Regular Meeting
Meeting called to order at 3:32 p.m.
Sappington, Anderson, Cowman-Arteaga, Tom, Walker present.
1.Consideration and possible action to approve the minutes of the Housing Advisory
Board meeting held on Wednesday, October 24, 2007.
Motion to approve minutes by Walker, second by Anderson. Approved 5-0
Northrop, Gavurnik, Biggs arrive.
2.Consideration and possible action to recommend approval of the Sierra Ridge
Development to the Planning & Zoning Commission and City Council.
Walker, Director of the Georgetown Housing Authority, presents an update on the
Sierra Ridge development. She relates that at the last City Council meeting on
December 11, 2007, the project was approved to receive substantial funding from
the Georgetown Transportation Enhancement Corporation for infrastructure
improvements and received approval of utility fee waivers. The next step of the
development will be to go before the Planning and Zoning Commission (P&Z) to
rezone the property to a Planned Unit Development. The rezoning will allow the
project to be mixed-use and use site design standards to make the development
pedestrian friendly. The development will contain 188 multi-family residential
units, 179 being affordable to households making 50% and 60% of Area median
Income (AMI). Walker is asking the Housing Advisory Board to recommend
approval to P&Z and City Council. Motion by Gavurnik to recommend approval of
the Sierra Ridge Development to P&Z and City Council. Second by
Cowman-Artega. Motion approved 7-0. (Walker recused herself .)
3.Discussion and possible action on consultant selection for the Housing Element of the
Comprehensive Plan.
Bills provided an update on the search for a consultant to work on the Housing
Element. She explained that the Housing Element would be fulfilling the third
recommendation by the Affordable Housing Taskforce to City Council for a
Housing Master Plan. Bills had posted a Request for Qualifications in October for
candidates to work with the City. She received five responses. Walker and
Sappington helped narrow down the field to three to interview. In December,
Sappington and Gavurnik participated in the interviews with city staff. Sappington
offered his insight into the three firms and the reasoning into the selection of Mullin
and Lonergan Associates. They are mainly a housing analysis and market study
firm that has a good record of accomplishment of providing concrete goals and
objectives. From this discussion, Walker motioned to recommend negotiate a
contract with Mullin and Lonergan and send the contract to City Council for
approval. Biggs seconded the motion. Motion to approve passed 8-0.

reappointed to the Board.

Walker updated the Board on the Housing Variety UDC amendment. She
attended the City Council meeting in which Planning Staff presented and asked
for further direction with the drafted amendment. Walker spoke at the meeting
and represented the Board’s standpoint that it was disappointing that
Attainability was not allowed to be considered an element of the variety. The
amendment still has to go before the P&Z Commission and City Council, so
there is still opportunity for City Council to add Attainability back into the
document.

Regular Meeting
This is a regular meeting of the Housing Advisory Board . The Board, appointed by the Mayor and the City
Council, makes recommendations to the City Council on affordable housing matters.
Meeting called to order at 3:36 p.m.
1.Consideration and possible action to approve the minutes of the Housing Advisory
Board meeting held on Wednesday, September 19, 2007.
Motion to approve by Walker, second by Biggs. Approved 7-0.
2.Report on the October 8, 2007 City Council Workshop presentation on Attainable
Housing.
Bills reported on her presentation at a City Council Workshop. She expressed that the
presentation went well and City Council seemed to accept the facts. Walker asked
about the Housing Variety Ordinance and if that was discussed in the presentation.
Bills said that it was touched on, but that the issue would be going back to Council in
November by Planning to present findings on the issue and get further direction. The
Board expressed their concerns that the incentives used for this ordinance could
undercut attainable housing incentives.
3.Discussion and possible action to form a Housing Element Consultant selection
workgroup.
Bills explained that the Housing Element of the Comprehensive Plan is the next element
to be started. This element will be the Housing Master Plan that the Affordable
Housing Taskforce recommended be completed to City Council. Bills had already
solicited for proposals from housing consultants and asked for some volunteers from
the Board to read the proposals and sit in on interviews, in addition to Sappington.
Gavurnik, Northrop and Walker all volunteered.

The Board agreed to cancel the November meeting and hold the regular meeting
on Dec. 19

Bills reminded the Board that if they had any comments on the possible criteria
that was handed out in the last HAB meeting to get those to her.

Gavurnik announced that he would be doing rehab of apartments in Austin to
let Habitat for Humanity and the Georgetown Housing Authority that there
would be used appliances and fixtures that would available for reuse.
Walker updated the Board on the progress of the Sierra Ridge and Shady Oaks
developments. The Georgetown Housing Authority is trying to get support
from the Discovery Channel to do some “Green Building” for do roofing and
paving on the Shady Oaks rehab. She also updated that she will be going to the
Georgetown Transportation Enhancement Corporation (GTEC) to received
funds (approximately $690,000) to pay for the infrastructure related to the public
roadways. Walker will also be going to the City Council to request fee waivers
for development related fees from the City.
Hoffman announced that the Habitat for Humanity Board had met at the Smith
Branch Park Subdivision off of Quail Valley Dr. to discuss what the future plans
are for 6 lots that Habitat owns. She was asking for input from the HAB on what
they felt an appropriate housing use would for the area. The majority of
structures in the neighborhood are duplexes and fourplexes. It was suggested
that a survey of current Habitat residents in single family houses to get their
perspective on the neighborhood.

1. Consideration and possible action to approve the minutes of the Housing Advisory
Board meeting held on Wednesday, June 20th, 2007.
Motion to approve minutes by Biggs, second by Anderson, minutes approved 6-0.
(Gavurnik, Hoffman, and Walker arrived late.)

2. Consideration and possible action to recommend Unified Development Code
amendments regarding Housing Variety.
Elizabeth Cook presented a draft copy of an ordinance to incentives housing variety
within new developments. The City Council wanted to get input on the variety
ordinance from the HAB. She explained that the intent of this amendment was to create
diversity of housing type, but does not include an affordable housing requirement . The
purpose of the ordinance is to get developers to create housing variety within new
developments voluntarily by offering incentives. Cook identified possible incentives
such as reduced impervious cover limits, reduced parkland dedication, and setback
reduction. Members of the Board were concerned that by offering these incentives
without requiring an affordable element in the ordinance that future effort to
incentivize affordable housing development would be compromised. Further
discussion concluded that separating this ordinance from affordability issues would not
be a good policy to set. Thus, there was a motion by Walker to support the idea of the
housing variety ordinance as long as incentives are scaled such to reserve most
incentives for those developments including affordable units. Second by Arteaga.
Passed 9-0.
3. Review and discussion on the City of Georgetown Affordable Housing Definition and
Affordable Housing Criteria for Recommendation and Incentives.
Bills presented the proposed definitions to potentially be adopted by Council. The
general definition for Affordable Housing focuses on households making less than 80%
of Area Median Income. Bills further presented more specific definitions for the
different HUD income categories. Discussion was held by the board that the second
category labeled “Fixed Income Housing” was not really appropriate and “Entry Level
Workforce” or “Skilled Workforce” might be better suited. The term Attainable was
also suggested to be used in place of Affordable as a more apt description for the public.
Bills also presented a draft of criteria for receiving incentives or recommendation from
the Housing Advisory Board for affordable housing. The draft document was a product
of the Housing Workgroup over the summer. One of the main criteria of the document
involved trying to mix affordable units with market rate units so as not to concentrate
affordable housing. The Board was going to continue to review the document and give
comments to Bills.
4. Discussion items from Staff:
a. Update on Housing Element of the Comprehensive Plan consultant search.
Bills updated that the search for a consultant was underway. She had posted a
Request for Qualifications, but response had been low , so the RFQ was being
reposted to get a larger pool of consultants.
b. Meeting date for October Board meeting.
Due to conflicts by Bills and other Board members, it was agreed to move the
next Housing Advisory Board meeting to October 24, 2007 at 3:30 p.m.

Debbie Hoffman announced that she would be holding a meeting to discuss the
future vision for six lots that Habitat for Humanity owns off of Quail Valley Rd.
The lots are adjacent to quadraplex units and she will be looking for input from community
members.

Regular Meeting
1. Consideration and possible action to approve the minutes of the Housing Advisory
Board meeting held on Wednesday, May 16th, 2007.
Minutes approved 7-0. (Walker arrived after minutes were approved.)
2. Introduction of Connie Fuller, Mayor of Liberty Hill, TX.
Connie Fuller was unable to attend the Board meeting. Councilman Bill Sattler was
introduced to the Housing Advisory Board.
3. Consideration and possible action to recommend Unified Development Code
amendments regarding Housing Variety.
Elizabeth Cook, Principal Planner, presented ideas for a Housing Variety Ordinance to
include in the Unified Development Code. She explained that the City Council has directed
the Planning Department to produce a plan in which incentives could be offered to
developers to increase the diversity of lot sizes and housing types within new subdivisions.
The main suggestions that the Board provided included fee waivers, streamlining the
zoning/platting process for affordable develops, and allowing garage apartments.
4. Possible action to create a sub-committee to work on formal affordable housing definition
and policy goals for presentation to City Council.
Sappington explained that the purpose of the sub-committee is to work with Bills to outline
some goals and policies that will provide a starting point for a formal housing policy.
Sappington appointed Anderson, Cowman-Arteaga and Walker to the sub-committee.
Gavurnik motioned approval of the sub-committee with the appointed members. Walker
asked is anyone on the Board would have an issue with her serving on the subcommittee
while the Georgetown Housing Authority’s Sierra Ridge development is going through city
approval processes. No one stated any objections. Biggs seconded the motion. Motion
passed 8-0.
5. Discussion items from Staff:
a. Discussion on vision and goals for the Housing Master Plan element of the
Comprehensive Plan.
Bills said this item was to get the Board thinking about topics they would like to see
in the Housing Element of the Comprehensive Plan. She will be presenting in a
Council Workshop in October to update the City Council on the direction she and
the Board are planning to go with the Housing Element.

Walker updated the Board on the Sierra Ridge development. She announced that
the project did not score well for competitive tax credits, but that is looked like the
Housing Authority would be issuing bonds. She also said that she would be
presenting to the Georgetown Transportation Enhancement Corporation and the
Economic Development Corporation to request city assistance on specific elements
of the development.

Meeting called to order at 3:35 p.m. Sappington, Biggs, Anderson and Northrop present .
Skipped to Item 4 a. due to lack of quorum.
Quorum reached at 3:40 p.m. Gavurnik, Hoffman and Tom joined meeting.
1. Consideration and possible action to approve the minutes of the Housing Advisory
Board meeting held on Wednesday, April 25, 2007.
Northrop noted that on Item 5.a. that there had been a motion that was passed to refer
to housing for households that fall in the 50-80 percent range of Area Median Income as
‘Workforce Housing.’ Sappington motion to approve minutes with the correction,
Anderson seconded. Minutes approved, as amended, 7-0.
Before reviewing the by-laws, the Board did full introductions for new member Debbie
Hoffman.
2. Review and possible action approve sending Housing Advisory Board by-laws draft to
City Council for approval.
Sappington explained that recent City Council action reduced membership of the
Housing Advisory Board from 11 to 9 members. Instead of having a member
representing each district, the Board will have 5 at large members and 4 specified
positions on the Board. Bills further explained that the role of Secretary had been
added to the by-laws in order to keep with the standard language of other Boards and
Commissions.
Motion to approve by-laws by Biggs, second by Hoffman, approved 7-0.
3. Consideration and possible action to elect a Vice-Chair and Secretary.
Biggs nominated John Gavurnik as Vice-Chair. Motion to elect by Hoffman, second by
Tom. Approved 7-0.
Bills explained that the duties of the Secretary are to verify the minutes as taken by staff
and in the event of the absence of both the Chair and Vice-Chair would be responsible
for leading the Board meeting.
Biggs nominated Larkin Tom as Secretary. Motion to elect by Anderson, second by
Gavurnik. Approved 7-0.
4. Discussion items from Staff:
a. Report on findings about HB 2226 and SB 1357.
Bills informed the Board that the Texas Municipal League had not reviewed HB
2226 and SB 1357. Bills stated that the Solar Energy Bills had not left subcommittee
and would most likely not be taken to the House or Senate this legislative session.
b. The semantics of affordable housing.
Bills presented other positive terms that could be used to describe affordable
housing, such as efficient, cost-effective, reasonable, economical, and cost-conscious.
She explained that while the term affordable might have negative associations in
public perception, it is still the most common terminology used by city, state and
federal programs. Bills did note that other municipalities tend to use a broad range
of terms within in housing plans and other documents to fully present the meaning
of the phrase affordable housing.
c. Possible incentives to encourage affordable housing.
Bills presented several possible incentives that the city could offer to developers
who would include affordable housing options within a development. The
incentives included waiving of planning and inspections fees, reduced impact fees,
alternative street and sidewalk standards, and reduced lot restrictions that would
reduce the overall land cost.
d. Additional items from staff.
Bills discussed forming a subcommittee to work on policy goals and definitions for
affordable housing . Gavurnik suggested holding a full meeting in June as he
wanted to invite the Mayor of Liberty Hill, Connie Fuller to the next Housing
Advisory Board Meeting.

Discussed the fact that the City Council reduced membership from 11 members to 9.
Bills stated that Deena Berg has already announced her intention to move out of the
City. Emily Northrop volunteered to step-down unless Dan Bonner did not want to
remain on the Board.
4. Discussions items from Board members:
a. Update on Katy Crossing Section 7.
John Gavurnik updated the Board on the recent decision by City Council to deny
the Residential Planned Unit Development zoning for the Katy Crossing Section 7
subdivision. The Board discussed the recent article from the Sun about the rezoning
denial and the negative associations and misinformation the public has in regards to
“affordable housing.” Yantis pointed out that this further underscores the purpose
of the Housing Advisory Board to educate Council and provide policies for the city
to use in approving affordable housing developments. Gavurnik informed the
Board that he currently has an application in to rezone the property to RS,
Single-Family Residential.
b. Solar Energy System Rebate program; House Bill 2226 and Senate Bill 1357.
Emily Northrop presented current state legislation that would set up a rebate
program for households that install solar energy equipment. Northrop encouraged
Board members to personally support these bills that are currently in the legislative
session. She also discussed a possible recommendation from the Board to the City
Council to pass a resolution for City support of the bills as well. Northrop motioned
to forward the bills to City Council if the Texas Municipal League had a positive
view of the Solar Energy program. Gavurnik seconded, motion passed 7-0.
c. Additional items.

5. Discussion items from Staff:
a. Presentation on the current and future role for the Housing Advisory Board.
Jennifer Bills presented an outline on the main goals the Board will need to focus on
over the next six months, including developing an official definition of affordable
housing for the city to be adopted by the City Council, as well as setting policies and
goals with the Housing Master Plan. This led to discussion on the use of the term
“affordable housing,” as this phrase tends to have negative connotations. Direction
was given to Bills to look into other possible terminology that other municipalities
use and examine the use of “work force” in place of “affordable.” Further
discussion lead to the determination that the focus for affordable housing incentives
and policies should primarily rest in the 50-80 percent of Area Median Income, as
this household segment tends to fall between both the free market and federal
housing programs. Northrop motioned that housing that is targeted as being
available to the 50-80 percent AMI range should be referred to as ‘workforce
housing.” The motion was seconded by Walker. Motion passed, 7-0. There was
also a motion that Bills draft a list of possible incentives the city could offer
developers that would work to provide more housing availability for households in
the 50-80 percent of AMI. Motion passed 7-0
b. Discussion of next meeting date and agenda items.

Yantis introduced Jennifer Bills, the new Housing Coordinator for the City of
Georgetown and liaison to the Board.

Walker related that the City Council, at the February 27th meeting, unanimously
approved support for the Low Income Tax Credit program applications for the Sierra
Ridge Development and the Rehabilitation of the Shady Oaks Apartments. Further
information was provided that the immediate outlook for the Shady Oaks Rehab project
is very positive, with the project application scoring very high in the scoring criteria.
However, the Sierra Ridge Development new construction scored very low, due to the
project's proximity to previous new construction tax credit projects in Georgetown.
With the high possibility of not receiving this funding, Walker has begun discussion
with Capital Area Housing Finance Corporation for other possible funding
mechanisms.
E.Discussion of Katy Crossing townhomes and possible support of Housing Advisory
Board.
Walker introduced this item suggesting that John Gavurnik, Board member and
developer of the Katy Crossing Section 7 Subdivision, make a presentation about the
project and current status within the Planning approval process. Walker stated that
with the recent public perception problems and Planning and Zoning recommendation
for denial for rezoning the land for the single-family attached homes, the Housing
Advisory Board could also review and make a recommendation for the project to City
Council. Yantis pointed out that at present; the Housing Advisory Board does not have
a Council approved definition of affordable housing by which to review projects and
make recommendations. After further discussion on the definition of affordable
housing and the role of the Board, it was agreed that this case was already too far
into the approval process to make a recommendation to Council, but that reviewing the
current situation would assist the Board in future education and review of affordable
housing projects. Gavurnik asked if he could still present his project before the Board.
Sappington clarified that due to the conflict of interest for Gavurnik that he would
have to recuse himself if the Board were to take any action regarding Katy Crossing
Section 7. Gavurnik gave a description of the project, which would be a 60 lot
subdivision on the southwest side of Katy Crossing. The housing type provided would
be single-family attached homes that would be marketed around $110,000-130,000 per
unit. He then described the reasons why the Planning & Zoning Commission denied
the rezoning and the neighborhood's perception problems about this project that lead to
their decision. The Board asked questions about the project and regular development
requirements such as lot size, traffic impact and parkland dedication.
F.Discussion of Housing Advisory Board's role in upcoming Planning and Zoning Board
meetings. - Naomi Walker
With the discussion of recommending the Katy Crossing project, the board discussed
how developers could approach the Board for review and recommendation. Walker
stated should the focus be on all housing projects or just affordable housing projects.
Sappington put forth the idea of using incentives to get developers to include affordable
homes within larger projects. Gavurnik agreed with setting up a process for
recommendations for projects but stressed the point that he didn't want to add an extra
layer of bureaucracy to the development approval process.

The next Housing Advisory Board meeting was set to be April 25, 2007 due to a conflict
for a majority of the Board on April 18th.

C.Housing Coordinator update. - Tom Yantis
Yantis explained that the position was now closed. Yantis then explained
that with Sappington's help the applications were reviewed and there were six
candidates that were going to be interviewed on Friday, February 16th. Yantis
continued to explain that after the first round of interviews there will be a second round
if necessary and then a selection will be made. Yantis explained that a likely start date
for the Housing Coordinator will be mid to late March.
D.Discussion of Sierra Ridge development, Rehab of Shady Oaks housing
concept, and a resolution for City Council. - Naomi Walker
This item was discussed after Item A.
Walker explained that the Georgetown Housing Authority is currently
seeking Low Income Tax Credit Program funds for the rehabilitation of the Shady Oaks
property and to develop a new area of land next to Shady Oaks. Walker explained that
she thought this would be a good test case for the Housing Advisory Board to review.
General explanation and discussion of tax credit projects already in existence in
Georgetown. Diana McIver explained how the Housing Authority needs support from
the local government due to the number of Tax Credit housing already in place in
Georgetown. General discussion of the number and location of the existing Tax Credit
programs. General discussion of the resolutions that the Housing Authority will take to
the Georgetown City Council on February 27, 2007. Walker explained the executive
summary of Shady Oaks rehabilitation. General discussion of the executive summary
for the Sierra Ridge construction project. General discussion of the need for additional
funds and/or services from the City. General discussion of social services available to
the residents of Shady Oaks. General discussion of the current and future landscaping
of Shady Oaks. Walker reviewed and explained the resolutions that the Housing
Authority will be taking to the City Council. Walker explained how the process of
moving residents during the rehabilitation process at Shady Oaks. Walker explained
that rents will stay the same at Shady Oaks during and after renovation. McIver
explained the that the entire renovation process would take eleven to twelve months.
Walker explained that the rents would stay affordable before and after the renovation.
General discussion of rental rates for Housing Authority properties. Walker explained
the executive summary and plan for Sierra Ridge. General discussion of the cost and
build out plan of the Sierra Ridge project . Yantis explained what the Williams Drive
Gateway Redevelopment will include. Walker explained that the purchase of the land
for the Housing Authority Sierra Ridge project cost $1.2 million. Walker also explained
that the housing for the Sierra Ridge project would be affordable to the 50-80% of
median income population and have some market rate units. General discussion of rent
rates for the Sierra Ridge project. General discussion of the limitations of tax credits
related to rent rates. General discussion of the amount of information provided to the
Board and if it is enough information to make a decision of support. McIver explained
that there are two important factors to consider when considering the success of a
development - 1) the quality of site and 2) the quality of developer. McIver explained
the definition of a quality site. McIver explained that cost being invested into the
redevelopment of Shady Oaks would be $35,000 per unit. General discussion of the
education process to combat NIMBY-ism. General discussion of the public's fear that
affordable housing will affect their property values in a negative manner. Bonner asked
if the rendering of the Sierra Ridge development could be altered to depict unit rates.
Walker explained that it was too early in the design phase to accurately express where
different priced units were going to be. General discussion of the location of different
priced units within the Sierra Ridge development. General discussion of what currently
surrounds the future construction site of the Sierra Ridge development. Suggested
motion by Sappington to recommend approval of both projects to the City Council.
Motion by Bonner, second by Anderson. Approved 8-0. Gavurnik, Northrop and Biggs
absent.

The Housing Advisory Board of the City of Georgetown, Texas, met on Wednesday , January 17, 2007.

Regular Meeting
Meeting called to order at 3:35pm.
A.Consideration and possible action to approve the minutes of the Housing
Advisory Board meeting held on Wednesday, November 15, 2006. - Robyn Rye
Motion to approve the minutes as is by Gavurnik, second by Walker. Approved
7-0. Tom, Parsonage, Bonner and Anderson absent.
B.Review of article summaries from Workforce Housing, Innovative Strategies
and Best Practices . - Robyn Rye
General discussion and review of the following articles from Workforce Housing,
Innovative Strategies and Best Practices - Burlington, Vermont (not in book, but brought in
by Sappington), University Glen at California State University-Channel Islands in
Camarillo, California by Northrop, S.M.A.R.T. Housing in Austin, Texas by
Cowman-Arteaga, New Pennley Place Pittsburgh, Pennsylvania by Rowe, Edgemoore at
Carrington in McLean Virginia by Berg, Moderately Priced Dwelling Unit Program in
Montgomery County , Maryland by Anderson, and Cabrini-Green/Near North Initiative
in Chicago, Illinois by Rye. Walker added her report on Stapleton in Denver Colorado
and gave an explanation of the way the project worked. General discussion of land
trust. Yantis asked Berg about the ordinance established in McLean, Virginia requiring
affordable housing. Berg explained that the ordinance require a percentage of
affordable housing units after fifty homes in a development. General discussion of city
owned land used for housing developments. Walker discussed her second article - Casa
del Maestro: Santa Clara, California - which focused on housing for teachers. Walker
explained the article by reviewing the development and revenue sources for the
development. Walker also expressed how the development could be considered for
firefighters, police, and/or other entry level housing. General discussion of HUD home
purchase programs. Sappington explained Burlington, Vermont and their processes for
affordable housing and how land trust is involved. General Discussion of how starting
costs is the most impactful part of the development process. Gavurnik explained the
increase in fees in building materials and the high costs of City fees. Gavurnik asked
questions about McLean Virginia article. Gavurnik's first question was if the
requirements deter any large/mainstream builders. Berg said it didn't seem to deter
large productions builders. Gavurnik's second question was if there were there any
incentives in place to allow builders to do things like PUDs. Berg said that there were
some trade-offs for developers. Berg asked Gavurnik about the townhouses in the Katy
Crossing subdivision and if they are selling. Gavurnik explained that there were only
three left. General discussion of remaining Katy Crossing townhouses. General
discussion of the types of plans used in the articles that were reviewed. Northrop asked
about how the long term plan will work if people that are buying homes are living in
Georgetown and working in Austin. General discussion of things that will happen in
the future to keep people living in Georgetown. General discussion of the link between
housing and economic development. General discussion of public transportation.
General discussion of mixing working locations and housing locations together.
C.Discussion of Master Plan and task prioritization.
General discussion of future developments allowing for a grocery stores , cafe or
other form of meeting place, within the residential area. General discussion of the
major separation in commercial and residential developers. Cowman-Arteaga asked if
there are studies that address if the City were to buy random houses and develop them
into commercial lots. Yantis expressed that he wasn't sure if there were studies that
focused on that type of development. General discussion of how to make a formula for
distance from homes to other places such churches, groceries, schools, etc and how to
put that in the Housing Master Plan. General discussion of how will the City integrate
housing throughout the entire community. Cowman-Arteaga could Housing Authority
be the ones responsible for purchasing random homes in the City to attempt and
integrate affordable housing throughout the City. Yantis said it could be a possibility,
but would depend on the priorities of the Housing Authority. Cowman-Arteaga also
asked if, while following the McLean, Virginia model, if all of the homes would be in
one location/street or if the affordable homes would be spread throughout the entire
neighborhood. Walker explained that the Housing Authority could purchase homes
similar to this model would be possible but the Housing Authority wouldn't be able to
have a major impact. General discussion of infill housing. Gavurnik asked for Yantis's
input on the Housing Master Plan. Yantis explained that the Board should create a
menu of items they would like addressed at leave it the Housing Coordinator , when
hired, to put the programs steps into place for those items to happen. Gavurnik
explained his theory for his Holly Street project. General discussion of the benefit of
mixed product types in one neighborhood. General discussion of how education is
necessary to get people to understand that affordable homes will not bring down
property values when correctly integrated. Walker asked if there was currently any
sort of Housing Master Plan. Yantis explained that there is currently no Housing
Master Plan in Georgetown. Yantis then explained that the Housing Coordinator can
use Wallace, Roberts, and Todd's comprehensive plan to create a Housing Master Plan.
General discussion of looking at a regional master plan once the City's Housing Master
Plan is established. Yantis gave an update on housing coordinator position. Yantis will
send an email once we have narrowed it down to the finalist. Walker would like to
know how many applicant there are so that she can forward on to other people if there
is not enough interest. Yantis explained that it will probably be three to four weeks out
to have a pool of finalist. Sappington asked what the best way was to get fees down for
developers and what are some strategies to have mixed levels of housing within
developments. General discussion of what the Board would like to accomplish via the
Housing Master Plan. General discussion of how the Board will advance once the
Housing Master Plan is finished and put into place. General discussion of the future
role of the Housing Coordinator. Northrop asked for clarification as to whether the
Board was responsible for creating incentives or requirements. General discussion
about how the process will have both incentives and requirements. General discussion
of how to incorporate Housing Master Plan requirements into existing planning
process.
D.Discuss ways to make homes affordable after move-in.

at 3:30pm.
