Bills, Housing Coordinator; Christina Richison, Recording Secretary; Laurie Brewer, Assistant City Manager Minutes Regular Meeting 1.Consideration and possible action to approve minutes from the September 19, 2012 meeting. Motion to approve the minutes by Curlee, second by Mullikin. Approved 6-0 . 2.Discussion and possible action on creating criteria for resolutions of support for tax credit and HOME program applications. ·Bills introduces the topic for the meeting and recaps the goal of coming up with a list of possible criteria to be used on tax credit and HOME program applications noting later in the meeting that the City is currently at a 97% occupancy rate for multi-family units. o This is federal financing that is available and administered by the state. o We must get a resolution of support from City Council called a “Two Times Resolution”. o Currently there are no tax housing credits pending, but Bills expects to see one to two applications in December. o It’s important to lock down an application process that has set established criteria. ·Bills explains to use the basic information for housing tax credit or HOME partnership program that was emailed prior to the meeting as the basis from which to create an application noting that the HOME partnership program is for both multi-family and single family while the housing tax credit is primarily for multi-family with single family as rare. In addition to the information listed on the preliminary outline, it was suggested during the meeting to consider the following. o Todd wants to be sure that the impact on the school district is addressed adding that it is unclear as to why the district would be concerned. o Curlee suggested adding something to the effect that would preserve the long-term affordable cost in order to reduce the risk of market rate imposed at a later date or asking the applicant when the complex will be switched to market rate. o Sauthier suggested asking the applicant whether business had been done under previous name(s). o Woodard would like to know what the applicant’s experience is in applying for these types of tax credits. o Woodard also suggested identifying a ratio of affordable versus market rate for the complex. Additionally, will the affordable housing units look the same and also be integrated and / or will the units be built sub-standard and / or isolated from the market rate units. Consideration of adding the submission of an artist rendition for support. Bills added asking if one unit could be used as both market rate and / or affordable housing depending on the need. o Sauthier suggested adding a question about accessibility for those with disabilities. o Todd suggested adding a question about energy conservation and aspects of green building. o Sauthier suggested the applicant provide an impact analysis with input from Curlee that such an analysis would be costly. Woodard suggested perhaps modify rather to that of an impact of project costs and economic impact instead, i.e. will city utilities be used, will it require capital improvements to roads, easements, etc. Bills states that the volume at an apartment complex will not be high enough to warrant a traffic impact analysis. o Bills suggested creating a checklist for staff/board/City Council to use to evaluate/analyze in order to answer and question viability issues such as highest and best use for a property, proximity to transportation and shopping centers, etc. o Laurie Brewer later suggested adding the percentage of nearby employers needing a workforce that fits the affordable housing demographic. ·Public attendee, Maricela Dimas, property manager for Stonehaven Apartments (Georgetown Housing Authority) informed the group that she was there to gather information as currently there is a two year wait list to get into Stonehaven. The two year waitlist is comprised of Georgetown residents, residents from other Texas cities as well as from out of state. Dimas said Austin has a five year wait list. Dimas explains that the program gives those in need a place to live while looking for work so that they can afford to go to market rate. Todd reinforces that Georgetown Housing Authority does a good job with the self-sufficiency program. ·Bills to formalize application. ·Focus for the December meeting will be to identify a list of suitable properties and land use for multi-family that considers optimal suitability, e.g. roads, utilities, ease of walking and use to develop a set of criteria for CC to assist with approving/denying re-zoning requests. Bills to talk with Utilities and provide maps to the board that reflect current and future utility capacities as well as the possibility of getting some education on utilities. Woodard added that a tutorial on fees would be good in order to better understand ROI . 3.Reminder on next meeting date of December 12, 2012. 4.Adjournment Motion by Todd to adjourn meeting at 4:32 p.m., second by Mullikin. Bills, Housing Coordinator; April Quade, Recording Secretary Minutes Regular Meeting 1.Consideration and possible action to approve minutes from the March 21, 2012 meeting. Parkhurst requested a correction to reflect that she was not present for vote of Item #1 of the agenda. Correction will be made to read, “Parkhurst not present, arrived late.” Todd announced the bylaws were readopted last year. When reading from bylaws in previous meeting, the 1 st paragraph was a little different, therefore the reading was not accurate. Motion to approve minutes by Curlee, Sauthier second. (5-0) 2.Discussion and report on current actions at City Council meetings a.Discussions on multifamily and affordable housing policies. Bills reported no additional items by council members have been put on Council agenda meeting date. Multi-family item was discussed during council workshop, but was not discussed as “affordable housing” item . City Manager, Paul Brandenburg, asked Council if they wanted further exploration. Council members were in agreement and wanted more research. Bills does not have a timeline on when item will go back to City Council. Todd said he talked directly to the City Manager. Todd mentioned to Brandenburg that he (Todd) had a capable and knowledgeable board that is informed on the exact items that Brandenburg is looking for . Bills announced reorganization of City of Georgetown’s Community Development department is in process. Reorganization is due to Elizabeth Cook’s retirement to be at end of April. Elizabeth Cook is Director of Community Development. Bills announced July 24 th is first available workshop date for Council, which the HAB is scheduled to present at workshop. Todd said he spoke with Council member, Rachel Jonrowe who is very open to the idea of affordable housing. Jonrowe was very receptive to Housing Element being a part of 2030 plan. 3.Discussion on strategy for recruiting support and marketing campaign for the Housing Element. Bills reminded the Board of P&Z Chair Brashear’s suggestion from last meeting that the HAB put a face to the affordable housing community, to show City Council how this is a relevant city issue. Todd announced he has support from some living in Georgetown Housing Authority properties to be present at council meeting. Curlee said he could recruit the director of Habitat for Humanity to attend, or possibly some of their customers. Parkhurst said she might be able to get members of Boys and Girls Club. Also, Parkhurst will ask school principals to ask teachers if they would be willing to represent at City Council meeting. Discussion on currently posted job openings at City of Georgetown and using information from the job posting as exhibits in the Housing Element to be presented to Council. The board also discussed looking at Georgetown ISD and Williamson County job postings. Curlee will qualify the candidate on income levels (based on job postings ) and determine how much house they can buy or how much rent can they afford. Bills will report on current occupancy levels, but she reported it’s been about 98%. Fisher reminded it will also be good to have “live” bodies present at the council meeting. Sauthier will talk to healthcare companies to see if she can get a statement of support. For next HAB meeting, Bills will print out job postings and will get with Curlee to determine how much house or apartment they can afford. 4.Discussion on creating a presentation and talking points to take to City Council. Fisher requests to change the wording on the second slide from “creation” to “adoption”. Fisher suggests inserting the job posting information into the Benefits of Workforce Housing slide. Also insert statement from a healthcare human resource department . Other corrections were suggested for typos and layout of Powerpoint presentation. Bills reported once adopted, the plan will be reviewed every 5 years. There was discussion if HAB will present all 15 recommendations to Council for adoption. Bills clarified that the list of recommendations had been edited to 7 of the most immediate and least controversial recommendations and that they will all be presented. Bills said HAB will make it clear that Council will have the option to delete recommendations and then continue voting on the adoption of the remaining recommendations. 5.Discussion and possible action on Chapters 1-11 of the draft Housing Element. Bills, Housing Coordinator; April Quade, Recording Secretary Minutes Regular Meeting 1.Election of Chair, Vice-chair and Secretary for the 2012-2013 Housing Advisory Board The board discussed nominations for Vice Chair and Secretary for the 2012-2013 Housing Advisory Board. Clay Woodard was nominated for Vice Chair and Kyle Fisher volunteered for Secretary. Motion by Curlee to approve the nomination of Woodard for Vice Chair and Fisher for Secretary. Second by Sauthier. Approved 7-0. Parkhurst not present, arrived late. 2.Consideration and possible action to approve minutes from the February 15, 2012 meeting. Curlee requested a correction be made on page 1 to remove, “abstain from the vote because he serves on the Habitat for Humanity Board”. Todd also stated a correction to be made in same paragraph to read , “abstain because he serves on the Georgetown Housing Authority Board”. Woodard arrived late at 3:38pm. Members congratulated Woodard on his appointment as the new Vice-chair. Motion to approve the minutes by Todd, second by Leissner. Motion approved 8-0. 3.Discussion and report on current actions at City Council meetings Todd introduced Ercel Brashear, who is the Chair of the Planning & Zoning Commission. Brashear said he has been in real estate business for 35 years and rarely sees an apartment complex that doesn’t “stir up dust”. Brashear said it is commonly articulated that those who inhabit apartments are less valuable than those that own a piece of property. Brashear suggested the board have the people that are going to inhabit the apartment complexes to help promote the Board’s vision. Brashear feels that 5-6 people at the city council podium will help tremendously. Woodward says previously they have focused on enlisting the assistance of the Chamber of Commerce for a statement of support. Woodward said he agrees that having a teacher or a firefighter or a police officer would be beneficial in speaking out in support to Council. Parkhurst said she may have a couple of people from Georgetown ISD that might be willing to speak at Council saying they live outside of Georgetown because they cannot afford to live in Georgetown. Brashear said putting a face on the residents of “affordable housing” will relieve the fear of those feeling at risk. Todd interrupted with introduction of 2 new members. Each member of the board introduced themselves with a brief description on their background and their purpose to serve with the Georgetown Housing Advisory Board. Todd reported the tax credit resolutions were passed at City Council. Todd explained that passing at City Council did not mean that the apartments were going to be constructed, but rather they could now proceed with the application of tax credits for their projects. Bills reported there was an item on the City Council agenda which was stated as a policy on low income affordable housing, but the item was pulled from the agenda . Bills also reported there is an item on the next City Council’s workshop, which will be held before the Council’s meeting on Tuesday. The item was placed on the workshop agenda by the City Manager. 4.Discussion on creating a presentation and talking points to take to City Council. Fisher discussed Bills email regarding the request to postpone the presentation to a later City Council meeting. The board discussed the City Council meeting held in April may not be received well. If waiting until June, new members of the City Council could determine a more favorable outcome. Todd reminded the Board of the bylaws in Section 1.2. Taking that purpose in mind, the charter “requires a Housing Element be in place” and currently there is not one. Todd stated the goal is to bring a Housing Element to the Council that they will pass. Fisher said a structure needs to be created that future projects can be evaluated against, such as the Palladium project that was recently presented to Council. Woodard agreed that a process needs to be in place. Fisher debated on when to take the presentation to City Council. Bills explained Council could vote to not have the housing element even though the charter requires it. Bills said the Board needs to respond to the Council’s comment regarding the impact on school district. Bills will pull numbers from TDHCA to see if there will be an impact. Brashear also suggested contacting the GISD demographer to get information the Board needs. Fisher suggested moving forward to the June City Council meeting if Todd is ready since he will be the person addressing the Council. Todd stated he will be out of town the first half of June and may not be prepared to present to Council. Todd suggested April or May or waiting until the September City Council meeting. Brashear suggested putting a “face” to those that would benefit from affordable housing and suggested the Board be proactive in creating a visible campaign to promote the board’s goals. Brashear proposed contacting The Williamson County Sun, posting information on the board’s website, or attend the Housing Authority Board social. Brashear said it is not necessary to have people speak at the Council meeting, but rather have them attend the meeting and let the Board tell the stories of those individuals. Bills suggested members might want to attend the Council workshop at the next Tuesday Council meeting and to also attend the Council meeting if possible. She would keep them informed on potentially interesting Council agenda items. Fisher suggested if waiting until a later meeting, the Board should focus on marketing ideas to foster public support. Board members agreed to wait until later council meeting and agreed to focus on a marketing effort. 5.Discussion and possible action on Chapters 1-11 of the draft Housing Element. Fisher recommended the Housing Element power point presentation include a slide that explains the “purpose of the Board”, which was created by Council. Parkhurst commented on Slide 4 and that there might be a better term to use other than “social responsibility”. Brashear suggested using the term “community responsibility”. Brashear suggested also changing the slide to read as “provides housing opportunities or expands housing opportunities”. 6.Consideration and Possible Action to set the date and time of the regular meeting of the Housing Advisory Board. Board discussed the option to change the date and/or time of the regular meeting. Everyone agreed the date and time should stay the same. The meeting date/time will continue as the 3 rd Wednesday of the month, not to begin earlier than 3:30pm. 7.Adjournment Meeting adjourned at 4:56pm. Adjournment The meeting was adjourned at 10:30 PM.
