Minutes
Regular Meeting
Chairperson Judy Parks called the meeting to order at 6:30 PM.
Approval of Minutes: Jerry Sensabaugh moved and Zora Evans seconded a motion to approve
the minutes of the previous meeting as distributed. The motion passed unanimously.
Director’s Report: Eric explained the new library policy changes concerning due dates for
videos, DVDs, music CDs, new books, and for fines. Patron response has been positive.
Verizon Foundation is giving $5000 to the library for large print materials. The library will begin
its second year of the Dell Foundation Grant, which is $25,000 for computer usage.
Eric explained an upcoming work-study program in which students from Southwestern
University will work at the library in the evenings to help and work with local teens. The
program will start in mid-January and will probably be on Monday and Wednesday evenings
from 4-8 PM.
The library catalog system will be upgraded soon so that patrons can renew books on-line from
their homes. Web page use has gone up. A new web page design will be coming in January.
Eric met with the presidents of the Friends and Foundation to consider joint fundraising for the
library and ways to promote a Library bond election.
The Friends Walk-a-thon in October raised over $700 for the library.
The Children’s Fall Party at the library was featured in the Williamson County Sun. It was
sponsored by Latinos Unidos, an Hispanic student group at Southwestern University.
On December 23 the computers will be down for one half day for upgrading the Horizon
software.
Memorial donations in memory of patron Judy Eagle were quite significant. The family would
like to memorialize her in a significant way in our new library.
Gerald Carson has resigned from the Library Board due to moving out of the city. This leaves an
opening on the Board; applications are available at City Hall.
Date for Upcoming Retreat: Zora Evans moved and Jerry Sensabaugh seconded a motion that
the Board recommend Saturday, January 24, 2004, as a possible date for a retreat with the Library
Board, Library Foundation, Friends of the Library, library staff, City Council and administrators.
The motion passed unanimously.
Review of October 27th Workshop with City Council: Judy Griffith reported that the City
Council seemed receptive and appreciative of our report and handout. There were questions
about bond election date, about coordination of efforts with Southwestern, about ideas for
promoting a Bond election, and about ideas for library fundraisers. It was suggested that the
Board meet again with the City Council in the spring to clarify these ideas.
One Book Campaign: Eric is working with Dana Hendrix at Southwestern University
concerning an author for next year and ways to jointly promote a One-Book Campaign. Judy
Parks suggested that Eric write a letter to President Jake Schrum thanking him for his support of
cooperative efforts between the library and Southwestern, and enumerating some of the joint
projects underway to date.
Georgetown Project Meeting: Eric will be meeting with the director of the Georgetown Project
to promote the work-study program discussed above and to promote the cooperation of the
Georgetown Project in helping with this program and others already in existence, instead of the
Project’s starting a new Teen Center of their own.
The next meeting will be on December 8, 2003, at 6:30 PM.
Adjournment: Georgene Richaud moved and Zora Evans seconded a motion to adjourn the
meeting. The motion passed unanimously and the meeting was adjourned at 7:20 PM.

Judy Parks, Jackie Cuozzo, Judy Griffith, Zora Evans, Ema Fielder, Georgene Richaud, Nancy Varljen
Board Members Absent:
Gerald Sensabaugh, Gerald W. Carson
Staff Present:
Eric Lashley
Minutes
Regular Meeting
Chairperson Judy Parks called the meeting to order at 6:30 PM.
Approval of Minutes: Georgene Richaud moved and Jackie seconded a motion to approve the
minutes of the last meeting as distributed. The motion passed unanimously.
Director’s Report:
Eric Lashley reported a very successful children’s summer reading program. The final
event was a Hawaiian luau at San Gabriel Park. Local merchants donated all the refreshments,
and the event was very well attended.
The Dell Foundation Grant has been very successful. Internet use at the library has been
exceptionally heavy during the summer (approximately 75% increase in usage.) The library will
have held about 150 computer classes this year. The library is also part of the “Around
Georgetown” program, which also holds computer classes. Evaluations of this program have
been very favorable.
The library has two job openings: Assistant Director and Cataloger. Interviews are
currently going on.
This is National Library Card Sign-up Month. Publicity is ongoing. The library is
sponsoring an essay contest for kindergarten through fifth graders entitled, “Why I Love My
Library Card.”
Book statistics are down slightly for the year, probably due to changes in due date policy
and due to the extra days the library had to be closed during the year. But still total circulation of
books was over 300,000. Computer usage was way up for the year.
There was a Friends of the Library Meeting last week. The group is planning the annual
Book Sale Fund Raiser for May 13-15 at the Community Center at San Gabriel Park. They have
already started collecting books. The Friends will also sponsor a “Walk Around the Courthouse”
walkathon for preschoolers to raise money and awareness for the library. The event will be on
Oct. 18.
Gerald Carson was instrumental in bringing in over $300 for the library through the
authors’ tables at the recent “Old Time Fiddlers Fair.”
Old official City Council and other records from as far back as the 1870’s have been
donated to the library historical collection. Eric passed around one of the restored record books.
These will be housed in the Historical Reference Section of the library along with genealogy
records and other historical documents. A library volunteer is indexing these records and the
indexes will be on CDs.
There will be a Central Texas Library System meeting this week in Round Top, Texas.
Eric Lashley and Judy Parks will attend.
There will be a City Council workshop about planning for City facilities on September
22. At this time the Council will consider setting a date for a bond election for a new library.
They will also discuss establishing a potential library site. At this time the site being considered
is along 8th Street between Martin Luther King, Jr. and Rock Street, on city-owned property.
Eric passed out a printed copy of a patron complaint about disruptive behavior of children
in the library. The complaint was anonymous. Eric explained that the library does address
disruptive behavior when it occurs, which is not frequent. Disruptive children are asked to leave,
and if necessary, police are called. This has happened twice this summer. The library does take
care of any problems with behavior in the library.
Possible Dates for Library Retreat: Eric will try to set up November 8, from 8 – 10:00 AM as
a possible time for a meeting with the Mayor, City Council, City Manager, Library Advisory
Board, Library Foundation, Friends of the Library, library staff and other interested patrons, to
discuss progress and plans for our library’s future.
Workshop with City Council: October 27, 4:00 PM, is the designated time for the City
Council to hold a workshop with the Advisory Board about the library. It will be held at the
newly renovated City Hall Building on the Square. This is the opportunity for our Advisory
Board to make known our desires and hopes for a new library and for expanded library hours and
services.
Budget: Eric reported that the budget process went well for the library. A new library is on the
priority list for facilities and for a bond election. Thanks to patron input and inquiries from two
City Council members, Sunday library hours will be added mid-year (hopefully in April or May),
subject to availability of budget funds at that time. Part of this increase in funding would be to
change some part-time staff to full-time.
Book Promotion with Local Bookstores: The City Manager has approved the idea of
promoting library donations through an agreement with local bookstores to offer discounts on
future purchases for each new book purchased and subsequently donated to the library. The Hill
Country Bookstore has agreed to the idea, and it will also be offered to every other bookseller in
the City.
The next meeting will be on October 13th, at 6:30 PM.
Zora Evans made and Ema Fielder seconded a motion to adjourn. The motion passed
unanimously, and the meeting was adjourned at 7:20 PM.
Respectfully submitted,
Judy Griffith, Secretary

Regular Meeting
Chairperson Judy Parks called the meeting to order at 6:30 PM.
Approval of Minutes: Jerry Sensabaugh moved and Georgene Richaud seconded approval of
the minutes of the last meeting as distributed. The motion passed unanimously.
Director’s Report: Eric Lashley reported that the monthly statistics are down again. However,
the door count of patrons is up. There is a marked increase in use of the computers. The library
is being pro-active in its use and promotion of computers. Laptops are being fully utilized.
Computer classes are full.
The Children’s Summer Reading program has started with a kickoff two weeks ago at the park.
Eric attended the long-range planning committee of the CTLS.
New council member, John Kirby, will be taking a tour of the library.
Eric met with the owner of the Hill Country Bookstore, and presented a possibility of cooperation
between the library and the bookstore. It may be possible for the bookstore to offer a discount on
future books bought by library patrons who donate their purchase to the library. It was discussed
that this idea might need to be offered to other new book retailers, such as the Book Shelf and
Southwestern Bookstore. The idea would need to be presented to the City Manager and legal
staff before approval.
There was discussion of the prospect of a major book retail store in our community and its
impact on the library and the existing local booksellers.
The Friends of the Library made almost $7000 on the recent book sale.
Library Budget and Hours: The letter sent to the City Council from the Advisory Board
seemed to have had a positive impact. In the May budget workshop the mayor noted that the
Advisory Board recommends the library as a priority. This issue is included in the city priority
projects list. Expanded library hours and upgrading of some part-time employees to full-time has
been submitted as part of the library budget request. The new city budget will also include some
money to plan for a new library bond election.
Letter to Council: Judy Parks explained that the final letter submitted to the council included
specific mention of the library location on 8th Street (the current Tessco site). The city Master
Plan also mentions the library location at this site.
One Book Campaign: Judy Parks reported that the committee has met with Southwestern
University Library Director to begin planning for this event.
Schedule for summer meetings: Judy Griffith moved and Jackie Cuozzo seconded a motion
that there be no Library Advisory Board meetings in July and August, and that the regular
meeting schedule resume in September. The motion passed unanimously.
Possible Dates for Library Retreat: There was discussion of the need for a workshop with the
City Council after approval of the new budget and prior to setting up a retreat for the Library
Board, Friends of the Library, the Library Foundation, the staff, the Mayor and City Manager.

meeting.

agenda for the September meeting: Agenda for workshop with Council; Discount book
promotion with bookstores; update on budget; update on One Book Campaign; possible dates for
Library Retreat.

Board Members Absent:

Staff Present:
Eric Lashley, Library Director
Minutes
Regular Meeting
Chairperson Judy Parks convened the meeting at 6:30 PM.
Approval of Minutes:
The minutes of the last meeting were reviewed. Jerry Sensabaugh moved and Jackie Cuozzo seconded a motion to
approve the minutes. The motion passed.
Director’s Report:
Eric reported monthly statistics are down for April. Mondays are usually busy but they have been a lot slower than
usual. It is expected they will go up again by the end of the month.
Eric attended the Central Texas Library System meeting. He learned that the library might have to pay $200 a month
for inter-library loans. The state currently subsidizes this.
The Friends of the Library Book Sale is this week. The preview for Friends is on Thursday and the Sale on Friday
and Saturday. There appears to have been more books donated and collected this year than last.
The Volunteer appreciation breakfast was held this week and was well attended. Board members in attendance were
Ema Fielder, Zora Evans, Judy Parks and Jerry Sensabaugh.
All library computers are being upgraded and replaced. The old ones will be sold at the City’s surplus auction sale.
Donnie Radford, the Library’s book processor for the past seven years is retiring. She will be missed.
Eric is going to a United Way function on May 17th. The Boy Scouts are having a volunteer fair at the Courthouse.
The Town Hall meeting for the Downtown Master Plan will recommend the library stay downtown and have at least
30,000 square feet. The site recommended is at 8th and Martin Luther where the Blue Tesco building is now.
The Library Computer Classes are completely filled.
The new Harry Potter book wait list has between 15 and 20 names so far. The plan is to buy 1 book for every 5
holds.
Library Budget and Library Hours:
Eric said the Library’s base budget is up from last year. The Library’s $5,000 budget amount for travel and training,
which was cut last year, is to be given back. The $9,000 book budget, which was cut 2 years ago, was not given
back. That budget item is used to buy books, which are purchased through a vendor with a 40% discount and free
shipping. The budget is a 3% increase over last year.
Under new program or service, Eric is requesting to increase 4 part-time employees to full-time in order to increase
library hours. This request will be presented on June 23rd to the City Manager. The proposed new schedule would
be Saturday 10:00 am to 5:00 pm (2 additional hours on Saturday); Monday through Thursday 10:00 am to 9:00 pm
(an additional hour each day except Friday which will remain 10:00 pm to 6:00 pm) and looking toward the future
possibly 4 hours on Sunday l:00 pm to 5:00 pm or 2:00 pm to 6:00 pm.
One Book Campaign:
One Book for Georgetown Committee will be working with Southwestern University for the November 2004 project.
Margaret Atwood is coming November 2003 and the library will help promote her appearance. The library did not
participate in the selection for her visit.
Ms. Rosa in the Children’s Library will promote the book “Holes”, which is Austin’s One Book selection.
Letter to City Council:
Jerry Sensabaugh moved and Jackie Cuozzo seconded and the board approved a recommendation to council be
provided by the Board to let them know the Board’s number one priority is the bond issue for the new library and the
number two priority is for sufficient staff to keep the library open longer hours. Chair Judy Parks will compose the
letter.
Agenda Items for the next meeting scheduled for June 9th.
The Advisory Board monthly summer schedule, and the One Book Campaign will be agenda items next month.
There being no further business, Zora Evans moved and Jerry Sensabaugh seconded a motion to adjourn. The
motion passed unanimously and the meeting was adjourned.
Respectfully submitted,
Jackie Cuozzo

classes have been well received and attendance is full.
Tax season has been very successful, thanks to Jerry Sensabaugh. This project was started ten
years ago to help answer tax questions of the public.
Helping Hand tutoring meets in the library now. This is also a very successful program. Around
Georgetown, a local group that helped the library acquire our laptop computers, is becoming part
of Partners in Education. They are providing a Website for nonprofit groups.
May 28th will be the Summer Reading Program kick-off. The finale will be a Hawaiian Luau on
July 24th.
This week there will be an Easter Egg hunt for the children.
The library is updating its Website, expanding the children’s section, and adding a Spanish
language section.

book to be released this summer. The library will buy 1 book per 5 “advance holds.” A special

library is around $900,000.

facilities report will go to the City Council in the next two weeks. The library is in the category
of “immediate need.”
CTLS Budget: Eric reported that he attended a March 24 long-range planning committee meet
for the Central Texas Library System (CTLS). The committee planned necessary budget cuts for
next year. They planned reduction in hours for some staff, but hopefully no layoffs. The book
budget will be cut for local libraries, but the training budget will still be in place.
One Book/One Georgetown Reading Project: Judy Parks, member of the planning committee
reported that the committee has met twice. They plan to work with the Book Writer’s Review
group at Southwestern University to help fund advertising, author visits, etc. This is an effort to

Meeting Minutes
March 10, 2003
In the absence of Judy Parks, Chairman, Zora Evans, Vice-Chairman, convened the meeting at 6:33 PM.
Approval of Minutes: The minutes of the last meeting were reviewed. Gerald Carson moved and Ema
Fielder seconded a motion to approve the minutes. The motion passed unanimously.
Director’s Report: Eric Lashley reported the following:
Monthly statistics were low this month due to closures for the ice storm and for the work required to
eliminate the mold.
Sarah Samson and Cindy Baxter of the library staff went to Waco on February 24th to attend a
genealogy workshop. Zora Evans has suggested that our library conduct such a workshop and it is being
considered.
The Georgetown City Council passed a resolution this month in favor of the TIF grant being extended.
Senator Ogden responded to them indicating that, due to budgetary constraints, monies earmarked for
TIF will be going to the schools for the next few years.
The request for the GISD cooperative grant was submitted on March 3rd.
Upcoming events at the library include a Tea Party this week for the children as well as an art day that
will include face painting.
There is a committee being formed to start a citywide book campaign. The committee would select a
book and there would then be a campaign which would encourage people in Georgetown to read that
book. Eric will keep us informed on the progress of the committee.
Eric showed the board a master plan for downtown Georgetown that a consultant has developed. The
plan shows a location of a future library between Seventh and Eighth streets and between Rock and MLK.
The future city hall would be across 8th Street from the proposed library location.
Instruction of New Members on Open Meetings Policies
Eric Lashley covered the policies relative to open meetings with the new member of the board.
Election of Vice Chairman and Secretary
Ema Fielder nominated Jerry Sensabaugh for the position of vice-chairman. Judy Griffith seconded the
nomination and he was elected unanimously. Gerald Carson nominated Judy Griffith for the position of
secretary and Ema Fielder seconded the nomination. The vote was unanimous.
Discussion of Potential Locations for a New Library
Zora Evans brought up the possibility of locating a new library at the corner of Austin Avenue and
University Boulevard where the Juvenile Center is now situated. There was discussion as to traffic flow
and parking. Other locations discussed were the location on the consultant’s master plan and the Draeger
property.
City Budget Schedule
Eric reported that the City will begin its budgeting process this month but that a public meeting will
probably not be held until April. He will keep us informed. Eric also summarized for the board the
potential impact of the cuts in the state budget on the library. Georgetown has maintained a good tax
base and it is not anticipated that the library will experience budget cuts from that source. In the past
budget cuts have been compensated for through the aggressive pursuit of grant money.
Agenda Items for Next Meeting:
There were no agenda items suggested for next month.
There being no further business, Jerry Sensabaugh moved and Ema Fielder seconded a motion to
adjourn. The motion passed unanimously and the meeting adjourned at 6:59 PM.

Minutes
Regular Meeting
Approval of Minutes: The minutes of the last meeting were reviewed. Gerald Carson moved and Jackie
Cuozzo seconded a motion to approve the minutes. The motion passed unanimously.
Director’s Report: Eric Lashley reported the following:
The Library has a new employee, Sandra Gaiser. The position is funded through a grant from Dell
Corporation and the Georgetown Library Foundation. Her primary duties will be to assist patrons with the
use of the computers and maintaining the hardware and software. She will conduct her first class for the
public the first weekend in March.
Ralph Love and Sarah Samson participated in the Family History Fair sponsored by the Georgetown
Church of Jesus Christ of the Latter Day Saints. They showcased the genealogy resources available at
the library.
Statistics are up. Over 2,000 people used the Internet last month.
Tax help in the library started and continued across the street at the police station during the temporary
closing of the library.
The work done in the library to rectify the mold problem went well. After completing the preliminary
work, they tested again and found another spot and were able to complete the repairs in time for the
library to reopen today.
The Texas History room has been moved to where the old meeting room was. This will make it more
convenient for the patrons.
Eric will be going to the City Council on February 25th regarding the GISD cooperative grant.
The Friends of the Library began their week-long membership drive today in the library and it was very
successful. They have also donated a rug for the children’s room and a CD cabinet.
The library has ceased taking books for loan to Sun City due to difficulty in getting these materials
returned.
Agenda Items:
Composition of the New Advisory Board
Gerald Carson, Judy Parks and Georgene Richaud have been appointed for additional 2-year terms on
the Board. Nancy Varljen will be our new member. The swearing in will be held tomorrow at the
Courthouse.
Cooperative Grant with GISD
Eric will be finalizing the proposal for a cooperative grant with GISD. The grant is for 45 thousand dollars
to fund a temporary position for the library and GISD. This position will work one day a week at five
different school libraries as well as at other locations in the city in an outreach capacity. The individual will
assist with English as a Second Language. During the summer, this individual will assist students in
obtaining materials from the library.
CTLS Meeting
The State Librarian proposed to cut funding for the CTLS. This would have deprived libraries of needed
databases which have replaced periodicals as well as materials used in the summer reading program.
Eric and Judy Parks have been active in lobbying efforts to prevent the cut and it appears that the required
budget cuts will be made in a different manner.
Legislative Day
Judy Fabry and Judy Parks attended the Legislative Day on February 12th. They were able to meet with
legislative aides as well as one chief of staff to lobby for the continuation of the TIF Grant. There is a
House of Representative’s Bill as well as a Senate Bill which address this issue.
City Budget Schedule
Eric reported that the city will begin its budgeting process earlier this year. By the end of April or the
beginning of May they should begin to have workshops on budget issues. Two council seats are up for
election this year. The good news is that it appears that sales and property tax revenues have not declined
in Georgetown and these items compose the general fund from which library activities are funded. Eric
will update the board on this schedule at our next meeting.
Labor Day Bookfest
Gerald Carson announced that the Coalition of Texas Authors will be participating in a bookfest held on
Labor Day weekend. This is the same weekend as the Bluegrass Festival in Georgetown. The authors
will be setting up booths on the square. Proceeds will be donated to children’s branch of the library.
Agenda Items for Next Meeting:
Election of a Vice Chairperson and a Secretary
Potential Locations for a New Library
Update on the Budget Schedule.
The next board meeting will be on March 10, 2003
There being no further business, Jerry Sensabaugh moved and Zora Evans seconded a motion to
adjourn. The motion passed unanimously and the meeting adjourned at 7:16 PM.

Minutes
Regular Meeting
Approval of Minutes: The minutes of the last meeting were reviewed. A correction to
paragraph 2 was made. Sentence should read, “A grant of $75,000 from the state library, which
involves cooperation with the school district is being considered.” With this correction, Gerald
Carson moved and Zora Evans seconded a motion to approve the minutes as amended. The
motion passed unanimously.
Director’s Report: Eric Lashley reported that statistics are up. January has been a very busy
month. The City hosted its annual Employee Recognition luncheon on December 13th.
Kathleen Burnop was honored as the Library Employee of the Year and the following
employees were recognized for their length of service: Maria West and Fran Fitzner for five
years, Lee Sparks and Rosa Garcia for ten years and Dixie Hanna for fifteen years.
An intern, who is a student at UT, has been hired for cataloging. A decision will be
made soon on who will be hired for the public technology coordinator position. Eric continues
to work on the application for the $75,000 cooperative grant from the state library. The
application is due in March. The individual hired under this grant will be an outreach position
to assist the schools and library with literacy, particularly with Spanish-speaking students. This
individual would also assist students in getting books out of the library as well as promoting
the library’s services during the summer.
Eric reported that a possible future site for the library is still being discussed. The
Draeger property on Austin Avenue is still under consideration.
The next City Council meeting will include a discussion about how advisory board
members are appointed. There may be a change that will make the Council more involved in
the process.
There is a CTLS meeting in Cedar Park at the end of this month. Eric and Judy Parks
will attend.
The state library has hired a consultant to consider the restructuring of the state library.
It is possible that, as part of their fact-finding, a representative of the consultant may visit our
library.
Agenda Items:
Hours of operation of the library
Eric has concluded a study of the requisite costs for the expansion of library hours. To have the
library open on Sundays would require an additional 10-11 hours per week. The most cost
effective way to accomplish this would be to change the status of certain employees from
part-time to full-time. The added payroll and benefit costs would be approximately $55,500.
There would be a rise in support costs, i.e., utilities, supplies, etc. However, this increase is
difficult to project. Eric estimates that the Sunday hours of operation would generate an
additional usage of 70,000 items per year. This is very cost effective based on the average cost
per item.
Eric will finalize his proposal and submit it to the City Manager for inclusion in the
budget for fiscal year 2003-2004.
Letter to the City Manager regarding the location of the library
Judy Parks read a letter that was sent to the City Manager on behalf of the Advisory Board . The
letter strongly recommended that any future site of the library be in the historic downtown
section of Georgetown. The letter enumerated the reasons prompting our recommendation.
The City Manager has sent a copy of the letter to the City Council.
Legislative Day
Eric announced that Legislative Day will be the 11th and 12th of February. Anyone wishing to
accompany Eric and Judy to the Legislature on that day should contact Eric. They will be
leaving at 8:00 a.m. on the 12th. A discussion was held on the importance of contacting your
legislative representatives concerning the continuation of the TIF program. Eric has e-mailed
the Advisory Board members regarding a web site that contains information on the success of
the program.
Agenda items for next meeting:
Cooperative Grant with State Library – Eric Lashley
Composition of the new Library Advisory Board – Eric Lashley
CTLS Report – Eric Lashley and Judy Parks
City Budget Schedule – Eric Lashley
City of Georgetown Labor Day Bookfest – Gerald Carson
There being no further business, Zora Evans moved and Ema Fielder seconded a motion to
adjourn. The motion passed unanimously and the meeting adjourned at 7:07 p.m.
