WHEREAS, the City Council finds that the provision of public transportation,
public health services, financial and other support services to at risk families, volunteer
and information and referral services, educational services, affordable housing, mental
health and parenting and drug prevention services, nutritional and social support
services for the elderly and homebound citizens of Georgetown, crisis and support
services for the victims of sexual assault and family violence, accomplishes a public
purpose, is beneficial to the community, helps the City in its health, safety and welfare
obligations, are not adequately addressed or reasonably addressable by the private
sector or other public entities; and
WHEREAS, the City of Georgetown and Capital Area Rural Transportation
System (CARTS) desire to enter into an agreement to provide general public
transportation services for the citizens of Georgetown; and
WHEREAS, the City of Georgetown and the Georgetown Community Service
Center dba The Caring Place desire to enter into an agreement to provide financial and
other support services to at risk families in Georgetown; and
WHEREAS, the City of Georgetown and Georgetown Community Clinic desire to
enter into an agreement to provide primary care clinic services for residents of
Georgetown; and
WHEREAS, the City of Georgetown and Georgetown Information and Volunteer
Exchange Inc. desire to enter into an agreement to provide volunteer placement and
database services, information and referral, and program development services for
citizens of Georgetown; and

WHEREAS, the City of Georgetown and Habitat for Humanity of Greater
Georgetown, Tx desire to enter into an agreement to provide services to build
affordable homes for low income families in Georgetown; and
WHEREAS, the City of Georgetown and Literacy Council of Williamson County
(LCWC) desire to enter into an agreement for the LCWC to provide basic educational
instruction to Georgetown residents; and
WHEREAS, the City of Georgetown and the Senior Center at Stonehaven
(Center) desire to enter into an agreement for the Center to provide recreational, social,
and health prevention and educational services to citizens over fifty (50) years of age in
Georgetown and surrounding communities; and
WHEREAS, the City of Georgetown and The Georgetown Project (TGP) desire
to enter into an agreement for TGP to develop alternative funding sources for mental
health services, parenting support, and drug prevention services for Georgetown
children, youth, and families; and
WHEREAS, the City of Georgetown and Williamson- Burnet County
Opportunities, Inc. (WBCO), desire to enter into an agreement for WBCO to provide
nutritional services for the elderly and homebound citizens of Georgetown; and
WHEREAS, the City of Georgetown and Williamson County and Cities Health
District desire to enter into an agreement for the Health District to provide public health
services to the citizens of Georgetown (including personal health care services such as
WIC food and education, immunizations, prenatal and maternity counseling/monitoring
and early childhood physical and psychological health services; environmental health
services such as inspection of food establishments; and other preventive and
educational health services); and
WHEREAS, the City of Georgetown and Williamson County Crisis Center desire
to enter into an agreement for the Williamson County Crisis Center to provide crisis and
support services to the victims of sexual assault and family violence for the citizens of
Georgetown;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, THAT:
SECTION 1. The facts and recitations contained in the preamble of this
resolution are hereby found and declared to be true and correct, and are incorporated
by reference herein and expressly made a part hereof, as if copied verbatim. The City
Council finds that this resolution implements the following policy of the Century Plan-
Policy Plan Element
4.0 City owned, sponsored or managed health and human services enhance the
quality of life of the citizens of Georgetown.

and further finds that the adoption of this resolution is not inconsistent or in conflict with
any other Century Plan Policies, as required by Section 2.03 of the Administrative
Chapter of the Policy Plan.
SECTION 2. The Mayor is hereby authorized to execute, and the City Secretary
to attest thereto, funding agreements with Capital Area Rural Transportation System,
The Georgetown Community Service Center dba The Caring Place, Georgetown
Community Clinic, Georgetown Information and Volunteer Exchange Inc., Habitat for
Humanity of Greater Georgetown, Tx, Literacy Council of Williamson County, Senior
Center at Stonehaven, The Georgetown Project, Williamson-Burnet County
Opportunities, Inc., Williamson County and Cities Health District, and Williamson
County Crisis Center on behalf of the City of Georgetown.
SECTION 3. This resolution shall be effective immediately upon adoption.
