The meeting was called to order by Chair Betty Ann Sensabaugh at 6:30 PM. David
Ciambrone made the motion to accept the minutes of the November 2009 Library
Advisory Board Meeting and Shana Nichols seconded the motion. The motion passed
unanimously.
DIRECTOR’S REPORT:
Director Lashley reported that circulation continued to increase for the month of
November by approximately 5,000 items. This was due in large part by the opening of
the library the Saturday and Sunday following the Thanksgiving holiday. Patron visits
were also up by approximately 2,000 visitors. Eric also announced volunteerism was up
for the month of November.
Eric announced members of the Friends helped decorate the library for the holiday
seasons. Glenn Mautner donated a Christmas tree which has been placed on the
second floor. The Friends also gave each member of the library staff a gift card to be
used at the Red Poppy Coffee Company.
Eric made known that Glenn Mautner and he attended the November board meeting of
the Friends to discuss having criminal background checks done for the volunteers of the
Friends. After some discussion, the Friends agreed to require a criminal background
check and formed a committee to draft a letter to the volunteers.
Director Lashley announced the library installed additional electrical outlets in the lobby
and circulation area to accommodate the additional holiday decorations. During this time
the library also installed display case lights in the display case closest to the children’s
room.
Eric reported the library would have a number of music programs during the holidays and
that the annual gingerbread house competition was going on in the lobby of the library.
CONSIDERATION OF AND POSSIBLE ACTION ON THE FOLLOWING:
Introduction of a library staff member – Eric Lashley: No staff member was
available to attend the meeting.
Introduction of a board member – Betty Sensabaugh: Since all board members
had the opportunity of introducing themselves over the past year, Betty Ann asked Eric to
introduce himself. Eric grew up in Danville, Virginia. Danville’s claim to fame was that it
was the last capital of the Confederacy and was the former home of Dan River Mills
textiles. Eric said the town was a dying town and that the old mill structures were being
torn down to sell the old bricks. Eric received his undergraduate degree at Radford
University and a Master’s degree in Political Science at Virginia Tech and his Master’s
degree in Library Science at the University of Texas. Eric is married and has two
children; Berkeley age 9 and Ellie age 7.
Hill Country Book Festival – Eric Lashley: Eric reported that the attendance was
small for the Book Festival event held on November 14. The Festival managers did
arrange for the clean-up after the event. Many of the author talks were only attended by
volunteers and a panel discussion that included 10 panelists only had 5 people in
attendance. After some discussion, it was determined that the Arts and Culture Board
should have the Library Advisory Board make a recommendation in regards to allowing
the event to be held in the library in the future.
CTLS news – Linda Nix: Linda reported that she attended the CTLS Mobile Library
conference which was held at our library on December 11. Linda enjoyed the
conference and distributed statistics concerning cell phone usage as well as the
explosion of texting. Linda attended 4 events that dealt with technology. The presenters
were Rachel Vacek, Joe Murphy, and Sarah Houghton-Jan. The major theme of the
conference was that the speed by which technologies change requires libraries to adapt
in non-traditional ways in order to better serve patrons’ needs and demands.
Life-long Learning Coalition – Eric Lashley: Eric announced that the library was
asked to participate on a committee established between the Georgetown Chamber of
Commerce and GISD to improve education in Georgetown. The goal of Eric’s
subcommittee is to establish a vision for lifelong learning in Georgetown. After doing
some research, Eric found that Bloomington, Indiana had established a lifelong learning
coalition and he has contacted them for more information. Eric distributed a reprint of the
web page of the Bloomington Lifelong Learning Coalition.
Chair Betty Ann Sensabaugh adjourned the meeting at 7:30 PM.

MINUTES:
The meeting was called to order by Vice Chair Shana Nichols at 6:30 PM. David Ciambrone
made the motion to accept the minutes of the September 2009 Library Advisory Board Meeting
and Marisue Miller seconded the motion. The motion passed unanimously.
DIRECTOR’S REPORT:
Director Lashley reported that circulation was slightly down for the month of October compared to
the previous year. Eric said this was due to the fact that the library was closed 3 days in October
2008 for an inventory and closed 5 days in October 2009. The two additional days of closure
explained the reduced circulation and visitation statistics.
Announcements:
The Art Hop in October was a very successful event at the library. The banners which were
produced for the Art Hop will be removed the week of November 16 and replaced with special
holiday banners for the library.
The Friends of the Library were recognized at the October 13, 2009 City Council meeting with a
proclamation for National Friends of the Library week. Glenn Mautner was in attendance and
was recognized along with other members of the Friends organization. Council approved the
library’s request to spend the majority of the library’s materials budget in an amount not to
exceed $130,000 with Ingram, Inc.
Retirement of Fran Fitzner. Fran has worked for the library for over 12 years and works in the
Technical Service Department. She is the library’s bookkeeper and maintains all financial
records, payroll information, and contacts for all of our vendors. Fran’s last day will be January
22, 2010. The library will schedule a reception in honor of Fran and the staff will have a dinner in
her honor.
Friends of the Library are having their annual calendar sales. Calendars are on sale for $9.00.
Hill Country Book Festival will be held Saturday, November 14 at the library.
The library will be closed November 26 & 27 in observance of Thanksgiving. This year the
library will be opened the Saturday and Sunday after the holiday.
Facilities Plan - The City will be considering options for a new facilities plan. Options include
renovating the old library for a new police station. A large concentration of vehicles in this part of
downtown may help justify the need for additional parking at the MLK and 8th Street location.
Sculptures – the Texas Society of Sculptures will begin displaying works of local sculptors at
the library on a quarterly basis starting this month.
Leslie Bradley – Leslie Bradley has been hired to replace Billy Cryer.
Eric then went over the patron comments that were provided in the board packet.
CONSIDERATION OF AND POSSIBLE ACTION ON THE FOLLOWING:
Introduction of a library staff member – Eric Lashley: Leslie Bradley was recently hired as a
Library Assistant. Leslie had worked at the library as a Temp/On-Call. Leslie grew up in New
Orleans. She attended college in Houston where she met her husband John. John is the District
Attorney for Williamson County. Leslie has three children; a son and two daughters. Leslie is a
graduate of the University of North Texas on-line Library School.
Introduction of a board member – Betty Sensabaugh: Shana asked Linda Nix to introduce
herself to the board. Linda grew up in a military family. She met her husband Joe while she
attended Midwestern State University in Wichita Falls. Linda had wanted to become a librarian,
but ended up as a teacher. Linda taught all over the country as well as in Pakistan. She retired
from teaching at Round Rock ISD. Her husband Joe took a teaching position in Georgetown
after retiring from the military. Linda and Joe moved to Georgetown in 1995. Linda has served
on the Library Advisory Board and currently serves as the CTLS lay representative. Linda
volunteers at the library as well as the Caring Place where she serves on the board of directors.
Inventory Statistics – Eric Lashley: Eric reported that 1,275 items (1.4%) out of 90,208 were
unaccounted for after October’s inventory. Eric noted that some of these items may be stolen,
improperly withdrawn, or otherwise missing for unknown reasons. The staff will continue to
search for these items and at some point will go ahead and remove these items from our
computer system. Two categories that had a higher than average missing rate were the music
CDs (3.3%) and DVDs (6.5%). The board discussed ways in which to reduce the theft of these
items.
Georgetown Learns – David Ciambrone: David announced the Georgetown Learns program
has gone well and that the advertising for the spring semester should be out soon.
Playaways for our library? – Eric Lashley: Eric passed out a Playaway digital audio book to
the board and demonstrated how the device operated. Eric distributed a report of the
conversations he had with the Harker Heights, Austin and New Braunfels public libraries, a report
of which is attached to these minutes. After some discussion, Eric feels it is best not to deploy
the Playaways, but to invest in the downloadable audio books.
CTLS news – Linda Nix: Linda reported that Eric and she had gone to the City of Hewitt to
attend a CTLS regional meeting. At the meeting, the participants discussed the following topics:
1.E-rate grants to pay for basic telephone service for libraries
2.Plinkit project – a program that allows libraries to create websites without knowing HTML
or other computer languages.
3.SYNG grant – which would allow libraries to get a computer that would be dedicated to
Texas Work Force Commission software and other employment related software.
4.CTLS Membership – allowing CTLS to open membership to school and academic
libraries. There was much discussion about having more members and less money to serve the
membership.
Friends of the Library criminal background checks – Eric Lashley: Eric had placed this
item on the agenda based on some e-mails he had exchanged with Glenn Mautner. Glenn had
remembered that during a previous board meeting, when discussing whether to require library
volunteers to have criminal background checks, the issue of Friends’ volunteers had never been
settled. After some discussion, David Ciambrone made the motion to strongly recommend
to the Friends of the Library to consider criminal background checks for their volunteers to
protect the library and the Friends from possible lawsuits and Glenn seconded the motion. The
motion passed unanimously. Eric said he would bring this to the Friends Board’s attention at
their November 11, 2009 meeting.

Notes from area Playaway libraries
Harker Heights Public Library:
·Playaways have been popular
·When the library began using Playaways, the library provided 2 rechargeable batteries.
This became unmanageable and the patrons are now required to provide batteries.
·Limited titles
Austin Public Library:
·Have had mixed results. Some branches really like the Playways and others get little
use. Lower income neighborhoods seem to have a higher usage.
·Would prefer to have downloadable audio books, but cannot afford the subscription
fees
·Are considering using Ingram’s downloadable product, but are concerned about number
of available titles
·Playaways have limited titles
·Titles are expensive
New Braunfels Public Library:
·Used a grant to purchase approximately 60 Playaways as a pilot program
·Limited titles
·Have had a number break
·Use rechargeable batteries, not a problem, recharge all batteries once a week
·Cases are on the shelf, but players are kept behind the desk
·Titles expensive
·Will not continue program due to the fact that they want to move to the Ingram
downloadable books and not create an additional format
Average cost of a Playaway = $60.00
Average cost of books on CD = $40.00
Other concerns: Many books on CD users listen to the CDs in their automobiles.
Playways require an input jack to be played in an automobile. Some automobiles,
depending on the placement of their radio antennas, cannot use input jacks.

The meeting was called to order by Chair Betty Ann Sensabaugh at 6:30 PM.
Glenn Mautner made the motion to accept the minutes of the September 2009
Library Advisory Board meeting and David Ciambrone seconded the motion. The
motion passed unanimously.
DIRECTOR’S REPORT:
Director Lashley reported that the library staff completed an inventory of the library
the week of October 5-9. Eric stated the inventory was very successful and that he
would share the statistics at the November board meeting.
Eric reported that the library ended the fiscal year on September 30. The library
finished the year with a circulation a little under 500,000. Library visitations were up
over last year and Internet usage was over 100,000. The library added
approximately 15,000 items and withdrew 21,000 items.
Director Lashley also reported that the library will be receiving approximately
$18,000 for temp/on-call employees.
Eric announced that the library has experienced no problems with the criminal
background checks. One volunteer originally decided not to participate and then
changed his mind.
Eric announced the Congregation Havurah Shalom of Sun City will be sponsoring a
Holocaust exhibit in the library from January 17 – February 2010. As of October 12,
2009, over 100 school classes had requested tours of the exhibit.
Eric also announced the Friends of the Library will be having a membership drive
October 18-24. The City of Georgetown will be doing a proclamation at the October
13 meeting in honor of the Friends.
CONSIDERATION OF AND POSSIBLE ACTION ON THE FOLLOWING:

available for introduction.
Introduction of a board member – Betty Sensabaugh: Betty Ann asked David
Ciambrone to introduce himself to the board. David has lived in Georgetown for
approximately 5 years. Prior to moving to Georgetown, he lived in southern
California. He worked as an engineer and retired from the defense contractor
Raytheon. David writes mysteries and some nonfiction. He writes the Uncle Dave
column for the Williamson County Sun. He is involved with a number of writing
organizations and is a member of the Georgetown Library Foundation.
CTLS news – Linda Nix: Linda announced she and Eric attended the annual
membership meeting on September 25 in Harker Heights. They attended the
business meeting in the morning and a workshop on senior programming in the
afternoon. The afternoon workshop included a storyteller, a slap-stick comedy
group, and a vocalist. The outreach librarian from Temple Public Library also
discussed her outreach program to nursing homes using Temple’s bookmobile.
Georgetown Learns – David Ciambrone: David announced the Georgetown
Learns program has begun and is averaging approximately 15 students per class.
He said next semester’s course schedule will be published soon.
Kindles for our Library? – Eric Lashley: Eric passed out some information
about the Kindle reader and two Sony e-reader products. According to the
research, few public libraries are loaning out e-readers at this time and the libraries
that have loaned them out have had mixed results. After much discussion, the
board felt that it was too early to attempt considering loaning e-readers. The board
then discussed other technologies and the Playaway, a pre-loaded digital audio
book, was discussed. After discussion, Eric agreed to research the viability of the
Playaways and report back to the board in November.
Arrangement of adult fiction collection – Eric Lashley: Eric announced he
had received a request for information from Kathryn Morehouse concerning the
possibility of arranging the collection into genres: mystery, science fiction, and
westerns. Kathryn had been asked to bring this to the Board by a long-time patron,
Joe Pondrom. Eric explained the library had been arranged by genres in years past.
The problem with arranging collections by genre is that it requires constant shifting
to keep the collections separated. Before moving to the new library, the staff
decided it would be best to interfile all fiction and also interfile the former career
collection and biography collection. To assist patrons that preferred the old filing
system, the staff color-coded the collections, so that it would be easy to spot the
different genres.

The meeting was called to order by Chair Betty Anne Sensabaugh at 6:35 PM. David
Ciambrone made the motion to accept the minutes of the August 2009 Library
Advisory Board Meeting and Marisue Miller seconded the motion. The motion passed
unanimously.
DIRECTOR’S REPORT:
Director Lashley reported that circulation continued to increase for the month of August
as well as patron visits. Eric reported Internet usage was high at 9,518.
Eric announced the Friends had their annual membership meeting on September 8.
Both Glenn and Betty Anne attended the meeting. Eric announced that Judy Apel will
be the new President. Judy has served on the Friends’ Board formerly as publicity
chair.
Director Lashley announced Eliot Wilde performed in the Live Music series on Sunday,
August 16. Eliot received many accolades and was featured recently in the Williamson
County Sun for winning a national classical guitarist competition. The next Live Music
event will be on September 20, Vagabones, a trombone quartette
Eric announced the library has employed Ezekial Macias Troncoso through the AARP
Senior Employment program. Ezekial will be working the front desk area for 18 hours
per week. Ezekial joins Thelma Dingler, another AARP employee, who works in our
Technical Services Department.
Director Lashley reported the library had changed policies in regards to proctoring
services. In the past, the library proctored exams for anyone at no cost. Other
institutions have discontinued this service or are charging a fee for proctoring services
and this has caused an increase in the number of people coming to Georgetown from
the surrounding areas to have their tests proctored. Library staff members will only
proctor tests for any Georgetown resident or nonresident library card holders if they
have had a card at least 3 months.
Eric also announced Georgetown Art Works will be having the annual Art Hop Event in
the library during the month of October and a reception will be held the evening of
Friday, October 2. In January the library will host a Holocaust exhibit from the
Holocaust Museum Houston. A Holocaust survivor will speak on January 17th and an
author who has written about the Holocaust will be speaking January 27th.
Eric announced Library Assistant Billy Cryer had resigned and moved to Bloomington,
Indiana to attend library school at Indiana University. His position has been posted and
applications will close on September 18.
Finally, Eric reported that the library will be closed October 5 – 9 while the staff
performs the annual inventory.
CONSIDERATION OF AND POSSIBLE ACTION ON THE FOLLOWING:
Introduction of a library staff member – Eric Lashley: Gail Pruett was
introduced to the board. Gail is a Temp/On-Call employee, which means she is paid to
come in when the library has shortages due to illness or vacations. Gail is the daughter
of Gretchen Pruett, former Assistant Library Director and current Library Director of the
New Braunfels Public Library. Gail also works part-time at the Round Rock Public
Library. Gail told the board what she does at each library and gave the board a
comparison of the libraries.
Introduction of a board member – Betty Sensabaugh: Betty Anne asked Sue
Miller to introduce herself to the board. Sue grew up in Victoria, Texas. She and her
husband Clark have lived in Georgetown for 4 years. Clark was in the military and they
lived all over the world. When Sue lived in Goliad, TX, she and Clark volunteered for
the Goliad County Library. Sue also worked at the Austin High School library. She and
Clark have been volunteering at our library as long as they have been in Georgetown.
CTLS news – Linda Nix: Linda announced she and Eric will be attending the
annual membership meeting on September 25 in Harker Heights. They will attend a
business meeting in the morning and a workshop on senior programming in the
afternoon.
Georgetown Learns – David Ciambrone: David announced the Georgetown
Learns program has begun. He announced publicity was late and fewer students have
signed up than was hoped for. The Foundation will be having a meeting soon to
organize the spring semester and get the publicity out in a timelier manner.
Library Budget – Eric Lashley: Eric announced the City had passed the
budget for next fiscal year. The library will have a status quo budget. The library will
have one frozen position and will have a budget of approximately $1.7 million.
Personnel equals approximately $965,000, library materials budget equals $130,000,
and operations equals approximately $600,000.
The Friends have asked the library to budget $40,000 for unfunded projects.
Director Lashley said the library was considering asking the Friends for a digital
microfilm reader/scanner/printer, a photocopier, downloadable audio books, and
some other library supplies such as bookcarts.
Bookmobile – Eric Lashley: Eric announced the Friends have discussed
funding a large project for the library. A project that was mentioned was the purchase
of a bookmobile to serve populations which may have transportation issues. Eric told
the board that he and a number of staff members toured the Temple Public Library and
spoke with the librarian in charge of their bookmobile program. Eric stated the staff was
just researching the idea of having a bookmobile. The board was supportive of
continuing to research the possibility of a bookmobile program.

The meeting was called to order by Chair Betty Anne Sensabaugh at 6:30 PM.
Glenn Mautner made the motion to accept the minutes of the July 2009 Library
Advisory Board Meeting and Anjeanette Courtin seconded the motion. The
motion passed unanimously.
DIRECTOR’S REPORT:
Director Lashley reported that circulation and patron visits continued to increase for
the month of July. Eric reported Internet usage hit a record high of 10,073 uses.
Eric showed the Board changes to the library’s homepage that included using
images from our photo contest. Director Lashley also showed the entries of the
children’s photo contest.
Eric announced the Summer Reading Program ended on July 29. This year’s
program was very successful. However, we did have a few parents complain about
their children not winning the reading competition.
Eric reported the summer intern Chris Gaudian’s last day at the library was August
5. Jesika Dendy replaced Chris on August 6 and will be working at the library the
next 8 weeks.
The library staff has noticed an increase in homeless persons using the library. Eric
noted that one evening a young man had fallen asleep at the library and was found
and escorted out of the library by a group using one of the community rooms.
Director Lashley went through the patron comments and board members agreed it
was appropriate to give military families the same nonresident discount as senior
citizens. (Note: The board voted unanimously to create a military family library
card rate the same as the senior citizen rate, but due to the fact that this item
was not posted for action, the Board could not officially take action on this
subject. However, it was within Director Lashley’s authority to make the rate
adjustment and it therefore went into effect August 11, 2009.)
CONSIDERATION OF AND POSSIBLE ACTION ON THE FOLLOWING:
Introduction of a library staff member – Eric Lashley: There was no staff
member in attendance, but Eric used the staff photos on the library’s homepage to
introduce each member photographed and explain their job duties.
Introduction of a board member – Betty Sensabaugh: Betty Anne asked for a
volunteer to introduce themselves. Kathryn Morehouse volunteered. Before moving
to Georgetown in 2000, Kathryn lived in Newport News, Virginia. Kathryn’s husband
was in the military and they were stationed at Ft. Hood and she was able to live
overseas for more than 13 years. Kathryn previously worked in a library and she
enjoyed the job and wanted to get involved with the Library Advisory Board here in
Georgetown. Kathryn is currently employed with the Williamson County Tax Office.
CTLS news – Linda Nix: Linda handed out a list of highlights from the Central
Texas Library Association newsletter. Linda noted Rosa Garcia and Bethni King
were recognized for their participation in the Ready to Read program.
Georgetown Learns – David Ciambrone: David was absent from the meeting,
but Eric told the Board that the Foundation had met with Suzette Davidson and have
booked rooms for the first semester of classes.
Library Budget – Eric Lashley: Eric reported the Council was still in the
process of completing the budget. As it stands now, the library would not have any
cuts, but would have one position frozen.
Criminal background checks for library volunteers – Eric Lashley: Eric
handed out a draft of a consent form and letter to go out to library volunteers. Eric
said he hopes to start the program on September 1. He is waiting to get approval
from Human Resources. He noted that the cost of the criminal background checks
is only one dollar per background check.
Hill Country Book Festival – Eric Lashley: Eric informed the Board that he
had met with members of the Hill Country Book Festival Board and they have
decided to partner with the library for the November Children’s book festival. Bethni
King, the library’s teen librarian, will be assisting the Hill Country Book Festival
Board in organizing the teen events.

The meeting was called to order by Vice Chair Shana Nichols at 6:30 PM. David
Ciambrone made the motion to accept the minutes of the April 2009 Library
Advisory Board Meeting and Sue Miller seconded the motion. The motion passed
unanimously.
DIRECTOR’S REPORT:
Director Lashley reported that circulation and patron visits continued to increase for
the months of May and June. Eric reported that library card registration and meeting
room usage also were up in May and June.
Eric announced the sculpture show by the Texas Society of Sculptures has been a
success and the show will run until August 28.
Eric distributed images of the library’s new banners, children’s mascot, and logo for
our Live Music at the Library program. He also reported the Jeep has been
completed and installed in the children’s room.
Eric reported that the Spanish classes taught by Billy Cryer were a success. He
also announced that the library has two new employees, Thelma Dingler and Chris
Guadian, who are paid through two different federal employment programs. These
employees are contributing 60 hours of labor per week at no cost to the City of
Georgetown.
Eric reported that he had attended a City Council workshop earlier in the day and
the City Manager’s proposed budget does not include any cuts in next year’s
budget. However, there is one frozen position and that position will remain frozen
until the economy/revenues improve. Eric said this was a very positive budget
compared to library budgets throughout the nation.
Director Lashley also reported an arrest of a homeless person at the library that
caused some distress among some patrons. Eric plans on speaking with the Police
Chief to ask that in the future officers inform library staff if any arrests take place in
the library.
Eric announced the next Live Music @ Your Library event and read the patron
comments.
CONSIDERATION OF AND POSSIBLE ACTION ON THE FOLLOWING:

Introduction of a board member – Betty Sensabaugh: Shana asked for a
volunteer to introduce themselves. Anjeanette Courtin, who goes by Angie,
volunteered. Angie said she has lived in Georgetown for 2 years. Angie grew up in
Detroit, Michigan. She is a graduate of Indiana University. She was a teacher and
a High School administrator in Aurora, IL. She is married to an attorney and has
one grown son. Before retiring and moving to Berry Creek, Angie searched the
Internet for a retirement home in Texas. She fell in love with Georgetown. She is
experiencing her second Texas summer and is intrigued by the weather. Angie
joined the Library Advisory Board because she wanted to get involved in the
community.
CTLS news – Linda Nix: Linda announced that the State Legislature had
increased direct aid to public libraries by $1.75 million in each year of the biennium
and the annual appropriation of state money will be $7.4 million, an increase of 30%
over FY 2009. She also announced the Legislature appropriated $750,000 per year
for the ten regional systems.
Parking – Eric Lashley: Eric reported he had been contacted by the Mayor and
was assured the Council and City Manager are aware of the problem and will seek a
long-term solution. The City Council discussed the library parking issue at a June
Council workshop. The City is aggressively marketing the Albertson’s building and
decisions on City facilities will be made once the Albertson’s property is finalized.
Georgetown Learns – David Ciambrone: David announced the Library
Foundation has agreed to sponsor the Georgetown Learns program. Instructors
have been contacted and the committee is working on finalizing the course list and
is working on a brochure and promotional materials.
Criminal background checks for library volunteers – Eric Lashley: Eric said
he had been contacted by the Parks and Recreation Department within the City.
Parks and Rec. is considering starting a formal volunteer program and is seriously
considering requiring a criminal background check for their volunteers. This brought
up the issue of whether the library should require criminal background checks for
volunteers. After much discussion, the Board felt it was in the best interests for the
Library to require criminal background checks on all volunteers regardless of years
of service. The Board also believed the repercussions of not requiring a background
check would be severe if something tragic happened involving a volunteer and a
patron.
Hill Country Book Festival – Eric Lashley: Eric explained that David had
asked to place this item on the agenda. David stated that last year the organizers of
the Hill Country Book Festival did not pay for the use of the facility and did a poor
job cleaning up after the event. David would like to see the Hill Country Book
Festival organizers pay for the clean up and set-up of the facility. Eric explained that
last year the organizers had the facility fees waived by the Arts and Culture Board.
This year the Arts and Culture Board also agreed to be a sponsor of the event by
waiving the facility fees. After much discussion, Eric announced that he would be
meeting with the Board of the Hill Country Book Festival and would try having them
take more responsibility for the setup and clean up of the facility.

The meeting was called to order by Chair Betty Sensabaugh at 6:30 PM. David
Ciambrone made the motion to accept the minutes of the April 2009 Library Advisory

DIRECTOR’S REPORT:
Director Lashley reported that circulation continues to increase as well as patron visits.
Eric reported that library card registration went slightly down. However, meeting room
usage was slightly up.
Eric announced that the library held a volunteer appreciation luncheon on April 16 and
the staff recognized three volunteers for their years of service: Mary Beth Huba, Leo
Hamilton, and Judy Johnston. Eric also announced the Friends of the Library held their
annual volunteer appreciation event on April 22.
He also reported the Friends purchased an additional music CD case, the Sun City
Dulcimer Club played on April 19 and the Sun City Kiwanis Club donated $500.00 for the
Summer Reading program.
Eric distributed a copy of a snapshot of the Library’s circulation. He explained how the
new materials and DVDs drove circulation. He explained the different categories of item
types.

Introduction of a library staff member – Eric Lashley: Suzette Davidson, Reference
Librarian, was introduced to the Board. Suzette told the Board she had grown up in a
military family and had retired from the military. Suzette moved to Sun City after serving
at Ft. Hood. After retiring from the Army, she went to Library School at the University of
Texas at Austin. After graduating from UT, she was hired as the Reference Librarian.
She is the author of the Library’s Baffle the Bookworm column in the Williamson County
Sun and assists patrons with reference and genealogy questions. Due to the large
numbers of questions we receive concerning local cemeteries, Suzette recently attended
a cemetery preservation workshop in Kerrville.
Introduction of a board member – Betty Sensabaugh: Betty asked Shana Nichols to
introduce herself to the Board. Shana moved to Georgetown in 1998. Shana grew up in
a military family. She considers DeKalb, TX her hometown. After graduating high
school, Shana attended and graduated from the University of Texas at Austin with a
degree in Economics. After graduating from UT, she worked for the City of Austin and
now works for CSC Consultants in Austin. She is married with no children, but has four
godchildren.
Summer meeting schedule – Betty Sensabaugh: Betty announced that Eric would
be absent from the June meeting. She asked if the Board should meet in June. Shana
Nichols made the motion to cancel the June 2009 meeting and David Ciambrone
seconded the motion. The motion passed unanimously.
Parking – Eric Lashley: Eric announced that the Friends of the Library were going to
petition the Georgetown City Council and the County Commissioner’s Court to increase
parking for the library, specifically at the corner of 8th and Martin Luther King Jr. The
Friends of the Library are requesting meetings with Councilmembers and would be
happy if members of the Advisory Board attended these meetings. Eric said he would
notify members concerning any future meetings between the Friends and members of
Council.
Georgetown Learns – David Ciambrone: David announced that he has met with
Larry Franks and other members of the Georgetown Library Foundation to discuss
having the Foundation sponsor the Georgetown Learns program. The Library
Foundation meets on May 19, 2009 and will vote on whether to accept the proposal. All
indications are that they will vote in favor of sponsoring the project.
CTLS news – Linda Nix: Linda read a section of the CTLS May Newsletter that
concerned a presentation given by Pat Tuohy, Executive Director of CTLS, in regards to
future of libraries. She was very encouraged to find that the Georgetown Public Library
had followed a number of things that were outlined in the article and she felt we were
ahead of many trends.
Meeting Room Use – Eric Lashley: Eric explained that the library’s meeting room
policies required catering for events to be approved by the Red poppy Coffee Company.
Eric explained that he had a few complaints recently concerning the Red Poppy Coffee
Company’s catering services and that he had met with Lisa Hoekstra, owner, and had
reiterated that the catering rights can be terminated if the library felt the complaints were
negatively affecting patrons’ attitudes toward the library.
Swine flu and library closure – Eric Lashley: Eric explained that the City will follow
the Center for Disease Control’s recommendations and the Georgetown Independent
School District in regards to closing public facilities. If the schools are closed due to a
public health concern, the City will close the Library as well as the Recreation Center to
prevent the spread of disease.

MINUTES:
David Ciambrone made the motion to accept the minutes of the March Library Advisory
Board Meeting and Kathyrn Morehouse seconded the motion. The motion passed
unanimously.
DIRECTOR’S REPORT:
Director Lashley reported that circulation and visitations were up for the month of March. Eric
reported that the Friends of the Georgetown Public Library had donated $5,000.00 to the library
to be used for books on CD and DVDs for the adult, children’s, and young adult collections.
He also reported that the Texas History Room was dedicated to the memory of Clara
Scarbrough on March 14. David Ciambrone and Betty Anne Sensabaugh were in attendance.
Eric mentioned the annual Easter egg hunt took place the week of April 6th and he spoke to the
noon Lion’s Club about library services on April 8.
Director Lashley read through the patron comments from the month of March.
Eric also reported the following upcoming events:
David Ciambrone will be the feature author for the First Friday author event on May 1,
2009
Diane Fanning Hill will be the author for the Hill Country Author Series on May 7 at 2:00
PM
Music! Live @ the Library – April 19 at 3:00 PM will feature the Dulcimer Club of Sun
City
Marley & Me book discussion will be held May 12 at 7:00 PM
Marley & Me Dog Show will be held May 17 at noon
Rosa Garcia and Eric Lashley will be speaking to the Sun City Kiwanis Club on April 14
at 10:00 AM
Eric also announced that he is working on obtaining banners to hang from the library’s lamp
posts to promote library programs and services.
CONSIDERATION OF AND POSSIBLE ACTION ON THE FOLLOWING:
Introduction of a library staff member- Eric Lashley: Kathleen Bowling, Evening and
Weekend Supervisor were introduced to the board. Kathleen has been a member of the library
staff for approximately 13 years. She explained all of her job duties to the Board.
Introduction of a board member – Betty Sensabaugh: Glenn Mautner introduced
himself to the board. Glenn first came to Georgetown in 1966 when he was serving in the
military at Ft. Hood. Glenn moved to Georgetown in 2007 after working and living in the
Chicago area. He formerly served on an elected library board that had taxing authority.
Update on Georgetown Learns program – David Ciambrone: David announced that
he had approached the Georgetown Library Foundation to see if they were willing to partner on
this project. At this time, it looks like the Foundation is willing to partner, but David had not
heard officially from the Foundation’s President, Larry Franks.
Contessa (condominium) project – Eric Lashley: Eric handed out a Project Synopsis
for the Contessa Vertical Mixed Use Project proposed for 8th and Rock Streets. Eric
announced that he had attended the Historic Architecture and Review Commission’s March
meeting in which this project was discussed. This project is only in the conceptual design
phase. There are a number of variances the project may need from the City. Eric wanted to
present this information to the Board before they heard about it through other sources. Eric will
keep the board informed as the project moves through the City processes.
Parking – Eric Lashley: Eric reported that the improvements to the parking on 8th
Street have been completed. He mentioned that a long-term parking solution is still needed for
overflow parking.
Library Budget – Eric Lashley: Eric announced that the library did not suffer from any
budget cuts at mid-year. However, the library is expecting some cuts for next fiscal year, which
begins October 1, 2009.
Chairperson Betty Anne Sensabaugh adjourned the meeting at 7:35 PM.

The meeting was called to order by Betty Anne Sensabaugh – Chair at 6:30 PM.
The order of the agenda was rearranged to allow the guests from Pedernales Electric Cooperative
to lead the meeting and for members of the Board to introduce themselves.
CONSIDERATION OF AND POSSIBLE ACTION ON THE FOLLOWING:
Presentation by representative of Pedernales Electric Cooperative – Eric Lashley: Carla
Cooper-Hicks and Elizabeth Matthews from Pedernales Electric Cooperative presented a check for
$1,000 as a part of PEC’s Light the Way Program. The Light the Way Program sponsors
organizations that provide services to their communities.
Introduction of new board members – Eric Lashley: Betty Anne introduced herself to the
board as a new board member and as the new chair of the board. Each new board member and
each returning board member introduced themselves to the board.
MINUTES:
Betty Anne then asked to hear a motion to accept the minutes of the February board meeting.
David Ciambrone made the motion to accept the minutes and Marisue Miller seconded the
motion. The motion passed unanimously.
Betty Anne then asked Eric Lashley, Library Director, for the Director’s Report.
DIRECTOR’S REPORT:
Director Lashley reported that the circulation figures for February were higher than last February
and the visitations were also up from the same time last year.
Eric asked the board members to check the roster and please report any changes or corrections.
Eric announced the Library was starting a First Fridays author series. The first event was held on
March 6.
Eric noted that the number of withdrawals was unusually high due to the large number of materials
removed for the book sale in January.
Director Lashley invited the Board to attend the dedication of the naming of the Texas History
Room on March 14 at 10:00 AM and the unveiling of the Waterin’ the Work Mules sculpture on
March 10 at 5:30 PM in front of Council Chambers.
Eric announced the annual Children’s Tea Party will be held the week of Spring Break, and that
the next Music Live @ the Library program will be held on March 29.
Eric noted that the Library was trying to encourage patrons who reserve materials to select the
notification by email versus selecting a phone call as a way to save money.
CONTINUATION OF CONSIDERATION OF AND POSSIBLE ACTION ON THE
FOLLOWING:
Election of vice chair and secretary – Betty Sensabaugh: Betty asked for volunteers to serve
as vice chair and secretary. Shana Nichols volunteered to be vice chair and Anjeanette Courtin
volunteered to be secretary. David Ciambrone made the motion to approve Shana Nichols as
vice chair and Anjeanette Courtin as secretary and Marisue Miller seconded the motion. The
motion passed unanimously.
Update on Georgetown Learns Program – David Ciambrone: David updated the Board on
the progress of the Georgetown Writer’s College. He explained the concept to the new board
members and said that he had approached the Friends of the Library about sponsoring the program.
He received a reply from Martha Lawlor, president of the Friends, indicating they were not
interested in supporting the program. Eric noted that he had attended the last Friends of the
Library board meeting and thought the board was supportive of the program. Eric announced that
he would be attending the Friends’ monthly meeting on Wednesday, March 11, 2009 and would
report back to the library board the Friends’ intentions.
Letter of support for monitoring of free wi-fi use – Eric Lashley: Eric distributed a letter
written by former board member and chair Linda Nix to Dennis Schoenborn, who is the City’s
Director of Information Technology. Eric explained that Mr. Schoenborn had requested the letter
of support to justify the purchase of software that would monitor the usage of the Library’s wi-fi
system.
Library Budget – Eric Lashley: Eric distributed a copy of the Library’s budget. He noted that
the majority of the Library’s budget is personnel. He noted that the City would be making budget
cuts this fiscal year and intended to make cuts next fiscal year due to the economic downturn.

MINUTES:
The meeting was called to order by Linda Nix – Chair at 6:30 PM. Gerald Sensabaugh
made the motion to accept the minutes and Ruth Anne Mallory seconded the motion. The
motion passed unanimously.
DIRECTOR’S REPORT:
Director Lashley thanked the outgoing Board members for their service to the Board.
Eric reported that the circulation figures for January were higher than last January and that
Internet usage had reached over 9,700 users.
Director Lashley reported that the Friends of the Library had a successful book sale on
January 23 -24 that netted over $10,000. All materials that were left over from the sale were
picked up by a nonprofit called Books Beyond Borders.
Eric noted that tax assistance had begun. Gerald Sensabaugh reported that the tax preparers
have seen a 100 percent increase over last year.
Eric announced that this year’s Georgetown Reads will be John Grogan’s Marley and Me.
He also announced the Friends’ next author series event will feature Elizabeth Crook on
February 26.
Board members who are retiring after this meeting include Ruth Ann Mallory, Linda Nix, and
Gerald Sensabaugh. Linda will continue to attend meetings as the CTLS Lay Representative.
CONSIDERATION OF AND POSSIBLE ACTION ON THE FOLLOWING:
Presentation by City Finance Department staff about 09-10 budget process, Micki
Rundell and Leticia Zavala: Micki explained to the Board that revenue projections are
down this year and the City is expecting to have to make cuts during the fiscal downturn.
Micki answered Board members’ questions concerning sale taxes and hotel occupancy taxes,
as well as developments that are going on-line.
Update on Georgetown Learns program, David Ciambrone: David explained that
planning had slowed down during the holidays. He did say that he has drafted a list of
potential classes. He also has contacted the Friends of the Library to see if they are interested
in helping with the project. It would be easier if there was a nonprofit that could be used to
handle the revenues.
Update on Writers’ College, David Ciambrone: David reported that one more session
remains. The organizers have learned a lot of lessons as to what works and what doesn’t and
they will meet to design next year’s course schedule.
Report on CTLS fall meeting, Judy Johnston: Judy reported that she and Linda Nix
attended the CTLS fall meeting in Bee Cave. Judy noted she and Linda attended a workshop
on fundraising for Friends groups. She also reported that there was concern among many
small libraries in regards to the changes being proposed for the interlibrary loan system.
Consideration of renaming the Texas History Room to honor Clara Scarbrough,
Eric Lashley: Eric had mentioned at the previous meeting that it may be nice to honor Mrs.
Scarbrough by naming the Texas History Room in her honor. Marisue Miller asked if Eric
knew the location of Mrs. Scarbrough’s research for her work, Land of Good Water. Eric
did not know the location of the papers or research. It was also suggested that perhaps a
portrait of Mrs. Scarbrough could be placed in the room. Ruth Anne Mallory made the
motion to name the Texas History Room in honor of Clara Scarbrough and David
Ciambrone seconded the motion. The motion passed unanimously.
Letter of support for monitoring of free wi-fi use, Eric Lashley: Eric asked the Board
to approve a letter to be written by the chair, Linda Nix, in support of the Information
Technology Department’s purchasing of software to monitor the library’s free wireless
Internet access. Gerald Sensabaugh made the motion to authorize Linda Nix to draft a
letter to Dennis Schoenborn, Director of IT, in support of purchasing software to monitor
Internet usage in the library and David Ciambrone seconded the motion. The motion
passed unanimously.
Chairperson Linda Nix adjourned the meeting at 7:40 PM.

MINUTES:
The meeting was called to order by Linda Nix – Chair at 6:30 PM. Gerald Sensabaugh made
some corrections to the minutes regarding his biography. The errors were noted and Gerald
made the motion to accept the minutes as corrected and Marisue Miller seconded the
motion. The motion passed unanimously.
DIRECTOR’S REPORT:
Director Lashley reported that circulation and attendance were up for the month of December
as compared to December 2007. New library card applications also were up.
Eric discussed the comments by patrons. Eric also mentioned that he had received a letter
from the attorney of Clara Scarbrough informing the library that Mrs. Scarbrough had left the
library $10,000.00 in her will.
Eric reminded the Board of the Friends’ Book Sale on January 23 & 24. He also announced
that Richard Groves was named Library Employee of the Year at the City’s annual Employee
Recognition Luncheon.
Eric also thanked Judy Johnston for serving as the Central Texas Library System Lay
Representative and all the work she has done on behalf of the library.
CONSIDERATION OF AND POSSIBLE ACTION ON THE FOLLOWING:
Introduction of Board Member, Judy Johnston: Judy was born in Oklahoma City.
She is a graduate of the University of Oklahoma and she has one daughter. Judy is married to
Colin Johnston and both of them volunteer for the Library and the Visitor Information
Center. Judy moved to Georgetown in 1998 and began volunteering at the Library in 2000.
She has served as the Library’s volunteer coordinator, Library Advisory Board Chair,
Secretary of the Friends of the Library Executive Board, and the CTLS Lay Representative.
Introduction of Staff Member, Eric Lashley: Eric did not introduce a staff member.
Update on Georgetown Learns program, David Ciambrone: David was out of town
and could not attend the meeting. He did send word that the committee did not meet in
December due to the holidays but would resume when he is back in town. Linda made a
report concerning the Writer’s College.
Selection of new CTLS lay representative, Eric Lashley: Eric explained the role of
the CTLS lay representative. Gerald Sensabaugh made the motion to appoint Linda Nix
as the CTLS lay representative and Ruth Anne Mallory as the CTLS lay representative
alternate and Marisue Miller seconded the motion. The motion passed unanimously.
Possible change of Sunday library hours, Eric Lashley: Eric stated that he had been
asked to reconsider changing the Sunday hours by patrons and Lisa Hoekstra, owner of the
Red Poppy Coffee Company, from 1 PM to 6 PM to 12 PM to 5 PM. Eric said the Board did
not need to vote on the change, but he wanted input from the Board.
Final review of Long-Rang Plan, Eric Lashley: Eric noted the changes that were
incorporated since the December 2008 meeting. Gerald Sensabaugh made the motion to
approve the Long-Range Plan and Ruth Anne Mallory seconded the motion. The motion
passed unanimously.
Chairperson Linda Nix adjourned the meeting at 7:40 PM.
