Board Members Present: Georgene Richaud, Jack Dixon, Jackie Cuozzo, Judy Griffith, Judy Johnston, Judy Parks, Nancy Varljen, Patti J. Moore Board Members Absent: Danielle Plumer Staff Present: Eric Lashley Minutes Regular Meeting P.J. Moore volunteered to take minutes of the meeting in the absence of Judy Griffith. Judy Parks called the meeting to order, read the minutes of the November meeting and asked for any corrections or additions. Judy Johnston asked for some clarification on the nametags issue. Georgene Richaud made a motion to accept the minutes. Jackie Cuozzo seconded. The motion passed. Judy Parks read out the description of duties of the Library Advisory Board. Eric Lashley gave the Director's Report. Copies of the monthly statistics and a roster of the Board members were distributed. Mr. Lashley stated that he hoped the City Council will approve the contract with Croslin and Associates and it is hoped that they will do an RFP for a Construction Manager soon. The City may be able to fast-track the Library project and site work may start prior to April 2005. The new target date for completion is mid-2006. The Director met 12/13/04 with the Information Technology Department and a consultant will be hired to help design the technology infrastructure for the new building. There will be accommodations for wireless and hard-wired terminals. Individuals will be able to use the wireless connection with their own computers, but they may have to register. The use of "dumb" terminals instead of PCs or laptops is being considered. The advantages are that there is there is more security, they're cheaper and there's less maintenance. Library Board Members will get new badges at the February meeting. The Director is working with the director of Economic Development, Mark Thomas, to find a vendor for the coffee shop that will be in the new library. The Salt Lake City Library sent a description and photographs of what they sent out to vendors. It is desirable to have vendors help with the design. Vendors will be revenue producers for the library. This can be done through use of a lease or receiving a portion of the profits. Photos of the Salt Lake City Library were shown. They showed the computer stations, end panels with catalogs at the end of the stacks, hard-wired furniture with reading lamps, plant gardens, a coffee shop, the reference desk, the information desk and staff space. Georgetown's Library may have one-way windows around the staff area so that staffers may see out but patrons can't see in. The upstairs may eventually be converted to offices. Storage will be important. The Library has been open for three Sundays now. The main use observed so far has been for studying and computer use. At the first of the new year, the library will be heavily promoted and it is expected to soon have Sundays that are as busy as Saturdays. Jennifer Shakespear will start in December as the new Cataloging Librarian. Sally Bernier was selected as the City Employee of the Year for 2004 and received a plaque and a check. City Reporter will be coming out in the utility bill for January with the announcement of the winners of the Kids' Library Card Contest. The Director had lunch with board member Jack Dixon at the Chamber of Commerce. Jack introduced The Tortilla Curtain to attending Chamber members. Judy Johnston and Nancy Varljen were reminded that they need to re-apply in order to continue as Library Advisory Board members. Judy Parks described the duties of the Library Advisory Board Vice-Chairman. Jack Dixon volunteered to serve and Jackie Cuozzo nominated him for the position. Georgene Richaud seconded the nomination. The vote for Mr. Dixon was unanimous. Mr. Lashley gave an update on the SBC, GISD and Kresge grants. SBC said that the library did not qualify for the grant as it was not in their service area. Work on the GISD grant is still in progress. Judy Fabry is working on the Kresge grant. Judy Parks says that the Mundy Building at Southwester University has green building features and that we may want to visit there. Georgetown Reads! buttons are available at the circulation desk and all Board members are encouraged to pick one up and wear it. It is hoped there will be many book review meetings open to the public such as the ones at St. John's Methodist Church and Dog Eared Books. Anyone who will lead a discussion group is encouraged to do so. A resource discussion packet is available. The Director said that check-outs for the library copies will probably top 500. The Reporter and The Sun are giving publicity. Plans for events at Southwestern University and The Palace Theatre are coming along. Mrs. Parks told members that since a movie is being made of The Tortilla Curtain , the publisher is temporarily not printing new copies until a cover featuring Kevin Costner and Meg Ryan, who will star in the movie, is available. The author, Mr. Boyle, will come to Georgetown but will not be here until next fall. He would visit Hill Country Books. Garrison Keillor announced Mr. Boyle's birthday on Writer's Almanac. Gretchen Pruett has met with the GHS Librarians to promote reading of The Tortilla Curtain and may partner with Southwestern University. Mr. Lashley said that it is hoped that the City would form an Art Commission. A workshop with the City Council, including the Library Board, Friends of the Library, and the Foundation has been scheduled for February 21 at 4:00 or 5:00 o'clock. The main subject will be the opportunity for naming rights in the new library. Donor recognition of this kind must have Council's approval. Georgene Richaud reported on her brainstorming ideas for fund-raising. She suggested the purchase of bricks with the patron's name to be laid in sections of the sidewalk, and selection of a favorite saying to be used on the walls of the new structure. She said that instead of single large contributions, that smaller cumulative amounts were desirable, possibly in levels of contributions such as Platinum, Gold, etc. Jack Dixon suggested names being put on a Wall of Honor plaque for annual donations. Mr. Lashley suggested that Georgetown's children could do a penny drive. The Foundation has tiles that children decorated that will be for sale. Local corporations should be approached for donations. A grant of $25,000 is available from the LCRA. Block grants from the Federal Government are also a possibility. Mr. Dixon suggested a Wall of Honor to showcase photographs of Board members and staff. Mr. Dixon reported that at the Chamber of Commerce lunch Eric Lashley joined as an Ambassador. The following items were suggested for the January agenda: workshop with City Council, possible formation of an Arts Commission, Friends of the Library Book Sale, the GISD and Kresge Grants, Georgetown Reads, and brainstorming fundraiser ideas. Moore Board Members Absent: Staff Present: Eric Lashley, Library Director Minutes Regular Meeting Chairperson Judy Parks called the meeting to order at 6:30 P.M. Minutes: Jack Dixon moved and Jackie Cuozzo seconded a motion that the minutes of the last meeting be approved as distributed. The motion passed unanimously. Director’s Report: ·The library and community are celebrating the passing of the library bond election. ·Sunday hours will start on November 21. October is the first month of the City’s fiscal year. The new city budget has gone into effect. ·Library use statistics were higher than for the previous year. We are projecting 49,000 computer users for the calendar year of 2004. ·Rosa Garcia, Children's Services Coordinator, and the Friends sponsored a contest for K-5th grade children to design a children’s library card. There were over 3000 entries. Two winners will be announced of November 19. The winning original artwork will be printed on children’s library cards. ·Due to the resignation of Jerry Sensabaugh, the Board will need to elect a new vice-chairperson at the next meeting. ·Eric Lashley is working with the architect on the final design plans for the new library. He is also working on a design for the coffee shop included in the library. ·The Board may want to schedule a workshop with the City Council to talk about fund-raising for furnishing the new library. Introduction of new Board Members: New Library Board members, Judy Johnston, Danielle Plumer, and P. J. Moore introduced themselves and were welcomed to the Board. Update on Grants: Eric Lashley explained that we still have not heard about the SBC Grant. The money from this grant will be used for a T-1 line, a dedicated computer line. Eric also explained that he met with the tech department at GISD, and they are looking into applying for a tech grant with the school system. He also explained about a $100,000 Kresge Foundation grant for planning for a “green” (environmentally friendly) building. Georgetown Reads! Program: The winning book is Tortilla Curtain, by T. C. Boyle. The library has ordered 25 additional copies of the book. The kick-off activity will be November 11, at 7:30 PM. Jean Brashear and Joan Hall will talk about city wide reading programs and about specific suggestions for reading our winning book. The Georgetown Reads! committee is working on other plans for early next year. Eric Lashley will present copies of the book to City Council members at their next meeting. Resolution regarding change of governance for CTLS: Eric Lashley presented to the City Council the resolution recommended by the Library Board to change the governance of CTLS from a part of the Austin Public Library to a non-profit entity. The City Council did approve this resolution. Chamber of Commerce/Library Relationship: Jack Dixon explained that the Library is a member of the Chamber of Commerce because of the City membership. He passed out a calendar of Chamber events and explained the benefits for the library in networking with other businesses and the Chamber. Jack Dixon moved and Jackie seconded a motion that the library choose a staff member to be an Ambassador at the Chamber of Commerce. Jackie also moved to amend the motion to read: The library will investigate the possible designation of an Ambassador to the Chamber of Commerce. Jack Dixon seconded the amendment of the motion. The motion and amendment passed. Jack Dixon moved and Judy Griffith seconded a motion that the Board get name badges to be individually purchased. During discussion, Eric Lashley explained that the library could provide these name badges for the Board. Jack Dixon moved and Judy Griffith seconded a motion to postpone the motion indefinitely (kill the motion). This motion was passed and the name badge motion was postponed indefinitely. Bond Election Results: Eric Lashley explained that all proposed bonds passed. The library bond pulled the most voters. The best estimate of the final vote is 11,145 for, 5,066 against. The Friends and Foundation did an outstanding job of publicizing the need for the bond proposal. The City will designate a construction manager to oversee the library construction. CTLS Meeting on October 21: Judy Parks explained that the non-profit entity for CTLS was formed at this meeting. The organization needs 51 members to approve this step. Our City Council has passed this resolution. CTLS By-Laws and Board membership were also determined. The next Board meeting will be on December 13 at 6:30 PM. Minutes: Georgene Richaud moved and Jackie Cuozzo seconded a motion that the minutes of the previous meeting be approved as distributed. The motion passed unanimously. Director’s Report: ·Eric Lashley explained that the secretary and the chairperson must sign the minutes of each Board meeting after approval. The signed copies of the minutes will be filed. ·Last months’ user statistics continued to increase. The numbers were higher than predicted. ·Sara Samson has resigned to take a job elsewhere. New staff person, Robert Barber, has started. Another new staff person, Tim Brown, will start next week. They will be working evenings and weekends. There were over 175 applications for the two positions. ·Last month was Manga Madness Month at the library. The target audience was the teens, and attendance was very good. Librarian Kate DiPronio applied for a grant to implement a teen summer reading program which has been awarded, and the program will be for next summer. ·Another laptop computer was stolen. To maintain better control, the cabinet and checkout station have been moved to the circulation desk. A security camera is now focused on the laptop checkout area so that all users’ faces will be recorded. ·Staff members have been busy attending city open house meetings, civic clubs and homeowner’s organizations to explain the library bond election. ·The Foundation and Friends continue their campaign to promote the bond election. ·If the bond election passes, the library will apply for a $100,000 Grant for the planning of a “green” building. ·Vacancies on the Advisory Board may be filled at the next council meeting. ·In February, Eric Lashley will attend the Texas Library Association Legislative Day to meet with our State representatives. ·This week a Central Texas Library System meeting will be held in Salado. Update on SBC Grant: Eric explained that we still have not heard about the disposition of this grant. Update on Extended Weekend Hours: The Library started staying open extra hours on Saturdays last weekend. Sunday hours will be added in late November. The staff has been divided into three teams to run all the operating hours. Four part-time staff went to full time. An intern will be coming on at the first of the year and will work Saturdays also. Update on Georgetown Reads!: Judy Parks explained that the votes have been counted and the winning book will be announced in the paper by November 1. There were over 200 votes cast. Discussions groups at the library will begin after January 1. Resolution Regarding Change of Governance for CTLS: Judy Parks explained the rationale for the Central Texas Library System (of which our library is a member) to become a non-profit entity, separate from the Austin Public Library. This move will eliminate the conflict of a member library director also being the director of the system. The governing board will also have much more latitude in making administrative changes to respond to changing costs. Non-profit status also provides administrative flexibility and efficiency. This change will come at no cost to our library or our city. CTLS is not a taxing entity and the costs are covered directly from the state. In order for this change to take place, member libraries must have their City Councils send a recommendation for the change. Judy Griffith moved and Jackie Cuozzo seconded a motion to send to our City Council a recommendation that they approve a resolution that the Central Texas Library System (CTLS) be changed to a separate non-profit entity. The motion passed unanimously. Chamber of Commerce/Library Relationship: No report due to the absence of Jack Dixon. The next meeting will be on November 8 at 6:30 P.M. Board Members Present: Judy Parks, Jackie Cuozzo, Georgene Richaud, Jerry Sensabaugh, Judy Griffith, Nancy Varljen Board Members Absent: Jack Dixon Staff Present: Eric Lashley, Library Director Minutes Regular Meeting Georgetown Public Library Advisory Board Meeting Minutes September 13, 2004 Chairperson Judy Parks called the meeting to order at 6:30 P.M. Minutes: Georgene Richaud moved and Jackie Cuozzo seconded a motion that the minutes of the last meeting be approved as distributed. The motion passed unanimously. Director’s Report: Eric Lashley reported that August user statistics were increased over last year’s. The library continues to be heavily used. He reported that the Friends of the Library held their fall meeting. The library architect gave a presentation of the proposed new library. The Friends' and Foundation's joint committee to promote the bond has yard signs ready for distribution. They also have established a Website: www.yeslibrary.org. There will be advertising in newspapers, cable, etc. Eric also explained that the City will host open houses to explain the bond proposals. There is one scheduled on Sept. 20 at St. John’s; Sept 23 at Sun City; Oct 5 at the Community Center; and Oct 6 at Berry Creek. There will be models, drawings, and City staff available to answer questions. There will also be a presentation at the Chamber of Commerce Board meeting on Sept. 27, and at Sun City Kiwanis on Oct. 12. The city has also prepared a newsletter to go out in the upcoming utility bill. Eric also explained that there are now two openings on the Library Advisory Board due to the recent resignation of Zyg Kasner. There are two staff openings. Interviews are being held. Kate Di Pronio recently organized a program targeting teens. Ron Espinosa, an author/illustrator with Antarctic Press told the audience about his work, showed how he does his work, and answered questions. The event was held after library hours to accommodate the audience, which about 50 teens attended. Update on Grants: Unfortunately the library did not receive the requested Dell Computer Corporation Grant, but did receive a $5000 donation. We should hear soon about the SBC Grant. Update on City Budget: The City Council is scheduled to act on the budget on Sept. 14. The expanded hours for the library are still included. The first weekend for expanded hours will probably be either Oct. 17 or Oct. 24. Georgetown Reads!: Five books have been selected as finalists. (Ava’s Man, by Rick Bragg; The Tortilla Curtin, by T.C. Boyle; Peace Like a River, by Leif Enger; Guests of the Sheik, by Elizabeth Fernea; and The Things They Carried, by Tim O’Brien.) Public voting will continue until Oct. 15. The winner will be announced on Nov. 1. There will be a kick-off event at the library on Nov. 11. Library Building Plans: Eric distributed a Library Fact Page that will be a handout at the public meetings. The fact page compares the present and proposed library and explains the costs.+ Meeting with Public School Library Staff: The cooperative program is doing very well and school librarians are requesting public library materials every day. There is increased circulation because of this program. Citizens Bond Committee: Judy Parks reported that there was no news since the last meeting, which presented promotional materials to be used in advertising the bond election. Chamber of Commerce Relations with Library: There was no report due to the absence of Jack Dixon. Sister Library Program: Jerry Sensabaugh reported that he will talk with children’s librarian Rosa Garcia about the possibility of starting a pen pal project. Another possibility is email communication. Next Meeting: Jerry Sensabaugh moved and Jackie Cuozzo seconded a motion to move the next meeting date to Oct. 18 because of the holiday on Oct. 11. The motion passed unanimously. The next meeting will be held on Monday, Oct. 18 at 6:30 P.M. Adjournment: Georgene Richaud moved and Judy Griffith seconded a motion that the meeting be adjourned. Director’s Report: ····To fill a staff vacancy, Valerie Ruiz was promoted from part-time to full-time status. ····Marcia McGuire resigned from the Library Advisory Board because she was hired as the new library assistant at the library. ····The library currently has three bilingual staff members. ····Library inventory will be held August 11-13 this year. The library will be closed these days. ····On August 24th, the City Council will consider calling a bond election on November 2 for a new library and other city projects. ····A graphic novel artist will be here on September 10 to present a program specifically designed for the teen audience. ····Last week a television advertisement for 1st Texas Bank was filmed at the library. Look for it soon on cable TV. ····July 28 was the finale for the children’s summer reading program. ····There was a 2004-05 budget meeting this week. Extended weekend hours for the library are still included and should start October 1. Update on Grants: Eric Lashley reported that the Dell Computer Corporation Grant was submitted. We should know if it has been granted by the week of August 16. The SBC Grant application will be submitted this week. Georgetown Reads! Program: Eric reported that five books have been chosen. The final selection will be by citizen vote. Ballots will be placed at various sites around town. Library Building Plans: Eric showed the conceptual scale model of the new building and explained that library patrons are showing increased interest. Conceptual 3-D drawings are coming soon and will be on the library website. Meeting with Public School Librarians: Eric explained that the cooperative inter-library loan program is organized and scheduled to begin at the beginning of the school year. The inter-office mail truck for the schools will have a scheduled stop at the library. There was a newspaper article this week explaining the project. Citizen’s Bond Committee: The committee met last week and will meet again August 12, at 7:00 PM. The purpose of this next meeting is to plan public presentations. CTLS Governance: Eric explained that the Central Texas Library System (CTLS) has made plans to become a non-profit agency, completely separate from the Austin Public Library. Eric is on the steering committee and is currently working on by-laws. CTLS Lay Representative: The City Council annually appoints a layperson to represent the library at CTLS meetings. Judy Parks has been our lay representative and has agreed to accept the position again. Georgene moved and Jerry Sensabaugh seconded a motion that the Library Board recommend to the City Council that Judy Parks be reappointed as lay representative to CTLS. The motion passed unanimously. Chamber of Commerce/Library Relationship: Jack Dixon recommended that a staff member regularly attend Chamber of Commerce events in order to establish a closer relationship with city businesses, to disseminate information, and to have a forum for public service announcements for library activities. The library is already a member of the Chamber because the City is a member. October 16 is the annual barbecue to raise funds for the Chamber. Volunteers are needed. Sister Library Program: Jerry Sensabaugh gave information about a potential library partner in Peru, Centro de Conocimiento Compartido. It is located in Iquitos, Peru; they have a website: www.amazonlibrary.org. Jerry suggested that our library might consider ways that we can participate in a sister-like relationship in non-cost ways. We will revisit this idea in future meetings. Duties and Procedures of the Library Advisory Board: Jerry Sensabaugh passed out a handout of materials covered at the recent City Council Training Session. He reviewed procedures and duties of Library Board members. Conflict of Interest Affidavit: Eric Lashley passed out a copy of the Conflict of Interest Affidavit and explained its use and purpose. Director’s Report: ·The library was very busy last month, including a record day when 278 people used the computers. ·The Austin Business Journal featured an article about the bond election for the library in their June 18-24 issue. ·The City Manager has agreed to put money for Sunday hours at the library in the proposed budget for the next fiscal year. ·There is one vacancy on the library staff. Maria West resigned because of a family move. We will begin interviewing this week. ·There has been a rash of computer problems recently. The problems seem to be currently resolved and all computers are up and running. ·There have been two meetings with the Friends and Foundation about plans for the library and the citizens bond campaign. ·The new self-check-out system is working well. Promotion of Bond Campaign by Board Members: Judy Parks reviewed the training received concerning the legality and ethics restrictions of Board Members in promoting the bond campaign. Board members cannot use their position on the Board to promote the bond election. When speaking as a representative of the Board, it is allowable to present the facts of the campaign, but not advocate for the election. Draft Letters for Grant Applications: Judy Parks presented two draft letters from the Board to attach to the grant applications to Dell Computer Corporation and to SBC Corporation. A few corrections and changes were discussed. Judy Griffith moved and Georgene Richaud seconded a motion that the letters be submitted with the suggested changes. The motion passed unanimously. Georgetown Reads! Program: Judy Parks reported that the steering committee has met for the first time to discuss various ways to choose and promote a book. The committee will present five possible books for the community to vote on. Hopefully the book will be chosen by September or October. The goals of the project are to expand the world of the reader with book discussions; to broaden and deepen appreciation of literature; and to build community. Building Plans: Eric Lashley went over the proposed conceptual drawings for the new library. The City Council Bond Committee voted to have the architect build a model of the proposed library. The committee is setting up a speaker’s bureau to inform the public about the library. Meeting with Public School Librarians: Eric Lashley reported that the first meeting to coordinate public school and library efforts will be on August 4. They will be working on interlibrary loan projects and hopefully be ready to go by the time school starts. American Library Association Conference: Eric Lashley attended the conference held in Orlando, Florida. He found especially helpful the sessions he attended on promoting bond elections and on applying retail models to public libraries. One idea is to buy multiple copies of best sellers and sell the surplus after demand drops. The next meeting will be on August 9 at 6:30 PM. Approval of Minutes: Georgene Richaud moved and Jerry Sensabaugh seconded a motion that the minutes of the regular May 10 meeting and the minutes of the May 22 called meeting be approved as distributed. The motion passed unanimously. Director’s Report: Eric Lashley reported that the statistics for May show continued increases in library usage. He also reported that the Friends' book sale netted over $12,000. The Friends have already set the date for next year’s sale and have a place to collect and sort books. He noted that the Friends organization has grown in membership and will start to have quarterly general meetings. The first quarterly meeting will be on September 9 and will focus on the Bond election. Eric explained that the self-check-out computer is operational. Public Internet usage hit a record high and the City is planning to install a separate T1 line for the library. Eric has submitted a formal budget request for additional weekend hours. The architect, Chuck Croslin, will be meeting with the Friends and Foundation on June 15, at 7:00 PM in the library, to begin to develop promotional materials for the bond campaign. The Friends and the Foundation have created a Bond Campaign Committee. Their work will include a Website to explain the need for a new library. Wednesday, June 2, was the kick-off for the children’s summer reading program. More than 400 people attended the event in the park, and there was good publicity covering the event. Linda Simonson, from the school district, will meet soon with Eric to start a cooperative effort between the school and public libraries. Letters from the Board to Support Grant Applications: The library is applying for a renewal of the Dell grant for technology support and for a new grant from SBC also for technology support. The Advisory Board would like to attach letters of support to these applications. Judy Parks submitted several ideas for wording and rationale for the grants. After discussion of these points, Judy volunteered to collect the ideas and compose letters of support. New Library Building Plans: Eric explained that the most recent revisions include a completely finished second floor.. There will be a limestone façade and a few interior changes that the library staff requested. A cap on costs has been placed at $10 million. Updated drawings will be available at the June 15 meeting and at the next Advisory Board meeting. Amazon.com Wish List: Eric reported that he has posted three books on the wish list for the library. If people have lost a book that cannot be replaced, they can go to Amazon.com and pick a replacement from the wish list. Citizens Bond Committee: Judy Parks explained that the Bond Committee made a presentation of recommendations to the City Council. Hartley Sappington presented the library portion of the recommendation. The Council seemed receptive to the recommendations and officially accepted the report at the subsequent City Council meeting. The Bond Committee will meet on June 8 with the City’s bond counsel for training on legalities of what can be done to promote the bond election. The session will be at 5 PM in the City Council Chambers, and all Library Advisory Board members are invited. The legal requirements will pertain to Advisory Board Members as well as the City Council appointed Bond Committee. Ethics Ordinance: Georgene Richaud presented some suggestions and clarifications to the proposed ethics ordinance. These had been discussed at the last Board meeting. Marsha McGuire moved and Jackie Cuozzo seconded a motion that these suggestions be sent to the City Council for their consideration. The motion passed unanimously. Jerry Sensabaugh moved and Georgene Richaud seconded a motion that Chairperson Judy Parks include the following information in the Board’s presentation to the Council: ·The Library Advisory Board has studied the Citizens Bond Committee's recommendations and fully supports the recommendations for a new library. ·The Board continues to recommend that the City Council add funds to the current and projected library budget to add additional weekend hours for library operation. This recommendation includes staffing requirements of changing some current part-time staff to full-time status. ·The Board recommends adding funds to secure additional security cameras, which have been also recommended by the Library Director and by the Police Department. ·The Library Director has reported to the Board the support of the Library Foundation and the Friends of the Library as regards the construction of a new library. The Foundation has pledged to provide the proposed $300,000 for furnishings as outlined in the library plan. The Friends organization has approximately 300 members and will be doing a grass roots campaign to promote the bond election. The motion passed unanimously. Proposed Ethic Ordinance: The members of the Board discussed each article of the proposed ordinance and had several questions and need for clarification. Some examples include: ·Article 2.20.020, section E, which should read “F”, references Exhibit “A” and no Exhibit A was included. This section references the definition of “family member”, and should be consistent throughout the document. ·Article 2.20.040, section B needs to be clarified as to how the Ethics Commission will begin with staggered terms. ·Article 2.20.080, section B, 1 needs clarification and consistency with section B, 3. It was agreed by the Board that the proposed ordinance has some inconsistencies, lack of preciseness of definition, and raises questions about legal authority. Jerry Sensabaugh and Georgene Richaud volunteered to summarize these problems and bring them to the next Board meeting on June 7. This will allow the Board to consider recommendations and comments to the City Council before the June 11 deadline. The next Board meeting will be on Monday, June 7, at 6:30 PM. Director’s Report: ·Eric Lashley spoke at a Partners in Education luncheon on April 5. He discussed the Helping Hand Tutoring program. ·On April 6, Eric spoke at the Williamson County Art Guild meeting. ·On April 20, the Sun City Kiwanis donated $1000 for the children’s summer reading program. ·The City Council has been ranking the City’s priority items; the library requests have been ranked 11th out of 20. The City Manager has asked for more information about library Sunday hours. After looking at costs, they will re-rank the priorities. ·The library budget requests for next year include $8800 additional for books and other library materials. This increase reflects a return to funding levels before budget cuts three years ago. ·The Friends of the Library donated $2000 for coaster pagers for use with laptops and other wait lists. ·On April 15, the Library reported to the Dell Foundation about use of Dell Grant money. Each goal has been met or exceeded: o Computer use has increased 20% over last year. o Staff help with computers has increased; there have already been 38 classes taught so far this year. o The use of computers by youth has increased 38% over last year. ·Eric passed out a copy of an article to appear in the Williamson County Sun, presenting rationale for staying with a central library rather than branches. Research has indicated that only three cities in Texas with populations under 100,000 have branch libraries. ·On May 6 there was a meeting of the Friends and Foundation members who are working to promote the bond issue. They are looking at hiring some professional help in publicity and to publish a Website. The Foundation has pledged $10,000 to promote the bond issue. ·The Friends Book Sale is this week. The preview for members is Thursday, May 13 from 4-7 PM. The sale will be held at the San Gabriel Community Center and will be open to the public on Friday and Saturday, Mary 14-15. ·The Library staff will be meeting in June with the Georgetown school district's library staff to work out an inter-library loan program. They are working toward more cooperation between the public and school library programs. Dell and Southwestern Bell Grant Proposals: Letters from the Advisory Board in support of these grants need to be submitted with the grant proposals in July. The Dell Grant helps provide computer training, promotion and maintenance of computers. The Southwestern Bell grant money can be used to buy additional laptops and to help replace current ones. Judy Parks will have a preliminary letter for the Advisory Board to consider at the next meeting. Plans for the New Library Building and Citizen Bond Committee Report: Eric passed out and explained revised library plans and a preliminary cost estimate. The cost estimates will be revised again because some proposed costs (for instance eliminating costs of new shelving and reducing the contingency fund) would be reduced. The plans and preliminary costs were presented to the Bond Committee at their last meeting. Judy Parks explained that the committee has asked more information for their next meeting on May 19. The committee is looking at all proposed construction and how to present the bond to the voters. Amazon.com Wish List: Our library has posted a list of desired books on the “wish list” tab on the Amazon.com home page. Patrons can donate books to the library using this wish list and they will be sent directly to the library. It is listed as Georgetown Texas Library. Proposed date of City Council Workshop: The proposed date of May 11 is not possible for the City Council. Eric will propose the date of June 7. Marsha McGuire volunteered to take the meeting minutes in Judy’s absence. She suggested sending out the meeting minutes soon after each meeting rather than waiting until right before the next month’s meeting so that the details of discussions would be fresh in everyone’s minds. Director’s Report: ·Pictures of the Spring Break Tea Party were circulated. There was an article written for the Williamson County Sun on the event which over 90 people attended, including parents. Live music was provided. ·Computer usage was up again in March. On March 17 there were 213 users, a new daily record. ·The new telephone system is getting better. The staff is working to iron out the problems in the new system set-up. ·Tax season help has been used to a great extent. Jerry Sensabaugh volunteers his time to help patrons with tax questions. This service is bringing in new patrons. Report on Library Bond Election Campaign: ·Eric spoke at the Georgetown Independent School District on March 27. ·The Friends and Foundation bond meeting was held on April 1, 2004. ·The schedule of bond forum meetings includes one on September 20 at the St. John’s Methodist Fellowship Hall at 7 p.m. in the evening. There will also be a forum held at Sun City in September or October and an event with the Kiwanis Club on September 21. ·The Foundation is looking for a public relations firm to direct the bond information al campaign. ·Eric spoke to the Williamson County Art Guild on April 6 in support of the library. ·Attorney Carol Polumbo is working on a playbook to explain what can and cannot be done in support of the bond issue by the various interested parties. Report on Library Activities: ·Eric announced that the library’s position in the City’s organization has changed. The library is not a part of the Community Services group and Eric reports to Randy Morrow, the director of the division who is also the director of Parks and Recreation. ·The Friends of the Library annual book sale is May 14 & 15. ·The City Council will vote on April 13 to allow GISD to transfer the ownership of the laptop computers to the library. ·The Dell Foundation grant will expire in December. The library will reapply for the grant. Eric requested that the Advisory Board write a letter in support of the grant request. ·Wednesday, April 21, 2004 is the annual volunteer breakfast. ·The Online Book Club has been started on the library web site. The Friends of the Library will pay for the service and staff is testing the concept to see how it is received. Discussion and idea exchange of proposed library building: ·Judy Parks reported that patron Kendall Young had requested solar panels be put on the library building to cut electricity usage. ·Eric presented an aerial view of the proposed new library location behind the police department. The main library entrance, by Georgetown building code , would face 8th Street. The library would consist of two floors, each with about 23,000 square feet. The first floor would house the children’s room, new materials space, circulation desk, and staff offices and cubicle space. The second floor would hold the main book stacks and two large meeting rooms. Eric reported that some changes would have to be made: constructing another entrance for those parking in the parking lots, moving the restrooms, and setting up the elevator so that meetings could be held in the evenings without allowing access to the library. The facade would be stone; the elevation would show antique style windows and possibly a false front mirroring the style of buildings around the Square. ·Eric will present to the Citizens Bond Commission meeting on May 5 on the question of one new library versus branch libraries. Eric will report on the matter and show that there would be 70% more operating expense with branches than with one central library location. He cited statistics that only 3 public libraries in Texas with populations below 100,000 have branch libraries. ·Discussion followed among the board members and Eric about possible arrangements for the interior of the library to meet the needs of the space. No conclusions were drawn from the discussion. Discussion of extended hours/Sunday hours for library: ·Extended and Sunday hours were stressed as important in the City budget meetings. The Library Advisory Board listed it as the most important item in their letter to the City Council. The City Manager has listed it as number two on his list. Eric is hopeful that it will be in the October budget. He does not think it will be in the mid-year budget. Amazon Wish List for the library: ·The librarians would create the wish list on the Amazon.com site. Patrons could purchase books for the library through this site. The books would be shipped directly to the library. Patrons would be reminded of the wish list when they shopped the site of they were from Georgetown. Jerry noted that the same type of service is offered by Nolo Press , who publishes legal materials for lay people. Eric said he should check on the Nolo Press offering. Georgene Richaud offered and Jerry Sensabaugh seconded a motion that Eric look into creating the wish list on Amazon. The motion was carried by acclamation. The motion passed unanimously and the minutes were approved. Director’s Report: The Library Foundation sponsored a fundraiser in which children decorate tiles to be displayed at the library. Over 100 children participated. The Foundation plans to repeat this fundraiser periodically during this year. ·Eric Lashley continues to meet with the architect, Chuck Croslin. ·The laptop computer that was stolen last month has been recovered and is working fine. Four teenagers were arrested. On February 2, the library had a record number of computer users, over 200 in one day. ·T. R. Reid, Arlene Schinke, and other library patrons met recently to generate ideas for a citizen’s library support group to promote the library bond election. ·On February 10, the City Council appointed a 17 member Bond Commission. Their first meeting is scheduled for March 11. ·The library has managed to catch up on the backlog of cataloging. The online catalog use through the website has record usage. ·Many events for children are planned for Spring Break. The most popular is the Tea Party scheduled for Tuesday, March 16. ·The library is going forward with plans to implement a self-check-out station. ·Sarah Samson, reference librarian, now has a weekly question and answer column in the Williamson County Sun. There has been good response to her column. Judy Fabry also does a column once a month. ·The new phone system has been installed and problems are being worked out. The staff has been trained. ·The library is looking at a paging system for patrons waiting for laptops and for tax help. Introduction of New Members: New members Jack Dixon, Marsha McGuire and Zyg Kasner introduced themselves. Election of Vice Chair and Secretary: Georgene Richaud moved and Nancy Varljen seconded the nomination of Jerry Sensabaugh to the position of Vice Chair. The motion passed unanimously. For the upcoming year, Jerry Sensabaugh will be Vice Chair and Judy Griffith Secretary of the Library Advisory Board. Judy Parks has been appointed by the City Council to continue as Chair of the Board. Idea Exchange about New Library: Eric Lashley explained that at this point the architect is proposing a two-story library, with approximately 40,000 sq. ft. of space. There was discussion of a café or eating area for patrons. The first floor would house the children’s area, staffing and work areas. The plans call for flexible areas for classes, meetings and events. The architect may be ready with a proposed floor plan by the next Board meeting date. They are looking at the most efficient layout for minimal staffing needs. Letter to Council – Budget Priorities: The Board discussed priorities for next year’s budget. These had been discussed and voted on at last month’s meeting. Judy Griffith moved and Jerry Sensabaugh seconded the motion that Judy Parks will write a letter to the City Council outlining our top budget priorities, as outlined in last month’s meeting minutes. She will remind the Council that Sunday and expanded hours should be considered in the remainder of this year’s budget. The motion passed unanimously. Spring Workshop Date: Eric Lashley explained that the March meeting proposed at last month’s meeting was not available. The date of May 11 at 5:00 will be proposed to the City Council. Report from CTLS (Central Texas Library System) Winter Meeting: Judy Parks reported on the February 27 meeting. Gretchen Pruitt, assistant director also attended. There was an In-service session on managing messages, loans, etc. CTLS is looking for a new home. The staff is considering going non-profit and tying in with a different local library. CTLS is developing a biennial budget for 2006-07. Each library will develop an individual long-range improvement plan. Our library already has a long-range plan in place. CTLS will continue to offer consulting and continuing education. Our library will receive an additional $2,768 grant for collection development from CTLS. Council Appointed Bond Commission: Eric Lashley reported that the seventeen-member commission included two Library Board members, Judy Parks and Jerry Sensabaugh, and at least one Friends of the Library member, Martha Lawlor. The first meeting is scheduled for March 11, and is open to the public. The citizen’s and library supporters group, headed by T. R. Reid and Arlene Schinke, has met to generate ideas and ways of gathering support for the bond election. Their next meeting will be April 1 at 7:00 PM at the library. Presentation by City Staff regarding 2004-05 Budget: Micki Rundell, Director of Finance and Administration, discussed the gathering of citizen input regarding the priorities for the next year’s city budget. Laurie Brewer assisted her in the presentation and took notes for discussion. The Library Advisory Board was asked to fill out a questionnaire, responding as a unit to proposed budget needs for the library. The board members discussed top issues facing the library this year and top budget priorities. We will submit top issues of passing a bond election this year; expanding library hours to Sunday, with staff to accomplish this; working with the Council Bond Commission and citizen groups to build a new library. Top budget priorities are staffing for additional/expanded library hours, educational materials/video for bond election, increased equipment budget for maintaining and replacing equipment. Director’s Report: Eric Lashley reported that a laptop had been stolen, but the theft was caught on a security camera and the thief has been apprehended. The library currently has eight security cameras and has asked for two more to record everyone entering and leaving the facility. Eric met with the architect and preliminary planning has begun on needs for the library facility. T.R. Reid and Arlene Schenke will meet soon to organize a citizen’s bond election committee. Ashley Garcia is the new part-time reference intern. Friends of the Library donated a new color laserjet printer, batteries for the laptops, and ten digital cameras for the digital photography class that will be offered this spring. Eric brought a copy of the recent Austin American-Statesman article featuring the new library opening in Austin. By working with The Georgetown Project and the school system, the library is trying to help two homeless teens who spend much time at the library. Saturday hours continue to be very busy. Report on January 16 meeting: Judy Parks reported on a very successful meeting with library staff, mayor, city manager, members of the Friends, members of the Library Foundation. There is much excitement and enthusiasm for promoting a bond election, and a citizen’s committee is forming, as well as a City Council-appointed commission to determine the amount of the bond that will be presented to voters. Status of City Council Appointed Bond Commission: Eric Lashley reported that the Bond Commission will be seventeen members, including two of the Library Board members: Judy Parks and Jerry Sensabaugh. He also reported that new and returning Library Advisory Board members would be sworn in on February 18. Approval of Minutes: Jackie Cuozzo moved and Jack Dixon seconded a motion that the minutes of the last meeting be approved as distributed. The motion passed unanimously. Formation of a City Arts Commission: Eric Lashley introduced Keith Hutchinson, Public Information Officer for the City of Georgetown, and explained that the two of them have been exploring the possibility of recommending the formation of another City Council-appointed Board, a City Arts Commission. The purpose of such a commission would be to promote culture and the arts in our city. The new library will have the opportunity to include public art, and it may be desirable for a city-wide group to solicit and recommend art for this and other public buildings, as well as encouraging, sponsoring, and promoting city-wide arts and cultural events. There are many existing arts activities and groups in Georgetown, but there is a need for a central body to coordinate events and activities. Funding could come from city grants, grants from the Texas Commission for the Arts, and corporate and private funding. The proposed commission may include designated seats from existing groups such as the Palace Theater, GISD, SWU, etc. It is hoped that this commission would serve a complimentary and supplementary function to other arts groups and local arts agencies. Eric and Keith have been researching how other cities have structured thriving city-sponsored arts programs. They will make a presentation this week to the City Manager and begin the process of exploring the feasibility of such an arts commission. Keith Hutchinson plans to present this concept again to our Library Advisory Board and other City Boards and Commissions in the next few months as this concept develops. Director’s Report: Eric Lashley reported on library statistics for the month of December and for the year of 2004. Circulation figures continue to increase, especially computer usage figures. The library will be open on Sunday without interruption until Easter. The staff continues to weed old items in order to add new ones. The staff is considering how the move into the new library might best be accomplished. There are professional library movers, but the cost will be approximately $30,000. This method would insure all items are moved carefully and in order, which is an especially critical problem. The library is being careful to weed properly so that no items are moved that will be weeded in the near future. There are also plans for future increase in numbers of items in the new library. Plans are to have wide spaces between aisles, so that new shelving can be in filled as needed. The contract with the architect for the new library is nearing completion, and that process should go forward in a timely manner. Eric reported that the Friends and Foundation groups are forming a joint committee to raise funds for the new library. They will meet on January 20. The Board asked Eric to invite someone from this group to our next meeting to explain their plans. Eric also reported that CTLS got enough votes to go forward as a non-profit entity. The city budget process for the next fiscal year will begin soon. The Board will need to give consideration to input for this process. Update on Grants: Eric reported that there is no news about the GISD Grant. The Kresge Grant application has changed and the library will be completing these new forms soon. Eric is working with the architect on planning for an eco-friendly building. This grant will fund this process of green planning. The City is now in the process of scheduling removal and recycling of the existing structures on the new library site. Update on Georgetown Reads! Program: Judy Parks reported that the Georgetown Reads! web page is now available. Currently you can read, print, and download a packet of information about The Tortilla Curtain. Several groups are conducting discussion sessions on this book, and they are listed on the web page as well. Workshop with City Council: The Library Advisory Board will meet with the City Council on Monday, February 21, at 4:00 PM in the Council Chamber. The Friends and Foundation fund-raising group will also attend to present plans and discuss guidelines for raising funds and naming rights associated with donations. The Board should work with this group to present common needs, desires and concerns. The Board will have this topic on our February meeting agenda. Brainstorming Fund-raising ideas: Judy Parks led a discussion of possible ideas to raise funds for the new library. The following ideas emerged as consensus of Board Members: ·Someone on the Board attend the Jan. 20 meeting of the Friends-Foundation Group to help monitor our concerns and ideas. Judy Griffith and P.J. Moore will try to attend. ·Someone from the Friends-Foundation group will be invited come to our next Board meeting so that our two entities can coordinate our priorities. ·At the February 21 meeting, both groups be represented, and both groups agree on priorities presented to the council. Friends Annual Book Sale: Judy Johnston explained that book collection barrels have been placed at 10 locations around our city. Sorting and pricing will begin next week. The sale will be at the San Gabriel Community Center May 12-15. Thursday, May 12, will be preview sale day for Friends members from 4-8 PM. Friday and Saturday, May 13-14 will be open to the public from 9 AM – 6 PM. Sunday, May 15, from 12 – 5 PM will be bargain days for discounts and bulk sales. The Friends are hoping to raise $15,000 for the library. The next meeting will be on Monday, February 14, at 6:30 PM. Board Members Present: Ema Fielder, Georgene Richaud, Gerald Sensabaugh, Jackie Cuozzo, Judy Griffith, Judy Parks, Nancy Varljen Board Members Absent: Zora Evans Staff Present: Eric Lashley Minutes Regular Meeting Chairperson Judy Parks called the meeting to order at 6:30 PM. Approval of Minutes: Georgene Richaud moved and Jackie Cuozzo seconded a motion to approve the minutes of the last meeting as distributed. The motion passed unanimously. Director’s Report: Eric Lashley reported that staff member Fran Fitzner was named library Employee of the Year and was honored at the December employee luncheon. The redesigned library web page went live in late December. Cataloging librarian Kate DePronio completed cataloging the backlog of books that had built up over the past year. Volunteer Richard Miller has started computer classes, which are well attended. There will be tax help in the library starting January 31. The Request for Qualifications (RFQ) process for choosing an architect for the library is almost complete. Interviews will begin next week and an architect will be chosen by January 27. There was a recent article in the newspaper about the Advisory Board fall workshop with the City Council. Three work-study students from Southwestern will begin January 20. A new reference intern has been hired with grant money. This intern will work four days per week. Friends of the Library are collecting books for their annual Book Sale. Status of Bond Commission: The mayor and City Council members are scheduled to appoint this commission in February. One Book Campaign: The library is working with the Library Foundation, trying to get an author for a special event. Spring Workshop with City Council: Judy Griffith made a motion and Jerry Sensabaugh seconded, to propose the date of March 22 for a workshop with the City Council, with March 23 as an alternate date. The motion passed unanimously. Plans for January 24 Meeting (Library Board, Library Foundation, Friends, City Council, City Manager and Library Staff): The meeting will be at First United Methodist Church, in the Fellowship Hall, on Saturday, January 24, 8-10 AM. It was suggested that Chair Judy Parks be spokesman for the Board. Items to be discussed at the meeting will include Sunday hours for the library, the impact of Proposition 13 on the proposed bond election, and other information pertaining to best use of the library facility in our growing community. The next Board meeting will be on February 9, 2004, at 6:30 PM. Adjournment: Jerry Sensabaugh moved and Jackie Cuozzo seconded a motion to adjourn.
