Meeting called to order at 3:31pm
A.Consideration and possible action to approve the minutes of the Housing Advisory
Board meeting held on Wednesday, October 25, 2006. - Robyn Rye
Motion by Cowman-Arteaga, second by Anderson. Approved 9-0. Sappington absent.
Bonner late arrival.
B.Discussion of meeting with Wallace, Roberts and Todd held on Friday, November 3,
2006.
Anderson recapped the meeting with the consultants. Anderson and Berg expressed
the desire of the consultants to hear from the community. Berg noted that no minorities were
represented at the meeting, neither were younger members of the community. Berg also noted
that the majority of the people in attendance at the meeting were 40 years of age and up, and
therefore had different priorities than majority of people who would need affordable housing.
Parsonage expressed her belief that the audience members were a skewed representation of the
Georgetown population at the meeting with the consultant. Gavurnik asked if the City has any
statistics on the ages of the Georgetown population. Yantis replied that the City did from
census data, and he was aware that twenty-seven percent of properties in Georgetown are
owned by people over the age of fifty -five. Biggs then expressed that Georgetown has a larger
percentage of the population over fifty-five that is higher than most cities. Biggs then asked if
the City should pursue different a type of advertising for future consultants meetings. Yantis
expressed that advertising wasn't perfect, but the City did utilize Georgetown Independent
School District email list, advertising in the Williamson County Sun, and postings on the City
of Georgetown's website. Yantis explained further that based on previous planning exercises,
people tend to only come out for controversy or items directly related to their property. Berg
also noted that several of the would be participants are also commuters. Yantis then added
that there was a Saturday meeting, but for those with kids it still may have been a conflict .
C.Discussion of assisting consultants from Wallace, Roberts and Todd get in contact with
Hispanic members of the community to discuss the 2030 plan. - Deena Berg
Berg said that she felt it would be best to contact individuals directly. Yantis noted that
the City Council did add a member of the San Jose neighborhood and the TRG neighborhood
to the focus group. Walker asked if the churches has been utilized as a form of communication.
Yantis said that all churches were contacted and asked to mention the meeting during services,
but the City had no confirmation that it was done . General discussion of how those intended
to attend the meeting may feel like a 2030 plan is too far out and simply may not have time.
Yantis mentioned that the City maybe should have mentioned that they would provide child
care because several people may not be able to attend because they have children. Parsonage
asked if there was some way to produce a survey instead of just having meetings. Yantis
explained that the City does do a biannual survey that does address some of these issues.
D.Discussion of the Unified Development Code (UDC) housing design standards and City
costs. - Melissa McCollum and John Gavurnik
Gavurnik addressed the tree ordinance that was brought up at the most recent Planning
and Zoning Commission meeting (P&Z). Gavurnik explained that he is working with Heather
Brewer at Parks and Recreation on issues concerning builder/developers and some elements of
the ordinance that involve the replacement of trees. Gavurnik suggested that the City consider
looking at allowing developers that are producing affordable housing to waive some or all of
the tree ordinance fees as a means of savings. McCollum gave a general explanation of
application dates in the City of Georgetown. McCollum explained that two months is the
average length of the process from start to finish. McCollum also explained that plans that
involve zoning or ordinance changes require one more visit to Council making the process two
and a half months. McCollum also expressed that the timelines the City follows are mandated
by the state . General discussion of Planned Unit Developments (PUD) and how they might be
best for developments that wish to include affordable housing due to their ability for flexibility .
General discussion of Residential Dimensional Standards chart. Gavurnik explained plan for a
new development site near COX Communications that could include affordable housing.
General discussion of potential UDC changes. McCollum explained Housing Types Permitted
by District. General discussion of lot sizes for residential developments. General discussion of
the pros and cons of townhouse. General discussion of park land location in subdivisions.
General discussion of drainage requirements for subdivisions. Gavurnik asked that the Board
try to get smaller lots approved on the upcoming amendments to the UDC . Walker suggested
using smaller lot sizes as an incentive for those builders that are willing to produce affordable
housing. Yantis expressed that there would have to a mechanism in place to make sure that
builders did actually produce some affordable homes and the City would have to make sure
that there was an existing definition of what qualifies a home as being affordable. McCollum
reviewed construction permitting fees, utility connect fees, sewer tap fees, electrical
connections fees, and 5/8" meters. McCollum explained that 5/8" meters are allowed in
Georgetown with a 1200 square foot of heated space for the maximum housing size for the
meter. Gavurnik explained that time and cost are the two biggest obstacles for developers.
Yantis suggested changing the UDC to allow that if a developer is building affordable housing
they would get some fees reduced and/or waived. General discussion of what defines an
affordable home and what can be done to make sure that home remains affordable.
Cowman-Arteaga explained how a forty year mortgage can maximize that affordability of a
home. Gavurnik suggested putting an item on the next meeting's agenda to discuss how to
keep a home affordable once a family has moved in, such as utilities, mortgages, and taxes.
General discussion of possibly incentivizing infill developing. General discussion of
potentially waiving all fees for nonprofit developments. Yantis reviewed all recommendations
the Board wished to make to Council. General discussion of possible fee waivers for green
building. Rye reminded the Board about their reports on housing articles.
E.Discussion of Master Plan and task prioritization
This item was tabled until the next meeting.
F.Discussion of next meeting date and agenda items.
Move by Cowman-Arteaga to skip December meeting and resume meeting on January.
Second by Bonner. Motion passes 8-1. Walker opposed. The next Board meeting will on
January 17th at 3:30pm.

Walker described event and suggested attendance for those that were interested.
C.Discussion and assignment of case studies in Workforce Housing: Innovative Strategies
and Best Practices . - Robyn Rye, Administrative Assistant
Rye introduced the book Workforce Housing: Innovative Strategies and Best
Practices . Rye suggested dividing up the different articles and then reviewing them to help get
ideas for the City of Georgetown's housing plan. After group discussion it was decided that
the following assignments would be made: Cowman-Arteaga would read and report on the
article the article S.M.A.R.T Housing Initiative: Austin, Texas , Sappington would read and
report on the article The Housing Trust of Santa Clara county: Santa Clara County,
California , Anderson would read and report on the articles Moderately Priced Dwelling Unit
(MPDU) Program: Montgomery County, Maryland and Chapter 40B - the Comprehensive Permit
Law: Commonwealth of Massachusetts , Walker would read and report on the articles Stapleton:
Denver, Colorado and Casa del Maestro: Santa Clara, California , Berg would read and report on
the article Edgemoore at Carrington: McLean, Virginia , Parsonage would read and report on the
article Noji Gardens: Seattle, Washington , Gavurnik would read and report on the article
Ohlone-Chynoweth Commons: San Jose, California , Tom would read and report on the article
Marshall Parkway : Marshall, Minnesota , Northrop would read and report on the article
University Glen at California State University - Channel Islands: Camarillo, California , Bonner
would read and report on the article Murphy Park: St. Louis, Missouri , Biggs would read and
report on the article First Ward Place: Charlotte, North Carolina , Rowe would read and report on

article Cabrini-Green Homes/Near North Redevelopment Initiative: Chicago, Illinois . Sappington
also volunteered to share information he had on Burlington, Vermont and some of their
housing initiatives.
Rye also mentioned when the times were for the 2030 Comprehensive Plan.
General discussion of dates, times locations, and topics for the meetings. Yantis informed the
Board of the Comprehensive Plan process and how it would work. Yantis also explained that it
is a 9 to 10 month process and in late Spring or early Summer of next year the consultants for
the City's Comprehensive Plan will have another set of meetings to reveal their finding. Yantis
expressed to the board that this process is an effort to shape what we want the City of
Georgetown to look like in the future over the next 20 years.
D.Discussion of NY Times article entitled, "Across Nation, Housing Costs Rise as Burden ". -

Rye explained the basic concept of the article due to Berg's absence.
E.Discussion of Raise the Roof program in Austin, Texas. - Deena Berg
Rye explained the basic concept of the article due to Berg's absence. General
discussion of home rehabilitation programs that have occurred in Georgetown. General
discussion of federal funds available for rehabilitation programs.
F.Discussion of City Council's adoption of the Housing Advisory Board's Bylaws at the
October 10, 2006 Council meeting. - Tom Yantis
Yantis informed Council that the bylaws were approved. Yantis did ask Council
about the Board's concern of the Habitat for Humanity and Georgetown Housing Authority
positions have term limits. Council felt that the overarching board requirements state that “no
other qualified applicants" would cover this concern. Council did not want to completely rule
out term limits for any of the positions.
G.Discussion of amendments of Development Regulations.
Gavurnik expressed working with trees and how the City's proposed tree
ordinance may pose problems. General discussion of what types of trees apply to the
ordinance and the cost applied to saving some trees . Gavurnik expressed concern that the cost
associated with saving some trees could lead to the builder/developer have to raise home costs.
General discussion of saving heritage tree and working with ways to possibly incentivize the
saving of heritage trees.
General discussion of fees and the possibility of fee waivers and the speed at
which the approval process moves. Gavurnik was wondering if there was any way to move
projects along more quickly through the approval process. Yantis and McCollum expressed
that the current timelines the City holds are as fast the state laws allow. Yantis expressed that
the possibility of hold P&Z twice a month instead of just once may be beneficial to moving
things along more quickly. Parsonage mentioned the Century Plan causing some delay in time.
McCollum explained that Planning and Development currently has pre-application
conferences and there are usually many different people working on different components of
the project which can lead to delays sometimes. Yantis explained that non-profits use
volunteers to work a project through the process they sometimes the volunteers don’t know
what questions to ask. Walker expressed a need for information on the existing state of the
process because she didn’t have enough background to understand the current process.
Walker also expressed that once the background information is obtained it will be easier to
know how to change the fees. getting a flow chart together so that someone can understand
the order and timeline in which things happen. Yantis expressed the City Council's desire to
recover cost of government projects. Yantis also explained the need to review fees to see which
are cost recovery fees and/or infrastructure fees and what are not. McCollum offered to get a
list of the City's fees and a timeline of the development process for the Board to review.
Gavurnik offered to help McCollum with a flow chart that represents the process so that those
on the Board that do not deal with the process on regular basis can understand. General
discussion of how sometimes Texas Commission for Environmental Quality (TCEQ) will back
up the development process. Gavurnik asked if there was a way to come up with some way or
program where City is not subsidizing the fees. Yantis suggested using the budget process to
predict fee waivers. Sappington suggested using bonuses for developers who are doing things
specific to producing affordable housing units. Gavurnik expressed using Planned Unit
Developments (PUDs) as the best mechanism to get trade-offs with fees. Parsonage explained
that for Habitat for Humanity, it is not the up front fees that are the problem, it’s the fees that
affect house by house such as impact and utility fees. Sappington expressed a need to get the
initial cost of the development of a lot down and that those are incentives the City can give and
would need to be based on performance. Yantis suggested coming up with a sliding scale to
adjust impact fees. Sappington expressed concern over the ability to keep a house affordable
once it has been deemed affordable. General discussion of the ability to cap appraised values
of a house due to state law and how that would work with deed restrictions and rent control of
rental units. Northrop asked about builder/developers' desires to built high value homes
versus medium to low value homes. Yantis and Gavurnik explained that lower value homes
narrow the profit margin. Northrop suggested using smaller lots to help lower the cost per lot.
General discussion of using smaller lots. General discussion of single family homes versus
townhomes and condos. Sappington re-asked the question of what types of policies need to go
in place to encourage developers to make affordable housing facilities and see the benefits.
Yantis also explained that one problem is that land is cheap right now and dense developments
aren’t going to succeed. Yantis and Walker explained the difference between Austin and the
maximize intensity of downtown developments are being built as high end/expensive versus
Georgetown and the downtown land is cheap. Parsonage discussed the possibility of older
parts of Georgetown looking better if built well and planned out extensively. General
discussion of the possibility of infill in Georgetown. General discussion of using property taxes
creatively to better the value of some properties. General discussion of how property taxes are
outside the City's control. Yantis expressed the City's ability to do property tax abatements for
affordable housing. Yantis explained how Habitat for Humanity uses under utilized properties
and makes them more profitable for the future and how the City will be in it for long-term,
when it comes to fees. General discussion of the Board making a list of modified development
regulations to present to the Council. McCollum and Yantis explained that fees won’t be
handled in UDC, but lot design and infrastructure could be addressed . Walker asked for staff
to put together a timeline and fee schedule for the Board to review before the next meeting.
McCollum agreed to work on it. General discussion of current list of amendments to the
Unified Development Code and the topics on the list.
Northrop asked about the SMART Housing program in Austin. General discussion of
reviewing the SMART Housing program.

This item will be carried over to the next meeting.

The next meeting will be held on Wednesday, November 15, 2006 at 3:30pm at
the GMC. Sappington suggested looking at case studies is time is left at the next meeting.

A.Consideration and possible action to approve minutes of the Housing Advisory Board
meetings on Wednesday, June 21, 2006, Wednesday, July 26, 2006, and Wednesday, August

Minutes were reviewed. Walker moved to accept minutes. Anderson second. Approved 10-0.

B.Discussion of Status of member training. -- Robyn Rye, Administrative Assistant
Rye reviewed the status of each member's training.
C.Discussion of Habitours. -- Carol Parsonage, Habitat for Humanity Representative for
Housing Advisory Board.
Parsonage explained how Habitat for Humanity sells its homes and wanted to offer an opportunity
for the Board members to view Habitat homes that currently exists and are being build in
Georgetown. Discussion of possible dates for the tours. The group agreed to meet for the tour on
October 10th at 4pm.
D.Election of Officers.
Motion by Walker to nominate Sappington as chair, second by Gavurnik. Approved 10-0.
Cowman-Arteaga absent. Motion by Naomi Walker to nominate John Gavurnik as Vice-Chair, second by
Nancy Biggs. Approved 10-0. Cowman-Arteaga absent.
E.Review draft of bylaws and make any needed corrections.
This item was discussed before item D. Board members discussed and agreed that a secretary
was not necessary due to having a staff person that would be responsible for secretarial duties.
Discussion of Habitat for Humanity and Georgetown Housing Authority board members and how many
terms they can serve. John Gavurnik moved to take the issue to council. Pass by-laws as is and
take amendment to ordinance to Council to address issue of Georgetown Housing Authority and Habitat
for Humanity board membership and term limits. Second by Emily Northrop.
Approved 10-0. Cowman-Arteaga absent.
F.Discussion of Master Plan and task prioritization.
General discussion of Housing Coordinator position. Sappington asked Yantis for an update on
the where the Housing Coordinator position stood in the budget process. Yantis explained that the
decision to keep the Housing Coordinator would be made at the Council meeting on Tuesday, September
26, 2006. If the Housing Coordinator is approved the start date will be January 1, 2007. General
discussion of comprehensive plan for the City. Sappington asked Berg to elaborate on meeting she
attended where the comp plan was discussed. Berg explained that meeting was a start-up
meeting and everyone at the meeting agreed that housing was an issue. Yantis explained comprehensive
planning process. Yantis then explained that the city's latest plan was the Century Plan
that was adopted in 1988. Yantis explained how the plan hadn't been completely updated since 1996.
Yantis explained how the consultant will work. First step is creating an umbrella plan covering
all areas and second step is what the future on Georgetown will look like. Anderson asked Yantis to
clarify how the plan effects future land uses work. Yantis explained that the City will develop a map
showing all areas in the City, not just the land owned by the City, and how they will be developed over
time. Sappington explained the difference between good land use and bad land use. Anderson
asked about the City's annexation authority. Yantis explained that annexation brings land into the City limit
and put the annexed land under the City's planning jurisdiction. Yantis then explained how
annexation can help protect land use and development. Biggs asked about annexation limits. McCollum
explained that the City has boundaries with neighboring cities. Sappington explained how
the Board needs to address how the City can encourage developers to produce more affordable housing.
Anderson asked if the Comprehensive Plan would explain where affordable housing would and would
not go. Yantis said that he hopes that after the Plan would go into effect it would leave the entire City
open to affordable housing developments. Yantis then explained that the Comprehensive
Plan will help say what can't happen versus what will happen in relationship to development in certain
areas. Yantis then added that there is nothing in Georgetown to encourage low income housing, nor to
mix lower and higher income homes.
G.Discussion of amendments of Development Regulations.
This item was discussed in conjunction with Item F. John Gavurnik brought up that development
is effected by incentives. Gavurnik explained that the City currently doesn't have any of these to
encourage lower income housing to be built. Gavurnik then elaborated that incentives need to be top
priority to get City to establish them and then builders can use them. Gavurnik also explained that
density regulations can posed an issue when trying to build affordable housing. Other general discussion
of possible incentives that the City could establish to encourage the development of affordable
housing. Bonner suggested the Board find a way to impact Comprehensive Planning public meetings.
Sappington suggest making clear planning statements. Bonner suggested having a concise
message that the Board can use at public meetings. The Board discussed having a steak holder meeting
with the planners as part of the comprehensive planning process. The Board discussed advocating
need for affordable housing. The Board discussed how the meetings were going to be setup and a need
to attend as many public meetings as possible. The Board also discussed how to change the
negative mindset. Yantis discussed showing visuals of what type of housing the City needs more of.
The Board discussed what the incentive issues are. General discussion of what the duties of the
Housing coordinator will need to be including: knowing what to do with available funds, trying to achieve
down payment assistance for home owners, and assistance with house and utility payments and general
upkeep of affordable properties. General discussion of property taxes and insurance and
their effects on the affordability of home ownership. General discussion of green buildings that will benefit
the environment as much as possible while still being affordable to families. General discussion of
suggestions to development regulations for Unified Development Code. Yantis suggested the Board
members come up with regulations to the Unified Development Code that facilitate affordable
housing.
Movement by Dan Bonner to direct staff to put placeholder on list of development regulation
amendments. Second by Tom. Approved 9-0. Cowman-Arteaga and Walker absent.
General discussion of process to get development regulations approved and together for the
Unified Development Code amendment process. Yantis suggested the Board review examples in the
book Workforce Housing by the Urban Land Institute. Rye suggested the Board members reviewing
individual sections of the book for the next meeting.

- General discussion of establishing bylaws. Board used sample bylaws for reference. General
discussion of bylaws. Staff was asked to bring draft bylaws based on recommendations by the Board to
next meeting for review by the Board. The Board discussed the possibility of having alternates.
D.Update of Housing Coordinator position.
- Tom Yantis informed the Board that the salary for the position is set to start in January of 2007.
E.Discussion of Master Plan and task prioritization.
- General discussion of existing Consolidated Plans and using them as templates for the Master
Plan that the Board will create. Naomi Walker gave updates of the Georgetown Housing Authority's
acquiring of land. General discussion of what the Board could do until the Housing Coordinator position
was filled, focusing on working on the Housing Master Plan. General discussion of creating a, or being
involved in an existing, housing finance corporation. Hartley Sappington mentioned the use of infill
housing. General discussion of finding and using a template for the Board to follow for the creation of a
Master Plan. Yantis informed the Board that the City is getting ready to update its comprehensive plan and
that a housing element is one of the charter required elements. Yantis suggested using the City's
comprehensive plan update as a starting point for the master plan. Sappington suggested using the
comprehensive plan as a way to get major housing points enacted into ordinance. General discussion of
what exact steps the Board should take next. General discussion of NMBYism and its effects on
affordable housing development and needed education to the public.
F.Discussion of amendments of Development Regulations.
- Yantis informed the Board that they needed to have a list on proposed items ready by end of
next meeting to be ready for Planning and Zoning Commission takes amends to Council in October.
General discussion of barriers for builders and developers to create affordable housing. General
discussion of Planned Unit Developments, formed based zoning coding, possible waiving of permit fees
and other incentives. General discussion of production builders and how to get them interested in
providing workforce housing. Discussion of infill lots in the City. Discussion of land trusts.
G.Discussion of next meeting date and agenda items.

A quorum was not present at this meeting and therefore, no action was taken. The main goal of this
meeting was to administer the Attorney General's Open Records Training.

- Larkin Tom was introduced a the District One representative for the Board. Emily Northrop was
also announced as the District Seven representative for the Board.
C.Discussion of possible applicants for unfilled Housing Advisory Board membership spot.
- Robyn Rye explained that at that current time only two people had mentioned possible interest in
the Board. Curtis Mickan and Mark Pustka had both expressed interest.
D.Discussion of Housing Coordinator Position.
- Tom Yantis informed the group that the position was still in the budget and set to start in April of
2007. General discussion followed regarding the Board or Board members being involved in the hiring
process for the Housing Coordinator Position. General discussion of beginning the work needed to start
the Housing Master Plan and a need to prioritize tasks. General discussion of amending development
regulations.
E.Open Records training.
- Board members watched the Attorney General's Open Meetings Act training video.
F.Ethics training.
- Robyn Rye asked if any of the present Board members had questions pertaining to the ethics

The Agenda Items were discussed in the following order:
A.Call to order.
- The meeting was called to order at 3:00pm.
C.Discussion of possible applicants for unfilled Housing Advisory Board membership spots.
- Update was given by Robyn Rye on current status of board members. General discussion
regarding who could fill remaining Board positions for Council Districts One and Seven and the
Builder/Developer position.
D.Discussion of establishing bylaws, electing officers, and ethics training.
- General discussion regarding the establishment of bylaws. Members decided to wait to elect
officers until all Board positions were filled. General discussion of ethics material as provided in new
board member packets.
F.Discussion of Housing Coordinator position.
- General discussion of current status of Housing Coordinator position and where it is in the
budget process. Hartley Sappington shared with the board the information he has received during a
meeting with Tom Yantis, Assistant City Manager and Paul E. Brandenburg, City Manager. Sappington
said that the current issue with the position is finding room in the budget.
G.Discussion of next meeting date and agenda items.
- General discussion of maintaining same meeting day - third Wednesday of the month. Members
decided the Wednesday meeting time works well and is convenient for group. Members decided that they
would meet a minimum of four times a year while maintaining their usually monthly meetings. Members
decided to consider moving the meeting time to 3:30pm once the school year had started.
E.Ethics training.
- Board members reviewed the ethics packet and watched the Attorney General's Open Meetings
Act training video.
