HomeMy WebLinkAboutRES 200308-Y - Support WBCP Home ProgramRESOLUTION NO. y A RESOLUTION • THE CITY COUNCIL • THE CITY OF GEORGETOWN, TEXAS, EXPRESSING SUPPORT TO WILLIAMSON- BURNET COUNTY OPPORTUNITIES' APPLICATION TO THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS HOME PROGRAM WHEREAS, the City of Georgetown is experiencing an unprecedented rate of growth, having increased the population of residents from 14,842 in 1990 to 26,400 in 1999; and WHEREAS, the rate of growth has out paced the development of affordable housing for area residents, with over 1350 Georgetown households in rental housing paying more than 30% of their income for housing according to a 1998 Housing Needs Assessment; and WHEREAS, the City's growth has created a high demand for rental housing, with apartment occupancy rates in May, 1999, varying between 93 and 100% with most complexes between 98 and 100% filled; and WHEREAS, Williamson-Burnet County Opportunities, Inc. (WBCO) has in the past operated a Tenant-Based Rent Assistance Program for victims of domestic violence; and WHEREAS, Williamson-Burnet County Opportunities, Inc. is applying for funding to continue this program, meeting a community need. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, THAT: SECTION 1. The facts and recitations contained in the preamble of this resolution are hereby found and declared to be true and correct, and are incorporated by reference herein and expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this resolution implements the following policy of the Century Plan - Policy Plan Element: 1. Housing Policy 6.00, which states: "All citizens have access to safe and adequate housing opportunities." SECTION 2. The City of Georgetown supports the Williamson-Burnet County Opportunities application to the Texas Department of Housing and Community Affairs HOME Program to enable WBCO to continue to conduct a Tenant-Based Rent Assistance Program for victims of domestic violence. SECTION 3. The Mayor is hereby authorized to execute, and the City Secretary to attest thereto this resolution on behalf of the City of Georgetown.
