Board Members Present: Hartley Sappington; Chair, John Gavurnik; Vice-chair, Nancy Biggs; Secretary, Cynthia Anderson, Janis Cowman-Arteaga, Emily Northrop, Larkin Tom, Naomi W alker Board Members Absent: Debbie Hoffman Staff Present: Jennifer Bills; Housing Coordinator, Bill Sattler; City Council Member Minutes Regular Meeting This is a regular meeting of the Housing Advisory Board of the City of Georgetown. The Board, appointed by the Mayor and the City Council, makes recommendations to the City Council on affordable housing matters. Regular Session - To begin no earlier than 3:30 p.m. Meeting called to order at 3:32 p.m. Sappington, Anderson, Cowman-Arteaga, Tom, Walker present. 1.Consideration and possible action to approve the minutes of the Housing Advisory Board meeting held on Wednesday, October 24, 2007. Motion to approve minutes by Walker, second by Anderson. Approved 5-0 Northrop, Gavurnik, Biggs arrive. 2.Consideration and possible action to recommend approval of the Sierra Ridge Development to the Planning & Zoning Commission and City Council. Walker, Director of the Georgetown Housing Authority, presents an update on the Sierra Ridge development. She relates that at the last City Council meeting on December 11, 2007, the project was approved to receive substantial funding from the Georgetown Transportation Enhancement Corporation for infrastructure improvements and received approval of utility fee waivers . The next step of the development will be to go before the Planning and Zoning Commission (P&Z) to rezone the property to a Planned Unit Development. The rezoning will allow the project to be mixed-use and use site design standards to make the development pedestrian friendly. The development will contain 188 multi-family residential units, 179 being affordable to households making 50% and 60% of Area median Income (AMI). Walker is asking the Housing Advisory Board to recommend approval to P&Z and City Council. Motion by Gavurnik to recommend approval of the Sierra Ridge Development to P&Z and City Council. Second by Cowman-Artega. Motion approved 7-0. (Walker recused herself .) 3.Discussion and possible action on consultant selection for the Housing Element of the Comprehensive Plan. Bills provided an update on the search for a consultant to work on the Housing Element. She explained that the Housing Element would be fulfilling the third recommendation by the Affordable Housing Taskforce to City Council for a Housing Master Plan. Bills had posted a Request for Qualifications in October for candidates to work with the City. She received five responses. Walker and Sappington helped narrow down the field to three to interview. In December, Sappington and Gavurnik participated in the interviews with city staff. Sappington offered his insight into the three firms and the reasoning into the selection of Mullin and Lonergan Associates. They are mainly a housing analysis and market study firm that has a good record of accomplishment of providing concrete goals and objectives. From this discussion, Walker motioned to recommend negotiate a contract with Mullin and Lonergan and send the contract to City Council for approval. Biggs seconded the motion. Motion to approve passed 8-0. 4.Discussions items from Staff: Board membership application deadline and term limits. Bills reminded Board members to reapply to City Council if they wanted to be reappointed to the Board. Additional discussion items. 5.Discussion items from Board members: Additional discussion items. Walker updated the Board on the Housing Variety UDC amendment. She attended the City Council meeting in which Planning Staff presented and asked for further direction with the drafted amendment. Walker spoke at the meeting and represented the Board’s standpoint that it was disappointing that Attainability was not allowed to be considered an element of the variety. The amendment still has to go before the P&Z Commission and City Council, so there is still opportunity for City Council to add Attainability back into the document. Consideration and possible action to approve the minutes of the Housing Advisory Board meeting held on Wednesday, October 15, 2008. Motion to approve minutes by Gavurnik, second by Anderson. Motion approved 8-0. 2. Public Hearing and possible action to approve the Housing Element of the 2030 Comprehensive Plan and recommend plan adoption to the City Council. Bills presented the final draft of the Housing Element of the 2030 Plan. She stated that the draft contained Chapters 2-10 that the Board had already reviewed and edited, as well as Chapter 1 as the Executive Summary and Chapter 11 Policy Recommendations. These Policy Recommendations were presented in September when the consultants from Mullin & Lonergan were in Georgetown, and were revised based on comments received from the Board and at public meetings. Cowan-Arteaga motioned to approve the Housing Element for presentation and adoption to City Council. Chair Sappington opened the Public Hearing; as no public requested to speak, the hearing closed. Sappington then opened discussion by the Board. Walker questioned a statement in the Executive Summary regarding the cost of living in Georgetown being lower than that in Austin . Bills agreed that she would check and amend the statement if necessary. Walker also suggested that some of the paragraphs in the Executive summary be rearranged to better present the information and findings of the report. She felt the current structure and wording did not adequately emphasis the results of the study. Hoffman also suggested that the Executive Summary include an easy to read list of main finding from the entire study. The rest of the Board agreed and Bills said she would edit the report to reflect their suggested changes. Walker seconded and amended the motion that the final draft include the discussed changes. Motion passed 8-0. 3. Discussion on upcoming Housing Advisory Board meetings. Bills went over the schedule for December. The normal meeting will not be held. Instead the Board will meet with Mullin & Lonergan on December 9 th before the consultants present the Housing Element at City Council at 6:00pm. We will have the normal meeting in January. 4. Discussion items from Staff: a. Update on Housing and Neighborhood Development projects. Bills updated the progress on possible projects in the Smith Branch Park subdivision on Quail Valley Drive. She is looking at a possible redevelopment project on vacant parcels currently owned by Habitat for Humanity. This could include a Boys & Girls Club, a bus stop and a city park. Consideration and possible action to approve the minutes of the Housing Advisory Board meeting held on Wednesday, August 27, 2008. Walker pointed out an error on item 4 that listed the median income as $71 which should have read $71,967. Motion to approve minutes with the correction by Walker, second by Anderson. Motion approved 7-0 2. Discussion over Housing Element of the Comprehensive Plan a. Process for Plan adoption. Bills opened the discussion on the Housing Element by asking for any additional feedback from the Board after the consultants presented the draft housing plan to City Council and at the public meetings. Overall, Board members had not received much significant feedback on the Housing Plan. The Board discussed methods for presenting the Housing Plan with members of City Council before the public hearing for adoption. Many felt that it would be best to have some kind of dialogue with members of Council to receive feedback and answer questions about the plan. In response to a question about Georgetown specific employment data, Bills suggested that the Board could use their connections to try to get a better response on an employer surveys sent out as part of the Housing Plan analysis. Walker suggested that it might be better to do surveys of the employees, rather than the employers. Bills thought it would be a good practice , but at this time, it would not be able to be done before the Housing Plan was finished . The list of major Georgetown employers was divided amongst members of the Board to solicit responses. Bills presented the upcoming dates for adopting the Housing Plan. The final plan will be presented in a public hearing to the Housing Advisory Board on November 19, 2008 for approval and recommendation of the Housing Plan. After that, the Housing Plan will be give to the City Council for review. A public hearing and reading of the ordinance to adopt the Housing Plan will go to City Council on 3. Bills updated the Board on the status of current CDBG projects and reminded them to be thinking about future projects for the upcoming grant cycle. b. Additional items. 4. Discussions items from Board members: a. Additional items. Walker updated the Board on Sierra Ridge development. At the moment, the project is on hold pending some financing paperwork. Walker also updated the Board on potential plans for the Smith Branch Park neighborhood. Both Habitat for Humanity and the Housing Authority own vacant lots in the high-density neighborhood. Habitat currently has the six lots they own for sale, as they do not think they are appropriate for single-family development. Bills had submitted an application for Community Development Block Grants so the City could purchase the lots, but the application was denied . Walker suggested that the Board direct staff to work with Habitat, Williamson County and City Council to explore possible options for the City to buy the lots and plan a community development project that would benefit the neighborhood, to which the rest of the Board agreed. Consideration and possible action to approve the minutes of the Housing Advisory Board meeting held on Wednesday, July 16, 2008. Motion to approve by Gavurnik, second by Anderson. Approved 7-0. (Walker and Hoffman had not yet arrived). 2. Presentation of the City of Georgetown Home Repair Program. Bills presented the recent program that the City has started using existing City funds for home repair. This program has in the past been administered by United Way, Habitat for Humanity and the Caring Place. Funds had not been used in the recent years, so the City Council decided that the City should administer the funds directly. The Board provided many suggested changes to the applications and program administration. 3. Discuss schedule for the next consultant visit. Bills reported that the Housing Consultants would be presenting at City Council Workshop on September 8, 2008 at 4:00 p.m. She scheduled the Board to meet that morning at 10:00 a.m. to go over the Interim Draft. Bills also discussed the schedule for holding two public meetings, on September 8 th at 7:00 and September 9 th at 10:00 am. Bills will look into meeting locations. 4. Discussion on the Interim Draft of the Housing Plan. Northrop brought up that there seems to be a disconnect between the household demographics and the income required for housing. Wage information is presented as single income information , while assumptions are usually made that a household is a two-income household. She thought the information could be clearer if the housing profile and wage information were related to each other better. Walker expressed concern about the maximum home purchase price affordable to a household making $71,967 was 3.5 times the salary when the Board has usually used 2.5 has the maximum. She thought that by using a maximum that very few households would qualify for would understate the need for affordable housing. 5. Discussion items from Staff: a. Report on possible fee waivers for home repair report. Bills reported on a recent staff report to City Council on possible fee waivers for home repair in the City to encourage home ownership and maintaining home values. Council charged staff with making a list of fees that could be waived and other incentives to encourage these goals. Some suggestions staff had were to waive all permitting fees for remodeling and tap and impact fees for new infill projects. With these suggestions, Council asked staff to prepare a follow up report on the number and areas that would be able to take advantage of these incentives. The Planning, Inspection and Housing Departments are all working on additional research on this issue and will report back in a couple months. b. Update on Housing and Neighborhood Development projects. At the opening of the meeting, Bills updated the Board on the recent City Council cases involving the Sierra Ridge Development. There were two items, 1) reviewing the impact fee waivers; and 2) an amendment to the Georgetown Transportation Enhancement Corporation contract for public improvements. Councilmember Sattler pulled the impact fee waiver item from the agenda before the meeting . The second item was passed unanimously by Council. c. Additional items. 6. Discussion on Housing Element of the Comprehensive Plan Bills updated the Board on the recent City Council action to use an area of an 11-mile radius from the center of Georgetown for the Housing Element. She related the impact that the change would have on the Housing Plan. The 11-mile area will encompass a larger area than the City of Georgetown Extra-Territorial Jurisdiction. The current draft of the population and housing demographics that Mullin & Lonergan has been completed with the three different study areas, the City limits, the ETJ, and Williamson County have already been included in the report. This new directive will add the 11-mile study area into the Plan to look at affordable housing resources in this area. Policy recommendations will still be made based on the ETJ area, as Georgetown does not have any jurisdiction outside of this area. Bills introduced the first draft of the population and housing demographics of the Housing Plan. She asked the Board to review the draft and return any edits or comments to her. She also asked the Board to figure out why the projected household size in the City is showing to be increasing, despite the national trend of a decreasing household size and the impact of Sun City. 3. Projects for 2008/09 Bills updated the Board on the status of the four applications the City submitted to Williamson County for CDBG funding. Of the four applications, two have been recommended for funding. The first is the final phase of improvements around Leander and 22 nd Street. This four year project has improved drainage, streets, curbs and sidewalks around the Habitat for Humanity Old Mill Village, as well as areas around other tax credit and public housing. The second project is to install sidewalks on the north side of FM 1460 between Austin Ave . and Quail Valley Dr. This is a single phase project that will allow pedestrians from low-income residential neighborhoods a safe place to walk to reach government and retail services. The approval for these recommendations will be considered at the June 3, 2008 Commissioner’s Court. Bills also updated that the Georgetown Housing Authority’s application for funding for Sierra Ridge Apartments was being examined by the Commissioner’s Court and might not be funded. b. Possible future projects Bills stated that for the next several years the City would continue to apply with the County for CDBG funding. She passed out the Williamson County priorities for funding and asked them to consider projects they feel would be well suited for future applications. Discussion on Holly Street Village and Attainable Housing.—John Gavurnik Gavurnik posed the question if his Holly Street Village would be attainable to households at 80% of Area Median Income. At the lowest price of $126,900, these units are on the high end for households at 80% AMI. Gavurnik discussed the possibility of teaming with area employers to create market solutions for workforce housing which would allow their employees to purchase a home at an attainable rate. 3. Discussion items from Staff: a. Update on Housing Element progress. Bills reviewed the main points from the Housing Element kickoff meeting in March. She updated the Board on the two decisions the consultants had ask them to consider: 1) to define the market area for Georgetown (in Census tracts) and 2) to decide the maximum level of household income that we would define as attainable housing. Bills explained after further review, she and the consultants agreed upon Census Block groups the covered most of the city and ETJ to use for demographic analysis. She also updated that she had chosen 30% of total household income as the maximum for expenditure on housing for rental and homeownership to define attainable housing. b. Bills updated the Board on the activities of the Williamson County Affordable Housing Taskforce. The Taskforce is attempting to form a regional strategy to plan for affordable housing throughout the county. Bills also updated the Board on the four CDBG applications the City, which included sidewalk/drainage infrastructure projects and land acquisition for a possible community facility. Bills updated the Board on the 400 Main St. project that had gone before City Council for approval of a Tax Credit resolution and a renegotiated Development Agreement. The project was seeking to place a Tax Credit funded Senior Living apartment downtown on the second phase of the 400 Main St. project. The original developer had planned a mixed-use retail-office-residential building for this site. City Council voted not to support the Tax Credit resolution or Development Agreement, as they did not believe that was the best use for this particular site. c. Additional items. 5.
