Trevor moved to approve the October meeting minutes. The motion was seconded by Denise. Minutes were approved by all present. Discussion regarding Facade & Sign Grant applications: Chris Damon, 110 E. 7th St. (Old Masonic Lodge Bldg.) – Chris Dyer moved to approve a three-month extension for start of this project; the motion was seconded by Connie and approved by all. Robbie gave the HARC Update. Annarella’s will be changed to The Exchange at Annarella’s. The Landmark Tavern will go for signage in December. They have an application for demolition to move the house behind First Texas Bank. Also the big white house at 803 College requests demolition of the garage so they can add an addition. Galaxy Cupcakes is painting. The Austin Avenue Bridge is being repainted. They are replacing the Exxon sign at Austin Avenue and University. Staff Report: New 2009-2010 Fiscal Year Budget – Board thought we ought to ask for funding for some additional programs like billboards next year. Marketing and Media Exposure – We are in the Austin Monthly November issue for our cooperative holiday advertising. Downtown Issues – Downtown parking 3-hour limit to take effect Wed., Nov. 25. Pink Heals Tour was well attended and they will come back next year. Texas Downtown Revitalization Conference was good. We need a housing strategy for our Downtown Master Plan. Next year’s conference is in El Paso. Mark your calendars: Annie Nov. 20 through Dec. 30 Hands-On History is on Dec. 12, Native American Crafts from 10 a.m. to 2 p.m. at the Williamson Museum Lighting of the Square – 6 p.m. Nov. 27 First Friday – ‘Twas the Night Before Stroll , 6-8 p.m. on Dec. 3, Stroll noon to 8 p.m. on Dec. 4 Holiday Home Tour – noon to 5 p.m. on Sat. Winery Initiative pushed to the Nov. election; film friendly designation in Community Impact. Promotion (Connie, Denise, Tiffany): Georgetown Swirl moved to February b. 12. Gary Nelon agreed to be honorary chair of the event. Lockett Building ornaments are for sale for $20. Lighting of the Square is Nov. 27. Need to think about how to spend money from ornaments on more lights or added tier for the tree. Design (Tiffany, Tamara, Denise, Pete): Kiwanis working on selling wreaths c. and garland for holiday decorations. Working on murals with Arts and Culture Board. Chris – holiday light display being created for the Courthouse for lighting on the square on Nov. 27. Raising $10,000 for the project. Organization (Chris): Meets with Bob Huntley, Paul Brandenburg and Mark d. Thomas once a month. The next meeting will be on December 9, 4 p.m. at Wildfire. A group wants to create a restaurant coalition (outside of DGA) to handle large groups and cross promoting. Taste of Georgetown is next weekend, October 17, ticket sales are going well, but sponsorships are not as good. No action on Sign Grant application – Jocko Saltus, 701 S. Main St. since application not ready Robbie Wyler gave the HARC Update. Merrill Lynch sign is going up, approved by council. Galaxy Cupcakes is moving in; they will be working on courtyard as a second phase; wants to cater to Southwestern and stay open later. Landmark Tavern – jazz bar above Amante’s needs conditional special use permit for a bar (Joe Dawda & Bobbie). Dr. Patel is partnering with Texas State Optical and will be going to HARC for a new sign. Robbie Wyler and Trisha Tallman went to the 2010 conference planning meeting in Austin for National Trust that will be in Austin next year in late October. Hoping to get a field study in Georgetown. Half of the group had lots of questions Parking – 4-month moratorium on parking enforcement being proposed. In 2003, a survey was done and the majority of merchants wanted parking enforcement. Connie Watson moved to approve the July 1st meeting minutes. The motion was seconded by Trevor Dunham. Minutes were approved by all present. Robbie Wyler gave the HARC Update. Fire bays were approved by HARC , and the plan is available online. The Georgetonian is close to being completed with six small office tenants moved in. The Historic Resources survey should come out soon. Additionally, the Design Guidelines should be updated in the next month or so with a new Chapter 13 for Old Town. Austin Ave. Streetscape 2 nd St. to 5 th St. on west side of street is progressing. Chris Dyer gave an Arts & Culture update. He attended the Arts & Culture Board, where one suggested project for San Gabriel Park is to install slabs along the hike and bike trail so people can exhibit art there. Art is also wanted for inside the council chambers. In recognition of Arts month in October , Georgetown Art Works will be doing an Art Hop. New markers are being made for Chisholm Trail, one of which will be placed in San Gabriel Park during a ceremony on September 12. Chris is coordinating a group meeting with Eric Lashley and the Arts & Culture Board. Staff Reports: Pink Ribbon – Firemen with pink fire truck will be stopping in Austin for Breast Cancer Research Center. Could try to get a stop in Georgetown in October “I found it in Georgetown,” Shop local campaign for discount at businesses is listed in the Texas Travel Log and Austin Magazine. Sarah Jane came to Razmataz Salon for design consultation and they may ask for façade grant. More requests are hoped for soon. Downtown Directory sign maps being updated TDA Presidents Awards – several entries but no finalists Hill Country Trail Brochure Launch – put in proposal to host at courthouse in February Founders Park – looking to add to this park. Sarah Jane came up with some possible designs. Committee Reports: Organization (Pete, Trevor, Connie): Haven’t heard a report from Pete. Chris a. would like to meet. Need to have someone who is both on our board and HARC. Promotion (Connie, Denise, Tiffany): Committee is working on the Swirl on b. the Square fundraising event with TWGGA. Event is Nov. 21, 6 to 9 p.m. on the Square. Also working on holiday co-op committee to come up with promotional materials. Economic Restructuring (Trevor, Chris, Tamara): Seminar interest surveys to c. be distributed today. Wet/Dry status—looking to open up alcohol sales , and considered doing so for more wineries to come here. Looking at work plan including Film Friendly Texas designation—looking at hospitality as a whole. Design (Tiffany, Tamara, Denise, Pete): Chisholm Trail Mural Project—d. possible Southwestern Students for wall behind city council chambers. HARC social following their meeting on 4 th Thursday at the end of September. Other Business: Dan Moody dress rehearsal fundraiser for Williamson Museum will be September 3 and 24. The Fire Station Bays City Project is going to HARC for façade renovation, signage at July 23 rd meeting. The Georgetonian (old Wesleyan) is near completion and has tenants. Austin Avenue has a new sidewalk from Monument Café at 5 th Street to River Place at 2 nd Street. DGA is requesting signage that says “More Shopping off the Square” on the back of Wayfinding signs. Staff Reports: New expanded downtown parking zone guides handed out July 16 field visit to downtown McKinney. Group will be visiting Landon Winery, and touring their courthouse which is now a performing arts center and won Best Adaptive Reuse by TDA. At 1008 Main St. there will be a ribbon cutting on July 9 th at 5:15 p.m. with Mayor Garver. Trevor motioned to go to council to ask to hold $20,000 for retail consultant until a survey has been conducted by the Economic Restructuring Committee. The motion was seconded by Chris. Promotion (Connie, Denise, Tiffany): Promotions meeting will take place July d. 8 th . For Holiday Progressive Dinner Fundraiser guests will check in and check out in the courthouse. Only silent auction proceeds would be split with TWGGA. Looking for suggestions of possible honorary co-chairs. Nick Ramos with Georgetown Art Works gave a presentation on Georgetown Art Work’s Happy Trails Banner Project. Trevor made a motion to support the banner project, Tamara seconded. The motion was approved. Shelly gave the Staff Report. The 2-hour downtown parking zone expansion starts on June 10. Facade renderings by the Texas Main Street office of the Main Street Winery project in the fire station bays were distributed. Contessa at 8 th and Rock streets is a mixed-use project that went for its second discussion. They hope to go for official HARC approval in the next few months. HARC meets on the 4 th Thursday at 6 p.m. There are two sign subcommittee meetings coming up on the 2 nd Thursday at 4 p.m. and 4 th Thursday at 5:30 p.m. The Georgetonian is putting in sidewalks and parking will be done in the next few months. They are voluntarily tying into the master plan and have been protecting trees on the project. The old Sherman Hotel at 1108 S. Main Street is putting in landscaping. Robbie shared the downtown pamphlet that they have been handing out to applicants. It has been well received. Steve Turner presented a façade fund grant application on behalf of Bryan Farney for the property at 115 W. 7 th St. Emergency repairs were made to the wooden canopy of the building in December at the request of the city code enforcement officer and they were seeking a grant of $2,000 to reimburse them. Bob H. made a motion to grant the request and Connie seconded it. The motion was approved by all present. Bob H. said we should modify our guidelines to make it clear that we can reimburse for expenses that have already been incurred if the repairs are of an emergency nature. Bob Weimer and Jane Estes updated the board on plans for the 8 th Street Courtyard/Art Park. They are in the process of getting the property they would need to acquire appraised. They also spoke with the city manager about the project Feb. 3. They are trying to get formal support for the project from various city boards before they take it to a workshop with the City Council. The Parks Department thinks there are grants the project could qualify for. Ellen made a motion that the Main Street Advisory Board endorse the project and Bob H. seconded it. The motion was approved by all present. Robbie presented an update on projects coming before HARC. The people developing the new construction project at 8 th and Rock Streets will be going before HARC March 26. They need a variance to put a green roof on the building. The city should be getting the draft version of the revised downtown design guidelines soon. Shelly presented the staff report. She showed ads for upcoming issues of Austin Monthly and Texas Hill Country magazine. The city is buying some more holiday lights with proceeds from the ornament sale. She met with Ben Trollinger at the Sun last week about the Best of Georgetown contest. He needs to run it by his bosses. She also discussed an exciting new mural project for downtown. The city hopes to add two more murals – a Dan Moody one on the Palace Theater Annex and a Chisholm Trail mural on the back of the City Council chambers.
