Regular Meeting
The meeting was called to order at 8:05 a.m. by Vice Chair Bob Hewgley.
Bev made a motion to approve the minutes of the Oct. 1 meeting and Connie seconded
it. The minutes were approved by all present.
Shelly reminded the board that Kirk , Bev and Ellen will be going off the board after the
February meeting. We need to think to people we can encourage to apply for the
board. In particular, we need a new downtown business owner. We also need to
think of who will serve as vice chair and secretary.
Robbie Wyler gave an update on projects coming before HARC. On Dec. 11, a proposal
will be coming before HARC for a project at the SW corner of 8
th
and Rock Streets.
The Brown Group out of Austin wants to put in a three-story building that would
have commercial on the bottom and residential on the top. He noted that Nore
Winters, who developed the downtown design guidelines, is updating the
guidelines. The new guidelines should be ready next spring or summer.
Shelly presented the staff report. She noted that we now have artwork from several
local artists displayed in vacant downtown buildings. She worked with Georgetown
Art Works on this. When the downtown wireless service goes live, it will open to the
Main Street Program web site. She and Bob Weimer are going to speak with business
owners about the 8
th
St. Courtyard Project. They also are presenting it to the Parks
and Recreation Board on January 8. She passed out brochures on the new downtown
bus route from Sun City. Lee Nash has until Dec. 19 to file for an extension on his 8
th
St. project.
Shelly, Ellen and Connie reviewed the TDA conference which was held in Temple in
November.
Committee reports:
Promotion: Ellen will distribute the new Main Street brochures at the
Georgetown Citizens Academy meeting on Dec. 11.
Organization: We need to have annual training for new board members in
March. Shelly will email people about possible dates.
Design: Bev said Kay Moseley is not available to do a window decorating
workshop until January.
Economic Restructuring: Shelly noted that Economic Development is
partnering with the SBDC in Round Rock to offer quarterly small business
trainings.

Regular Meeting
The meeting was called to order at 8:02 a.m. by Chair Kirk Kriegel.
Bob made a motion to approve the minutes of the Oct. 1 meeting and Connie seconded
it. The minutes were approved by all present.
Robbie Wyler gave an update on projects coming before HARC. He said he recently
attended the annual National Preservation Conference held in Oklahoma. It was
very useful. The conference will be held in Austin in 2010.
Mark Thomas gave an update on economic development projects in town. The CitiCorp
data center is the second largest capital project in Texas. It has put Georgetown on
the map with Fortune 500 companies. We now have the infrastructure to lure other
data centers to town. A winery is interested in leasing the old fire station, but it will
cost $1.1. million to bring the building up to the level required to lease it. He does
not know where the city can get this money, but he hopes he can work out some sort
of deal with them. He said Georgetown suffers from the lack of a linked vision for
downtown. Bob reminded him we would like a place at the table when there are
discussions regarding downtown.
Shelly presented the staff report. She said there will be free wireless service in
downtown beginning next month. It will be available on the east side of town first.
She and Bob Weimer are meeting with Randy Morrow to see if Parks and Recreation
would be willing to take on the interior courtyard project. She is working with local
realtors and Georgetown Art Works to get the work of local artists displayed in
vacant storefronts for the holiday season. She showed a copy of the new Main Street
brochure that was designed by Tiffany McClendon. Board members are invited to
attend the holiday volunteer luncheon on Dec. 10 at 11:30 a.m. at the Heritage Oaks
Clubhouse on Shell Road.
Committee reports:
Promotion: Ellen is meeting with Shelly and Keith Hutchinson next Monday
to work on the “Best of Georgetown” contest for Community Impact
Newspaper .
Organization: Cheri Thanos has officially resigned from the board. We are
writing her a letter so there will be an official paper trail. Bev and Ellen are
rotating off the board in February. We need to recruit new board
members.
Design: Bev said Kay Harvey-Mosley is not available to do a window
decorating workshop until January. She asked about the status of work on
Lee Nash’s building. Shelly said there has not been any progress on the
building. He needs to complete the work he received his first grant for by
next month. Shelly is going to write him an email and remind him about
this. He can come to next month’s meeting and apply for an extension.

Regular Meeting
The meeting was called to order at 8:03 a.m. by Chair Kirk Kriegel.
Trevor made a motion to approve the minutes of the Sept. 10 meeting and Connie
seconded it. The minutes were approved by all present.
Clifford Hardesty presented a Façade & Sign Grant application for 1008 S. Main St. He
is renovating the Old Sherman Hotel. It will be a “green” renovation and he has
several corporate sponsors who are helping underwrite the extra cost of this.
Renovations will be detailed on a web site at www.1008southmain.com. Façade fund
money will be used for a new roof for the building. Exterior renovations are
expected to be completed by the end of December. He is donating the old neon sign
from the hotel to the Williamson Museum. Bob made a motion to grant him the
$10,000 he requested and Trevor seconded it. The motion was approved by all
present. Ellen is going to pitch a story about new “green” buildings in Georgetown
to Community Impact Newspaper .
Chris Dyer from the Williamson Museum gave an update on the façade grant he
received in 2007. He said installation of the new lighting and pigeon repellent was
completed last month.
Robbie Wyler gave an update on projects coming before HARC. He said HARC
approved plans to remodel the Palace Theater annex building at 213 W. 9
th
St.
Shelly presented the staff report. She showed renderings the Texas Historical
Commission had completed for developing the private alley behind 8
th
Street and
adding a balcony to the Lockett Building. She also showed a cooperative ad for
holiday events that will run in Austin Monthly and Community Impact Newspaper . She
noted the Texas Historical Commission has received a Preserve America grant to
help Preserve America communities and Main Street programs throughout the state.
Georgetown will probably get a visit sometime next year. The new Main Street
program budget from the city has a one-time addition of $28,320 for the façade fund.
Committee reports:
Promotion: Shelly said she would send everyone a copy of the redesigned
brochure.
Organization: Kirk is speaking to Leadership Georgetown Oct. 8.
Design: Bev is going to call Kay Harvey-Mosley and see if she can do a
holiday window decorating workshop this month.
Economic Restructuring: The new Main Street budget includes $20,000 for a
retail consultant. Bob said he wants to be included in discussions
regarding the hiring of this consultant.

Regular Meeting
The meeting was called to order at 8:01 a.m. by Chair Kirk Kriegel.
Trevor made a motion to approve the minutes of the Aug. 13 meeting and Connie
seconded it. The minutes were approved by all present.
Lee Nash presented Façade & Sign Grant applications for 209 W. 8
th
St. and 718 S.
Austin Ave. For 209 W. 8
th
St., he requested an additional $1,000 on top of what the
Board previously gave him in December. This would give Lee the maximum $10,000
for that address. Connie made a motion to grant him $1,000 for 209 W. 8
th
St. and
Trevor seconded it. The motion was approved by all present.
For 718 S. Austin Ave., Lee requested $10,000 for replacing windows and doors on
the 8
th
Street wall. Trevor made a motion that we approve the request and Connie
seconded it. The motion was approved by all present. $7,207 of this will come out of
this year’s budget and the remaining $2,793 will come out of next fiscal year’s
budget. Both grants will go toward new windows for the two buildings, which Nash
is restoring to their 1926 appearance.
The Board discussed changing its monthly meeting date. Connie made a motion to
change the meetings to the FIRST Wednesday of the month contingent on approval
by the absent board members and Trevor seconded it . The motion was approved by
all present.
The Board discussed several possible new mission statements. The mission statement
needs to be revised so that it specifically mentions the national Main Street
Four-Point Approach. Connie made a motion to change the mission statement to the
following and Trevor seconded it:
“The Georgetown Main Street Program seeks to enhance downtown vibrancy
and historic preservation by using the National Main Street Center’s Four-Point
Approach of organization, design, economic development and promotion.”
The motion was approved by all present.
Robbie Wyler gave an update on projects coming before HARC. He noted that the Main
Street Georgetown Web site now has a section with current projects. The Palace
Theater plans to start renovating its annex building on 9
th
Street soon.
Jane Estes with Georgetown Art Works (GAW) was introduced and told the board they
would like to get the police station once it is vacated. The group is having the GAW
Fall Art Hop fundraiser on First Friday, Oct. 3 beginning at 6 p.m. Artwork from
artists across the state will be on sale at several locations downtown, and a portion
of all sales will go to GAW.
Shelly presented the staff report. She showed a sample of the Christmas ornament that
features the Palace Theater. She mentioned an interior design student from Texas
State University is doing some renderings and recommendations for improvements
to the old fire station. Also, she showed board members the final design for the
cooperative holiday marketing rack card. Community Impact Newspaper will start a
“Best of Georgetown” contest in January.
Committee reports:
Promotion: Ellen will revise the copy for the brochure now that the new
mission statement has been approved. Immediate uses for the brochure
include distribution to the fall classes of Leadership Georgetown and the
Georgetown Citizens Academy.
Organization – Kirk mentioned getting on the Leadership Georgetown class
schedule to speak on the Main Street Program this fall . He also discussed
making a presentation to City Council on the Main Street Program and
potential Christmas ‘09 plans with DGA.

Regular Meeting
The meeting was called to order at 8 a.m. by Chair Kirk Kriegel.
Bev made a motion to approve the minutes of the July 9 meeting and Trevor seconded
it. The minutes were approved by all present.
Susan Firth gave a presentation about a series of seminars that her boss , architect J.
Bryant Boyd, would like to give at the library in October. The seminars will focus on
old house restoration. They would like the Main Street Program to be a partner on
the seminars. Bob made a motion that we partner with them and Trevor seconded it.
The motion was passed by all present.
Robbie Wyler gave an update on projects coming before HARC. He said the Tamiro
Plaza will be going before HARC for approval of Phase II. This building will be
residential and retail. He also said the city is implementing a new requirement that
property owners sign a certificate of design compliance so it will be legally binding.
In hopes it will prevent developers and contractors ignoring the design
requirements they were approved by HARC.
Shelly presented the staff report. She noted that two Georgetown entries are winners
and finalists for the 2008 TDA President’s Awards. The Williamson County
Courthouse restoration project is the winner of the “Best Restoration” category and
Southwestern University is a finalist in the “Best Downtown Partner” category. She
is working with Community Impact Newspaper to help launch a “Best of Georgetown”
awards program next year. Voting will be done via the web. She also is putting
together a nomination of Georgetown for a new First Lady’s Texas Treasures Award
with input from GHS and the Williamson Museum. All board members are asked to
attend the Fire Safe Downtown Initiative Workshop on Thursday , Sept. 24, at 8:30
a.m. It will be held in the County Commissioners Room in the courthouse.
Shelly recommended the board update its mission statement so that it specifically
mentions the Main Street Four-Point Approach as the state Main Street office
suggested in last year’s Ten Criteria Survey review. Ellen offered to draft some
alternatives.
Committee reports:
Organization: Kirk discussed making a presentation in front of City Council
in September to show what progress has been made on the annual
Program of Work, as well as some projects the board is wanting to ask for
funding in the next fiscal year.
Economic Restructuring: Bob has drafted documents showing how long it
typically takes to get the various city permits and a best-case timeline. He
noted that the city has a department that could/should publish a brochure
with this information for prospective business owners.
Promotion: Ellen presented bids for printing a brochure about the Main Street
program. It was noted that content will change if the mission statement is
revised. Trevor made a motion that content be revised as appropriate and
that we approve printing of 500 brochures by D&L Printing. Bob seconded
the motion and it was approved by all present.

Regular Meeting
The meeting was called to order at 8:02 a.m. by Chair Kirk Kriegel.
Trevor made a motion to approve the minutes of the June 11 meeting and Bev seconded
it. The minutes were approved by all present.
Robbie Wyler gave an update on projects coming before HARC. He said the new Italian
restaurant on University Ave. and Church is now bigger than what was approved
by HARC so they are coming back before the commission this month. The City
Council also turned down the request for a special use permit to enable office use of
the house at 1903 S. Austin Ave.
Shelly presented the staff report. She showed recent publications featuring Georgetown,
including the July issues of Texas Highways and This Old House magazine. She also
shared a copy of the “10 Criteria” that all Texas Main Street programs need to meet
on an annual basis to receive national recognition. This year’s report is due in
August.
Committee reports:
Organization: Kirk reported on the first meeting of downtown
representatives from DGA, the Chamber and the BOA who are interested
in a “big” holiday event for Georgetown. The group is investigating the
possibility of bringing an ice skating rink and expanding other events for
Christmas 2009. Their first step is to try and get private sector sponsors for
next year. Ice rink proceeds would benefit the Main Street Façade Fund.
He also mentioned the DGA-SU Task Force meeting, and the request for
APO students to do a downtown service project.
Design: Bev will talk with Kay Harvey-Mosley again in August about doing
another design workshop on lighting or visual merchandising. She and
Shelly are currently working with the city fire inspector to host a fire
prevention workshop for downtown business and property owners on
Wednesday, Sept. 24 to kick off Fire Prevention Month in October. The
board discussed the possibility of offering a workshop on how owners
could make their businesses more “green.”
Promotion: Connie said she is working on a TDA President’s Award entry for
Best Restoration for the Williamson County Courthouse. She also learned
yesterday that the Texas Historical Commission may have a problem with
the sculpture proposed to be near the courthouse. She is still working on
finding an empty storefront window to put a Main Street program
display. Ellen presented sample copies of an informational brochure
about the Georgetown Main Street Program. The board discussed printing
options for the brochure.
Economic Restructuring: Bob has drafted a scope of work to be performed by
a downtown consultant if we are able to get approved for the budget
funding.

Regular Meeting
The meeting was called to order at 8:04 a.m. by Chair Kirk Kriegel.
Bob made a motion to approve the minutes of the May 21 meeting and Trevor seconded
it. The minutes were approved by all present.
Robbie Wyler gave an update on projects coming before HARC. The new Monument
Café is supposed to open in August and the Tamiro building is supposed to open in
August or September. The CarQuest building was sold to the county, so we will get
back the $8,207 we had given that owner for a façade grant.
Shelly presented the staff report. She showed the draft of a design for a new billboard
promoting downtown Georgetown that is a joint project between the city and DGA.
She said she is shadowing the Downtown Austin Alliance’s retail recruiter in Austin
because she is now doing similar sales calls for Georgetown.
Kirk reported on the annual meeting of the Tax Increment Reinvestment Zone (TIRZ)
board which he attended this week. The board voted to spend $25,000 on a study of
whether a parking garage downtown would be used.
Committee reports:
Economic Restructuring: Bob presented a report from their committee
meeting. He said the committee would like to work closely with Economic
Development to recruit new businesses. He offered to begin drafting a
scope of work to be performed by a downtown consult if we are able to
get the funding for one.
Promotion: Connie presented a report from the Promotion Committee
meeting since Cheri was absent. This led to a long discussion on what the
focus of the board should be. Shelly suggested we should focus on one
event and do it well. She suggested opening a skating rink in town for
Christmas. This has been done successfully in Fredericksburg and The
Woodlands. Trevor volunteered to help her look into the possibility of
this. The future of the City-Wide Garage Sale is in question.
Organization: Kirk presented a list of organizations in town the board should
partner with and which board member is assigned to each organization.
He also talked about the “10 Criteria” that all Texas Main Street programs
need to meet on an annual basis.
Design: Bev said she had talked with Kay Harvey-Mosley about doing
another design workshop in June. She and Robbie discussed the
possibility of doing a workshop for new business owners in conjunction
with HARC and the Heritage Society.

Robbie Wyler gave an update on projects coming before HARC. Properties with items
on the agenda for the May 22 HARC meeting include 1100 S. Main St., 1205 S.

McIntosh has come up with an alternate parking plan for the former Wesleyan site ,
which he is redeveloping. It was noted that the county is trying to buy the CarQuest
building on Austin Ave. If they do so, the $10,000 grant we gave that building owner
would default back to us.
Shelly presented the staff report. She said she and Cari Miller are switching offices this
week. Amy Vessels starts work for the Visitor Information Center June 2. An
architect from the Texas Historical Commission is coming to town May 22 to meet
with several local businesses who have requested architectural assistance.
The board discussed its Program of Work for 2008. Shelly wants each committee to meet
with her before the next board meeting. The Promotions Committee meeting was set
for June 4 at 8:30 a.m. Mark Thomas will come to the next board meeting (June 11).
We need to decide if we want to get involved with the issue of downtown parking.
Committee reports:
Economic Restructuring: Bob presented a first draft of the Downtown
Development Permits paperwork for a potential downtown business
owner to go through required steps of the Development and Planning
Dept. to open a business, including HARC approval for signs. He’ll work
on a second version as well as a Gant chart after talking to more folks and
having Beverly Adam review it.
Promotion: Cheri noted that the City Council approved the proposed
sculpture selected for downtown.

1.The meeting was called to order at 8:04 a.m. by Chair Kirk Kriegel.
2.Bob made a motion to approve the minutes of the March 12 meeting and Cheri
seconded it. The minutes were approved by all present.
3.Shelly introduced Trisha Tallman, who is the new DGA staff member. Trisha
used to be the special events manager at Disneyland.
4.Shelly presented a written report from Robbie Wyler , who was not able to make
the meeting. The report included updates on projects at 1008 S. Main St., 1903 S. Austin
Ave. and 215 W. 3rd St.
5.Shelly presented the staff report. She reported on proposed structural changes in
city staff. It has been proposed that she move under Economic Development and report
to Mark Thomas. She would then focus on the Main Street program. Cari Miller and the
CVB would remain under Community Services. It is unclear where the responsibility
for the Red Poppy Festival would fall since it benefits the Main Street program but is
put on mainly by CVB staff. She is reviewing resumes for the Visitor Center
Coordinator position and hopes to hire someone after the Red Poppy Festival. The city
is looking at buying the lot across from the library from the county to build a parking
garage.
6.Committee reports:
a.Economic Restructuring: Bob said he hopes to have a draft of the brochure he
has been working on next month.
b.Design: Beverly is debating whether to have another design workshop in the
summer.
c.Promotion: Cheri passed around a volunteer sign-up sheet for Red Poppy
Festival. She said the first City=Wide Garage Sale raised $972. Sixty-two of 65
available spaces were sold. For the next sale (Oct. 25), we will also reserve the large
city parking lot at 9th and Main Streets. Cheri also reported on the selection of the
first piece of public art for Georgetown. A sculpture of two mules will be placed on
the Southeast corner of the square.

Regular Meeting
1.The meeting was called to order at 8:08 a.m. by Chair Kirk Kriegel.
2.Bob made a motion to approve the minutes of the Feb. 13 meeting and Bev
seconded it. The minutes were approved by all present.
3.Shelly handed out planning worksheets from the city accounting department for
all city board members to fill out. The board later agreed on top three priorities to
list for the Main Street Program.
4.The board elected officers for 2008-09. Bob was elected vice-chair and Ellen was
re-elected secretary. Kirk had previously been named chair by the City Council.
5.Robbie Wyler gave an update on HARC activities. He said that Lee McIntosh
wants to turn the old Wesleyan building into an office building known as University
Tower. A house at the back of the tower will be moved to College Street to make
room for additional parking. Robbie also is talking to a developer who wants to turn
the old hotel at 1008 Main St. into a smaller office building.
6.Shelly presented the staff report. She said the city has taken over Austin Avenue
in Georgetown. New wayfinding signs are being installed downtown. Lee Nash was
not able to start work on his building within the allowed 90-day period. The board
will be asked to vote on an extension at its next meeting. Spots for the garage sale
are selling well. Board members are asked to meet at the visitors center to work the
day of the event.
7.No committee updates were given since that was to be discussed at the retreat
immediately following.

Regular Meeting
1.The meeting was called to order at 8:01 a.m. by Chair Gordon Baker.
2.Bob made a motion to approve the minutes of the Jan. 9 meeting and Terri
seconded it. The minutes were approved by all present.
3.Anita Reed was introduced as the new marketing and communications volunteer
for the Palace Theatre. She said the Palace is bringing lots of guests downtown, but they
are often disappointed that few stores are open evenings or on Sundays. She said they
also have had problems finding restaurants willing to accommodate large groups of
theatre-goers. Cheri said she thought some store owners would be willing to stay open
if they knew when groups were coming.
4.Steve and Kyra Quenan presented their application for a $500 sign grant for their
new building at 700 S. Austin Ave. Bob made a motion to approve the application and
Cheri seconded it. It was approved by all present.
5.Robbie Wyler gave an update on HARC activities. He said that work on the
Monument was the big priority right now. Also, he has had preliminary meetings with
a man who wants to buy the former Sherman Hotel at 1008 Main St. and turn it into a
law firm. The main problem with that location is parking.
6.Shelly said a representative from the city budget office would be coming to our
next meeting to discuss budget priorities. She encouraged board members to think
about what these should be.
7.Shelly presented the staff report. She said Connie Watson would be replacing
Terri as the county representative on our board. Another new board member was
approved by City Council last night, and Kirk’s appointment as board chair was
approved. The committee will vote on other officers next month. Bob said he would be
willing to serve as vice chair. A training for new board members will be held March 25
from 9 a.m. to noon at the Williamson County Historical Museum. In lieu of a retreat,
the board will update its work plan at its March 12 meeting, which will run from 8 a.m.
until noon.
8.Committee updates:
·Design: Bob hopes to have a draft of his “checklist” for prospective new business
owners ready by the next meeting.
·Promotions: Cheri gave an update on the City-Wide Garage & Sidewalk Sale on
March 29. Sponsors are needed for the event. Vendor booths are $30. The sale will be
held at the parking lots off Main Street. Applications are available online at
www.visitgeorgetown.com. Board members are asked to help with set up the day of
the event beginning at 6:30 a.m. and with cleanup after the event ends at 3 p.m. The
Caring Place will pick up any unsold merchandise vendors want to get rid of.
Posters will be ready for pick up on Friday (Feb. 15).
9.Shelly thanked Gordon and Terri for their service on the board and gave them a
small gift. The meeting adjourned at 9:40 a.m.

The Main Street Advisory Board of the City of Georgetown, Texas, met on Wednesday , January 9, 2008.
Board Members Present:

Minutes
Regular Meeting
1.The meeting was called to order at 8:02 a.m. by Chair Gordon Baker.
2.Bob made a motion to approve the minutes of the Dec. 7 meeting and Cheri
seconded it. The minutes were approved by all present.
3.Bob made a motion to approve the minutes of the Dec. 19 special called meeting
and Kirk seconded it. The minutes were approved by all present.
4.Robbie Wyler gave an update on HARC activities. He said that a special meeting
will be held Jan. 11 to answer questions regarding the Quenan’s building. HARC will
decide what action to take on the situation Jan. 24. Gordon noted that the situation with
the Quenan’s building raises a larger issue, namely outside investors who purchase
buildings in Georgetown and do not keep them historically accurate. He is glad HARC
is taking a tough stand on this building.
5.Shelly presented the staff report. She passed out the rack cards for this year’s Red
Poppy Festival.
6.Committee updates:
·Design: Bob has met with representatives from Economic Development and
from Planning and HARC to work on developing a “checklist” for prospective new
business owners for the city permit process. Another meeting was scheduled for Jan.
10.
·Promotions: Cheri is meeting with Cari and Shelly on Dec. 10 to work on plans
for the City-wide Garage & Sidewalk Sale on March 29.
7. Meeting adjourned at 9:14 a.m.
