The Animal Shelter Advisory Board of the City of Georgetown, Texas, met on Thursday, December 20,
2007.

Regular Meeting
Meeting called to order at 6:03 p.m. by Debbie Frase.
1. Citizens comments — none.
2. September 2007 minutes — Minutes were accepted unanimously
3. Shelter Report for October and November — Ken Finn presented the shelter reports. Dog trends
were positive while cat intakes began exceeding dog intakes. Because cat euthinization rates are typically
higher than for dogs, this trend will likely foresee higher overall euthinization rates for the shelter.
4. HSUS Progress Report — Kenn Finn provided documentation describing uncompleted areas or those
areas deemed irrelevant by the completion of other recommendations. Overall, much progress has
already been made in accomplishing HSUS recommendations for the shelter.
5. Discussion and possible action on Dog Tethering Ordinance — Christy Hullum presented results of
a survey given to a limited number of Georgetown residents during the Christmas Stroll and at Petsmart.
Results showed that a majority of residents generally favored reducing the instances of dogs being
tethered. The board decided that a larger sample size would be desirable before taking any additional
action to change city ordinance and the issue will be taken up in the January meeting.
6. Discussion and possible action on Shelter Hours of Operation — Ken Finn presented proposed
changes to the hours the shelter is open to the public in an attempt to improve face to face service to
citizens and to facilitate opening the Shelter on Sundays. Proposal will be reviewed by city management.
7. Discussion on current Shelter Phone System — A discussion took place where it was decided that
recent changes to the shelter phone automatic routing are satisfactory and now allow a caller to talk with a
shelter employee if desired.
8. Discussion on Dogs accompanying their Owners at Outdoor Dining Establishments — There is
no city ordinance restricting dogs in outside eating areas. The decision to allow dogs in this situation is at
the discretion of the dining establishments' owners /management.
9. Discussion on Dogs in the back of Trucks — Christy Hullum brought up her concern of witnessing
dogs traveling unsecured in the bed of trucks in Georgetown. Ken Finn will review city ordinances and
report back to the board at the January meeting.
10. Update on Pet Rescue Kits furnished by GAO — Debbie Frase stated that the Georgetown Animal
Outreach organization raised enough funds to furnish complete rescue kits for each fire station in
Williamson County.
