HomeMy WebLinkAboutRES 081302-BB - CAMPO Membershipr�- ~ /���X �y��� ���� RESOLUTION NO. = � " °�~-~- ���� A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, REQUESTING MEMBERSHIP |N THE CAPITAL AREA METROPOLITAN PLANNING ORGANIZATION y'(�A0PO'`)' AND K84H30�3REC�OK8K�ENOADOMS REGARDfN{5THE ��AMP[}POUCY ' ADVISORY COMMITTEE STRUCTURE AND OPERATING PROCEDURES TO BENEFIT THE CENTRAL TEXAS REGION. - WHEREAS, the City of Georgetown, Texas, is a Home-Rule Municipality, which operates under a municipal charter that recognizes comprehensive planning as a continuous and ongoing government fun don and the authority to cooperate with the government of the State of Texas or any agency or political subdivision thereof; and WHEREAS, the citizens Vf Georgetown have supported the creation ofa4B Corporation ("GeorgetuwnTranopo�otionEnhanoennent(}orporaUon� for new roadway construction for economic `ove|oprnantpurposes, that includes a requirement for an annual tnanupo�ation\nnprovennentprogram, ~that the 4B Corporation Board feels should be based on sound planning and modeling consistent with regional transportation planning efforts; and ° WHEREAS in the N�emb�20O1C�vof o�zonan<[�eo��own showed ovonwhe!nni'gaupportw�h82.5pa ' ofMha - respondents in favor cf participation inregional planning efforts to improve transit and transportation systems in the City; and WHEREAS, the release of the 20O U.S. Census shows the urbanized core cd the City of Georgetown and the City of Round Rock are within one Census Tract of connecting the City of Georgetown with the urbanized boundary of the Capital Area Metropolitan Planning Organization; and WHEREAS, based un the release of the. 200 U.S.Cansus the Capital Area Metropolitan Planning Organization, must revise the Joint Powers Agreement, and Bylaws and Operating Procedures of the MPO policy board to encompass the additional urbanized area in Williamson, Travis and Hays counties; and WHEREAS, Section 134. Title 23, United States Code requires: 1. A metropolitan planning organization (MP0be designated for each urbanized area of more than 50,000 population by agreement among the Governor and units of local government; and _ 2. The MPO planning area boundary shall, as a minimum, cover the urbanized core and the contiguous geographic area likely to become urbanized within the next twenty year forecast period; and 3. The voting membership of an MPO policy body must include representation of local elected officials, officials of agencies that administer oroperate major modes or oya1enna of transportation, and appropriate State officials; and 4. Existing MPO's to increase representation of local elected officials on the policy board and other committees as a means for encouraging greater involvement in the MPO processes; and 5. The Governor must approve MPOboundaries. NOW THEREFORE, BEITRESOLVED BY THE CITY COUNCIL QFTHE CITY OF GEORGETOWN, TEXAS: The City Council of the Qty of Georgetown, Texa in regional transportation planning efforts that, benefit the City, Williamson County and the Central Texas region. No. ��� _�����-��°~ m~°~ Page of / FURTHER, the City of Georgetown staff is directed to coordinate local planning efforts with regional planning programs through the Capital Area Metropolitan Planning Organization, Capital Area Planning Council and others, recognizing the importance of regional planning to the future of the City of Georgetown. FURTHER, the City of Georgetown is requesting that the Governor, Texas Transportation Commission, and CAMPO Policy Advisory Committee approve a new boundary for the Capital Area Metropolitan Planning Organization that includes the City of Georgetown, with the following amendments to the Joint Powers Agreement and Operating Procedures of the MPO policy board: 1. All cities, villages and towns, with a population of 25,000 or greater in the 2000 U.S. Census have un individual representative of the K8PC> policy board; and . 2. A policy recognizing new territory added to the MPO boundary in the Transportation Improvement Plan Process (TIP), that will support and incorporate current/ongoing Texas Department of Transportation Projects in1henewtenibzryespart0ftheT|P amendment subsequent to inclusion of that territory. � Sandra D.
