Board Members Present: Gordon Baker, chair; Kirk Kriegel, vice chair; Ellen Davis, secretary; Beverly Adam; Terri Countess; Bob Hewgley Board Members Absent: Cheri Thanos Staff Present: Shelly Hargrove, Tourism Director and Main Street Manager; Robbie Wyler, Historic District Planner Minutes Regular Meeting 1.The meeting was called to order at 8:01 a.m. by Chair Gordon Baker. 2.Bob made a motion to approve the minutes of the November 7 meeting and Terri seconded it. The minutes were approved by all present. 3.The Board discussed board terms and officers for 2008. Two terms need to be “reset” to start in 2008 due to the downsizing of the Board. Gordon made a motion that his position (position #1) and Bob Hewgley’s position (position #5) be reset. Position #5 will be eligible to be reappointed. Bev seconded the motion and it was approved by all present. Officers for 2008 will be voted on at the March meeting. The Mayor is responsible for appointing the Board Chair. Gordon said he is recommending Kirk for this position. 4.Robbie Wyler gave an update on HARC activities. He noted that RunTex has moved in to the building at 809 Main Street. They want to replace the awnings on that building. HARC continues to work with the Quenan’s regarding their new building on Austin Avenue. 5.Committee updates: a.Design: Bob is going to help Beverly put together a “permit process” list for prospective new business owners. It will include information such as realistic timelines and anticipated expenses. b.Economic Restructuring: There was discussion about several new mixed-use projects coming to Georgetown , including a large mall at the site of the current Candle Factory and condos and retail on the San Gabriel Motor Court site. Shelly said the city is wrestling with the issue of whether regional and national chain stores should be recruited for the historic downtown square. Fredericksburg is dealing with the same issue. Shelly met with downtown building owner Cheryl Lanfear to discuss potential business mix. c.No reports for Organization or Promotions. 6.Staff Report: Shelly said sales of the courthouse ornaments are going well. Proceeds will go toward holiday lighting. Board members are invited to attend the Texas Main Street Manager’s Reception in the courthouse from 5:15-6:30 p.m. on Jan. 7. A special called meeting is needed to consider three grant applications that were not completed in time for this month’s regular meeting. The minutes were approved by all present. 3.Megan Martino and Francisco Mendoza presented an application for a Façade Fund Grant for Novita Spa. The business is requesting $475 for a sign for their new location. Kirk made a motion to approve their request and Cheri seconded it. 4.Eric Lashley and Ruth Roberts told the board about the Artsand Culture Board’s plans to commission some public art for downtown. The board has $70,000 from the city to spend this year and would like to commission some bovine sculptures. The Arts and Culture Board would like a representative from the Main Street Board to be on the subcommittee that reviews the proposals. Cheri volunteered to do this. 5.Elizabeth Cook gave an update on HARC activities. Of particular interest to the Main Street Program is the fact that the owner of the building at the corner of Austin Avenue and 8th Street wants to take the stucco off the façade of that building and expose the windows. Oct. 15 is the deadline for comments about the historic resources survey. The finished product is expected at the end of October. 6.Carrie and Shelly presented the staff report. Shelly said there are plans to hold a citywide garage sale next spring that would benefit the façade fund. Carrie distributed assignments for 2008 Red Poppy Festival sponsorship calls. Gordon welcomed new board member Cheri Thanos. 2.Kirk made a motion to approve the minutes of the August 8 meeting and Terri seconded it. The minutes were approved by all present. 3.Holly King and Ron Marx presented an application for a Façade Fund Grant for Heritage Printing & Office Supplies. The business is requesting $2,567.50 to fix rotted wood and repaint their building. Terri made a motion to approve their request and Kirk seconded it, all in favor. 4.The board held a discussion about a Façade Fund Grant from Nonna’s Cucina. Since the applicant was not present at the meeting, no action was taken on the application. Ellen noted that the owner of this business had already received a Façade Fund Grant within the past three years. She said she did not like to set a precedent of approving additional funds for the same business within three years. Kirk said he agreed with this. The board agreed it needed more information on the building’s situation to determine whether this was truly an emergency that required breaking precedent. It was also noted that HARC had not approved any work on this building yet. 5.Cari distributed a handout from Elizabeth Cook giving an update on HARC activities. 6.Cari distributed a staff report. Shelly noted that she expects quite a few Façade Fund Grant applications to be coming in soon. Potential applicants include the Williamson County Historical Museum, the Palace Theatre, Novita Spa and owner of the building that formerly housed Cianfrani’s Coffee Shop. 7.Promotion Committee report: Cheri said she has written a letter to downtown merchants encouraging them to participate in activities surrounding the Chisholm Trail event Sat. 29. She asked for assistance in distributing her letter to downtown merchants. Cheri said she also has divided up the list of past Red Poppy Festival sponsors for board members to solicit this year. The city will be hiring a person to secure new sponsors. This person will receive a percentage of the funds raised. Gordon suggested increasing the commission if the person reaches certain targets. 8.The meeting ended with a report from Gordon on his efforts to convince the City Council to hire a separate staff person to focus on the Main Street Program. He said council members did not seem willing to make a recommendation to the city manager. Prior to the official start of the meeting, representatives from the Georgetown Heritage Society presented the board with an $8,000 check that represented proceeds from the Main Street 25th Anniversary celebration. Gordon also thanked Janlyn for her service on the board since this was her last meeting. 2.Gary made a motion to approve the minutes of the June 13 meeting and Beverly seconded it. The minutes were approved by all present. 3.Gary made a motion to approve the revised bylaws for the Main Street Advisory Board. Beverly seconded it, and the motion was approved by all present. 4. Elizabeth Cook gave a brief update on HARC activities. New projects include an Italian restaurant planned for the white stucco building at the intersection of University and Church streets. The owner of the building at 10th and Austin streets hopes to turn it into a coffee bar once the current tire shop tenants leave. 5.Shelly gave her staff report. She said the new ShopCentralTexas.com website received 9,332 hits in its first month of operation. She also distributed bound copies of the annual board work plan. 6.Janlyn gave a report on Wolf Ranch . She said it is now 80 percent leased. New stores/restaurants coming include Wing Stop and Select Comfort. Cotton Patch Café and a drive-thru Starbucks may also be coming. 7.Cari gave a final report on the Red Poppy Festival. She said it raised $6,102.37 this year. Letters to solicit sponsors for 2008 are going out soon. Board members need to follow up with potential sponsors by the September meeting . The 2008 Poppy Festival will be held April 26-27. The minutes were approved by all present. 3.Shelly introduced Margie Ranc. Margie has been hired on a contract basis through the end of September to do media relations for the CVB. The goal of her work is to help attract visitors who live within a 50-200 mile radius. 4.Tom Yantis gave an update on the Downtown Master Plan and the TIF District. He said the Master Plan is achieving what the Main Street Program set out to do 25 years ago by providing an overarching plan to guide development of downtown. He said much has happened to implement the plan in the past three years. Work on the Main Street streetscape project should be completed in August. Parking is the hardest part of the plan. He said the city may work with the county to fund a parking garage near downtown. The TIF will eventually finance improvements in the Master Plan. For the next 20 years, any tax revenue over the amount collected in 2005 will go back into this district. 5.Michael Seery gave a presentation on the city’s new wayfinding signage. The first “monument” sign has been placed on Highway 29 near D.B. Wood Road. Other signs will be made to direct people to downtown and to help people find their way around downtown. Final decisions are being made on design of these signs. 6.Larry McCormick gave an informational slide show about Hill Country Art Space’s proposal to develop the alley space behind the buildings on 8th Street. HCAS want to try and make this space, along with an adjacent warehouse, available to artists. At a future meeting, he would like to get the board’s input on whether we would approve grants to help building owners restore the facades that face this alley . 7.Rebecca Rowe passed around drawings of projects that have recently been brought before HARC . She said the owner of the Car Quest building that fronts Main and Austin Streets wants to improve this property and divide it up for several businesses, including a restaurant. She said the new sign subcommittee created by HARC is not working. Rebecca also said that a new Historic Resource Survey was started on Monday. The same firm that did the original survey in 1984 is doing it again. All buildings that are over 50 years old will be documented. The survey should be complete in October or November. It could lead to the creation of one to three more historic overlay districts in town. June 15 is Rebecca’s last day with the city. Elizabeth Cook will take over her duties. 8.Committee Reports: All committees have recruited volunteers. The first meeting of the Promotions Committee was held June 8. The Design Committee hopes to bring in a speaker in for a breakfast workshop on July 25. Business owners would be invited to learn about how to maximize their window space. 9.Shelly presented her staff report. She said invoices are still coming in for the 25th anniversary celebration, but the event may have raised about $8,000 for the Main Street Program’s Facade and Sign Grant Program. The Program of Work for 2007-08 is being printed and there will be extra copies to give to City Council. July 27 is the deadline to submit entries for the Texas Downtown Association President’s Awards. Georgetown has eight projects that could be winners. These included new signs for the Whitestone Tire Center at 1007 S. Austin Ave., Linda McCalla Interiors at 605 S. Church St., the Collector in the former Williamson Co. Art Guild Building, Yoga Sol at 809 S. Main St., and American Homepatient at 501 Austin Ave. The board also discussed plans for the property at Church and 9th Streets and the new Monument Café at 500 Austin Ave. The historic but dilapidated house currently at Church and 9th streets is going to be moved to make way for a new office and B&B. The new Monument Café is going to have a 26-foot “biotower composter” that is supposed to be the first of its kind in the country. 4.Shelly presented her staff report. She said Larry McCormick would like to develop the alley behind businesses on 8th Street to be a courtyard featuring artists. He wants to present his plan to us at our next meeting. Shelly also showed a new cooperative shopping guide that is being done with Salado and Round Rock. She said the city seemed receptive to funding a marketing campaign to promote downtown businesses. Shelly also said she has hired Margie Ranc of Ranc Associates to focus on outreach to travel and tourism publications. Shelly mentioned the tentative service line budget recommendations from the city manager for the 2007-08 fiscal year. She said the board’s request for an additional director position for either the Main Street Program or the CVB was turned down , however, $25,000 total for the façade grant program and $15,000 for downtown lights (i.e. Christmas) was recommended. 5.Janlyn said the May 11 event for military spouses from Fort Hood went well. About 150 spouses came to Wolf Ranch. Janlyn also asked members to sign up to work at the ice cream social at the city council chambers the afternoon of Saturday , May 19. Ellen Davis seconded the motion, and it was approved by all present. Gordon then made a motion to elect Ellen as Secretary of the Board. Gary Leissner seconded the motion, and it was approved by all present. 3.Rebecca gave an overview of happenings with HARC. She shared the Main Street streetscape redevelopment plans with the board. These include putting utilities underground, improving sidewalks, more convenient parking and more greenery. The improvements are expected to be completed late this summer. Gordon noted that this is just the beginning of projects to come about as a result of the Downtown Master Plan that was completed in 2003. Rebecca also showed the plans for the building Quenan’s is remodeling on Austin Avenue. Shelly said they plan to apply for a façade grant. Finally, Rebecca said she hopes to start quarterly public training sessions this summer for business owners. The purpose of these sessions would be to answer questions about HARC, the Downtown Overlay District, etc. She distributed a survey to get feedback on which topics are of most interest for these sessions. 4.Gordon asked if there were any revisions to the minutes of the February 7th meeting. Gary had one correction on item #6, change “they” to “that” in the last sentence. Terri made a motion to approve the minutes as revised , and Beverly seconded it. The revised minutes were approved by all present. 5.Cari gave a report on the Red Poppy Festival on behalf of the Promotions Committee. She said sponsorships are currently only at $12,450, and they need $20,000. She offered to send a list of past sponsors. She showed mock-ups of the event poster and t-shirt. 6.Shelly presented her staff report. The board retreat will need to be rescheduled , possibly to April 11. She also distributed several brochures of interest. She explained the upcoming election issue related to alcohol sales downtown and reminded board members that the board is not able to promote this or other election items. She showed some recent ad placements and told members about the 25th anniversary celebration of the Main Street Program , which is scheduled for May 18-19. She said the city received two proposals in response to its RFQ for a media relations specialist. The issue of the limited parking around Dos Salsas was discussed. When the Main Street streetscaping project is completed, there will be even less parking than now exists and illegal parking will be more difficult. Bev Adam suggested that the pedestrian passage on the southwest corner of Austin and 7th was difficult and perhaps dangerous to navigate due to construction features. Rebecca Rowe indicated that she would refer that problem to Mark Mller for his consideration. 4. Staff Report: a. Shelly reported on the City Council workshop for Dr. Jim Petrick at 4:00 pm on Monday, Feb.26, with a reception following at Cianfrani’s b. Main Street Advisory Board annual retreat will commence at 11:30 am March 21 in the Friends room at the new public library. c. Board members need to consider new board officer positions for next year. d. Ads have run in Texas Monthly and four more will appear by September. New ad will be in Texas Heritage magazine. e. Calendar of important dates was reviewed. f. Board will be reduced to seven from nine members. 5. Linda McCalla and Keith Hutchinson reviewed outlines for the Main Street 25th Anniversary Celebration and the 75th birthday of the Post Office/ City Hall. Events might include a reception at the old fire station on the evening of Friday, May 18 to be followed on Saturday by speakers at Grace Heritage Church and the museum , tours of historic downtown buildings and an ice cream social in the afternoon. There might be a juried art contest using historic buildings as subjects in the show. Anita Perry was invited to the Friday night festivities as a guest of honor. A draft letter of the invitation was presented that was cosigned by Linda McCalla and Shelly Hargrove. Cindy Locke suggested that the events might include a kid’s art show and Gordon suggested that we should honor those individuals that have played a major role in the revitalization of downtown. Both ideas were well received. The presentation concluded with a viewing of a CD prepared by Lucas Adams showing before and after photos that have taken place in the downtown between 1982 and 2007. 6. Kendall Smith presented a design for artistic bike racks to be used in the downtown. Everyone agreed they the design was excellent. 7. Committee reports a. Organization: Dana Wood discussed the need to continue the breakfast meetings with downtown businesses a. Promotion: Cindy Locke continues to work with Cari Miller to increase sponsorships for the Poppy Festival. They now stand at $10,000 and $20,000 is needed c. Economic Restructuring: Larry McCormick reported on the success of the Hill Country Art Space Meetings (HCAS). He distributed several documents related to the meetings and one document outlining how the board might restructure itself to promote greater productivity in the future. d. Design: No report given Gordon reported on the presentation given to City Council regarding the need for additional staff to handle matters before CVB and MSAB in the new fiscal year, starting October 1. He moved that the board prepare a letter supporting the recommendation made before City Council to establish separate staff positions for CVB and MSAB. Terri Countess seconded the motion and it was passed by all present. Gordon Baker offered thanks to Cindy Locke and Larry McCormick for their service on the Board. Board Members Present: Gordon Baker, chair; Cindy Locke, vice-chair; Larry McCormick, secretary; Beverly Adam, Dana Wood and Kirk Kriegel Board Members Absent: Terri Countess Staff Present: Shelly Hargrove, Tourism Director and Main Street Manager; Keith Hutchinson, Public Information Officer; Micki Rundell, Finance Director; Leticia Zavala, Accounting Manager Minutes Regular Meeting 1.Meeting called to order at 8:04 a.m. by Chair Gordon Baker 2.Motion to approve the minutes of the December 13th meeting of the Main Street Advisory Board was made by Cindy Locke , seconded by Dana Wood and approved by all. 3.Micki Rundell, City Finance Director, distributed questionnaire regarding board input for 07/08 budget and requested they be completed promptly . 4. Staff Report: Shelly Hargrove reported the need to reschedule the date for the Main Street Board Retreat. She discussed the co-op ad with the Palace Theatre appearing in February’s Texas Monthly . Tamiro Ventures LTD project has broken ground on their new project which is reported to be 80% occupied. Renovations are nearing completion on the Lanfear building on 8th Street and construction has begun on the new location for Quenan’s Jewelers. In addition, construction is moving forward on the new Monument Café location. Wednesday. March 7th was announced as the date for the Regional Main Street Board Training session for new board members in the area. 5. Gordon Baker introduced discussion regarding board terms and officers positions pointing out that consideration should be given to the positions of vice-president and secretary. 6. Keith Hutchinson introduced a discussion of the Celebration of the 25th Anniversary of the Georgetown Main Street Program and the 75th Anniversary of the Post Office/City Hall. Mention was made of including recognition of the Old Jail and Fire Station #1, but the general feeling seemed to favor restricting the recognition to the Main Street Program and the Post Office/City Hall. Cindy Locke suggested a preview of the new courthouse be included in the celebration, and Larry McCormick suggested having tours of the historic buildings on the square. Gordon Baker indicated that the Texas Downtown Association was considering making a history documentary and suggested we might help them raise money to cause them to do it in Georgetown. Gordon Baker asked the membership to email him if they wish to help with the effort to organize the celebration. Cindy Locke volunteered to coordinate a committee to consider this issue. 6. Shelly Hargrove introduced Janlyn Ross , the marketing manager for Wolf Ranch. Janlyn reported that the retail space was 80% filled and she distributed handouts with a list of current Wolf Ranch tenants as well as a flyer giving information on Grand Openings about to occur. 7. Gordon Baker reported that the group considering consolidation of CVB and MSAB had met and recommended that the City consider employing another staff member so that there would be one person with primary responsibility for the CVB and another person with the primary responsibility for the MSAB. Kirk Kriegel moved that the Main Street Advisory Board partner with the CVB to present a recommendation to City Council that a new person be hired allowing responsibilities for CVB and the MSAB to be divided between two people.
