Chair Smith introduced facilitator, Jayne Pope, and asked City Manager, Paul
Brandenburg, and Economic Development Director, Mark Thomas, to present
their ideas for the future of the Commission.
C.Discussion of the Economic Development Commission’s past, present, and
future role in economic development for the City of Georgetown – Jayne Pope
Ms. Pope led the Commission through discussions of past Commission
challenges and successes, future goals, and possible restructuring of the
Commission.
D.Summary
Ms. Pope summarized all the work and discussion put into the meeting by
Commission Members and City staff.

Mark Thomas gave an update on regional and state economic development efforts
including the upcoming trip to Japan organized by the Office of the Governor. He also
provided information on the Park Central project and the 4B board action. Mark and
Rachel discussed recent retention visits. Mark also provided information on the
Georgetown Economic Development Commission (GEDCO). Commissioners asked and
much discussion was held on the role of GEDCO and its impact on the role of the EDC.

Regional Airport – Ed O’Rourke gave an update on the site search for a Regional Airport.

C.Presentation, discussion and possible action regarding Commissioner ethics/City
elections – Attorney Richard Donohue detailed the laws covering the role of City representatives
in elections. Much discussion was held on responsibility of Commissioners as they relay
information or respond to inquiries regarding the upcoming 4A election. It was suggested that a
fact sheet on the election should be created to help Commissioners answer questions within the
law.
D.Discussion and possible action on the minutes of the December 16, 2004, meeting –
previously approved.
E.Comments from the Chair – Chair Smith introduced Keith Brainard who was appointed
by the Mayor to fill the Commission position vacated by Kathy Heidemann.

Mark Thomas reported on the Downtown Issues meeting and the follow up “focus group”

Chair Smith introduced Bob Weimer as new Commissioner and read his biography.
Commissioner Weimer expanded on his biography and expressed his pleasure to work
with this Commission and act as the liaison for Downtown interests.

George Gomez reported on the retention and marketing programs and gave an update on
the new website. Commissioners discussed these programs with emphasis on the
downtown marketing program. Commissions also asked for more information on
development in Georgetown.

Regular Meeting
A.Call to order - A quorum being present the meeting was called to order at 6:00 p.m.
B.Discussion and possible action regarding the minutes of the December 16, 2004, meeting.
MOTION Crawford second Heideman to approve corrected minutes (unanimously approved).
C.Comments from the Chair.
Chair Smith discussed asking Kerry Oliver of the Georgetown Chamber Economic
Development Committee to act as a liaison between the committee and this Commission.
D.Section 551.087 Deliberation Regarding Economic Development – no executive
session.
E.Action from executive session – none.
F.Presentation, discussion and possible action regarding staff report – Mark Thomas
George Gomez presented the staff report in Mark’s absence. George discussed recent
proposal activity, proactive marketing, upcoming conferences, the January regional
partner meeting, the TEDC legislative conference, Governor’s office programs,
Southwestern’s neighborhood planning meeting, and the community breakfast.
Commissioner’s asked about the progress of the retention program and requested a
monthly update.
Tina Dunbar gave an update on the GIS system and introduced Rachel Osgood,
commercial accounts specialist from GUS. Rachel explained her role at the City and
answered many questions about GUS.
G.Presentation, discussion and possible action regarding subcommittee reports
No reports.
H.Presentation, discussion and possible action regarding liaison reports
Airport Master Plan (Heidemann) – Kathy reported the last meeting of the airport Master
Plan Revision Committee and her belief that a request for information from the City
concerning the Master Plan had been denied. In addition, she does not support the Master
Plan and believes it does not address the negatives.
Region Airport (O’Rourke) – The need for a regional airport as stated in the initial report
may have been overstated. TxDot intends to go back to legislature and explain why the
airport plan did not work. Hope to get population projections from Simon.
Williamson County Sports Complex (Crawford) – Statesman has the feasibility report
and is expected to run a story this weekend. Sports Complex committee met with the Star
of Texas Rodeo staff to discuss use of area.
I.Discussion and possible action regarding future meeting dates and agenda items
February meeting will be held on the 17th and will be joint workshop style meeting on
downtown issues.
