The motion passed unanimously. DIRECTOR'S REPORT: *There is a Pajama Party going on in the Children's Room with Santa reading The Night Before Christmas. Children are attending ready for bed in their pajamas and hot cocoa with marshmallows is being served. Santa will also be visiting the library on the 21st of December in an encore visit . *The Capital Campaign kick-off party on November 30, 2005 was a success. Some of the Library Advisory Board members were able to attend. It was announced that Foundation members had raised over $30,000 and the Staff had raised over $3,200. *Circulation was up for the month of November even though visitation was down. Computer use was down since the laptops are no longer available. *The Library will be closed December 23-26, 2005. *At last Thursday's Recognition Luncheon, Kate DiPronio was selected 2005 Library Employee of the Year. *$500 was donated to the Library from Wal-Mart. *Two patrons spoke to Eric Lashley about books they found objectionable. He invited them to put their names on the agenda for tonight's board meeting to make an appeal, but neither did so . Another patron has since come in and asked for the forms to fill out to challenge books they found objectionable. LIBRARY CONSTRUCTION: *Construction on the new library is going well. Everything is on schedule. Work is being done to select names of authors or famous literary quotes about reading, to be etched into the glass on the south wall. *A $15,000 donation has been made for sculptures of a little girl and boy to be placed at the south entrance. Ten thousand dollars is for the sculptures and the other $5,000 is for the placement, securing and any other associated costs that might come up. The sculptor will work with the architect regarding placement of the two figures. CAPITAL CAMPAIGN: *A meeting was held the afternoon of December 12, 2005. Congressman Carter attended along with Rich Vosburgh, Rachel Logue and Judy Griffith, as well as Eric Lashley and others. Someone pledged $5,000 today. It is hoped there will be 100% participation in gifting from the Friends Board, the Library Advisory Board, Library Foundation, and the staff. Donation forms were distributed to the Library Advisory Board. It is hoped that half the money will be raised during the "quiet" part of the campaign before going public with all the other fundraising ideas. GEORGETOWN READS: *Judy Parks reported that Speed of Dark by Elizabeth Moon was chosen as the 2006 Georgetown Reads! book of the year and shared nice comments about the choice that were printed in the Williamson County Sun. Elizabeth Moon will be attending the kick-off meeting on January 10, 2006. There will be a discussion session with the author in attendance in February. An event related to the book will be scheduled each month for January through May. OTHER ANNOUNCEMENTS: *Judy Johnston reported that on Wednesday , December 21, 2005, there will be an appreciation brunch for library staff hosted by the Friends of the Library . DIRECTOR’S REPORT: *Library circulation was up over the previous year (28,242 October 2005 & 26,895 October 2004). *The new Userful – Discover Station public access computers were installed the first week of November. The system is still being customized, the library hopes to have the patron authentication up and running soon. Ancestry Plus – genealogy web site link has been added to Discover Station desktop. * Judy Griffith provided photos of the groundbreaking for board members to take. *215 people attended the groundbreaking *Eric Lashley mentioned an article in the Williamson County Sun regarding an extra expense for the relocation of a gas line on the new library site. The City is taking responsibility for the cost of the moving of the gas line, but it is within our allotted budget. *Linda Scarbrough spoke about her new book, Road, River, and Ol’ Boy Politics at the library on Thursday, November 10 and it was well attended. *The library has begun a teen movie night and the first movie Ghostbusters was well attended. *The library has hired Deban Becker as our new Reference Intern. Deban will also be working on the Teen Summer Reading program this year. *Eric Lashley mentioned that 3 individuals have challenged 5 different Young Adult graphic novels. Eric will meet with the individuals making the complaints and if he cannot resolve their complaint, the individuals can appeal to the Library Advisory Board. If the individuals appeal, Eric will make the materials available to the board for review. REPORT ON CAPITAL CAMPAIGN: *The Georgetown Library Foundation sent out invitations to a kick-off party for November 30 from 6:00 p.m. to 8:00 p.m.. *Two honorary chairs are Clara Scarbrough and Congressman John Carter. *Other members of the capital campaign committee are: Rachel Logue, Rich Vosbourgh, Patti Hewlett, Adaire Wolf, Shana Gattis, Robyn Clay, Arlene Schinke, Jack Dixon, Judy Griffith, Kent Huntsman, Larry Franks, and Crystal Swain. *Approximately $30,000 in pledges has been received. *Goal is to have 100% participation from the Library Foundation, Library Advisory Board, Friends of the Library Board, and the Library Staff. *Goal is to get 50% of the funds before we go public with the campaign. *Judy Griffith spoke with Michael Bacon about the campaign. *Money will go for furnishings and library materials. REPORT ON NATIONAL LIBRARY STATISTICS: *Eric Lashley handed out an information sheet comparing Georgetown’s statistics to national averages garnered from the Public Library Data Service: Statistical Report 2005. (Sheet attached) *The statistics showed that Georgetown lags behind the national averages. CTLS UPDATE: *Judy Parks and Eric Lashley attended a CTLS membership meeting in Llano on November 9. *The State Librarian, Peggy Rudd, was in attendance. She announced the changes in the way public libraries would be funded through the Loan Star Library program. Under the new formula, over 80% of public libraries would lose funding. *The State Library has asked CTLS to become more entrepreneurial to increase funding for public libraries, but has not provided policies which would encourage more entrepreneurial efforts. *Judy Parks asked the State Librarian when the policies could be changed and Peg Rudd stated she hoped they could be changed by next spring. GEORGETOWN READS!: *Judy Parks announced the selection for the next Georgetown Reads! is Elizabeth Moon’s The Speed of Dark. Elizabeth Moon has agreed to make a few public appearances and the kick-off will be held at 7:00 p.m., Tuesday, January 10. The next Library Board meeting will be December 12, 2005. The motion passed unanimously. DIRECTOR'S REPORT: *The fiscal year ended on September 30. Circulation was up again with a total of 350,716 items checked out. *In conjunction with a course at Southwestern, Kate DiPronio showed Dr. Strangelove on the evening of September 13, 2005. About 40 people attended. Popcorn and soda were served and the film was enjoyed by those who were seeing it for the first time as well as those for whom it was an old favorite. Dr. Daniel Castro, professor of history at Southwestern University, conducted a discussion afterward with students and townspeople who attended. *Eric Lashley reminded the Board to vote in the Georgetown Reads! 2006 competition. *The contract for building was approved at the last Council meeting on September 27, 2005. It was under budget at $8.3 million with Satterfield and Pontikes. A 3-D virtual tour of the building was shown at the Council meeting . *The Board watched the Public Service Announcement film entitled "Dawn of the Unread". It was made by Lea Rothrock. The theme is that not enough reading turns people into zombies. It will be shown on Channel 10 locally, and a premier showing is planned at the Palace Theatre. Many local residents participated in the film. LIBRARY PLANS: *The Director showed the Board enlarged snapshots of the 3-D tour. He mentioned that the property adjoining the new Library has a building on it that the owner plans to re-do to be compatible with the look of the Library. * A terrazzo floor in a compass pattern is planned in one area of the new Library. The arts and crafts area will have a hard surface but other areas will be in various contrasting carpets. The coffee shop will have patterned, stained concrete in a wave pattern that will be repeated on the counter there. Some areas will have wood paneling and the color of the stain will be chosen after the furniture is selected, so that it will match. The fountain in front will get its water from the rainwater collection system. This system will also furnish water for landscaping. *Possibly by December there will be video streaming on the Library's website. *Construction trailers are on site. Soon 8th Street will be closed from Rock Street to MLK Street. *A gas line has been found that will need to be relocated. *An interior design contract with Croslin & Assoc. will go to Council on September 25, 2005. This work will provide the estimated cost of the furnishings. GROUNDBREAKING: *Groundbreaking is scheduled for October 22 at eleven o'clock a.m. The Library will be open at noon with face painting, balloons, music and a clown. This will be the same day as the Art Walk and the two events will interact. The shovels and hardhats used by Board members at the groundbreaking may be used for a charitable donation or fundraiser afterward. Photographs will be made of the Mayor and City Council, the Library Advisory Board and the Executive Board of the Friends of the Library. The architects will be at the Library to answer questions about the new building. The Friends will provide refreshments. FRIENDS OF THE LIBRARY: Judy Johnston reported that 17 members attended the annual meeting of the Friends of the Library. There is $23,000 in the treasury. Martha Ballard reported that the Book Sale made $18,000. Other programs brought in $2,500. Volunteers put in over 4,000 hours. Helen MacAskill was elected President. The next meeting will be October 11, 2005. On October 16, 2005, a get-acquainted party will be held at Helen MacAskill’s home from 5:00-7:00 p.m. CAPITAL CAMPAIGN: Mike Bacon has met with Rich Vosburgh and Rachel Logue towards holding a meeting with potential members of the capital campaign committee. The desire is to get major philanthropists on board first . It is hoped that the groundbreaking publicity will aid in that. There will be a breakfast meeting on October 26, 2005. It is hoped to raise the first portion of the funds quietly and then go to all the other methods of fundraising. An influential community member is needed to become an advocate for the campaign. CTLS: Judy Parks attended the September CTLS meeting . CTLS received a $12,000 loan from the Tocker Foundation. The next Library Board meeting will be November 14, 2005. Moore, Linda Nix, Judy Parks, Sissy Lego Pederson Board Members Absent: Danielle Cunniff Plumer, Jackie Cuozzo, Ruth Anne Mallory Staff Present: Eric Lashley, Library Director Minutes Regular Meeting MINUTES OF THE MEETING OF THE LIBRARY ADVISORY BOARD OF GEORGETOWN, TEXAS SEPTEMBER 12, 2005 MINUTES: The meeting was called to order by Chair Judy Griffith at 6:30 p.m. The Chair thanked Judy Johnston for chairing the August meeting . Jack Dixon moved and Linda Nix seconded that the Minutes of the August meeting be approved as distributed. The motion passed unanimously. DIRECTOR'S REPORT: ·This is the last month in the Library's fiscal year and statistics were up once again. It is predicted that the Library's circulation will be up to over 350,000 for this year. This is the highest number ever. Internet use is up over last year as well. Internet increase is expected to go up even more due to the change in computers. ·A new public computer system, called Userful, will be installed in the third week of October and staff will be trained on the system that week. . The three year contract includes maintenance and upgrades and it will work with the Horizon system. Users will now have to have a library card or special computer card to use the computers. Unpaid fines of over five dollars will prohibit use of the computer until the fines are paid. The new system will advise users of the fee for printing before printing begins so that the user will know ahead of time how much they are going to have to pay. These computers will be located where the reference desk is now. There will be 20 computers. The remaining laptop computers will be only for classes. In the new library there will be room for nearly 60 computers and this will be the affordable system for that. The first year of the contract will be a test run and will be evaluated. ·The new Public Service Announcement about the Library has been completed. There are plans to do a premier for the film at the Palace Theatre. The film is eighteen minutes long and then there are some blooper out-takes that also will be shown. Invitations will be sent out to the premier. It will be shown as a Public Service Announcement on Channel 10 sometime in October. ·City Council approved the transfer of the photographs from the Heritage Society to the Library. Some people have already been doing research with the photos. Byron Reese plans to help digitize the collection for the Heritage Society's records. The photos are well indexed. ·The Arts and Culture Board has been appointed. Their first meeting is September 28, 2005. ·Judy Parks will be appointed as the CTLS Lay Representative at the next Council meeting. LIBRARY PLANS: ·The contract with Satterfield and Pontikes (S&P) will go to Council September 27, 2005. That will ensure a guaranteed maximum price. The figure is expected to be under budget even though it may be higher than anticipated because of the shortage of materials and energy due to Hurricane Katrina. Director Lashley is working to get the interior design contract with Croslin and Associates approved, possibly on October 11, 2005. There will be a meeting with Croslin and Associates on September 30, 2005 to finish the design of the coffee shop. ·The construction company has taken the architectural drawings from Croslin and Associates and has made a 3-D, virtual reality tour DVD that walks the viewer through the rooms of the new library. This will be shown at the reception after the groundbreaking ceremony. ·The contract with S&P mandates that work begin on the underground utilities within ten days of the signing of the contract on September 27, 2005. ·The demolition company accidentally broke a water quality testing device, but their insurance paid for its replacement GROUNDBREAKING: Groundbreaking for the new library will be on Saturday, October 22, at 11:00 a.m. Invitations will be sent to Board members. There will be children's performers that morning at the present library and color pictures of the new building and the virtual reality tour DVD will be shown at the reception. The Yes Library theme will continue through the Capital Campaign. CAPITAL CAMPAIGN: The Foundation hired Bacon and Lee Associates to run the Capital Campaign. Their goal is to have a committee of people from the Library Foundation, Friends of the Library, the Advisory Board and from the greater Georgetown group, with possibly some political figures and citizens with name recognition to be honorary chairs. Rachel and Chris Logue have agreed to be co-chairs of that committee. There will be a meeting on September 13, 2005. It is desired to have a representative from the Library Board to this Capital Campaign Committee. There is no regular meeting date set, but the Committee wants to meet on a monthly basis . It is hoped some hard numbers will soon be available in the amended contract for purposes of coming up with a true budget. A survey of what items from the old library will be kept and what needs to be replaced is necessary , too. There was a comment from the consultants that the naming recognition dollar amounts were low so that may be re-visited. Jack Dixon stated that he would like to be a member of that committee. P.J. Moore moved and Judy Johnston seconded that Jack Dixon be the Library Advisory Board representative to the Capital Campaign Committee. The motion passed unanimously. GEORGETOWN READS!: Judy Parks reported that Elizabeth Moon was very excited that her book was in the competition for the new Georgetown Reads! selection. Eric Lashley noted that Elizabeth Moon used to be one of the Library's patrons. Voting begins October 1, 2005. CTLS UPDATE: Operations have been in place in the new offices in Austin for nearly two weeks. There will be a CTLS workshop in October at the Georgetown Municipal Complex with the subject being how to build or remodel a library as cheaply as possible. Moore, Ruth Anne Mallory Board Members Absent: Jack Dixon, Judy Griffith, Sissy Lego Pederson Staff Present: Eric Lashley Minutes Regular Meeting MINUTES OF THE MEETING OF THE LIBRARY ADVISORY BOARD OF GEORGETOWN, TEXAS August 8, 2005 MINUTES: The meeting was called to order by Vice Chair Judy Johnston at 6:30 p.m. The Chair asked for any corrections or amendments to the minutes. It was asked whether the term 'construction company at risk' was correct and Eric Lashley confirmed that it was. Linda Nix made a motion to accept the minutes as distributed and Ruth Anne Mallory seconded. The motion passed unanimously. DIRECTOR'S REPORT: *Statistics were up slightly over last year, primarily due to circulation, and the statistics for computer use were much higher than last year. * There were many memorial donations for Mavis Lichtenthal who was a Library volunteer. Donations in her name total more than $1,000. *The Harry Potter Party was a great success. Mr. Lashley thanked Danielle Cunniff Plumer for helping to plan the event. The crowd that attended was huge. Many runs were made on the Knight Bus. *The new Cox High Speed Internet is up and running. There have been no problems switching over and it is saving the Library a lot of money. Council will be approached for approval for a new public computer system . The Library's current laptops are in poor condition . The desired new system is called Userful. They make computers built especially for public use. It will be a money-saving move. There will be up to ten terminals hooked up to one computer. There will be fewer security risks with Userful because it does not use Microsoft . Userful will do the maintenance and upgrades, which will cut administrative costs as well. The old laptops will be used only for classes. Mr. Lashley expected this proposal will go to Council on August 23, 2005. *Inventory starts August 10, 2005. The Library will be closed for this on August 10, 11 and 12, 2005. Volunteer helpers are needed. *The Friends of the Library meeting is September 26, 2005 at seven o'clock at the Georgetown Municipal Complex. *Travis Cook is a new library employee working at the front desk. Mr. Cook has taken Tim Brown's place. *Mr. Lashley handed out copies of the Strategic Plan, which has previously been referred to as the Long-Range Plan. This Plan has been updated for the Budget. It has been changed to fit the City's format. LIBRARY PLANS: *On August 23, 2005 City Council will be approached to amend the contract we currently have with Croslin and Associates regarding an interior design package. They will work with Philipps Swager to design the Children's Room and to help select and negotiate with the vendors for the furniture. They will do the installation of the furniture as well. *The S&P Construction Company will handle all the utility work. There are plans to have underground utilities on 8th and 9th Streets. Coordination among the City, Verizon, Cox, and the County will have to be done in order to remove the current poles. Construction may begin before the utilities are put underground . The emergency siren will be moved to smokestack on the Police Station and the antenna for it will be atop the Library. Arranging for drainage to the retention pond on Rock Street has been difficult. The project is on target to start on time. Periodically, some streets may be briefly closed. Equipment will be staged at the blue building across 8th Street from the library site and the County will be asked to allow police parking on the grassy area at the corner of MLK and 8th Street. GROUNDBREAKING: *Groundbreaking is still scheduled for Saturday, October 1, 2005. No time of day has been decided upon yet. CAPITAL CAMPAIGN: *Rich Vosburgh was elected new president of the Library Foundation and he will propose to the Foundation at the August 16, 2005 meeting that they hire Bacon and Lee to run a capital campaign. T.R. Reid, former Foundation president, has moved to Singapore. He donated $10,000 for the capital campaign before departing. ARTS AND CULTURE BOARD: *There were around 20 applicants for positions on the Arts and Culture Board. One representative will be from Southwestern University, one will be from GISD, and there will be seven at-large members. They will be appointed at the August 23, 2005 City Council Meeting. *Eric Lashley has been approached by an artist about painting a mural at the Library, and by a patron who would like to donate a sculpture to the Library. Mr. Lashley passed around photographs of sculptures done by the artist that the patron has selected. GEORGETOWN READS: *Judy Parks reported that the five books have been selected for the voting process for the next book for Georgetown Reads ! They are: Kite Runner by Khaled Hosseini , Yokota Officer's Club by Sara Bird, Speed of Dark by Elizabeth Moon, The Education of Little Tree by Forrest Carter and Ella Minnow Pea by Mark Dunn. Voting will begin in October. After receiving a letter from Mrs. Parks about all the events surrounding his book Tortilla Curtain, a return letter was received from T.C. Boyle and it can be viewed on the Library's web site. CTLS UPDATE: *Judy Parks reported on CTLS . All but two of the current employees are coming over to the non-profit. There will be three positions to hire as of September 1, 2005. A contract has been signed for office space. At the July 22, 2005 meeting between CTLS, Inc. and the State Library staff, the State Library informed CTLS, Inc. that they were recommending the Texas State Library and Archives Commission award the grant to CTLS, Inc., at their August 1, 2005 meeting. PUBLIC ACCESS DEFIBRILLATION PROGRAM: *Eric Lashley reported that Parks & Recreation Department are getting nine defibrillators in this year's budget. There will be no problem with us having one in the new Library. Randy Morrow may purchase one for the Library when he purchases the others because he may get a good deal by making a bulk purchase. Pads for the defibrillators may have to be purchased every two years. SELECTION OF CTLS LAY REPRESENTATIVE: *Eric Lashley informed the Board that it was time to put forth a name for approval from City Council for Georgetown's CTLS Lay Representative. Book circulation was down for June, but computer use increased. ·Mavis Lichtenthal, a long-time volunteer, passed away in her sleep. She was a member of the Friends of the Library Board. People are sending memorials to the library. ·The Teen Summer Reading Program has been very successful. Because of the number of attendees, events have been held in the Children’s Room. ·Staffer Tim Brown resigned to move to Madison, WI. He is currently working as a temp on call while his position is posted; the City provided this accommodation so as not to leave a vacancy on staff during the summer. Applicants for the position are being interviewed, and the position may be filled as early as Monday. ·The City Council approved the selection of the Red Poppy Coffee Company as a vendor. ·At the June 28th City Council meeting, the changes to the Library Board’s Bylaws were approved. ·Upcoming events: o Harry Potter party, July 15th, in conjunction with Hill Country Books. o Summer Reading Program finale, July 22nd, at the Performing Arts Center, with party following at San Gabriel Park. Tickets are first come, first served after July 15th. o The Library will be closed for inventory August 10-11-12. Library Plans – Eric Lashley ·Director Lashley met with the architects from Croslin and Associates and the construction company, Satterfield and Ponticas (S&P). S&P is a construction company at risk and will be given a contract for all work on the new library. A guaranteed dollar amount contract will be presented at the Sept. 27th City Council meeting. If the contract is approved, the construction work will start Sept. 28th. The contract will be for 14 months, with the new library to open Christmas 2006 if all goes as planned. ·Director Lashley has received a proposal from Croslin and Associations to prepare an interior design package for the new library. This will include color scheme and furniture selection as well as preparation of bid documents for suppliers and installation of furniture. It will also include a sub-contract with Phillips Swager to design the new children’s room. Plans for Library Ground Breaking Ceremony – Eric Lashley ·The ground breaking for the new library is tentatively scheduled for Saturday, October 1st. This date must still be confirmed with the mayor’s office. Various dignitaries, including Congressman John Carter, will be invited. Report on Capital Campaign – Eric Lashley ·The Friends and Foundation are meeting with Project Greenlight on July 19th at 10:30 am to plan a workshop for library supporters in August. ·Foundation president T. R. Reid will be moving to Singapore. Rich Vosburgh currently the Treasurer of the Foundation, will probably become president. Report on Arts and Culture Board – Eric Lashley ·The Arts and Culture Board was approved by the City Council at their July 28th meeting. ·August 1 is the deadline for applications for the Arts and Culture Board. There are seven open seats, plus seats designated for Southwestern University and Georgetown ISD. ·Eric Lashley is the staff liaison to the Board. ·The first meeting of the Arts and Culture Board will be held in September. Update on Georgetown Reads! – Judy Parks ·The Georgetown Reads! committee met on July 9 to review the Tortilla Curtain reading program. The library reported 330 checkouts of the book during the reading program. The committee knew of seven book discussion groups within the community that discussed the book, and eight additional packets were given to private book groups. Approximately 50 people attended the discussion with Dr. Christina Alcalde, and 30 people attended the public viewing of Los Trabadores with filmmaker Heather Courtney. The canned food drive for the Caring Place was successful. 16 comment cards about the program have been received and were reviewed by the committee. ·Book selection for the new book has begun. The committee will accept nominations through July 31st (some nominations were made on the comment cards). A suggestion box for titles will be placed in the library. The selection criteria are: o The book should inspire discussion. o The book should deal with “life” or “global” themes and should appeal to both men and women. o The book must be available in trade paperback ·Voting on the book finalists will be held October 1-20. The selection will be finalized in December, and the kickoff will be held in January 2006. CTLS Update – Judy Parks ·Judy Parks reported that the CTLS grant request to the Texas State Library has been denied, which leaves the new non-profit organization in limbo. A meeting will be held on July 22nd to determine the future course of the organization. Public Access Defibrillation Program – Danielle Plumer ·Danielle Plumer reported on Williamson County’s Public Access Defibrillation (PAD) Program. She asked Louis Gonzales or Dr. Stephen Benold from Williamson County EMS to be present, but they both had prior commitments. Ms. Plumer is a volunteer CPR instructor for Williamson County EMS and was given information about the PAD program by Mr. Gonzales, Training Director for Williamson County EMS. ·PAD programs place Automated External Defibrillators (AEDs) in the community to provide greater access to lifesaving medical treatment in the event of cardiac arrest. The County has developed guidelines for organizations interested in joining their PAD program. These guidelines require the library to purchase and install an AED and train staff in its use. Ms. Plumer estimated the cost to join the PAD Program at $2,000-$4,000 for an AED, plus the staff time for training. ·Jack Dixon moved that the City investigate joining the Williamson County PAD Program. Ruth Anne Mallory seconded. Danielle Plumer recused herself because of her contractual relationship with Williamson County. The motion was approved unanimously by the remaining members of the committee. Attendance at Library Board Meetings – Judy Griffith ·Judy Griffith drew the attention of board members to the Georgetown Municipal Code’s requirements for attendance at board meetings, as outlined in section 2.36.010. Ms. Griffith must report attendance to the City Council twice per year, and members with excessive absences will be replaced. Agenda items for the August Library Board Advisory Meeting were accepted. Minutes: Judy Johnston asked for clarification of the item regarding the Library’s lack of a dress code. It was clarified that the item was in regard to patrons. A motion was made by Judy Johnston to amend the minutes and was seconded by Danielle Plumer . The motion passed unanimously. Director’s Report: *Nancy Varljen has resigned. The mayor has selected a candidate to fill the vacancy. The candidate will be contacted to see if they are still willing to serve and will be appointed at the next Council meeting. *Georgetown Reads concluded with the documentary shown by Heather Courtney. Much lively discussion followed. The Georgetown Reads committee will meet again on Thursday, June 16, to begin selection of the next book . *The construction company selected for the building of the new library was S&P, Satterfield and Ponticas. A photograph in the Sun shows the beginning of the demolition of the tank at the new library site. The metal from the tank will be recycled . *The FY 05/06 library supplies budget will be increased slightly over the present year. Although still waiting to hear about the new computer system request, there is optimism that it will be in the City Manager’s budget proposal at the end of this month. *CTLS Meetings: Eric Lashley attended a Long Range Planning Committee meeting and then went to Rockdale with Judy Parks for the CTLS membership meeting. The By-Law change election was held and it was voted to make the changes. There will soon be another Long Range Planning Committee meeting that includes the old Board and the new one. Staff changes are expected. *Circulation statistics look good for the month. * The Summer Reading program began on June 1st. The Manga Mania program for teenagers kicked off on June 3rd and went really well. The Tokyo Steakhouse provided food and decorations. More than 100 teens participated. *A Public Service Announcement film was shot in the library Sunday, June 12th, to promote reading. The PSA had a humorous zombie theme saying that if you don’t read and watch too much TV you turn into a zombie. A premier of the spot will be shown at the Library. *On Friday, June 10, two of the three vendors who responded to the request for proposal for the coffee shop were interviewed. Council’s permission is necessary to do negations for a lease with The Red Poppy Coffee Company, which the committee selected. The owner formerly owned Java Net. *There will be a meeting with HARC on June 23 to get the landscaping and parking for the new library approved. *Office Depot gave the Friends of the Library a gift card for $500. *Library Plans: Some changes were made to the front elevation. There will now be one staircase up to the front door. There will then be a handicap ramp behind a low wall and there will be two antique-style lamps. Four trees that were planned to be planted near the rear entrance will be too tall to be under the canopy . The architects are re-working that problem. A few changes were made to the upstairs Community Room. As part of the Green Building program, there is a proposal to install a shower in one of the Staff restrooms. That will encourage staff to exercise during their lunch break, walk or bike to work, etc. and then be able to shower right at work. The Library will receive three Green points for the shower installation. *Danielle Plumer asked if the Library has plans for staff to be trained to use a Public Access Defibrillator. Director Lashley said there were no plans for one right now. Ms. Plumer asked that discussion of a PAD and training be put on the agenda for the July meeting. *Jack Dixon asked whether the Georgetown Police Department would be using half the parking area of the new Library. Eric Lashley said that eleven parking places are blocked off from where the storage tanks have been torn down. Since those are unavailable, the Police have been parking in the Library’s parking lot recently. Library patrons have complained about the loss of spaces. *Groundbreaking ceremony: Congressman John Carter will be one of the dignitaries attending the ground breaking ceremonies. The date has been pushed back until a Saturday after the start of school. *Capital Campaign: The Foundation meets Tuesday, June 21, and plans to work on the idea of coming up with a handsome, glossy brochure such as one done for White Fish Bay Library in Wisconsin. This brochure about the new library will be mailed out and will include a letter of donor recognition amounts. An envelope to send in donations will be included with the brochure. There are also plans to include collection of more modest sums in the form of pocket change. Change will be collected as young people play a fishing game that allows a fish to rise up a line as more change is added to a collection jar. Another source of revenue will be the purchase of good looking, sidewalk-matching bricks inscribed with names, inlaid in the walkway around the Library. *Arts and Council Board: Tuesday, June 14th, at the City Council meeting there will be the first public hearing and reading of an ordinance to establish an Arts and Culture Board. The Director will make the presentation to Council. The Board is to be made up of nine members. There would be a designated seat on the Board for a representative of Southwestern University and a designated seat for a representative from GISD. *Judy Johnston gave a report on the Seminar on Managing Volunteers that she attended in May . The term “time poverty” means that a large number of people who volunteer their time have to quit because they are overwhelmed by other obligations. She reported that the number of people wanting to volunteer their time at the Georgetown Library has fallen off this year and so the style of recruiting may need to be examined. More advertising and use of the website to publicize needs may be helpful. Jack Dixon proposed that members of the Library Board , Friends Board and Foundation Board should be performing some library volunteer task as well. It was agreed that this issue needs to be addressed in view of the coming of the new and larger Library. *Jack Dixon reported that Cox has had meetings with the city’s IT people to discuss the number of computer connections that will be needed, how many of those need to be wireless, and how many cable connections are necessary. The Director added that there will be a switch to Cox high speed and that switch will provide a big cost saving. *Friends Book Sale: Judy Griffith reported that at the Friends’ Book Sale memberships were increased by 32%, book sales were increased by 37%, and there was an almost 100% increase in the number of attendees over last year. Next year the Community Center will not be available and a new venue, such as a school cafeteria or gym, is already available through GISD. The large blue storage building may also be available from the County. Martha Lawler has been doing E-Bay sales for the Friends and that business has taken off. *Proposed By-law Changes: A copy of the proposed By-law changes was distributed. Revisions are as follows: A. The purpose of the Library Advisory Board shall be to update the long-range plan for the Library and to promote library programs and services in the community. B. The Library Advisory Board, as the judge of community standards shall resolve any patron challenges to library materials when the challenge is not resolved by the Library Director. C. The Library Advisory Board is responsible to, and shall act as an advisory body to the Council and shall perform such duties and exercise such additional powers as may be described by ordinances of the Council not inconsistent with the provisions of the Charter . Danielle Plumer moved to amend the Advisory Board By-laws as stated in the proposed changes by removing the ‘participate in a Library Needs Assessment Study annually’ language from Section A and inserting a new Section B, and moving Section B to Section C. Jackie Cuozzo seconded. In the following discussion, Judy Johnston asked how letter B could say that the Library Advisory Board is the judge of community standards. Chairperson Griffith replied that the City Council appoints the Advisory Board as a liaison between the community, the Library Director and the City Council. The Director pointed out that this was a sort of a legal term regarding such things as the legal definition of obscenity, which has to do with community standards. As representatives of the community, if the Library Advisory Board says something is not obscene, then it is not, by law, obscene. Danielle Plumer moved to amend the proposed change to letter A to read as follows: “The purpose of the Library Board shall be to review annually and update as needed the long-range plan for the library and to promote library programs and services in the community.” There was no discussion on the amendment. The Chairperson called for a vote on the amendment. The amendment to the changes passed unanimously. The Chairperson then called for a vote on the original amendment to approve the proposed by-law changes as amended. Danielle Plumer moved and Jackie Cuozzo seconded. The changes passed unanimously. It is regarding Cox Cable. *Circulation is again up in the month of April. *A kick off for the newest Harry Potter book will be July 15 in partnership with Hill Country Books. It will include a "train ride" on the Hogwarts Express to the library where there will be a party. Watch for signs that say Beware of July 15. The books will be available for sale at the Library and there will be about 20 copies for check-out. Twenty names will be drawn from those who attend the party to determine the first 20 people to check out the new book. *The City is interviewing construction companies for the library construction project this week. *A proposal has been sent out to most of the area's coffee shops for the new library's coffee vendor. Any applicants must have their proposal back to the library by May 31st. The library's proposal included which items the library would provide and asked the vendors for such info as what food and beverage they'd be serving, what insurance they had, what cleaning or janitorial services they would use , signage, etc. Responses will be scored on criteria that have been developed . *A copy of the current Long Range Plan was distributed to Board members. *A copy of the new library facade plan that will be given to HARC was distributed to Board members, looked over and discussed . *Linda Nix asked whether there was any dress code for patrons * in effect at the library and was told that there really was not because it was not enforceable. (Dress code for whom clarified by Judy Johnston at June 13, 2005 meeting.) *A date is near to being set for the ground breaking but the construction company will have to be on board before that is done . The plan is to have it in the early morning some time before the beginning of school. *City Council approved the naming rights items for the library. *Tomorrow night (May 10) will be the showing of Los Trabajadores in the library as the last event associated with the reading of The Tortilla Curtain for Georgetown Reads! There's still a slight chance that author Boyle may visit somewhere locally in the fall. *Linda Nix and Jack Dixon reported on the organizational meeting they attended for the Arts and Culture Board. Representatives from many local arts organizations attended and discussed items such as what this Board's mission would be. Choosing and approval of art for City buildings and coordinating and planning of local performances and exhibits were two items discussed. E. Lashley reported that there was a local Georgetown man who was willing to buy land and build houses for artists to live and work in. The art they produced would put Georgetown on the path to being a community known for its art. Other such communities are Sedona, Arizona; Paducah, Kentucky; and Round Top and Fredericksburg, Texas. J. Dixon said some concern was expressed about the large number of members the Arts and Culture Board might include. *The Heritage Society voted to turn their collection of historic items, including photographs, over to the City. A new contract between the City and the Heritage Society may have to be negotiated to change the designated display area from the Grace Heritage Center to the library. Another glitch may be some disputed ownership rights to the items the Heritage Society has, but those will have to be resolved by that group . E. Lashley reported that a local Georgetown man has volunteered to make digital copies of all the photographs at no charge. *In a brief discussion of changes to the By-Laws, it was decided to put this item on June's agenda for a closer look at Section 1.2 and adding an article regarding the removal of patron-challenged materials. The chairperson and director will come up with wording for this item. *It was decided that the Board should continue to meet each month through the summer. *J. Dixon related that Cox-Cable would be able to offer some free services to the library if the library requested them. The library could have the Cox Limited and Expanded (about 60 channels) cable television service plus some level of Internet service for free. E. Director's Report: *Eric Lashley asked the acting secretary and chairperson to sign the minutes of the previous Board meeting and filed the copies. *Copies of the Public Library Board Advisory Handbook were given to new members Linda Nix and Ruth Anne Mallory. *Spring Break Annual Tea Party was a great success. Refer to pictures on the Web Site. *Statistics look very good for last month. *On March 22, the Sun City Kiwanis Club donated one thousand dollars to the Library for the summer reading program. *On March 24, Croslin and Associates, the architects working on the new library, gave a preview of the plans to the Historical Architecture Review Commission and are hoping to get final approval for the plans from HARC in May. This is required because the Library is in the Historic Overlay District. The comments were complimentary and so no problems with HARC are anticipated regarding the building or building materials. Parking is an issue but is being worked on. HARC approved destruction of the water tank and metal building. A contract was bid out for the destruction of those and should be done by June. Asbestos remediation must first be done on the metal building. Utility work on the site will be done between June and August. The landscape architect suggested going underground with the utilities and that will be done so that the huge live oaks on 9th Street will not have to be cut down. The underground utilities work will be budgeted of a special city fund and will not have to come out of bond money. *On March 26 a proposal was made to Georgetown's Heritage Society for the Library to become a repository for the Society's collection of historic photos and memorabilia. The Society's membership will vote on this proposal in the next two months. Council approval will then be required. The Library Board may want to make a recommendation to Council that we do accept the gift. *On April 7, the Library was closed so that staff could attend the Texas Library Association Conference in Austin. *ON April 8, T.R. Reid of the Library Foundation and Eric Lashley spoke with Dini Partners, a firm in Austin that helps conduct capital campaigns and it is hoped to line up a meeting with them for Tuesday, April 19. This firm has lent professional help in conducting capital campaigns to Southwestern University and to the Houston Public Library. *The fifty percent design documents for the new building are due April 15. *The Book Sale is coming up May 13, 14 and 15. Judy Johnston reported that members can shop early on the 12th and there will be one extra day this year. *The drawings of the new Library's two floors were spread out and the many changes to improve certain aspects of the layout were explained. *Sponsorship guide lines for the Capital Campaign will go to City Council on April 26. The City Attorney has written it up as a Resolution. Judy Parks reported on Georgetown Reads! She reminded the Board that Dr. Alcalde will be at the Library for her presentation April 12 at 7:30 p.m. The final event tied to The Tortilla Curtain will be on May 10th at the Library. It will be a showing of Los Trabajadores/The Workers by filmmaker Heather Courtney. Ms. Courtney will be in attendance for a question and answer period following the showing of the film. There will be an evaluation form for Georgetown Reads!, and a suggestion form for the next book. CTLS will meet in May to vote on the By-laws. Judy Parks will attend and vote. Eric Lashley explained the organization of a new Art and Culture Board. Eric reported there was an excellent turnout, with 57 attending the Peace Corps program on February 28th. Georgetown Symphony Society has pledged to purchase a baby grand piano for the new library. Local artist Don Snell donated a painting and it is hanging in the library. Eric reported that patron visit statistics continue to increase. Also, due to the new Cataloguer’s work the numbers of titles added are also increasing. Eric had copies of the latest Library drawings and went over some of the changes from the last set of drawings. Election of Vice Chairperson: Jackie Cuozzo nominated Judy Johnston and Ruth Ann Mallory seconded a motion that Judy Johnston be elected Vice Chair to replace Jack Dixon. The motion passed unanimously. The presentation of the City Budget survey and guidelines were cancelled since Micki Rundell and Laurie Brewer were unavailable this evening. Report on City Council workshop: Chair Judy Griffith reported that herself, and Board members Jackie Cuozzo, Judy Johnston, P.J. Moore, Library Director Eric Lashley and members of the Friends and Library Foundation, attended the workshop. The Council was thanked for budgeting for additional weekend hours; invited to participate in the Georgetown Reads! Program and informed about legislative action to possibly eliminate the TexShare program. T.R. Reid of the Library Foundation presented the Board approved draft framework for the Capital Campaign. Sponsorship Guidelines (Draft): Danielle Plumer and Eric Lashley drafted and Eric Lashley presented the document, which incorporated the levels of giving. At the Council workshop, Council member Patty Eason recommended Southwestern University might be a good resource in the area of capital campaigns. Eric Lashley contacted Larkin Tom, Director of Foundation Relations and discussed monetary gifts and time frames for payments. The City Attorney will be approached about drafting a plan and also about handling matching funds. Eric would also like the Friends and Foundation members to meet with a capital campaign consultant, such as the one used by the Temple Library. Temple Library has an endowment plan for their yearly book budget and this is something we might be interested in having in the future too. Update on Georgetown Reads: Judy Griffith has attended 4 discussion sessions and reports they are all different. Judy Parks informed the Board that Dr. Christina Alcalde, an Anthropology professor at Southwestern and expert on immigration will speak on the subject of immigrant labor on Tuesday, April 12, at 7:30 p.m., in the main room of the library. She will respond to questions about her presentation as well as to how her topic relates to the book and the video. On May 10, in the library classroom, there will be a public showing of Los Trabajadores/The Workers and the filmmaker, Heather Courtney, will be there to answer questions about the film. The video is available to be checked out. Legislative Day at the Capitol: Eric Lashley, Judy Fabry, Gretchen Pruett and Judy Parks attended the Texas Library Association’s Legislative Day at the Capitol on February 15th. They met with staff in the offices of Mike Krusee, Dan Gattis, Steve Ogden, Fred Brown and Lois Kolkhorst. Arts and Culture Board: Eric Lashley informed that the Library Director would be the staff liaison person to the Arts and Culture Board. Director’s Report: Eric Lashley thanked Judy Parks and Georgene Richaud for their service on the board. This will be their last meeting. Two new board members will be sworn in by the next board meeting. Judy Griffith has been appointed to be chairperson for the next year. Judy Parks will continue to attend Board Meetings as lay representative to the CTLS. Eric also reported increased library usage for last month. IRS Tax help has started at the library and is in high demand. The Board has been asked to provide input for the budget process as to priorities for the next year’s City budget. This will be on our agenda for next meeting. Eric also reported that intern Deban Becker joined the staff as a reference intern. The money for this position came from the state library system. The library has received approval for the Texas Reads Grant, which will provide summer youth programming at our library. There will be an upcoming African American program on February 19 at the library, and a Peace Corps awareness program on February 28. February 16 is legislative day for libraries at the state capitol; Eric Lashley and Judy Parks will attend. Our library has received $5000.00 grant from the Dell Foundation. This money will go toward the computer program at the library. Election of Secretary: Danielle Plumer moved and Jackie Cuozzo seconded a motion that the library will provide a tape recorder at each Board meeting to record the proceedings, and the meeting minutes will be transcribed from the tape by the secretary. The motion passed unanimously. Judy Griffith moved and Georgene seconded a motion that P.J. Moore be elected secretary of the Board for the next year. The motion passed unanimously. Report on fund-raising committee meeting: Judy Griffith explained that she, P.J. Moore and Eric Lashley attended a meeting of a committee composed of Friends of the Library, Library Foundation, and others interested in promoting a capital campaign to raise between $400,000 - $500,000 to furnish the new library. She invited T.R. Reid to explain the aspects of the proposed five-tier giving program. The Friends and the Foundation are non-profit entities and will serve as a way to gather tax-deductible donations for the library. It is hoped that all the supporting groups for the library, the Friends, the Foundation, and the Library Board will be in agreement how to raise funds. Danielle Plumer suggested that the Library Board write up and vote on formal guidelines, policies, and sponsorship agreements to recommend to the City Council. These guidelines should safeguard equity of access to library service, protect the principle of intellectual freedom, be sensitive to the local climate, and provide a means of selecting partners who will enhance the library’s image in the community. Danielle volunteered to work with Eric and write up a draft of these guidelines for the next Board meeting. Judy Griffith moved and Jackie Cuozzo seconded a motion that the Board approves of the initial framework for the capital campaign as presented by T.R. Reid. Danielle Plummer proposed an amendment to the motion that approval of the capital campaign framework include the guidelines for sponsorship as outlined above. Jackie Cuozzo seconded the amendment. The amendment was voted on and passed unanimously. The primary motion was voted on and passed 6 votes to 1. T.R. Reid noted that the Capital Campaign Committee plans to meet on the first Thursday of each month at 7:00 PM, and all are welcome. Fundraising Ideas: Judy Parks led a discussion of fund-raising ideas in addition to those presented in the Capital Campaign framework. It was suggested to consider temporary naming rights and single large fund-raising events. The Capital Campaign Committee will discuss these ideas. Council Workshop on February 21: The following ideas were discussed to bring to the City Council-Library Board workshop which will be held on Monday, February 21, at 4:00 PM in the City Council Chambers: ·Thank the Council for budgeting for addition weekend hours, and explain the continued heavy use of the library. ·Invite the Council to participate in the Georgetown Reads! program. ·Express concern about legislative action and the possible elimination of the TexShare program. ·Present the Board approved draft framework for the Capital Campaign, including a set of guidelines to be presented to the Council at a later date. Ask the Council for a process and/or legal mechanism to facilitate this campaign in donating funds for furnishing the new library. The Library Board Chairperson will present the above ideas to the Council at the February 21 meeting. The City Council members may ask any of the Board Members or others present to express their thoughts and ideas. Kresge Grant: Eric Lashley explained that this grant is still in the application process. GeorgetownReads! Program: Judy Parks reported that an April program has been planned. Dr. Christina Alcalde from Southwestern University will present a Powerpoint program on immigration. The committee is also trying to plan another program to include a documentary film produced by a University of Texas student about our local immigrant workers. Report on January 28 CTLS Meeting: Judy Parks reported that she and Eric Lashley attended the meeting. The group voted on and approved By-Laws for the newly organized non-profit entity. Staff Salaries Concern: Eric Lashley reported that it is City policy to pay employees 90% of market. Our market area includes Temple, Cedar Park, and Round Rock. Library staff salaries are within a citywide employee internal ranking system for the city budget. Danielle Plumer presented a library salary range study including Georgetown, Austin, Round Rock, Cedar Park, San Antonio, Waco-McLennan County, and San Marcos. Eric explained that due to the internal ranking system here in Georgetown, all salaries are considered, not just library salaries. No action was taken on this matter. City Arts Commission: Eric explained that he has met with many of the citywide entities that are concerned with the Arts programs in Georgetown, including The Convention and Visitors Bureau Board, the Main Street Board, the Palace Theater Board, GISD, and the Symphony Society Board. All groups are supportive of the concept of having a City Arts Commission to help with funding and coordination of arts events. The City Council will be doing a workshop on this in April. The new library may be the first City facility to go through this Board for the process of acquiring public art. The next meeting will be on Monday, March 14, at 6:30 PM. Moore Board Members Absent: Nancy Varljen Staff Present: Eric Lashley, Keith Hutchinson Minutes Regular Meeting Georgetown Public Library Advisory Board Meeting Minutes January 10, 2005 Chairperson Judy Parks called the meeting to order at 6:30 PM. Approval of Minutes: Jackie Cuozzo moved and Jack Dixon seconded a motion that the minutes of the last meeting be approved as distributed. The motion passed unanimously. Formation of a City Arts Commission: Eric Lashley introduced Keith Hutchinson, Public Information Officer for the City of Georgetown, and explained that the two of them have been exploring the possibility of recommending the formation of another City Council-appointed Board, a City Arts Commission. The purpose of such a commission would be to promote culture and the arts in our city. The new library will have the opportunity to include public art, and it may be desirable for a city-wide group to solicit and recommend art for this and other public buildings, as well as encouraging, sponsoring, and promoting city-wide arts and cultural events. There are many existing arts activities and groups in Georgetown, but there is a need for a central body to coordinate events and activities. Funding could come from city grants, grants from the Texas Commission for the Arts, and corporate and private funding. The proposed commission may include designated seats from existing groups such as the Palace Theater, GISD, SWU, etc. It is hoped that this commission would serve a complimentary and supplementary function to other arts groups and local arts agencies. Eric and Keith have been researching how other cities have structured thriving city-sponsored arts programs. They will make a presentation this week to the City Manager and begin the process of exploring the feasibility of such an arts commission. Keith Hutchinson plans to present this concept again to our Library Advisory Board and other City Boards and Commissions in the next few months as this concept develops. Director’s Report: Eric Lashley reported on library statistics for the month of December and for the year of 2004. Circulation figures continue to increase, especially computer usage figures. The library will be open on Sunday without interruption until Easter. The staff continues to weed old items in order to add new ones. The staff is considering how the move into the new library might best be accomplished. There are professional library movers, but the cost will be approximately $30,000. This method would insure all items are moved carefully and in order, which is an especially critical problem. The library is being careful to weed properly so that no items are moved that will be weeded in the near future. There are also plans for future increase in numbers of items in the new library. Plans are to have wide spaces between aisles, so that new shelving can be in filled as needed. The contract with the architect for the new library is nearing completion, and that process should go forward in a timely manner. Eric reported that the Friends and Foundation groups are forming a joint committee to raise funds for the new library. They will meet on January 20. The Board asked Eric to invite someone from this group to our next meeting to explain their plans. Eric also reported that CTLS got enough votes to go forward as a non-profit entity. The city budget process for the next fiscal year will begin soon. The Board will need to give consideration to input for this process. Update on Grants: Eric reported that there is no news about the GISD Grant. The Kresge Grant application has changed and the library will be completing these new forms soon. Eric is working with the architect on planning for an eco-friendly building. This grant will fund this process of green planning. The City is now in the process of scheduling removal and recycling of the existing structures on the new library site. Update on Georgetown Reads! Program: Judy Parks reported that the Georgetown Reads! web page is now available. Currently you can read, print, and download a packet of information about The Tortilla Curtain. Several groups are conducting discussion sessions on this book, and they are listed on the web page as well. Workshop with City Council: The Library Advisory Board will meet with the City Council on Monday, February 21, at 4:00 PM in the Council Chamber. The Friends and Foundation fund-raising group will also attend to present plans and discuss guidelines for raising funds and naming rights associated with donations. The Board should work with this group to present common needs, desires and concerns. The Board will have this topic on our February meeting agenda. Brainstorming Fund-raising ideas: Judy Parks led a discussion of possible ideas to raise funds for the new library. The following ideas emerged as consensus of Board Members: ·Someone on the Board attend the Jan. 20 meeting of the Friends-Foundation Group to help monitor our concerns and ideas. Judy Griffith and P.J. Moore will try to attend. ·Someone from the Friends-Foundation group will be invited come to our next Board meeting so that our two entities can coordinate our priorities. ·At the February 21 meeting, both groups be represented, and both groups agree on priorities presented to the council. Friends Annual Book Sale: Judy Johnston explained that book collection barrels have been placed at 10 locations around our city. Sorting and pricing will begin next week. The sale will be at the San Gabriel Community Center May 12-15. Thursday, May 12, will be preview sale day for Friends members from 4-8 PM. Friday and Saturday, May 13-14 will be open to the public from 9 AM – 6 PM. Sunday, May 15, from 12 – 5 PM will be bargain days for discounts and bulk sales. The Friends are hoping to raise $15,000 for the library. The next meeting will be on Monday, February 14, at 6:30 PM.
