Regular Meeting
1.Consideration and possible action to approve minutes from the September 15, 2010
meeting. Motion to approve the October 20, 2010 minutes by Tijerina. Second by
Leissner. Approved 7-0 (Thompson and Williams absent).
2.Discussion about revising the first four policy recommendations of the draft Housing
Element.
Bills suggested that the Housing Board consider altering some of the language in the
first four policy recommendations. Recommendation #1: “Treat affordable housing as a
major policy issue in Georgetown” and recommendation #4: “Treat nonprofit and for-profit
affordable housing developers as a special class of developer” are more of general policies that
do not really require more detailed implementation plans like #2: “Waive all municipal
impact fees and development fees for housing units affordable to 80% of the area median income
and below” and #3: “Increase the amount of land zoned specifically for multi-family housing
development” so Bills recommends the board review #1 and #4 and bring suggestions of
changes to the next meeting.
Bills reviewed information given to the Board to start considering recommendation #3.
The packet of information provided showed the adopted Future Land Use Plan map
and land use definitions, current Zoning Map, and existing high density developments.
The Board discussed the meaning of this information and how this relates to locating
new multifamily areas of town .
For the next Board meeting, members will go over fee information to start considering a
plan to implement recommendation #2.
3.Announcement about City of Georgetown Boards & Commissions applications.
Bills announced that the application deadline for reapplying to serve on City boards
and commissions ends on January 14
th
. The HAB has four terms that are expiring. All
current board members holding these seats are eligible to reapply.
4.Discussion and possible action on future meeting dates.
The Board decided to not hold the meeting in December and to have the next regularly
scheduled meeting on January 19, 2011.

absent).

Regular Meeting
1.Welcome new Board members.
New members Arnold Tijerina and Gary A. Leissner introduce themselves. New
member Fisher is absent.
2.Consideration and possible action to approve minutes from the September 15, 2010
meeting. Motion to approve the September 15, 2010 minutes by Greenberg. Second by
Thompson. Approved 7-0 (Fisher and Craig absent).
3.Discussion about the direction from City Council given during the workshop
presentation on September 28, 2010.
Todd provides basic history of the Housing Advisory Board for new members. Todd
states that the Housing Advisory Board was formed as the outgrowth of a task force
that was formed in 2004. The task force suggested the following to City Council:
·Hire a Housing Coordinator (Jennifer Bills )
·Form the Housing Advisory Board
·Create the Housing Element which is part of the 2030 Plan for the City of
Georgetown (Long Range Planning )
City Council allowed the Housing Advisory Board to hire a consultant to come up with
recommendations; completed in 2008. There were 15 recommendations that resulted
from the Housing Element study.
Todd states that the Housing Advisory Board has been struggling to put the Housing
Element in place, as City Council consistently wants the Board to come up with
additional information and ideas.
Todd believes that if the Board focuses on the following four items that were presented
to City Council, it will give Board a good starting point:
“High Priority (One to five years)
1)Treat affordable housing as a major policy issue in Georgetown. Each
January when the City is establishing its overall policy and programmatic goals
for the coming year, the City and its appointed Housing Advisory Board should
review affordable housing achievements from the prior year and establish new
goals for the year ahead. The City may wish to define specific point-in-time
benchmarks against which performance in implementing the Housing Element’s
recommendations can be judged. The Housing Advisory Board in conjunction
with the City’s Housing Coordinator should prepare an annual report of
accomplishments.
One very important task that should be added to the Housing Coordinator’s
to-do list involves updating the calculation of the City’s affordable housing
deficit. Using the methodology described in Part 10, the City should update its
affordable housing deficit when 2010 census data is made available. In
particular, HUD data on cost-burdened households is needed to perform this
calculation. Unfortunately, this information is generated by HUD only once
every ten years. Given the magnitude of growth and change in Georgetown
during the past decade, it can reasonably be assumed that there will be
significant changes in the factors that influence affordable housing demand. The
City’s affordable housing deficit is by nature a fluid phenomenon and efforts
should be undertaken to monitor the production of affordable housing on an
annual basis. This calculation will be made easier by including affordable
housing production in the annual report of accomplishments.
2)Waive all municipal impact fees and development fees for housing units
affordable to 80% of the area median income and below. Waiving impact fees
and development fees is the sole method the City has at its disposal to finance
affordable housing. These costs represent a significant portion of the
development budget for an affordable housing initiative. As a matter of policy,
the City should continue this practice for all projects that involve the creation of
affordable housing as defined in the Housing Element of the City’s
Comprehensive Plan. The waiver of municipal impact fees and development
fees is not an issue that should be debated on a project-by-project basis.
Affordable housing developers should be able to rely on this support from the
City when they prepare their financing plans.
3)Increase the amount of land zoned specifically for multi-family housing
development. One of the public policies that affect the development of
affordable housing is zoning. If the City wishes to put a meaningful dent in the
affordable rental housing deficit identified in Part 10, additional housing units
affordable to residents below 80% of median household income will need to be
constructed. In order for units to be constructed , the proposed development
must be consistent with the City’s zoning ordinance. A quick glance at the City’s
zoning district map reflects few undeveloped land areas designated specifically
for multi-family housing development. A deeper investigation of the ordinance
reveals provisions for medium and high density residential units as a component
of mixed use developments, which, to its credit, the City encourages. Expanding
the supply of affordable housing means accepting the need for a higher level of
residential density.
There are two ways for the City to expand the quantity of land zoned for
medium and high density residential development. The indirect approach is to
encourage developers to seek rezoning , variances and other forms of relief from
the zoning district regulations. However, these actions typically require public
hearings. Neighboring property owners are often fearful that higher density
development patterns will lead to lower property values. It is not uncommon for
neighboring residents to organize vocal opposition to site-specific development
proposals that involve higher density living arrangements. Most developers
prefer to avoid the time, expense and potential humiliation of a public hearing
and will not actively pursue higher density projects. Relying on developers to
rezone the City is not an effective method of expanding the supply of land zoned
specifically for multi-family development.
A more direct and proactive method of expanding the amount of land zoned for
higher density residential development would entail an internal evaluation of the
zoning ordinance. The City’s planning staff should be asked to identify
additional land areas that would be suitable for higher density residential
development and prepare a report to City Council. This self-evaluation serves as
the foundation for future amendments to the City’s zoning regulations and
zoning map. Once land is rezoned, developers proposing medium and high
density residential development should understand that their proposals will be
reviewed more favorably if they provide a certain percentage of affordable units
in the overall unit mix.
Mixed use projects represent a beneficial addition to the City and as such, the
City should be commended for encouraging this type of development. However,
the City should recognize that it is very difficult for an affordable housing
developer to incorporate commercial space in their developments due to the
nature of the financing mechanisms typically used to create affordable housing.
It is impractical to think that providing for medium and high density residential
development in mixed use zoning classifications, in and of itself, will
significantly expand the supply of affordable housing in the City.
4)Treat nonprofit and for-profit affordable housing developers as a special
class of developer. Whenever a development proposal is presented to City
officials that involves an affordable housing component, it should be identified as
such and treated with special care and attention. The City’s housing coordinator
should be assigned as an internal advocate to shepherd the project through the
land use approval process. The City’s review process for projects involving
affordable housing should be streamlined in a way that results in a fast track
towards approval and permitting. The City’s planning staff should be asked to
identify an abbreviated critical path for such projects to move through the
approval process. Reducing the time period required to obtain local land use
approvals will significantly enhance the feasibility of these special projects.
Certain developers of affordable housing may not be oriented to the rigors of the
approval process. The City’s internal advocate will not only speed the process,
but make it more understandable and user friendly to non -traditional developers
who may be confused and overwhelmed by the complexity of the process.”
Bills states that it the next time the Housing Advisory Board will present for City
Council will most likely depend on the census numbers coming out early 2011.
Todd suggests that the Housing Advisory Board be provided data at the next Board
meeting to help formulate response to City Council pertaining to the four “High
Priority” items.
4.Discussion and possible action on future meeting dates.
Todd states that the Housing Advisory Board is only required to meet three times per
year but has been meeting almost every month this year. Todd suggests Board meeting
on November 17
th
, 2010 but not in December .

also discusses how many of the streets in Georgetown are being widened, creating
more impervious cover and drainage . Greenberg suggests that two passenger lanes be
built, as it will help commuting time. Parkhurst advises the Housing Board to refrain
from discussing the issue of roads in The City of Georgetown as this topic will
potentially create a target for the Board.

Motion to approve the minutes by Dolleen Hoffman. Second by Janis Cowman-Ortega.

2.Discussion about the upcoming presentation of the draft Housing Element at the City
Council workshop on August 24, 2010.
Bills states that the Housing Advisory Board will have 15-20 minutes total for the
presentation (including questions and answers). Bills states that City Council did
mention the Housing Element in the budget to be completed this fiscal year (with no
objections), however, there are new City Council members so it is important to be
prepared for the workshop on August 24, 2010. The board discusses the approach to be
taken at workshop and is in agreement on keeping statistical information minimal.
3.Discussion and possible action to review the draft Housing Element.
Morris Greenberg states that the statistics provided are neither up to date nor accurate.
Bills advises the Board that the Census provides major population data once every ten
years through the decennial census and had to use estimates in the study. The board
recommends editing or removing inaccurate statistics to reflect a more general view of
housing in Georgetown.
4.Discussion and possible action on future meeting dates.
Bills encouraging the Board to meet on the scheduled Housing Advisory Board meeting

Bills stated that the Home Improvement Program was a success. Community Restore
Project provided volunteers from Main Street Baptist, Wellspring United
Methodist and San Gabriel Presbyterian. Volunteers improved three homes in one week.
Homes were re-roofed, siding was replaced, houses were repainted and the yards
were cleaned up. Community Restore Project has already expressed that they are looking
forward to working on additional homes next year.

The meeting was called to order at 3:38 by Todd, Chair.

2.Discussion and possible action on the schedule for the Housing Element adoption.
Bills discussed taking the draft Housing Element to a City Council workshop in the fall. If
the Board decides to take the draft Housing Element to City Council for adoption, there is
required notification a month before the Board holds a public hearing. Another option is to
update City Council at workshop session and ask for direction to either bring back the
current draft for adoption or update the Housing Element.
Todd discussed that the current Housing Element provides a lot of background to
understand the underlying housing issues. By modifying past power point presentations
that has already been developed, the Board can bring all of the Council members up to
speed on the Housing Element progress.
3.Discussion and possible action to review Chapter 11: Policy Recommendations to retain,
remove, or add recommendations.
Cowman-Arteaga discussed that a few years back the Chamber of Commerce did a leakage
report. The report was trying to get a grasp on each individual product that the city was
losing. The study showed that citizens were spending their money in surrounding cities
and counties and not in Georgetown. She suggested that looking at economic factors such
as consumer spending to be gained from people living and working in Georgetown. She
also suggested the Element could include more comparison of rental cost between
Georgetown and other surrounding cities, as she has noticed that Georgetown’s price of
rental property is one of the highest in the area.
Bills discussed that there was a labor force analysis in the study but it did not focus on
consumer economics. If citizens live and work in the same town they will generate revenue
for the city.
Todd discussed about asking City Council to form a subcommittee to work with the
Housing Advisory Board to finalize the Housing Element. When the subcommittee idea
was brought up in the past the City Council was not forming any subcommittees. However,
to move forward the priorities and objectives will need the support of City Council.
Cowman-Arteaga discussed breaking up the Housing Element into different sections. The
Housing Element can be moved around and bring the top 3 or 5 recommendations to the
City Council.
Bills discussed the way the recommendations were prioritized into high, medium, and low
priority. This would give Council a short term focus
The first 5 years of the Housing Element, the primary focus would be the high priority
recommendations. Every five years the 2030 Comprehensive Plan calls for the Housing
Element to be updated and amended.
Williams discussed putting the incentives on why moving and living in Georgetown is a
good environment. Some incentives would be walking in the parks, good schools, and
growing business.
4.Discussion and possible action on future meeting dates.
The Board discussed having the regular meetings for June and July. There will not be a
meeting in August and will resume again in September.
5.Update from staff on current projects.
a.Community Restore volunteer project week: June 21-25, 2010.
Currently there is one application that has been received for the project. The Community
Restore volunteer project is where volunteer contractors and supervised teenagers from
local churches help repair the exterior of homes.

a.Review Chapter 1: Executive Summary and Chapter 11 Policy Recommendations
Greenberg discussed the possibility of lowering the cost of low income housing by
giving the developer a relief on the 8.25% sales tax.
Board members discussed the benefits of non-profits being tax-exempt and for
profit organizations.
Todd stated that in order to bring in an affordable housing project to the City of
Georgetown, that a non-profit organization has a better chance than a for profit
organization. Todd would like to refocus on the Housing Element because it is part
of the reason why the Housing Advisory Board was put together and to refocus on
funneling the Housing Element back to City Council for them to take possible action
and to get it in the 2030 Comprehensive Plan. By looking at the demographics that
changed within the Housing Element there doesn't need to be new research done.
Bills discussed that a large percentage of tax credit projects are built by a non-profit
contractor. There has been research on trends with some organizations on their bid
processes and who gets to apply the tax exempt status. The Board needs to mostly
focus on the recommendations because that is what City Council can take action on.
Parkhurst stated that sales tax is state based and would be a state level decision to
exempt someone from the sales tax. The Board needs to focus on that Georgetown is
not looking at building big apartment buildings, but more duplexes and triplexes .
The Board may need to rewrite some of the recommendations to state to keep up
with Georgetown aesthetics such as multiuse buildings.
Bills stated that the Census was used to write the Housing Element. It may be best
to wait 6-8 months to get the results from the 2010 Census. From the 2010 Census
there will be a more accurate population rather than using the populations from
2000-2007. When looking at a housing element you do not wait to go further out
than 5 years. Some cities use an incentive program, like Austin has their smart
housing program. The smart housing program is where developers get an incentive
to build their homes to build their homes for affordability.
Cowman-Arteaga discussed that the Board pay more attention to the Housing
Element as some ideas and that the Board is looking to City Council for guidance.
When the Housing Element was presented to City Council before, it was not
presented in a way open for comments. The Board should maybe take a year and
revamp the Housing Element.
Todd stated that the numbers that are coming out in the 2010 Census can be used as
reinforcement to present to City Council that there is urgency for affordable
housing.
Williams discussed that one way to present the Housing Element to City Council is
to be more open. One option is to look at existing property and possibly remodeling
an existing structure to make it more affordable.
Bills discussed that Chapter 1 is an executive summary that is in the 2030 Plan as a
snapshot. Chapter 11 has the recommendations with more explanations. Chapters
2-10 contain the background and support the recommendations that are in Chapter
11. The Housing Element should be updated every 5 years. Some cities waive fees,
such as impact fees to help with costs for non-profit organization like Habitat for
Humanity.
Todd stated that there are 158 public housing units, 87 tenant based project 8, 60
project based, project 8 and 500 subsided apartments. The Housing Board tried to
get City Council to approve the recommendations in Chapter 11. The Board brought
to City Council the recommendations that the Housing Board ranked from highest
to lowest and took the top tier.
Thompson discussed the procedure and cost of a Habitat for Humanity project. The
Community Development Block Grant only allows Habitat to buy the land. Every
time Habitat builds homes they lose money because families wouldn’t qualify if
they were charged on every penny. Many of the materials are donated and the
families do not pay for the land.

Bills discussed that currently the City of Georgetown has a 78% participation rate
for the 2010 Census. At this same stage in 2000 there was a 79% participation rate.
The Census will start to send workers out in the middle of May.

Todd discussed the draft Housing Element with the Mayor the possibility of bring the
draft Housing Element back to City Council for adoption. Todd would like to move
forward with the draft Housing Element to get some elements of it to the City Council.
The Board updated and reviewed the draft Housing Element with the new members.
Todd and Bills gave history. The Housing Element was developed as part of a paid
study that came out in 2008. The previous board members did a lot of work on
compressing the draft Housing Element to 15 sections. The City Council would not take
action on the draft Housing Element. Bills discussed the background and why the City
has the draft Housing Element. The City has a 2030 Comprehensive Plan, which was
adopted in 2008. The updated and replaced the previous Century Plan. Ultimately the
Comprehensive Plan is to 11 different elements. The city has various elements already
adopted. With the 2030 Comprehensive Plan, a new vision statement, land use and
parks plans have been adopted. The city charter that outlines the 11 different elements
and one of the elements is the housing plan. In 2007, City Council created the
Affordable Housing Task force to address housing issues and made recommendations.
From these recommendations, a Housing Coordinator was hired, the Housing Advisory
Board was created and in 2007 the draft Housing Element was started. The city hired
consultants experienced with writing plans for grant programs and housing plans for
cities all of the United States. There is a lot of statistics and background in the draft
Housing Element. The Housing Board worked closely with them to give them guide
them what was going on in Georgetown and interviewed real estate agents and other
groups. This is a guide on what will happen in the next 5-10 years. The primary
concept is to show the City Council that we have a housing issue.
Todd wants to each member to familiarize with the draft Housing Element and possibly
bring it to the City Council again in the fall . When the draft Housing Element was
brought to the City Council in December 2008, the public hearing on the item was
opened and discussed, but the first reading was tabled for consideration at a later date .
Bills discussed putting the draft Housing Element on the workshop meeting before
going to the actual City Council meeting. Bills will e-mail out previous power points
and research to see the progression of the draft Housing Element. The possible action is
that the new members familiarize themselves with the draft Housing Element and at
the next meeting discuss where to go and what to do in order to take this to present to
City Council by September.
6.Update from staff on current projects.
a.Community Development Block Grants
Bills discussed that the city participates in the county’s CDBG program. This year they
are estimating allocating $1.2 million for 2010-2011 and have to reallocate $318,000 that
was previously allocated to the Housing Authority. The City of Georgetown submitted
four applications. Most of the low-income population is centered in the middle of town.
The city has put in a lot of sidewalks in the area. The first grant was to apply for
$440,000 of sidewalk funds to complete out sidewalk sections where a lot of people
walk and around the hospital, school, and post office. The commissioner’s court
recommended funding $392,000 in four different areas of town . The next grant that was
applied for was for $50,000 to set up a preliminary program for someone who wanted to
develop new affordable housing or currently low-income households that have
wastewater problems. There is a lot of low-income housing that have failing septic
systems. The program would help cover impact and connection fees. The next grant
that was applied for was for $16,000 to go towards the Good Neighbor Fund. This is a
program that the city already has set up for customers who need assistance to pay
utilities on a one time basis. The one application that they did not recommend is the
Home Repair Program. The city allocates $35,000 a year to low-income households to
do minor home repair. When code enforcement goes out to a house and cites them for
an issue, instead of continually fining a household that does not have the money to fix
the issue, they can apply for the Home Repair Program. Code enforcement officers
carry flyers about the program. There is also information on the city’s website. This
grant was not recommended because the Department of Housing and Urban
Development (HUD) guidelines if the house has lead base paint you have to remediate
for the lead paint in the house. In total the county recommended that the City of
Georgetown will get $458,000. Out of the four grants, three were recommended for
approval.

3.Discussion and possible action on the Housing Element.
The Board discussed and decided to keep the Housing Element on the agenda for future
meetings to revisit in the April meeting. Motion to approve to revisit the Housing
Element, by Gavurnik, second by Arteaga. Approved 5-0 (Craig, Thompson, and Tom
absent).
4.Discussion about Board and Commission appointments.
The Board discussed possible recruitments to apply for the board.
5.Discussion and possible action on future meeting dates and topics.
The Board discussed future meeting dates. It was decided that the February meeting be
cancelled and the next meeting will be in March 2010.
6.Update from staff on current projects.
a.Weatherization Assistance Program
Bills discussed that the Weatherization Assistance Program. Previously she had
informed the Board that the City was going to receive funds from the Dept. of
Energy, through TDHCA. After the last meeting TDHCA informed the City that
they were misinformed of the program requirements and the City of
Georgetown would no longer be receiving funds. There are still funds available
to residents of Williamson County through the Hill Country Community
Association.
b.Sierra Ridge
Bills also discussed that Sierra Ridge is no longer going forward.
Bills also discussed about the 2010 census. As part of the Georgetown Complete
Count Committee she has placed signs at apartment complexes and other parts
of town that do not get a large response back to educate the public on the
importance of the Census, especially for the future grant funding opportunities..
