Regular Meeting
·Minutes of last Meeting: The meeting was called to order by Chair Linda Nix at
6:30 PM. David Ciambrone made the motion to accept the minutes of the
May 2013 Library Advisory Board Meeting and Tom Hagen seconded the
motion. The motion passed unanimously.
·Citizens wishing to address the Board: None
·Director’s Report Director Lashley announced circulation was down for the
month of May. This was due in part to school letting out later in the month and
the bookmobile being down for maintenance the last month of May. He reported
e-book usage jumped to 1,042.
Lashley reported Charles Aguillon had resigned from the board due to his having
moved to Lakeway, Texas. The City is looking for a replacement. Lashley asked
the board members to encourage friends and neighbors to apply if they are
interested.
Staff changes: Kathleen Bowling retired at the end of May and her position has
been converted to a professional position. Interviews will be conducted soon for
that position. Debbie Scott was hired as the new library materials processor and
Melissa Mote was hired as the new Teen Librarian. Kristyn Krogman has
resigned as our storyteller to take a professional librarian position in Midland,
Texas.
The Friends of the Library has donated $10,000 for e-books, $2,500 for the
summer reading program, $2,300 for a laminator, $3,000 for an early literacy
computer station, and $1,000 for programming for the 20-something age group.
Other news included the announcement that the library received the 3rd year of
funding from the Texas State Library and Archives for the bookmobile librarian
position; that the Friends’ Hill Country author series with author Karen Valby was
very successful; and that the Texas Society of Sculptors will hold their annual
show from July to September.
Lashley reported he had met with the two new Council members; John Hesser
and Steve Fought. Both council members had nice things to say about the
library.
Lashley shared an article from the Wall Street Journal that dealt with libraries
selling e-books and physical books from their online catalogs. He stated he
would place an item on the August agenda to discuss whether or not our library
wanted to pursue this source of revenue.
Director Lashley read the patron comments for May.
Consideration of and possible action on the following:
1.Art Center Update – Eric Lashley: Lashley announced that the City is targeting
August 1 for the opening of the art center. He shared an article in the Focus
magazine about the art center and Georgetown Artworks, the nonprofit that will
operate the center.
2.Cultural District Application – Eric Lashley: Lashley shared an article from the
Community Impact newspaper concerning the City of Georgetown’s application to
the Texas Commission on the Arts’ Cultural District Designation program. Lashley
said he believes Georgetown has a great chance of receiving the designation.
3. Library Statistics – Eric Lashley: Lashley informed the board the library was
doing a better job of using the reporting features of our automated computer system
to show the return on investment to our taxpayers. The library estimates residents
save approximately $12 million through the use of our materials. He said the staff
was doing a better job of tracking top users and search terms to better serve our
patrons.
4.Summer Reading Programs- Eric Lashley: Lashley gave the board members a
calendar of events for the summer reading programs. Board members had a few
questions about the programs. Lashley said attendance at the kick-off seemed to be
larger than in previous years. The circulation statistics have been high the first
couple of weeks of June.
5.Dates of future board meetings – Eric Lashley: There will be no meeting in July.
The August meeting will be the third Monday of the month

AGENDA:
·Minutes of last Meeting: The meeting was called to order by Chair Linda Nix at
6:30 PM. David Ciambrone made the motion to accept the minutes of the
April 2013 Library Advisory Board meeting and Bill Hammonds seconded the
motion. The motion passed unanimously.

·Director’s Report
Assistant Director Miklaski announced the volunteers of the year that were recognized
on April 24 at the Library’s Volunteer Appreciation Luncheon included: Colin Johnston,
Janet Liem, Mary Somol, and Peg Ziegler. Miklaski also mentioned the nice retirement
party the library staff held for Earlene Scott.
Miklaski announced that a number of staff members attended the Texas Library
Association Conference in Fort Worth. She told the board about a number of the
sessions she attended.
Miklaski read the patron comments. There was discussion concerning the complaint
about the Cosmopolitan and Time magazines.
Miklaski reviewed the monthly statistics with the board: Circulation was slightly higher
than the previous year with 44,749 checkouts. Visitations were down for the month of
April, but our door counter was broken, so the accuracy of those statistics is
questionable. OverDrive e-book usage was up-- 873 checkouts, audio books
checkouts-- 163. Wowmobile circulation was up again at 2,313.
MIklaski noted events for the Georgetown Reads selection One Amazing Thing by
Chitra Divakaruni will be held May 13-18.
Upcoming Events: Hill Country Author Series – Karen Valby author of Welcome to
Utopia, Notes from a Small Town on Wednesday, May 15.
Miklaski reported that the Anderson High School Jazz Band will be performing on
Sunday, May 19.
Consideration of and possible action on the following:
1.Library Budget 2013-14 – Sheri Miklaski: Miklaski announced the only budget
increase for the library will be in salaries, due to the compensation study the City
completed last year.
2.Public Information Video – Sheri Miklaski: Miklaski screened the video produced
by Matt Graves for the library pro bono. This video will be shown on the City’s
website, the library’s website, YouTube, and Channel 10.
3.Library Staff Openings – Sheri Miklaski: Sheri announced Debra Scott has taken
the Library Aide position once held by Earlene Scott and Melissa Mote has been
hired as our new Teen Librarian. Melissa is graduating from the University of Texas
School of Information and has an undergraduate degree from Cooper Union
College. Miklaski announced Kathleen Bowling will be retiring at the end of May.
4.Little Library Project – Sheri Miklaski: Miklaski gave a handout explaining the
Little Free Library project nationwide. She explained that this is a project that would
be organized by the Friends of the Library and the City’s Arts and Culture Board.
There was a lot of discussion about how the Little Free Libraries would be
organized. There was concern about vandalism. There was also concern that the
library may need to create some distance from the project, so that the library isn’t
responsible for the repair of the Little Libraries if damaged. There was agreement it
would be desirable for neighborhood organizations to partner with the Friends to
make this project a success.
5.Georgetown Writer’s College – David Ciambrone: Ciambrone gave an overview
of how the Writer’s College worked in the past in coordination with the San Gabriel
Writer’s League. The Writer’s College is classes available to the public to learn how
to write better and how authors sell their works. He listed the courses being offered
in the fall, which will be taught by published authors. Board members asked
questions about cost of classes, times of classes, and age ranges of the students.
6.Dates of future board meetings – Sheri Miklaski: A number of board members
had conflicts with future meeting dates. After much discussion the board suggested
moving the meeting to the third Monday of the month. Tom Hagen made the
motion to cancel the July meeting and schedule the Library Advisory Board
meetings for the 3rd Monday of the month at 6:30 PM starting in June 2013 and Lois
Case seconded the motion. The motion passed unanimously.

·Minutes of last Meeting: The meeting was called to order by Vice Chair Lois
Case at 6:30 PM. Bill Hammonds made the motion to accept the minutes of
the March 2013 Library Advisory Board Meeting and Margaret Thompson
seconded the motion. The motion passed unanimously.
·Citizens wishing to address the Board: None
·Director’s Report
Director Lashley asked Aguillon to introduce himself since Charles had missed
Hammonds’ first meeting. Aguillon said that he is currently Associate Principal at East
View High School and previously served on the City’s Arts and Culture Board.
Lashley reviewed the monthly statistics with the board:
Circulation was slightly higher than the previous year with 45,324 checkouts.
Visitations were down for the month of March at 32,142.
Attendance for children’s programs was up at 1,213.
Bookmobile circulation was 2,073 with more than 10,000 checkouts since October 2012
Volunteer service also up for the month of March at 1,045 hours.
Lashley reported the Library received a donation of $1,000.00 from Pedernales
Electrical Cooperative for our summer reading program.
Lashley announced the spring break events at the library were a great success.
Director Lashley reported Kristyn Krogman was hired as the new part-time storyteller for
the children’s department. She currently is a graduate student in Library Science and
expects to graduate in May.
The Holocaust Remembrance Day event held on April 8, 2013 in conjunction with
Congregation Havurah Shalom was a big success. Approximately 160 attended the
screening of The Power of Good: The Story of Nicholas Winton.
Lashley read aloud the patron comments.
Lashley noted events for the Georgetown Reads selection One Amazing Thing by
Chitra Divakaruni will be held May 13-18.
Director Lashley reported that Matt Graves, a volunteer at the library, has filmed and
edited a public service announcement for the library. Lashley has reviewed the video
and was very impressed by the quality. He will screen the video at the May Library
Board meeting.
Lashley reported the Williamson County Sun newspaper is no longer carrying the
library’s two monthly columns. In the future, the library will need to submit press
releases to the Sun to have information published. Lashley stated the library is having
a difficult time getting publicity for library events. The Sun seems to be willing to cover
events after the fact.
Consideration of and possible action on the following:
1.Responses to orientation materials distributed at March meeting – Eric
Lashley: There were no questions or concerns about the materials distributed at
the March meeting.
2.Update on Georgetown Art Center – Eric Lashley: Lashley reported the
construction had been slow and the City has hired a new general contractor to finish
the construction job. He stated he still hoped the Art Center could open June 1,
2013. On March 26, 2013 Lashley presented to the City Council the Arts and
Culture Board’s strategic plan and it was well received.
3.Library budget 2013-14 – Eric Lashley: Director Lashley reported the City may
move to upgrade part-time positions to full-time status due to the national health
care bill. The library currently has 4 part-time positions which Lashley said he would
prefer to have converted to full-time if possible. He also reported the library will
need to replace some public computers next fiscal year and he would like to
increase the e-book budget.
4.Report on Friends of the Library Long Range Planning – Eric Lashley: Director
Lashley reported the Friends of the Library have been so successful, raising
approximately $50,000 to $60,000 a year, that they have formed a sub-committee to
look at dedicating more funds to savings for major projects in the future.
5.Library staff openings – Eric Lashley: Lashley reported that Earlene Scott, a
long-term employee of 15 years, has retired due to a prolonged illness. Lashley
also reported the staff has had difficulty filling the Teen Librarian position. An offer
made to a student at Indiana University was rejected. Lashley also stated that
Kathleen Bowling intends to retire at the end of May. With all of these openings, the
Library may not be fully staffed until the end of summer.
6.Dates of future board meetings – Eric Lashley: Lashley reported that Tom
Hagen had expressed concerns that he would not be able to attend future meetings
if they are to be held the second Monday of the month. Lashley asked whether the
board would consider moving future dates to accommodate everyone’s schedule.
The four board members in attendance agreed it would be possible to move the
meeting dates, but preferred not to have meetings on Thursdays or Fridays.
Members wanted to have this discussion at the next board meeting when more
members could participate.

·Minutes of last Meeting: The meeting was called to order by Chair Linda Nix at
6:30 PM. Lois Case made the motion to accept the minutes of the February
2013 Library Advisory Board Meeting and Margaret Thompson seconded the
motion. The motion passed unanimously.

·Director’s Report
Director Lashley asked everyone to introduce themselves to the group. Eric told the
board that he has worked for the library for approximately 17 years. Before coming to
Georgetown, Eric worked at the Austin Public Library and the San Antonio Public
Library.
Linda Nix introduced herself to the board. Linda is a retired educator and began
volunteering at the library in 2006. She also serves as the lay representative for the

Lois Case informed the board she is a retired social worker, she moved to Sun City
approximately 12 years ago, has been active in the Sun City Community Association,
and is currently on the board of Senior University.
Margaret Thompson introduced herself to the board. Margaret is a retired school
psychologist and she is currently a teacher working towards becoming a school
librarian. She has lived in Georgetown for approximately a year and a half and now that
her kids are out of school she decided to volunteer for the library board.
Bill Hammonds introduced himself to the board. Bill grew up as a military kid and
moved around a lot. He joined the Air Force and after completing his service, became
a pilot for American Airlines. His last assignment was in Tokyo, Japan.
Tom Hagen introduced himself to the board. Tom moved to Sun City in 2005 and after
playing a lot of golf decided to volunteer for a City board. He was a Human Resources
professional. He previously served on the library board in Stillwater, Oklahoma.
David Ciambrone introduced himself to the board. David moved to the Georgetown
area from California in 2005. David retired from Raytheon where he worked on a
multitude of diverse projects. He has stayed active in Georgetown serving on
numerous boards. He previously served on the Library Advisory Board. During his
tenure, he helped start the Writer’s College, which held classes for the public on how to
write and publish their own books.
Director Lashley reported the library fared well in the latest citizen satisfactory survey
receiving high marks.
Lashley reported checkouts and visitation were down from the previous year.
Lashley reviewed the statistics with the board:
OverDrive e-book checkouts = 852
OverDrive audiobooks checkouts= 128
Bookmobile circulation = 1,828
Volunteer hours = 902
Meeting room usage = 2,924
Lashley reported staff member Earlene Scott has been out due to illness, but hopes to
return to work soon.
Lashley reported Bethni King was hired as the new Children’s Librarian and the library
will be searching for a new Teen Librarian.
Lashley reported tax help had been going well at the library this year.
Lashley noted there are two current art shows at the library, one by the students of
Gateway College Prep and the other by artist Heather Johns Kasper.
Lashley noted he and Friends member, Janet Thompson, attended a CTLS workshop
in West, TX. Janet was the featured speaker. Janet did a program regarding selling
books on-line using Amazon.
Lashley noted a number of activities that would be happening in the library during
Spring Break.

Consideration of and possible action on the following:
1.Review and discussion of the Library Board bylaws – Eric Lashley: Lashley
distributed the bylaws and went over the different sections of the bylaws. He did
note one of the duties not included in the bylaws, but which is within the library’s
policies, concerns the role of the library board during cases of challenges to library
materials. In case of challenges, the board acts as the community standard and will
hear challenges from citizens wishing to have materials removed from the library.
2.Review and discussion of the City Council Attendance Policy for Board
Members – Eric Lashley: Lashley reviewed the new attendance policy. There
were still questions about the policy. Case did not think the policy was as clear as it
could be.
3.Consideration and possible action to set date and time for the Library Board
meetings – Eric Lashley: After a brief discussion the board decided to continue to
have the board meetings on the 2nd Monday of the month at 6:30 P.M.
4.Consideration and possible action to elect the vice-chair of the Library Board
– Eric Lashley: Tom Hagen made the motion to elect Lois Case as the Vice
Chair of the Library Advisory Board. Margaret Thompson seconded the motion
and the motion passed unanimously.
5.Consideration and possible action to elect the secretary of the Library Board –
Eric Lashley: David Ciambrone made the motion to elect Margaret Thompson
as the Secretary of the Library Advisory Board. Bill Hammonds seconded the
motion and the motion passed unanimously.
6.Review and discussion of recommended meeting procedures – Eric Lashley:
Linda Nix told the board she had attended training for board chairs and the City
Attorney emphasized the need to follow the proper protocol for running meetings.
In regards to citizen input, there will be an agenda item placed on each month’s
agenda for citizens to address the board. Citizens will be given 3 minutes to
address the Board. Citizens can also sign up to speak for 3 minutes on items that
are posted on the Board’s regular agenda. Board members can ask questions of
citizens, but citizens are not allowed to participate in debate or discussion of the
issues before the board.
7.Update on the Georgetown Art Center – Eric Lashley: Director Lashley informed
the board the City’s Arts and Culture Board was also under the Library. One of the
major projects the Arts and Culture Board is undertaking is the construction of a new
art center in the historic old firehouse. He stated he hoped that the construction
would be completed by June 1.
8.Board member information and policy packet – Eric Lashley: Director Lashley
passed out copies of a staff directory, an organization chart, strategic plan, library
policies, and budget. He reviewed each of these documents and asked the
members to review them and if there were any questions to address them at the
next board meeting.

·Minutes of last Meeting: The meeting was called to order by Chair Betty Ann
Sensabaugh at 6:30 PM. Linda Nix made the motion to accept the minutes of
the January 2013 Library Advisory Board Meeting and Karen Limbaugh
seconded the motion. The motion passed unanimously.

·Director’s Report
Sheri Miklaski noted that visitations were down for the month of January, but circulation
was up. Internet usage was up for January. Circulation of OverDrive e-books and
audiobooks was up as well as was the circulation from the WOWmobile.
Miklaski read the patron comments for January.
Miklaski announced the selection of the 2013 Georgetown Reads book One Amazing
Thing by Chitra Banerjee Divakaruni. It is the story of nine disparate characters trapped
together after an earthquake. Each of them takes a turn telling "one amazing thing"
about his or her life.
Miklaski reported that on Sunday, January 6, an itinerant harpist played during the
artists reception for the encaustic and mixed media show. She also reported that Judy
Fabry has been scheduling the music events since Rosa Garcia’s retirement. The Tai
Chi classes that the library is sponsoring are doing well.
Miklaski reported the farewell party for Rosa Garcia went well on January 12. She also
noted that all library locks were re-keyed in January.
Since Rosa’s retirement, Bethni King has been acting children’s librarian. Miklaski also
reported that Kalena Powell, library assistant who does all of the library’s storytimes,
has resigned and her last day will be February 22, 2013. Miklaski announced that
interviews for the Senior Librarian position will take place this week and next week.
Miklaski thanked Betty Ann Sensabaugh and Karen Limbaugh, who are leaving the
board, for their service.
Consideration of and possible action on the following:
1. Update on Georgetown Art Center – Eric Lashley. MIklaski announced that the
art center should be completed by mid-May.
2. Discussion about information to include in packets for new Board members –
Eric Lashley. Miklaski said Lashley wanted input on the type of information to include
in the packet for new board members. He has suggested a staff directory with a photo
of each staff member and a short job description. Limbaugh asked for a job description
for the board members and a clear explanation of the absence policy. Board members
also suggested having information about censorship issues (ALA guidelines) and how
patron complaints are handled. Board members wanted information about intellectual
freedom and the freedom to read to be included. Limbaugh noted more information
regarding censorship issues regarding the Internet. A tour of the library would also be
appreciated.

·Minutes of last Meeting: The meeting was called to order by Chair Betty Ann
Sensabaugh at 6:30 PM. Linda Nix made the motion to accept the minutes of
the December 2012 Library Advisory Board Meeting and Lois Case seconded
the motion. The motion passed unanimously.

·Director’s Report
Director Lashley announced there were 3 possible candidates for the Library
Advisory Board: Tom Hagen, William Hammonds, and former board member David
Ciambrone. He asked if any of the current board members were familiar with any of
the candidates besides David Ciambrone and none of the board members were
familiar with the candidates.
Lashley announced Rosa Garcia had official retired on December 31, 2012 and her
farewell party on January 12 was a great success. Eric thanked former board
member Sue Miller for her work organizing the party. Eric also announced Robert
Barber had been selected city-wide employee of the year.
Director Lashley stated circulation was slightly up for the month of December, but
visitations were slightly down. The OverDrive downloadable books are staying
steady with approximately 710 checkouts for December and 116 checkouts of
downloadable audio books. The Wowmobile had a circulation of 1,567 for
December.
Lashley mentioned the library’s computer system was being impacted by a security
failure of the Java software. Currently, staff computers are running an older version
of Java and Firefox to allow them to work properly.
Lashley announced Jennifer Nielsen’s book The False Prince has been selected
for this year’s Read It Forward project. This project is an effort to get all the GISD
students between the ages of 10-14 to read the same book district-wide. Eric also
announced the Georgetown Reads committee is starting to review books for this
year’s Georgetown Reads program.
Future Events: Lashley announced income tax assistance will begin in February this
year and the IRS has delayed sending forms due to the fiscal crisis.
The Friends of the Library will have a Hill Country Author event on February 20 at 2
PM. The author will be Alyssa Harad and her book is about perfume.
Eric read the patron comments for December.
Consideration of and possible action on the following:
1. Update on Georgetown Art Center – Eric Lashley: Lashley said that the
construction documents for the Art Center are100% complete and a building
permit and construction should start soon. Lashley reported the Arts and Culture
Board is applying for the Texas Commission on the Arts’ Cultural District
designation. The hope is that this designation will lead to more funding for the
arts and make Georgetown a destination for tourists seeking arts and cultural
experiences.
2.Update Library’s Strategic Plan – Eric Lashley: Director Lashley noted at the
December meeting the board asked to have the mission statement changed
from: “The mission of the Georgetown Public Library is to enhance the
quality of life of all members of the community by providing open and
equal access to information by creating opportunities for lifelong learning
and by encouraging a love of reading.” to: “The Georgetown Public
Library is dedicated to free and equal access to information, technology,
lifelong learning, cultural enrichment, and the joys of reading for our
diverse community .”
Lashley noted the staff suggested a small change; instead of using the word
“free” using the word “open”. He said that libraries aren’t truly free institutions;
taxpayers support the library. The board agreed that the new mission should
read: “The Georgetown Public Library is dedicated to open and equal
access to information, technology, lifelong learning, cultural enrichment,
and the joys of reading for our diverse community .”
Lashley also reported he had changed some wording referring to the library’s
future expansions of technology without being specific due to frequent
technology innovations.
3.Staff retirements and staffing needs – Eric Lashley: Director Lashley
discussed the retirement of Rosa Garcia and the future retirement of Kathleen
Bowling. Kathleen has decided to postpone her retirement until April or May
2013. He related his concerns about losing volunteers that had relationships
with Rosa and hiring a new staff member who can establish new relationships to
bring in a new batch of volunteers to assist with the children’s programs. Lashley
is asking the staff for patience to allow the new staff member time to create
his/her own children’s programs that may be different from the way we have
done things in the past.
4.Discussion about information to include in packets for new Board
members – Eric Lashley: Lashley asked board members what type of
information would be helpful to include in an information packet for new board
members. Case suggested there be information concerning the structure of the
departments within the library and how the library fits into the City’s hierarchy.
Sensabaugh suggested the board review the bylaws at the first meeting of new
members. There was discussion about training the new board members to deal
with censorship issues or challenges of library materials.
