AGENDA:
1.Minutes of last Meeting: The meeting was called to order by Chair Betty Ann
Sensabaugh at 6:30 PM. Shana Forte Nichols made the motion to accept the
minutes of the October 2011 Library Advisory Board Meeting and Glenn
Mautner seconded the motion. The motion passed unanimously.
2.Introduction of new member, Karen Limbaugh – Karen introduced herself. Karen
is a former educator and school librarian from Santa Clarita, CA. She retired and
moved to Georgetown in January 2011. Betty Ann and the other board members
welcomed Karen to the board.
3. DIRECTOR’S REPORT:
Director Lashley reported circulation was slightly down for the month of October, but
was slightly up for the month of November. Eric reported the downturn in circulation
was due in part to the lack of availability of new books. The library has been unable to
catalog as many books as normal due in part to not having the cataloging librarian
position filled. The circulation should rise as the backlog of new materials gets resolved
now that the library has hired a full-time cataloger.
Eric reported the library had a successful Halloween party in October as well as two
musical events.
Director Lashley informed the board Rachael Pattillo was named the 2011 Library
Employee of the Year at the City’s annual employee appreciation luncheon.
Eric informed the Board the Arts and Culture Board had provided funding for an art
banner project that hung on the lamp posts around the square and the library. These
banners will be hung each year in celebration of October as the month of the arts. The
Friends organization held a number of successful fundraisers in October and
November. They had two successful Hill Country Author Series events with Sarah Bird
and David Lindsey. They also hosted a luncheon in honor of Dr. Morton King, a
founding member of the Friends organization.
The Georgetown Symphony Society held a successful concert by the critically
acclaimed pianist James Dick on November 17.
The Georgetown Reads committee has selected Listening is an Act of Love: A
Celebration of American Life From the StoryCorps Project as the next Georgetown
Reads title. The committee is working on programs that will compliment the book.
Eric announced Billy Cryer, a graduate student from Indiana University, had completed
his internship this semester and has gained employment with the McAllen Public
Library.
Director Lashley reported Brenna Normann had been hired as the new Cataloging
Librarian and Noreen Rafique was promoted to a full-time Library Assistant. Noreen’s
promotion leaves the library with a part-time Library Assistant position to fill.
Upcoming Events – Eric reported the music group Cactus Groove will be performing
Sunday, December 18 at 2:00 PM and there will be an evening Christmas party for the
children on Friday, December 16.
Director Lashley read aloud and discussed the patron comments for October and
November.
CONSIDERATION OF AND POSSIBLE ACTION ON THE FOLLOWING:
1. Bookmobile – Eric Lashley: Eric reported the Friends were close to meeting
their goal of $128,000 for the purchase of the bookmobile. The Friends had a
successful Wine and Dine event that made approximately $5,000. The delivery
date for the bookmobile is March 1. Eric noted the library will be applying for a
$2,500 Texas Book Festival grant to purchase materials for the vehicle.
2.Wifi usage at library – Eric Lashley: Eric handed out a printout of a report
showing the usage of the library’s public access points. In October, there were
2,790 distinct users of the public Internet access points. The high usage of the
public Wifi access points has led to a slow down of the network at times. Library
staff computers have been moved off of the public network to avoid having to
deal with a slow Internet connection.
3.OverDrive Consortium– Eric Lashley: Eric reported Sheri Miklaski and Brenna
Normann will be attending a meeting of the Central Texas Digital Library
consortium on Friday, December 16 in Pflugerville to discuss the management of
the consortium. The consortium has grown to 31 libraries and there is a need to
coordinate the collection development of all the member libraries to better serve
our patrons. Georgetown patrons continue to be heavy users of the consortium.
4.Cataloging Librarian position – Eric Lashley: Eric reported Brenna Normann
has been hired as the Cataloging Librarian. Eric informed the board that he had
received a complaint about the lack of new books on the shelves. When Eric
responded that the lack of materials was due in part to a lack of staff members,
the library was criticized for not have an adequate plan to deal with the staff
shortage. Eric hopes that once Brenna is trained the backlog of new books will
be resolved and circulation will rise.
5.Board member terms and future applicants – Eric Lashley: Eric noted 3
current board members will leave the board due to term limits; Sue, Glenn, and
Shana. David Ciambrone’s position will remain unfilled until February. So, a
total of 4 new members will come on board in March. Eric encourages board
members to ask anyone they felt was a good candidate to apply online for
membership to the board.
6.Schedule of future meetings - Eric Lashley: There were no changes to any
future scheduled meetings.

1.Minutes of last Meeting: The meeting was called to order by Chair Betty Ann
Sensabaugh at 6:30 PM. Glenn Mautner made the motion to accept the
minutes of the September 2011 Library Advisory Board Meeting and Marisue
Miller seconded the motion. The motion passed unanimously.
2. DIRECTOR’S REPORT:
Director Eric Lashley was on vacation and the report was given by Rosa Garcia. Rosa
reported circulation was up for the month of September over the previous year and the
circulation figures were higher than the previous year, with total checkouts equaling
527,746. This was impressive due to the fact that the library was open 6 less days in
FY 2010-2011.
Rosa reported visitations were also up for the year at 362,923. Other notable figures
for the year:
Children’s program attendance = 13,282
Children’s programs = 71
Internet usage = 97,441
OverDrive e-books checkouts = 1,739
OverDrive audio books checkouts = 1,035
Volunteer hours = 10,124.5
Copies added = 12,396
Copies withdrawn = 13,500
Donations added=2,839
Ms. Garcia noted the dedication of the stain glass window to Dixie Hanna was held on
September 18 as well as a concert by Mariachi de Jalisco. Eric and Linda nix attended
the CTLS meeting in Cedar Park on September 23 and Linda bought Eric a delicious
lunch.
Rosa reported Eric spoke to the Sun City Rotary Club and Daughters of the American
Revolution on September 6 and September 8.
Rosa announced there will be a special music program held on Thursday, October 6 by
classical guitarist Michael Nigro as well as our annual Halloween parties on October 26
at 10:30 a.m. and October 28 from 6:30 PM – 8:30 PM.
Rosa read aloud the patron comments for the month of September.
CONSIDERATION OF AND POSSIBLE ACTION ON THE FOLLOWING:
1. Introduction of Michele Harber, Community Outreach Librarian – Rosa
Garcia: Rosa introduced Michele Harber, the new Community Outreach
Librarian. Michele told the board what she planned to accomplish with the
bookmobile as well as the locations with which she has been in contact.
2.Bookmobile – Rosa Garcia: Rosa reported the Friends have raised
approximately $105,000 for the bookmobile. The Friends have scheduled two
future fundraisers; a lunch on October 19 in honor of Dr. Morton King, who was a
founder of the Friends organization, and a wine tasting on December 5
sponsored by Grape Creek Wineries.
3.Filing vacant staff positions – Rosa Garcia: Rosa reported the library has two
vacant positions: a cataloging librarian position as well as the library assistant
position vacated by Michele Harber. Eric has submitted requisitions for these
positions to be posted. These positions are critical for the library to maintain our
current level of service.
4.Report on quarterly meeting, future of CTLS – Linda Nix: Linda reported she
and Eric attended the CTLS Membership meeting on Friday, September 23.
Linda said CTLS hoped to raise over $300,000 by August 2012 to maintain
services. If funds are not raised by August 2012, CTLS may have to close the
doors. Linda also reported the changes to the Inter-Library Loan programs
taking place across the state.
5.Schedule of future meetings – Rosa Garcia: The November 2011 meeting
has been canceled. No other future meetings have been canceled or
rescheduled.

Sensabaugh at 6:30 PM. Lydia Harkey made the motion to accept the
minutes of the August 2011 Library Advisory Board Meeting and Glenn Mautner
seconded the motion. The motion passed unanimously.
2. DIRECTOR’S REPORT:
Director Lashley reported Shelly Karp resigned from the board and David Ciambrone
was removed from the board due to his absences. Betty Ann had written a letter to
Mayor Graver explaining David’s absences were due to illness. Mayor Graver
responded that the City Council had determined there were no excused absences and
David could re-apply to rejoin the board at a later date.
Director Lashley reported circulation and visitations were down for the month of August
due to the closure of the library from August 1 – August 5. Eric projects total circulation
for the year will be down due to the library being closed more days this fiscal year as
compared to the previous year. However, statistics are up on a daily basis.
Lashley reported Rita Kirkpatrick and Robert Barber had been learning the new
inter-library loan system since it went live on August 1. The staff has been able to limit
to ten items the number of requests we will fill from other libraries. Staff has seen a
number of our patron ILL request being denied by lending libraries. This is due to the
fact that most libraries do not have staff time or resources to loan materials to other
libraries.
Former employee Billy Cryer is working as an intern this semester and will begin
teaching computer classes this month.
Upcoming Events:
Eric reported the Texas Society of Sculptures Show will end September 24 and the next
art show will be the Art Hop in the month of October. This year, the Art Hop will feature
mobiles hanging from the ceiling.
The Friends of the Library’s annual meeting will be on September 14. The City of
Georgetown will be holding a meeting to discuss Urban Farming on September 15 at
6:00 PM in the Hewlett Room. The music program for the month of September will be
Mariachi Jalisco at 2:00 PM on Sunday, September 18. The library will also have a
short dedication ceremony for our new stained glass window in memory of Dixie Hanna,
a long-serving staff member who passed away a few years ago. On September 24 the
Williamson County Wine and Food Fest will be held at the Library.
Director Lashley read aloud and discussed the patron comments for August.
CONSIDERATION OF AND POSSIBLE ACTION ON THE FOLLOWING:
1. Bookmobile – Eric Lashley: Eric reported interviews had begun to hire the
Community Outreach Librarian (bookmobile librarian) and the staff hopes to
have a candidate selected by September 20. The Friends organization has
raised over $95,000 and is planning to hold some fundraising events in the fall.
2.Report on library budget – Eric Lashley: Director Lashley reported the City
Council asked staff members to find cuts to equal approximately 1% of the
general fund which equals approximately $400,000. The City Manager asked all
department heads to submit a 1% cut from each department’s budget. The
library submitted cuts that totaled approximately $17,000. At the special Council
meeting held on Monday, August 29 the Council did not make any cuts to the
library’s budget. The Council will vote on the final budget at their September 13,
2011 meeting.
3.Future of CTLS – Eric Lashley: Eric reported he attended a long-range
planning meeting with members of CTLS. He reported he was disappointed in
the meeting. Prior to the meeting, he had held talks with Pat Tuohy, Executive
Director of CTLS, and it was his understanding the organization would transition
into a membership-run organization with no paid staff. At the long-range
planning meeting, Pat had developed a plan to raise funds to keep the
organization going with paid staff. Director Lashley reported there will be a
meeting held on September 23 in Cedar Park to discuss the future of CTLS.
4.Schedule of future meetings - Eric Lashley: Shana Forte Nichols made a
motion to cancel the November 2011 Library Advisory Board meeting. The
motion was seconded by Glenn Mautner and was passed unanimously.

AGENDA:
1.Minutes of last Meeting: The meeting was called to order by Chair Betty Ann
Sensabaugh at 6:30 PM. Glenn Mautner made the motion to accept the
minutes of the July 2011 Library Advisory Board Meeting and Marisue Miller
seconded the motion. The motion passed unanimously.
2. DIRECTOR’S REPORT:
Director Lashley reported visitations were up for the month of July over the previous
year, but circulation was slightly down by approximately 300 items. Eric reported
computer usage was again over 10,000 users.
Lashley announced Liberty Hill Public Library had lost their certification from the State
Library and as a result our library will no longer be able to serve their TexShare
cardholders. We currently have approximately 150 Liberty Hill TexShare cardholders.
These patrons’ cards will now expire on August 31, 2011.
Director Lashley explained the changes to the inter-library loan program instituted by
the State Library on August 1. The new system will require libraries of all sizes to be
loaner libraries. This will most likely cause delays in receiving materials for our patrons
and cause more labor and time on the part of our staff to fill requests of other libraries.
Larger library systems that used to handle the majority of ILLs will be unable to fill these
requests due to budget cuts and the lack of staffing.
Lashley reported the Summer Reading programs were successful. Attendance was
high, but circulation wasn’t as high as expected. Also, the number of children or
parents using the on-line registration program was lower than in previous years.
Eric announced Haley Denton had left employment of the library to attend seminary in
Dallas and Laura Evans had resigned to join the Peace Corps. Former employee Billy
Cryer will return in late August as an intern, to complete the requirements for an MLS
from Indiana University. He will be giving basic computer classes.
Director Lashley reported the Texas Society of Sculptor’s annual show has been a big
success. However, one sculpture was accidentally broken in the children’s room.
Eric announced the OverDrive consortium will have 15 new libraries joining soon. This
will increase the number of titles available to our patrons.
Eric reported a number of incidents that have happened at the library recently: car
accident in parking lot, theft of tip jar in coffee shop and fire in recycling dumpster.
Director Lashley read aloud and discussed the patron comments for July.
CONSIDERATION OF AND POSSIBLE ACTION ON THE FOLLOWING:
1. Bookmobile – Eric Lashley: Director Lashley reported the Council approved
the purchase of the bookmobile on July 12, 2011. The Friends of the Library
signed a Memorandum of Agreement with the City and issued a cashier’s check
for $60,000 as a down payment for the bookmobile. Director Lashley will be
meeting with the manufacturer of the bookmobile on August 9 to finalize the
laminate and colors of the interior. Linda Nix wanted the Friends to be sure to
publicize the fact that no City tax dollars are being used to fund the purchase of
the bookmobile. She said she had heard complaints that during this economic
downturn the City shouldn’t be investing in such a large purchase. Eric
responded that the publicity had been clear the Friends were purchasing the
vehicle on behalf of the City and he would be sure to pass on the message to the
Friends Board.
2.Report on library inventory – Eric Lashley: Director Lashley reported the
inventory was successful. The nonfiction section on the second floor was
rearranged to make it more user friendly. A section of shelving was removed for
safety reasons from near the Jeep in the children’s room. The adult DVD
collection was moved near the circulation desk due to a high theft rate.
3.Possible parking structure near the library – Eric Lashley: Director Lashley
reported an item is on the August 9, 2011 Council agenda to approve funds to
hire an architect to do preliminary design work and cost estimates for a parking
garage across the street from the library. However, the City does not currently
own the land where the parking lot is proposed to be located.
4.Schedule of future meetings - Eric Lashley: There were no changes to the
schedule for future meetings.

1.Minutes of last Meeting: The meeting was called to order by Chair Betty Ann
Sensabaugh at 6:30 PM. David Ciambrone made the motion to accept the
minutes of the June 2011 Library Advisory Board Meeting and Glenn Mautner
seconded the motion. The motion passed unanimously.
2. DIRECTOR’S REPORT:
Director Lashley reported circulation and visitations were down for the month of June
over the previous year. However, the Internet usage was very high with 10,558 users.
The OverDrive e-books continue to see a steady increase in usage, but the
downloadable audio books have been less predictable. Eric announced a few new
libraries have joined the consortium and he expects more libraries to join in October
when many libraries fiscal years begin.
Director Lashley reported Sheri Miklaski attended the American Library Association’s
annual conference in New Orleans and brought back a number of ideas for programs
and services. One program in particular, the Living Library, was very appealing. The
Living Library program allows patrons to “check-out” individuals and learn about a
particular person’s background or beliefs. We are looking to implement this program in
the fall.
Eric announced the Texas Society of Sculptors will have a reception for their annual
show on July 17 from 1:00 PM to 3:00 PM and Alan “Bones” Davis will provide musical
entertainment from 2:00 PM to 4:00 PM the same afternoon.
Director Lashley also announced the entries in the annual Teen Art Show are on
display on the 2nd floor of the library.
Director Lashley read aloud and discussed the patron comments for June.
CONSIDERATION OF AND POSSIBLE ACTION ON THE FOLLOWING:
1. Place of Library in City’s organization chart – Eric Lashley: Eric reported
Randy Morrow, Director of Community Services, would be retiring in mid-August.
At this time, the City is not planning on replacing Mr. Morrow. The future position
of the Library in the organization chart is to be determined at a later date.
2.Library Budget – Eric Lashley: Eric reported the City Manager has not
included any cuts in his budget to Council. The budget includes increases for
the bookmobile program. The library did not receive funding for a request for
Temp/On-call positions. These positions had been funded in the past by the
Loan Star Libraries grant from the Texas State Library.
3.Bookmobile – Eric Lashley: Eric reported he will go to Council on July 12,
2011 to get approval to purchase the bookmobile from Texas Bus Sales. Eric
noted he had just been informed the price of the vehicle had increased due to
some additional safety equipment which was needed. The final price of the
vehicle went from $123,929.00 to $128,738.91.
4.Finalized State Library budget/future of CTLS – Eric Lashley: Director
Lashley read a letter from State Librarian Peggy Rudd dated June 22, 2011
detailing the large number of cuts to the State Libraries budget. The Loan Star
Libraries program, which funded the library’s Temp/On-call positions, was totally
eliminated. The Interlibrary Loan program has been de-funded and local
libraries will need to pick up the majority of costs to maintain interlibrary loans.
TexShare databases will be reduced, yet the cost will increase to the libraries by
at least 35 percent. Library Systems, such as the Central Texas Library System,
will be phased out during the next fiscal year. The Technical Assistance
Negotiated Grant program which gives direct computer and technical assistance
to small libraries will also be eliminated during the next fiscal year. The State
Library will lay off approximately 30 employees. The biggest impact to our library
will be the loss of approximately $14,000 in Loan Star Libraries funding as well
as the increase in cost of the TexShare databases. Director Lashley hopes to
have the Friends of the Library pay for the Temp/On-Call positions next fiscal
year.
5.Schedule of future meetings – Eric Lashley: There were no changes to the
schedule for future meetings.

1.Minutes of last Meeting: The meeting was called to order by Chair Betty Ann
Sensabaugh at 6:30 PM. Glenn Mautner made the motion to accept the
minutes of the May 2011 Library Advisory Board Meeting and Shana Nichols
seconded the motion. The motion passed unanimously.
2. DIRECTOR’S REPORT:
Director Lashley reported circulation and visitations were both up over the
previous year for the month of May. Eric reported the library had circulated 826
e-books and 518 downloadable audio books in the last 5 months through the
new OverDrive digital media services.
Eric reported computer usage is expected to rise with the end of school and the
library staff has reduced computer usage from 2 hours per day to 1 hour per day
to deal with the crowds. Director Lashley also reported new patron registrations
should also jump due to summer usage.
Eric reported the Johannes Brahms events on May 15 and on June 4 were very
successful.
Director Lashley reported the Summer Reading kick-off was held on Saturday,
June 4 and was well attended.
Eric announced the staff met with staff of Texas Department of Assistive and
Rehabilitative Services to discuss the possibility of installing software on a library
computer that can assist the blind with navigating the Internet. The library has a
few patrons that may benefit from having access to the Internet through the
purchase of the special software.
Eric also announced the library will be closed August 1 – August 5 to conduct an
inventory and re-arrange the nonfiction shelving on the second floor.
Director Lashley read the patron comments for the month of May.
CONSIDERATION OF AND POSSIBLE ACTION ON THE FOLLOWING:
1. Revision of bylaws – Bridget Chapman, Asst. City Attorney: Bridget
Chapman explained that the City Secretary and City Attorney’s offices were
standardizing the bylaws for all of the City’s Boards and Commissions to make it
easier in the future to make changes in the City ordinance. Bridget went over
each section of the Library Advisory Board’s bylaws and answered questions
from the board. Glenn Mautner made the motion to accept the new bylaws
and Lydia Harkey seconded the motion. The motion passed unanimously.
2.Possible Art Center at old Police Station – Eric Lashley: Eric reported the
Arts and Culture Board is recommending converting the old Police Station into
an arts center when the police move to the new public safety facility being
constructed on D.B. Wood Road. Eric said he made a report to the Main Street
Advisory Board on June 10 and will be meeting with the Convention and Visitors
Bureau board and Economic Development Advisory Board to discuss the
possible arts center and its impact on tourism and the cultural offerings for
residents of Georgetown.
3.Library Budget – Eric Lashley: Director Lashley reported the budget process
has been delayed with the election of two new council members. Eric said he
hopes to have more news on the library’s budget by the July board meeting.
4.Bookmobile – Eric Lashley: Eric reported the Friends had raised over $80,000
for the purchase of a bookmobile. The Friends did not receive the two large
grants they applied for, but did receive a $2,000 grant from the Chisholm Trail
Community Foundation. Eric announced the Friends would be applying for a
Brown Foundation grant which may help them reach their goal of $150,000.
5.Schedule of future meetings – Eric Lashley: Board members did not have the
need to make any changes at this time to future meeting dates.

Director’s Report
Director Lashley reported circulation and visitations for the month of April both were up
over the previous year.
Eric reported April was a very busy month: the Friends kicked off the WOW!
bookmobile campaign, the library celebrated Earth week, we had Georgetown Reads!
programs, staff attended the Texas Library Association conference in Austin, we had a
volunteer appreciation luncheon, and the Picture Circus event took place.
Eric announced that Sue and Linda were recognized as volunteers of the year at the
volunteer appreciation luncheon.
Director Lashley reported two sculptures had been purchased from among the
sculptures being displayed in the library by the Texas Society of Sculptors.
Eric announced Susan Mallory would be speaking at the library on Tuesday, May 10 at
1 PM and a reception for the 9th grade art show would be held at 6 PM. After a number
of years of waiting, a grand piano to be used for music events at the library will be
delivered to the library by the Georgetown Symphony Society. The first event will be
the “Meet Johannes Brahms” on Sunday, May 15 at 2 PM. This is a preview event for
the Georgetown Festival of the Arts. The Summer Reading program will kick-off on
Saturday, June 4.
Director Lashley read the patron comments for the month of April.
CONSIDERATION OF AND POSSIBLE ACTION ON THE FOLLOWING:
1. Report on TLA and CTLS issues – Eric Lashley: Eric reported that no new
funding was expected from the State budget for the Central Texas Library
System and he had heard a rumor that CTLS was considering merging with
another nonprofit library system to work to provide continuing education
opportunities and training for public libraries state-wide. The Texas State Library
will be laying off approximately 30 employees and they will no longer be
providing continuing education opportunities for public libraries. Eric also
reported staff attended the TLA conference in Austin and found our library was
staying abreast of library trends and may be ahead on some trends.
2.Report on Picture Circus – Eric Lashley: Eric displayed the front page of the
Williamson County Sun showing an acrobat and a clown from the Picture Circus
event. The event was well attended. It was the first large outdoor event we have
had in a long while and staff learned what to do and what not to do for any
similar events for the future.
3.Bookmobile – Eric Lashley: Eric distributed photos of a vehicle similar to the
size and model of the bookmobile the library is considering purchasing. Director
Lashley reported the Friends sent out solicitation letters on May 5 and look
forward to seeing what type of response they will get. Eric reported the Friends
were still waiting to hear from grant agencies.
4.Georgetown Reads! – Eric Lashley: Director Lashley reported the
Georgetown Reads! program launched on April 1 with a chili tasting at the Hill
Country Bookstore. The staff has had a successful canned food drive, cook
book give-away, wine tasting, and cooking demonstration. The wine tasting and
cooking demonstrations were so successful, patrons have asked us to make
these regular events. Lashley reported a new winery may be willing to do a wine
tasting prior to their arrival in town and an idea of having new restaurants assist
with cooking demonstrations to help promote their businesses was also
discussed.
5.Harper Collins eBooks – Eric Lashley: Eric reported he participated in a
conference call with other public librarians in Texas, the staff of the Texas Library
Association and Harper Collins, and also a subsequent meeting with selected
public librarians, TLA staff and a representative of the American Library
Association’s executive committee to discuss Harper Collins’ new 26-checkouts
policy as it relates to eBooks. Eric explained Harper Collins has established a
policy in which libraries that purchase the license to use their eBooks can only
use the eBooks for a total of 26 checkouts. This has caused a huge backlash
among libraries across the country and many libraries have decided to boycott
Harper Collins. The Georgetown Public Library as well as the Central Texas
Digital Consortium has decided it does not make economic sense to purchase
eBooks from Harper Collins. Eric explained the copyright laws do not allow
libraries to truly own, trade, or lend eBooks the same way we do other library
materials. Eric and other librarians are concerned if Harper Collins’ policy of 26
checkouts becomes the norm, libraries or consortiums will never be able to build
a core collection of eBooks to meet patron demand. Unfortunately, the
technology and market is so new for eBooks, it may be a while before libraries
and publishers come to an agreement that mutually benefits both parties.

Sensabaugh at 6:30 PM. Shana Nichols made the motion to accept the minutes
of the March 2011 Library Advisory Board Meeting and Marisue Miller seconded
the motion. The motion passed unanimously.
2. DIRECTOR’S REPORT:
Director Lashley reported circulation and visitations for the month of March both were
up over the previous year.
Eric announced many staff members would be attending the Texas Library
Association’s Conference in Austin the week of April 11. He also reported he met with
the head of the Sun City Library to discuss the bookmobile project. She did not have
any concerns about the bookmobile project and was glad to see the library reaching out
to the community. She mentioned having a group of volunteers for the bookmobile with
a possible name, Friends of the Bookmobile.
Eric thanked Sue Miller for all of her efforts and work in helping with the annual tea
party, which was a great success.
Eric reminded the Board there would be a volunteer appreciation luncheon on
Thursday, April 18 at noon.
Eric spoke about the WOW! Bookmobile kick-off event held April 3. He also spoke of
his appreciation to the Temple Public Library for volunteering to bring their vehicle for
the event.
Director Lashley also announced the Friends of the Library were going to have a booth
at the Red Poppy Festival to promote the bookmobile project.
Director Lashley also reported the Community Impact newspaper reported the lot at 8th
and Martin Luther King Jr. is scheduled to be paved soon. Eric tried to get confirmation
of timing from the County, but has been unsuccessful in getting a reply.
Eric reported tax season is almost over and this was the smoothest year to date. This
year saw very few problems and very happy patrons.
Eric reminded the Board of the Picture Circus event on April 30 and he read over the
patron comments.
CONSIDERATION OF AND POSSIBLE ACTION ON THE FOLLOWING:
1. 2011/12 Budget Input - Eric Lashley: Eric read comments submitted by Glenn
Mautner. The Board discussed the need to support the bookmobile and other
services of the library. Sue Miller asked if the library needed to make cuts,
where would we make cuts? Eric responded that in the past the library has been
willing to cut the travel and training budget. Most of the budget is personnel and
the only areas to cut that would have the least impact on the patrons are travel,
training, and postage.
2.CTLS news and issues – Eric Lashley: Eric reported that no new funding was
expected from the State budget for CTLS funding. Eric and Linda reported the
news is depressing for many of the small libraries in our area.
3.Bookmobile – Eric Lashley: Eric reported the Friends’ bookmobile committee
has been hard at work planning the WOW! Bookmobile campaign. They are
scheduled to send out a solicitation letter by mail in the next few weeks. So far,
the response has been positive.
4.Georgetown Reads! – Eric Lashley: Eric read a list of events for Georgetown
Reads! and so far the response has been great with the food drive and cook
book giveaway. Eric reported the wine tasting event was almost full.

Lorie introduced herself to the board and handed out a survey she would like the
board to complete as a group and return to Finance after the April board
meeting. Lorie stated sales taxes were up and they were projecting appraisals
were going to be the same or slightly higher for next year. She did say the City
was worried about escalating fuel prices. Lorie reported the City was holding a
bond election in May for a new Public Safety Facility and if the bond is passed by
voters, the tax rate would increase. Lorie stated the City would prepare a
conservative budget.
2.Minutes of last Meeting: The meeting was called to order by Chair Betty Ann
Sensabaugh at 6:30 PM. Glenn Mautner made the motion to accept the
minutes of the February 2011 Library Advisory Board Meeting and Marisue
Miller seconded the motion. The motion passed unanimously.
3. DIRECTOR’S REPORT:
Director Lashley reported visitations were down for the month of February, but
circulation was slightly up over last year. Visitations were down due to the Library
closing a day due to snow.
Eric asked if everyone had received a copy of the latest board membership list with
contact information. Each member indicated they had received the list and the
information was correct.
Eric announced the Children’s Services staff attended a Summer Reading workshop in
Wells Branch on February 11.
Director Lashley announced the following upcoming events:

Eric read the patron comments and distributed copies of the 3 letters to the editor
printed in the Williamson County Sun in regards to the rhino sculpture.
CONSIDERATION OF AND POSSIBLE ACTION ON THE FOLLOWING:
1. Introduction of new members - Eric Lashley: Betty Ann asked for all the
members to introduce themselves to the board. Shelley Karp moved to
Georgetown in May 2010 from Pennsylvania and Lydia Harkey has been in
Georgetown since the late 90’s and has two daughters.
2.Election of vice chair and secretary – Eric Lashley: Glen Mautner made the
motion to elect Shana Nichols for vice chair and Marisue Miller for secretary.
Betty Ann Sensabaugh seconded the motion. The motion passed
unanimously.
3.CTLS news and issues – Eric Lashley: Eric reported he and Linda Nix
attended a CTLS meeting in Bertram, Texas, on March 4. Eric distributed
information concerning the proposed cuts to the State Library’s budget. He
reported that unless funding changed dramatically, CTLS would not have paid
staff to coordinate the activities of the system beginning sometime in 2012.
4.Bookmobile – Eric Lashley: Eric repeated that the WOW! (Words On Wheels)
bookmobile fundraising will kick off on April 3 from 2- 4 p.m. at the library. He
reported that the City and the Friends have applied for 3 grants and will apply for
more in the weeks to come. Director Lashley said he will meet with a
bookmobile manufacture on Tuesday, March 15 to discuss the features and
purchase price of the vehicle.
5.Central Texas Digital Consortium and OverDrive – Eric Lashley: Eric noted
two lines on the monthly statistics report now show the circulation of the
downloadable audiobooks and e-books. He stated the library would be
boycotting purchasing any e-books from the publisher Harper Collins due to their
limiting e-Book check-outs to 26 total check-outs. Eric realizes this may cause
concern for some patrons, but it doesn’t make sense to purchase an e-Book our
patrons may not be able to use. He also stated the members of the consortium
met face to face for the first time in Temple and created some rules and
guidelines for the members to follow.
6.Possible Arts Center – Eric Lashley: Eric reiterated that the City would hold a
bond election in May for a new public safety facility on D.B. Woods Road. Eric
stated there have been discussions of converting the old police station into an
Arts Center if the police vacate it in 2014.
7.Georgetown Reads! - Eric Lashley: Eric reported the Georgetown Reads!
program will kick off on April 1. The staff is planning an author talk, author
dinner, canned food drive, cooking demonstration, scavenger hunt, and wine
tasting. Eric will e-mail the board to let them know when they may sign up for the
wine tasting.
8.Schedule of future meetings – Eric Lashley: Board members did not have the
need to make any changes at this time to future meeting dates.

The meeting was called to order by Chair Betty Ann Sensabaugh at 6:30 PM. David
Ciambrone made the motion to accept the minutes of the January 2011 Library
Advisory Board Meeting and Glenn Mautner seconded the motion. The motion
passed unanimously.
DIRECTOR’S REPORT:
Eric thanked Kathyrn and Angie for their service to the Library Advisory Board. Director
Lashley announced the Board would have two members at the March meeting. The
new members are: Rashelle Karp and Lydia Harkey. Betty Ann Sensabaugh was
reappointed as Chair.
Eric reported circulation for the month of January was slightly higher than last year, but
visitations were down due in part to last year’s Holocaust exhibit which brought in large
crowds.
Eric reported Georgetown patrons have checked out 254 e-books and downloaded 218
audiobooks from our new OverDrive service which began on December 17. Director
Lashley announced the Central Texas Digital Consortium will be meeting in Temple, TX
on February 18 to discuss the organization of the consortium.
Eric reported tax assistance has begun and is operating 4 days a week. Patrons are
able to e-file or paper file with the assistance of our volunteers.
Director Lashley reported the author series event by H.W. Brands was a huge success.
Approximately 150 turned out for the event.
Eric read the patron comments.
Eric announced on February 20, the band Lucky Strikes will perform at the Library from
2:00 – 4:00 PM. The Library will be hosting a children’s illustrator festival called
“Picture Circus” on Saturday, April 30. Eric also announced that Linda Nix and he
would be attending a regional CTLS meeting on March 4 in Bertram, TX.
CONSIDERATION OF AND POSSIBLE ACTION ON THE FOLLOWING:
1. Bookmobile – Eric Lashley: Eric reported Council gave approval to move
forward with the bookmobile project. Eric noted the Friends have formed a
fundraising committee and they will be meeting on February 15 to adopt a theme
and logo.
2.Report on January CTLS membership meeting – Linda Nix: Linda reported
she and Eric attended the annual CTLS membership meeting in Belton, TX on
January 28. Linda read a list of CTLS award winners. The major news of the
meeting was the proposed budget cuts to the State Library which affect both
CTLS and member libraries. The two cuts that would affect our library the most
were the cuts to the Loan Star Libraries funding and the TexShare databases.
Eric noted those two cuts may equal a $20,000 loss of funding to the Library.
Linda encourages members to contact our State representatives if they felt the
cuts should be spared.
3.Possible Arts Center – Eric Lashley: Eric reported there were discussions to
convert the police station into an arts center, if the Public Safety bond proposed
for May is passed. Eric noted he and Judy Fabry are the staff liaisons for the
Arts and Culture Board and they have made a recommendation to move forward
with converting the police station into a visual arts center. More research and
plans need to be made before a final decision will be made on the future of the
police facility.
4.Georgetown Reads! – Eric Lashley: Eric reported the Georgetown Reads!
program will kick-off on April 1. We are planning for an author talk, author

The meeting was called to order by Chair Betty Ann Sensabaugh at 6:30 PM. Glenn
Mautner made the motion to accept the minutes of the December 2010 Library
Advisory Board Meeting and Marisue Miller seconded the motion. The motion
passed unanimously.
DIRECTOR’S REPORT:
The big news for the month of December was the return of the Frog sculpture, “I’ve
Been Kissed” to San Gabriel Park on Christmas Day. City staff members were very
pleases to find the piece returned. The stolen frog generated a lot of press which we
hope led to pressuring the guilty party returning the sculpture.
Eric announced David Ciambrone sends his regards. His absence is due to him
vacationing in England.
Director Lashley announced circulation was slightly down for the month of December.
This may be due to the number of days the library was closed this year as compared to
last year. However, visitations were slightly up over last year.
Eric reported Earlene Scott was recognized as the Library Employee of the Year for
2010.
Director Lashley noted there were 33 entries on the “Edible Construction” gingerbread
contest. Photographer Wes Odell donated a photo titled “Have You Been Here?” to the
library for our permanent collection.
Eric reported the OverDrive downloadable books program was launched December 17.
So far, response has been positive. We have received a few calls for assistance, but
for the most part, we’ve had positive responses. We have had a number of new
patrons register for new cards specifically to gain access to the downloadable materials
after reading Judy Fabry’s column in the Williamson County Sun.
Eric reminded the Board the Hill Country Octet would be performing January 16 and
H.W. Brands will be speaking as part of the Friends Hill Country Author series on
January 13 at 2 PM.
Eric announced Linda Nix and he would be attending a CTLS meeting in Belton on
January 28, tax help would begin the last Saturday in January, the Library should be
receiving 12 new laptop computers for our classroom and the Library will be receiving a
new public photocopier.

CONSIDERATION OF AND POSSIBLE ACTION ON THE FOLLOWING:
1. Overdrive downloadable audiobooks – Eric Lashley: Eric announced the
Central Texas Digital Library Consortium will be adding 5 new members –
Temple, Cedar Park, Buda, Copperas Cove, and Harker Heights. Eric noted he
would try and have statistics available at the February Board meeting.
2. Bookmobile – Eric Lashley: Eric reported he would be presenting the
bookmobile program to the City Council on January 25 to get approval to move
forward. Eric listed potential locations, a potential schedule of services, and
described how he envisions the program working. He readily admitted there
were a number of logistics that would need to be worked out if the project gets
approval to move forward.
3.Changes to website – Eric Lashley: Eric demonstrated a few of the changes
the staff has made to the website. Eric asked the Board if they preferred having
the OverDrive records in the catalog and demonstrated how these items appear
in the catalog. After much discussion, the Board could not come to a clear
consensus as to whether it made sense to have the records in the catalog or to
just have them on the OverDrive website. Most agreed the Library needed to do
a better job educating the public in regards to the OverDrive service.
