A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, ORDERING A GENERAL ELECTION IN GEORGETOWN, TO BE HELD ON , 2000, ORDERING j RUN-OFF i ` IF NECESSARY, AND ESTABLISHING PROCEDURES FOR SAID ELECTIONS. WHEREAS, the laws of the State of Texas and the Charter of the City of Georgetown, Texas provide that on Saturday, May 6, 2000, there shall be a General Election at which shall be elected the following officials for this City: Two (2) Members of the Georgetown City Council: one Councilmember from each of Districts 1 and 5; and WHEREAS, the laws of the State of Texas and the Charter of the City of Georgetown, Texas further provide that the Election Code of the State of Texas is applicable to said election, and in order to comply with said Code, a Resolution should be passed establishing the procedure to be followed in said election, and designating the voting places for said election. NOW, THEREFORE, BE IT RESOLVED AND ORDERED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS THAT: SECTION 1- VERIFICATION OF FACTS The facts and recitations contained in the preamble of this resolution are hereby found and declared to be true and correct, and are incorporated by reference herein and expressly made a part hereof, as if copied verbatim. SECTION 2 — CONFORMANCE WITH CENTURY PLAN The City Council has found that this action implements Governmental Affairs Policy End 1 5.00 of the Century Plan - Policy Plan, which states: "A high level of cooperation and involvement exists among Georgetown's citizens and governmental organizations "; and has found that this action is not inconsistent or in conflict with any other Century Plan Policies, as required by Section 2.03 of the Administrative Chapter of the Policy Plan; SECTION 3 — ISSUES AND CANDIDATES This election shall be held to elect Councilmembers for City of Georgetown Single - Member Districts 1 and 5. Election Resolution No. Page 1 of 4 Pages All candidates for the election to be held on the first Saturday in May, 2000, for Districts 1 and 5, shall file their applications to become candidates with the City Secretary at the City Hall, 609 Main Street, Georgetown, Texas, no earlier than the seventy-fifth day before the election, such date being Monday, February 21, 2000, and no later than 5:00 p.m. on the forty-fifth day before the election, such date being Wednesday, March 22, 2000. The order in which the names of the candidates are to be printed on the ballot shall be determined by a drawing held by the City Secretary on Tuesday, March 28, 2000, at 4:30 p.m. in the City Council Chamber, located at 101 E. 7th Street, Georgetown, Texas. SECTION 5 — POSSIBLE RUN-OFF ELECTION As provided in the City Charter, in the event that no candidate can be declared the winner in any or all of the individual races to be conducted in the General Election, a runoff election shall be held not earlier than 20 days nor later than 30 days after the date of the final canvass of the General Election, that date being Saturday, June 3, 2000. In such Runoff Election, the two candidates who received, in the preceding election, the highest number of votes for each office to which no one was elected, shall be voted on again, and the candidate who receives the majority of the votes cast for each such office in the Runoff Election shall be elected to such office. Voting shall be conducted with paper ballots prepared in conformity with the Texas Election Code. SECTION 7 — EARLY VOTING As City Secretary, Sandra D. Lee is hereby appointed as Clerk for Early Voting. Shirley Rinn and Murray Blackman are hereby appointed as Deputy Early Voting Clerks. Early voting by personal appearance shall take place at City Hall, 609 Main St., Georgetown, Texas, and Branch Early Voting by personal appearance will take place at Election Resolution No. Page 2 of 4 Pages the Georgetown Independent School District Administration Building. Each Early Voting location will remain open during normal business hours (8:00 a.m. to 5:00 p.m. for Main Early Voting at City Hall and 8:00 a.m. to 4:00 p.m. for Branch Early Voting at the GISD Administration Building) each day specified for early voting, which is not a Saturday, a Sunday, or an official state holiday, beginning on the 17th day preceding the date of the election, which is Wednesday, April 19, 2000, and continuing through the 4th day preceding the date of the election, which is Tuesday, May 2, 2000. Early voting shall also be conducted on Saturday, April 22, 2000, from 9:00 a.m. to 1:00 p.m. and on Saturday, April 29, from 9:00 a.m. to 1:00 p.m. at the Main Early Voting Location at Georgetown City Hall, 609 Main Street. In the event of a Runoff Election, early voting by personal appearance shall take place at the Main Early Voting Location/City Hall and at the Branch Early voting Location at the GISD Administration Building, beginning Monday, May 17, 2000, through Tuesday, May 30, 2000. SECTION 8 — ELECTION DAY VOTING Election day voting shall take place at Polling Place "A", Georgetown Public Library, 808 Martin Luther King Blvd. for voters residing in City Single-Member District 1, and at Polling Place "B", at the Georgetown Independent School District Tax Office, 603 Lakeway Drive, for voters residing in City Single-Member District 5. SECTION 9 — TABULATION OF RESULTS The City Secretary shall conduct an unofficial tabulation of results after the closing of the polls of the General Election on May 6, 2000. The Official Canvass and tabulation of the results of the Election shall be conducted by the City Council at the Regular City Council Meeting on Tuesday, May 9, 2000, at 5:30 p.m. If a Runoff Election is required, the City Secretary shall conduct an unofficial tabulation of results after the closing of the polls of the Runoff Election on June 3, 2000. The Official Canvass and tabulation of the results of the Runoff Election shall be conducted by the City Council at a Special Council Meeting on Tuesday, June 6, 2000, at 5:30 p.m. SECTION 10 — EFFECTIVENESS OF RESOLUTION This resolution shall be effective immediately upon adoption.
