Members Present: Debbie Frase, Keith Fruge, Secretary, Christy Hullum, Erica Haley and Ken Finn Members Absent: Shawn Gunnin, Chair and Patty Eason Staff Present: Jackie Carey Minutes Regular Meeting Meeting called to order at 6:00 p.m. by Debbie Frase. 1. Citizen comments — none. 2. Council member visit — Bill Sattler, City Council member for District 4, was in attendance for the Advisory Board meeting. 3. May 2007 minutes — Motion by Debbie Frase to accept the minutes as presented and was second by Christy Hullum. Minutes were accepted unanimously. 4. Report from Shelter Director — Ken Finn presented the shelter report for the month of May. Most indicators continue to trend slightly negatively from last year. Ken stated there were no obvious causes for this trend and that the shelter would be closely monitoring the situation to determine what may be affecting the trend. 5. Discussion and possible action about completed items from the HSUS recommendations — Ken Finn report that good progress has been made in implementing the HSUS recommendations thus far. Specifically, $5,000 earned in the Animal Shelter community garage sale has been used to purchase a 12x20 storage building, four eye wash stations have been installed, all animal control officers now have microchip readers, shelter landscaping is finished and many other items have been completed or are planned to be in the near term. 6. Discussion and possible action on disaster preparedness — Ken Finn reported that no significant additions or changes were made to the Disaster Preparedness Plan. He requested that the contact lists for volunteers during a disaster response be completed. 7. Discussion and possible action on dog tethering and ordinance related to tethering — Christy Hullum reported and presented the State legislation signed by Governor Perry which goes into effect 1 September 2007 which significantly restricts the ability of citizens to tether their dogs. Board members reviewed the provisions of the legislation and felt it initially appears to adequately address the concerns and desires of the board on this issue. The board discussion included a suggestion that the legislation should be reviewed by the city lawyer and that a citizen education effort on the new law should be considered. Meeting adjourned by chair at 6:50 p.m.
