budget line is $2,600. Some funds had been cut during the budget process. Updates to the application packet were discussed last month. Shelly will e-mail those to the Board for their review. 5. Project 1900 Update Larry McCormick presented an update on the status of Project 1900 and the Artisan Park: A planned conference call between interested parties in Georgetown and the Art Space representatives has not yet been scheduled. Once scheduled, those to be involved include Paul Brandenberg, Tom Yantis, Larry McCormick, Rich Bartko (Arts & Culture Board) plus a representative from the CVB Board. Once that conference call takes place, a decision will have to made to determine if the project is warranted. If so, a feasibility study will be needed. Cost is expected to be $7,500. Since the Arts & Culture Board is still trying to get organized, Larry would like to continue working with the CVB Board. He will come to this group and ask that one-half that amount be requested from the city; the remaining funds will be gathered from private funds. Holly Bresser has agreed to be the CVB representative for the conference call. If scheduling conflicts come up, Randy Lesseps will attend. 6.Updates from the Board Task Forces Reports from the individual Task Force groups are as follows: Tourism Events / Consumer Marketing / Tourism Packages Margie reported that putting together packages for a one-night event is very tough and time-consuming. If possible, longer term packages (theatre, golf, etc.) are more efficient. Conference Center / External Funding Kent reported that the project is in an indefinite hold; there has been no activity for months. However, this Board still needs to champion the effort for a conference center effort. Website Review No report. Visitors Center / Volunteers Betty Ann reported that Cari Miller is not having any problem filling Volunteer Center time slots. The new Visitor’s Guide and city map is now available and the volunteers have been briefed on them both. Market Data / Information Services Margie shared with Randy that there is research information on a state website ( www.travel.state.tx.us) that Randy might be interested in Tourism Industry Partners/Communication RC and Kent are working on visiting all the hoteliers. 7. 2006 Board Terms Current officers Kent, Martha and Ellen will not be returning for another term. Shelly asked that all members consider their role for the upcoming year. Traditionally, the Chair is appointed by the Mayor and the Vice-Chair and Secretary are voted on by the Board. If anyone is interested in any of the positions, please contact Kent or Shelly. Deadline for any committee member applications has been extended to January 13. 8. Staff Report Highlights included: The exterior of the Visitor’s Center and the CVB office will be repaired and painted beginning January 17th Cari Miller presented the new Visitor Guide at the January 9th Council meeting Also at the January 9th meeting, the Council agreed to provide services (security, trash pick-up) for the Texas Hill Country Wine Festival, scheduled for April 9, 2006. If scheduling conflicts come up, Randy Lesseps will attend. 6.Updates from the Board Task Forces Reports from the individual Task Force groups are as follows: Tourism Events / Consumer Marketing / Tourism Packages Margie reported that putting together packages for a one-night event is very tough and time-consuming. If possible, longer term packages (theatre, golf, etc.) are more efficient. Conference Center / External Funding Kent reported that the project is in an indefinite hold; there has been no activity for months. However, this Board still needs to champion the effort for a conference center effort. Website Review No report. Visitors Center / Volunteers Betty Ann reported that Cari Miller is not having any problem filling Volunteer Center time slots. The new Visitor’s Guide and city map is now available and the volunteers have been briefed on them both. Market Data / Information Services Margie shared with Randy that there is research information on a state website ( www.travel.state.tx.us) that Randy might be interested in Tourism Industry Partners/Communication RC and Kent are working on visiting all the hoteliers. 7. 2006 Board Terms Current officers Kent, Martha and Ellen will not be returning for another term. Shelly asked that all members consider their role for the upcoming year. Traditionally, the Chair is appointed by the Mayor and the Vice-Chair and Secretary are voted on by the Board. Staff Report Highlights included: The exterior of the Visitor’s Center and the CVB office will be repaired and painted beginning January 17th Cari Miller presented the new Visitor Guide at the January 9th Council meeting Also at the January 9th meeting, the Council agreed to provide services (security, trash pick-up) for the Texas Hill Country Wine Festival, scheduled for April 9, 2006. This event will take place in San Gabriel Park and they expect 3,500-5,000 people to attend. This is the 21st year of the festival. At 4:58 p.m. a MOTION was made and seconded to adjourn.
