A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS SETTING A DATE, TIME AND PLACE FOR A
PUBLIC HEARING ON THE LEVY OF ASSESSMENTS ON A 16.540 ACRE
TRACT OF LAND KNOWN AS SECTION FIVE OF THE GEORGETOWN
VILLAGE PLANNED UNIT DEVELOPMENT PUBLIC IMPROVEMENT
DISTRICT NO. 1; AUTHORIZING PUBLICATION OF NOTICE; AND
ESTABLISHING AN EFFECTIVE DATE.
WHEREAS, on January 18, 2002, Shell Ranch Development, Inc. d/b /a Georgetown Village
filed with the City of Georgetown ( "City ") a petition requesting the addition of 16.2540 acres of land
known as Section 5 of the Georgetown Village Planned Unit Development Public Improvement
District #1 (the 'District ") to the District under and pursuant to the provisions of Chapter 372, Local
Government Code, V.A.T.S.; and
WHEREAS, on March 26, 2002, after publication of notice as required by Chapter 372, a
public hearing was held pursuant to Section 372.009 of the Local Government Code, V.A.T.S., to
consider inclusion of said 16.2540 acres of land comprising Section 5 in the District; and
WHEREAS, at the conclusion of said public hearing, the City Council adopted a Resolution
making the following findings:
A. It is advisable to add 16.045 acres of land, known as Section 5 of the
Georgetown Village Planned Unit Development, into the District under the
provisions of Chapter 372, Local Government Code.
B. The boundaries of lands to be included in the District are shown on Exhibit
A and shown by metes and bonds on Exhibit B, which are attached hereto
and made a part hereof as if set forth in full.
C. It is advisable that the City of Georgetown exercise the powers granted by
Chapter 372, Local Government Code, in connection with the establishment
of the District, including authorizing the District to fund the maintenance of
certain improvements within the District.
D. The general nature of the proposed improvements in the District is to
maintain the non -City parks, recreational facilities, alleyways, lighting,
landscaping and related improvements within the boundaries of the District.

The proposed assessments shall consist of a perpetual assessment for the
administration and maintenance of park facilities, recreational facilities,
landscaping, lighting, open spaces, pedestrian alleyways, signage and other
related amenities, said maintenance assessment to supplement the normal
city operations and maintenance of said park facilities, recreational facilities,

landscaping, lighting, open spaces, pedestrian alleyways, signage, and other
related amenities.
F. It is advisable that the maintenance activities described above be undertaken
by and provided in the District.
G. The estimated annual cost for maintaining the non -City improvements
within the PID for 2002 is $96,332, not including interest.
H. The method of assessment shall be based upon the annual, assessed value of
each lot. The assessment shall be $0.20 per $100 valuation. The assessment
on each lot shall commence on January 1 of the first year after said lot is part
of a final, recorded subdivision plat.
I. The total costs of the maintenance of the non -City improvements shall be
borne by the property owners in the District. The City of Georgetown,
Texas shall incur no costs associated with District administration or with
construction, operation, or maintenance of any of the non -City
improvements that are maintained by the District. The apportionment of
costs for the non -City improvements within the District shall be as follows:
District - 100%
City as a Whole 0%
WHEREAS, on April 2, 2002, the Petitioner delivered a proposed assessment roll showing
a proposed assessment of $0.20 per $100 of valuation on the lands within Section 5 of the District
(excluding parkland), which is attached hereto as Exhibit C; and
WHEREAS, before the City levies assessments on properties within Section 5 of the District,
the City must publish notice and call a public hearing to consider the levy of said assessments
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GEORGETOWN, TEXAS, THAT:
SECTION 1. The facts and recitations contained in the preamble of this resolution are
hereby found and declared to be true and correct, and are incorporated by reference herein and
expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this
resolution implements the following Century Plan Elements:
Growth & Physical Development Policy 7.0 of the Century Plan - Policy Plan Element, which
states: "Georgetown's land uses support economic, cultural and social activities for all
residents, businesses and organizations; and the City's development process encourages new
and infill development "; and

Finance Policy 5.0 of the Century Plan - Policy Plan Element, which states: "All municipal
operations are conducted in an efficient business -like manner and sufficient financial
resources for both short-term and long-term needs are provided. ";
and further finds that the adoption of this resolution is not inconsistent or in conflict with any other
Century Plan Policies, as required by Section 2.03 of the Administrative Chapter of the Policy Plan.
SECTION 2. Pursuant to Section 372.016(b) of the Local Government Code, V.A.T.S., a
public hearing to consider the levy of assessments Section 5 of the Georgetown Village Public
Improvement District No. 1 shall be held before the City Council of the City of Georgetown, Texas
on the 14ffi day of May, at 6:00 p.m. in the City Council Chambers at 609 Main Street, Georgetown,
Texas, 78626.
SECTION 3. This resolution shall be effective upon publication pursuant to Chapter
372.016 of the Texas Local Government Code.
