WHEREAS, the 76th Texas Legislature, 1999, adopted Senate Bill 89, extensively
amending the Texas Annexation Act, Chapter 43, Local Government Code; and
WHEREAS, Section 17(b) of Senate Bill 89, 76th Texas Legislature, 1999, requires that
each city adopt an annexation plan on or before December 31, 1999, that includes territory the
city plans to annex three years from the date the territory is placed in the plan in accordance with
Section 43.052 Local Government Code; and
WHEREAS, there are a number of exceptions that authorize annexation of territory
without the territory having been placed in an annexation plan and for the foreseeable future
annexations of territory contemplated by the city fit into one of these exceptions;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, THAT:
SECTION 1. The facts and recitations contained in the preamble of this resolution are
hereby found and declared to be true and correct, and are incorporated by reference herein and
expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this
resolution implements the following policies of the Century Plan - Policy Plan Element:
1. Environmental and Resource Conservation Policy 1, which states: "The Physical
attributes that make Georgetown attractive are protected"; and
2. Growth and Physical Development Policy 1, which states: "Land use patterns within
the City provide economic, cultural, and social activities to all residents, businesses and
organizations"; and
3. Growth and Physical Development Policy 2, which states: "The City's regulations
implement the policy statements and provide the opportunity to seek change with
reasonable effort and expense"; and
4. Growth and Physical Development Policy 3, which states: "Annexations procedures
and standards benefit the community";
and further finds that the adoption of this resolution is not inconsistent or in conflict with any
other Century Plan Policies, as required by Section 2.03 of the Administrative Chapter of the
Policy Plan.
SECTION 2. For the purposes of Section 17(b) of Senate Bill 89, adopted by the 76th
Texas Legislature, 1999, and Section 43.052, Local Government Code, the City Council hereby
adopts the Annexation Plan contained in Exhibit A of this resolution.

SECTION 3. The Mayor is hereby authorized to sign on behalf of the City Council of the
City of Georgetown.
SECTION 4. This resolution shall be effective immediately upon adoption.

The City Council has reviewed the future expansion needs of the City of Georgetown and
the prospects of development within the City's extraterritorial jurisdiction. After studying the effects
of amendments to the Texas Annexation Act enacted by Senate Bill 89, 76th Texas Legislature,
1999, the City Council has determined that, at this time the City does not intend to annex any
territory that in order to be annexed, is required to be in an annexation plan.
The City Council reserves the right to amend this annexation plan in the future to add
territory for annexation should circumstances change.
