Regular Meeting
1.Consideration and possible action to approve minutes from the October 19, 2011
meeting.
Motion to approve the minutes by Fisher, second by Curlee. Motion approved 5-0
(Todd not yet present)
2.Discussion and possible action to finalize Policy Rationale and Recommendations.
The Board reviewed the recent draft and made some language changes and edits.
Everyone felt that potentially subheading the key points of the rationale might be
helpful for the readability of the document as well being highlight for the presentation.
Bills will make the changes to the document.
3.Discussion and possible action on Chapters 1-11 of the draft Housing Element.
Bills will work on updating some of the statistics in the plan to include in the
presentation while the Board reviews what they think should be the relevant statistics
and talking points.
4.Discussion on creating a presentation and talking points to take to City Council.
Bills will work to revise the text on the plan to present before City Council in February.
5.Discussion and possible action on future meeting dates.
There will be no meeting in December due to the holiday schedule. The next meeting
will be January 18
th
. Bills will get the draft Housing Element scheduled to go before
City Council at both a regular meeting and in workshop session.

1.Consideration and possible action to approve minutes from the September 21, 2011
meeting.
Motion to approve the minutes by Fisher, second by Greenburg. Motion passed 6-0
(Parkhurst absent at the time of vote).
2.Discussion and possible action on Chapters 1-11 of the draft Housing Element.
a.The board discussed Chapter 11: Policy Recommendation of the Housing
Element. The official title of chapter what changed to Policy Rationale and
Recommendations. Bills provided a revised draft of the chapter that included
possible language changes suggested in the previous meeting. Board members
provided basic text corrections. The members discussed the new rationale
section that provides the background for why the recommendations are needed.
This is a rewording of the previous Policy Recommendation #1.
Recommendations #2 “Waive all municipal impact fees and development fees
for housing units affordable to 80% of the area median income and below” and
#4 “Treat nonprofit and for-profit affordable housing developers as a special
class of developer” had been combined to create the new #1 “Develop a program
through which workforce housing developers can receive incentives to provide
new units.” The previous Recommendation #3 “Increase the amount of land
zoned specifically for multi-family housing development is now #2. The board
provided comments and possible rewordings for the recommendations.
Members of the board expressed interest in providing more detailed edits to the
recommendations. Bills stated that she would send out the draft document in
markup mode so members could add their own changes for everyone to see.
She also said that in the future all documents for meetings would be out no later
than 4:00 pm the Friday before the meeting.
3.Discussion and possible action on future meeting dates.
a.The board will meet at the next regular meeting on November 16, 2011. There
will not be a meeting in December due to the holiday schedule.

1.Consideration and possible action to approve minutes from the July 20, 2011 meeting.
Motion by Greenberg to approve the minutes . Second by Parkhurst. 7 – 0.
2.Discussion and possible action on Chapters 2-10 of the draft Housing Element.
Bills presented a new layout for the plan, that would reduce the number of chapter
from 11 to 5 and move most of the supporting demographics out of the main body of
the Element and into appendices for reference.
The board reviewed the progress made on revising the first four policy
recommendations and brainstormed the main “talking points” to clarify the importance
on workforce housing.
Notes:
“Recommendations” section changed to “Recommendation and Reasons” (opportunity to sell to City
Council)
Delete “Rental” from this section, leave generic as “Affordable Housing”
General Consensus to default to “Work Force Housing” when possible without getting too monotonous

Bills discussed the recent items and issues that have come before the City Council that
might make them less than receptive of the Housing Element. The Board discussed the
possible outcomes and decided that the best course of action is to update the plan,
improve the recommendations and take the completed plan back to City Council in
February 2012.

2.Discussion and possible action on Chapters 2-10 of the draft Housing Element.
Bills suggested that the Housing Advisory Board look into changing the terminology of
the chapters.
Woodward suggested changing the terminology from “Affordable Housing” to
“Workforce Housing.” Greenberg suggested something along the lines of “Reasonable
Housing.”
Todd stated that he did not believe that the Board could completely separate from the
term “Affordable Housing” but there should be an education component attached to
the phrase to explain in detail what it actually is.

progress.
Woodard provided some suggestions of wording and background information to
support the recommendations in the Housing Element. The board discussed ways of
restructuring the recommendations to be more persuasive and easier to understand.

Parkhurst and Williams recommended rewording the existing recommendation.
The current wording is as follows:
Whenever a development proposal is presented to City officials that involves an
affordable housing component, it should be identified as such and treated with
special care and attention. The City’s housing coordinator should be assigned as an
internal advocate to shepherd the project through the land use approval process.
The City’s review process for projects involving affordable housing should be
streamlined in a way that results in a fast track towards approval and permitting .
The City’s planning staff should be asked to identify an abbreviated critical path for
such projects to move through the approval process. Reducing the time period
required to obtain local land use approvals will significantly enhance the feasibility
of these special projects. Certain developers of affordable housing may not be
oriented to the rigors of the approval process. The City’s internal advocate will not
only speed the process, but make it more understandable and user friendly to
non-traditional developers who may be confused and overwhelmed by the
complexity of the process.
The proposed wording is as follows:
Create an affordable housing program with established guidelines for granting fee
waivers or reductions to developers of affordable housing units as well as providing
technical assistance to non-traditional or new developers of affordable housing. All
developers and non-profits would be welcome to submit proposed developments
for consideration in the program. Proposals would be evaluated to determine
eligibility for fee waivers or reductions based on the proposed units meeting
building standards and fit with current affordable housing needs in Georgetown .
Non-traditional or new developers who are not familiar with the land use approval
process may also request city staff to assist them with the technicalities of getting
their affordable housing project approved.

Curlee, states that Habitat for Humanity is struggling to find lots to build houses on.
Most homes that are going to be built through Habitat for Humanity are located in
Round Rock. There are plenty of families that are waiting for housing in
Georgetown but Habitat for Humanity can not provide them. It costs approximately
$70,000 to build a house and a lot in Georgetown costs approximately
$20,000-30,000. This does not leave sufficient funds for the construction of the house.
The Board discusses the idea of making foreclosure properties look more appealing
to possibly use as “affordable housing.”

Board discusses how they need to convince City Council that there will be a return
on investment if the impact and development fees are waived.
·Increase the amount of land zoned specifically for multi-family housing

Clay points out that there is a lot of land zoned C-1 and questions whether or not
this land can be rezoned for multi-family housing. Board takes a look at the Zoning
and Future Land Use maps of Georgetown to get an idea for potential desirable
areas for multi-family use.
3.Update on the most recent 2010 Census release.
Bills presented the most recent Census data release, which included the demographic
profile for the city limits. This included information such as population by age and
gender, average household size, and break down of occupancy status. Bills stated the
she still need the Census to release this information down to the block group level and
does not expect income information to be release for about 6 months, which she needs
to do a comprehensive update to the draft Housing Element.

points of the recently revised by-laws.

Curlee was absent. Pergl stated that a periodic review of affordable housing to
show that there is a strong demand. Todd pointed out that there were over 600
applicants who recently applied for Section 8 in just one day. Woodward
suggests that the Housing Advisory Board provide prepare statistics for the next
meeting with City Council.
Waive all municipal impact fees and development fees for housing units
affordable to 80% of the area median income and below .—Kyle Fisher, Murray
Greenberg
Greenberg was absent. Fisher provided key information pertaining to the Impact
and Developments fees on Affordable Housing. His suggestion was to provide
real numbers showing the amount of fees that would be given to a developer
compared to the various taxes and economic benefits the City would receive
from the additional households. Council would be able to see the waiving of
fees as an investment and get a demonstrable return on investment. The
numbers need some research, which staff will work on with the board.
Increase the amount of land zone specifically for multi-family housing
development.—Gary Leissner, Clay Woodard
Leissner suggests that the Housing Advisory Board come up with the total
number of acreage zoned for multi-family housing development. Once this
information is obtained, it will give the Board an opportunity to determine how
much more land is needed to proceed with more affordable housing.
Through research, Woodard found that the average percentage of land set aside
for Multi-Family housing development in the United States is approximately
8 - 10%. Woodard states that Georgetown falls short of this number and suggests
that a portion of the land designated for Mixed-Use can be dedicated to land for
Multi-Family.
Treat nonprofit and for-profit affordable housing developers as a special class of

meeting.

Chair Todd suggests the Housing Advisory Board members each take policy
recommendation to do specific research for and then report their findings and possible
revisions to the board next month. Two board members will be assigned to each of the
four policy recommendations. The members should come up with a detailed
description and set forth the language that describes the recommendations, as City
Council has asked that the Housing Advisory Board come back with a more in -depth
explanation.
5.Discussion about revising the first four policy recommendations of the draft Housing
Element.
Bills states that the Census data will most likely be out in the fall. Once the Census
numbers are out, the Housing Advisory Board can take a look at revising the language
of the first four policy recommendations to bring to City Council around January 2012.

Board agrees to meet for the scheduled meeting on May 18, 2011.

Chair Todd suggests postponing election of offices until the April 20, 2011 meeting,
when all members are present.

4.Discussion on the history of the HAB and the work on the Housing Element of the 2030
Comprehensive Plan.
Bills related the history of how the Housing Board was created, which began with the
City Council appointed Affordable Housing Taskforce in 2005. The Taskforce came back
to Council in 2006 and recommended that a permanent Housing Advisory Board be
established, a Housing Coordinator staff position created and a long-range housing
plan be adopted. The first two recommendations were implemented in 2006 and the
Housing Element of the Comprehensive Plan was started in 2008. A finished draft of
the Housing Element was presented to Council in November 2008, but was not
adopted. The board asked Council for direction as to how to get the plan adopted in
October 2010. Council directed the board to review and give detail for the first four
policy recommendations as well as update the demographics and statistics using the
2010 Census data. The board has been working since that time to study and expand
those recommendations.
Bills discusses the basics of the following four policy recommendations:
1.Treat affordable housing as a major policy issue in Georgetown.
Bills states that City Council expects the Housing Advisory Board to make this a
priority.
2.Waive all municipal impact fees and development fees for housing units
affordable to 80% of the area median income and below.
Waiving impact fees and development fees is the sole method the City has at its
disposal to finance affordable housing.
3.Increase the amount of land zoned specifically for multi-family housing
development.
The City’s planning staff should be asked to identify additional land areas that
would be suitable for higher density residential development and prepare a
report to City Council. This self-evaluation serves as the foundation for future
amendments to the City’s zoning regulations and zoning map. Once land is
rezoned, developers proposing medium and high density residential
development should understand that their proposals will be reviewed more
favorably if they provide a certain percentage of affordable units in the overall
unit mix.
4.Treat nonprofit and for-profit affordable housing developers as a special class of
developer.
Whenever a development proposal is presented to City officials that involves an
affordable housing component, it should be identified as such and treated with
special care and attention.
5.Review of 2010 Census data.
Bills states the following key points on the Census:
There were only five Census pieces of information that were released.
1.Total population
2.Total housing units.
3.Occupied and vacant units.
4.Population by one race.
5.Hispanic population.
There has been an slight increase in the Hispanic population in Georgetown.
The City of Georgetown fell below the anticipated 50,000 population, falling at
47,400.
Group quarters (nursing homes, group homes, dormitories, jails, etc.) population
estimates have not yet been released. This means we do not have the average
household population.
1 ½ % more vacant house than we had in the year 2000 due to foreclosures, etc.
Surrounding cities also came up short of their population estimates.
Williamson County was the 2
nd
fastest growing county in the state of Texas and
there has been tremendous growth since the last Census.
Income data to be released (hopefully) by this summer/fall.
6.Discussion and possible action to create working groups to work more in-depth to
create basic implementation plans for the first four policy recommendations.
Chair Todd suggests tabling this action until the April 20, 2011 meeting in an effort to
make this item the main topic of discussion at the meeting.

The Board reviewed the current Zoning and Future Land Use maps and
discussed possible locations for multi-family sites. It was determined that
concentrating on the east side of town, around future employment centers and
the University would be the best places to look. Bills suggested that the best
way to approach creating a detailed plan for this recommendation would
include a more broad view of possible areas that would require future research.
The plan should contain amounts of acreage and the number of sites that the city
should look to rezone in the next 5 years without naming specific tracts .
b.Discuss the possible revision of the other policy recommendations.
Bills stated that the Board members should review the other 11 policy
recommendations to see if they any needed to be reworded or removed from the
plan.
Members of the board expressed interest in possibility creating working groups of a
couple board members to flesh out the wording on specific recommendations that
would be brought back to the full board.
3.Update on current 2010 Census schedule.
Bills said that the city should receive basic Census data in the last week of February and
staff would begin analysis of the data once it was available.
4.Discussion and possible action on future meeting dates.
The board will meet on the regular schedule on March 16
th

1.Consideration and possible action to approve minutes from the November 17, 2010
meeting. Motion to approve the November 17, 2010 minutes by Leissner. Second by
Greenberg. Approved 5-0 (Thompson and Fisher absent. Betty Craig and Arnold Tijerina
resigned from the Board.)
2.Discussion about revising the first four policy recommendations of the draft Housing
Element.
a.Review recommendation #3, “Increase the amount of land zoned specifically for
multi-family housing development” and discuss feedback from board members on
locations for future multi-family development.
Todd states that multi-family will become a more significant Housing Element in
the next twenty years because it will become harder to afford single-family homes
and many people are down-sizing. In addition, the houses that are going to be built
will be much smaller in a tighter community. Todd believes that the Housing
Advisory Board should convince City Council to look at high density areas that will
be attractive to builders .
Bills states that multi-family areas will result in different means of transportation,
i.e., by foot, bicycle, bus. This should be taken into consideration while researching
which areas should become focus for future multi-family development. If there
would be a need to rezone certain areas to accommodate multi-family development,
there would be legal issues to look into on the staff side. For example, if the area is
zoned “industrial,” and it were to be rezoned as “multi-family,” this could be
considered a legal “taking” as this could take away potential high-density industrial
uses. However, if the land were to be rezoned to “multi-family” from “agricultural,”
it would be a much easier process, as there would be more potential to add uses to
the property.
Todd suggests that the Board look at a particular area of Georgetown with a brand
new elementary school and a middle school that is getting ready to be built as a
potential for a future multi-family development. Bills agrees that this may be an
ideal area for multi-family development.
Todd expresses that the Housing Advisory Board will need to be prepared to go to
City Council with specific areas in mind for future multi-family development.
Bills suggests that the Board also present the changes in the Land Use Plan.
b.Discuss recommendation #2, Waive all municipal impact fees and development

review current impact and development fees.
Bills discusses the range of fees that developers see when they come to the City of
Georgetown for a project from the point of raw land all the way to the finished
project. Todd states that the City of Georgetown’s fees are lower than other cities in
the local surrounding area.
Bills states that the impact fees are determined by how many meters an apartment
complex pulls. Most apartment complexes in the Georgetown area will pull one
water meter per building (they will not pull individual meters for each unit). In
addition, apartment complexes go through a more rigorous electrical analysis that
can result in greater fees.
3.Update on current 2010 Census schedule.
Bills states that the state level data came out and Texas has gained four representatives.
City and tract level data should becoming out in March.
4.Discussion and possible action on future meeting dates.
Chair Todd suggests that the Housing Advisory Board meet monthly, as scheduled.
