Several examples from other cities' arts grants programs were examined and discussed. The committee recommended taking the City of Plano model (attached) to the Arts and Culture Board meeting on July 18, 2007. Complete applications, as specified in the Guidelines documents (also available here for download), must be delivered no later than 5:00 PM. Please consult the guidelines for information on eligibility for the various grants. Please note that an organization may apply for either the Major Grants or the Small Grants, but not both. Small Grant and Special Event applicants will make presentations to the Cultural Affairs Commission on June 4, 2007. Major Grant applicants will make presentations to the Commission on July 14, 2007. City Council will consider the recommendations of the Cultural Affairs Commission in August, and final grant decisions will be made in September. OaoaAments n Creative Arts n Public Art Program Public Art Program Creative Arts The Public Art Program enhances the community by beautifying local spaces such as parks, recreation centers, and libraries. Public art is: about the people, selected by the people, and for the people. The pieces will continue to provoke thought and conversation among all ages. To participate in a selection process or find out more about the program, contact Christine Eubanks , Cultural Programs Coordinator. Public Art Committee Mission: The Plano Public Art Committee consists of 7 members who advise and make recommendations to the Piano City Council and appropriate City board and commissions to the Public Art Program concerning the following matters: a. Public Art policies and procedures; b. Artist selection juries and process; c. Commission and placement of artworks; d. Maintenance and removal of artworks; e. Development and approval of the annual Public Art Plan History: The Public Art Committee was established by resolution of the City Council In September, 1999. In 2003, a Public Art Master Plan was adopted by resolution of the City Council. The Public Art Funding Ordinance was established in early 2005. The Public Art Committee now has three completed projects and seven underway. Statement of Purpose The Cultural Affairs Commission was established by the City of Plano to ensure that the arts were incorporated into the civic Infrastructure for the City's residents. The Cultural Affairs Commission reviews and makes recommendations to Council on applications for Major Grants, Small Grants, and Special Events Grants. The Commission also selects the contractor for the Summer Arts Program. The Arts and Culture Grants Program and the Summer Arts Program are provided through the Cultural Affairs Commission. The Arts and Culture Grants program provides support for non-profit arts organizations to entertain and engage our citizens In all aspects of the arts. The Summer Arts Program provides free art camps for underserved youth- music, theatre, dance, and visual arts experiences are on the menul The current provider of the Summer Arts Program is the ArtCentre of Plano. ELIGIBILITY All organizations submitting an application must meet the following criteria: A. Must be based in the City of Plano, present, perform, exhibit, conduct workshops or provide services and other arts/cultural activities for the citizens of Plano as well as for those audiences and participants attracted through the organization's broad marketing and promotion practices; B. Must be nonprofit, federally tax-exempt under section 501(c)(3) of the Internal Revenue Code, and your IRS letter of determination must be attached to your application; C. Must have at least a 24 month history of continuous, stable programming prior to the grant application due date. Any exceptions must be approved by a two-thirds vote of the commission; D. Must have an active Board of Directors; E. Must have programming, administrative practices and board membership which do not discriminate on the basis of race, color, national origin, sex or disability; and F. If previously funded, applicant must have successfully fulfilled all prior contract obligations. G. Complete the Grant application on the form provided. An electronic template is available, yet no changes can be made to the format. All information requested must be provided in the order and format of the original template. H. Organizations applying for City of Plano Major Grants are not eligible to apply for City of Plano Small Grants in the same year. II. REVIEW CRITERIA Applications for financial support in all categories will be reviewed using three (3) criteria. The criteria will be weighted as follows: Artistic/Cultural/Creative Merit 35% Community Outreach 30% Administrative & Fiscal Responsibility 35% A minimum composite score of 75% is required for any funding consideration. A score of less than 75% will not be considered. Any exceptions must be approved by 2/3 vote of the commissioners. Definition of Criteria Applicant must provide proof for all claims made in the application, for example tax returns, box office reports, in-house statistics, etc. A. Artistic/Cultural/Creative Merit (35%) Applicant demonstrates a history of high quality artistic/cultural or creative merit as perceived by peers, critics and/or the public, as evidenced by press reviews, awards and increases in average attendance; 2. Activities that promote and encourage creativity, quality and excellence in the • arts or in historic preservation/restoration; Innovation and creativity in programming, services, exhibits, capital projects; 4. Vision and leadership of artistic/cultural staff, which can be measured by continual artistic or service growth and a corresponding growth of audiences, participants and constituents; 5. Activities thatfurtherthe applicant's goals and objectives. B. Community Outreach (30% Measurable, ongoing efforts to involve individuals of different ethnic heritages within organization's leadership as demonstrated by artistic, cultural, technical and administrative staff and by board composition; 2. Efforts to reach new and special audiences through programming, services and education focuses which promote cultural diversity. Comprehensive marketing which promotes Plano as an important cultural center to its citizens, throughout the State of Texas and beyond; 4. Organized plan or methodology for education of the entire community regarding the organization's particular program or art form, as evidenced by classes, Master classes, public performances, PISD performances, etc. 5. Administrative & Fiscal Responsibility (35%) 1. A continuing history of growth, stability, fiscal responsibility and vision (as evidenced by such things as increasing private sector sponsorships and/or memberships, cost reductions, finding of new revenue streams, on -time submission of quarterly reports to City of Plano for past grants, etc.) 2. A Board of Directors which meets regularly and sets the policies of organization; 3. Ability to deliver programs, projects or services effectively; 4. Realistic budget proposal, as evidenced by a funding request proportionate to the service/usage levels; 5. Evidence of financial support from both private and public sectors. V. RESTRICTIONS The City of Plano will not fund the following: A. Grants to individuals; B. Reduction of deficits from or expenditures related to activities of previous fiscal years; C. Activities in which academic credit is given; • D. Mortgage interest and depreciation on real property or capital improvements; E. Scholarships and fellowships for employees/volunteers however, scholarships for programming are acceptable; F. Social functions, parties, receptions, openings, fundraising benefits, refreshments or beverages; G. Fines, penalties or costs of litigation and; H. Underwriting or subscriptions, investments, stocks, bonds or any financial obligation. Grants to an organization will not exceed 25% of the organization's previous fiscal year's expenditures less the above -restricted expenses. 0 2007-08 Grant Guidelines Page 3 of 5 IM At P TH E C 1- OF PLAN � T E X A HOW TO APPLY CULTURAL AFFAMS COMMISSION Ten (10) copies of the completed grant application in 12 pt. font and one (1) copy of supporting documentation must be received by the Cultural Affairs Commission by 5:00 p.m. on FRIDAY, MAY 11, 2007. Please do not use permanent binding (3-ring, spiral, etc). Bind each copy with one binder clip. Cover sheets can be on one piece of white paper. On Saturday, July 14 2007, an approximately 20 minute mandatory review process will take place. The review will consist of a ten (10) minute presentation and a ten (10) minute questions and answer session. Representatives of applicant organization should be prepared to answer questions relevant to its application. B. The Cultural Affairs Commission will present its recommendations for grants funding to the Plano City Council for final review on August 11, 2007. C. Once the Plano City Council has approved the funding of a grant (when the City • of Plano FY 2007-2008 Budget is approved in September 2007), the arts/cultural organization will be advised in writing. VII. ANNOUNCEMENT Announcement of the funding decisions will be made no later than September 29, 2007. The estimated timing for the disbursement of funds will be announced at that time. Vill. FUNDING AVAILABILITY Funds will be made available after the organization has accepted, signed and returned the contract to the City of Plano. No funds will be available before November 1, 2007. IX. OTHER REQUIREMENTS A. The arts/cultural applicant must attend the mandatory workshop for grants applicants from 10 am —12 rTo—on7 on April 14, 2007. Workshop will be held at the Cox Building, 1517 Avenue H., Plano, Texas. B. The grantee organization must: 1_ Incorporate the following acknowledgment in all of its publications (including programs, flyers, brochures, handbills, press releases, advertisements, annual reports and all other mailing pieces: "(the organization) is funded in part by the City of Plano." Maintain grant funds in a separate bank account established for that purpose and may not commingle grant funds with any other money or maintain it in any other bank account. 3. Provide free admission to its programs/events for its Commissioner liaison. Commissioner liaison assignments may change during the grant year. 4. Provide the commission with advance notice of performances 5. Provide the City of Plano with detailed quarterly reports sufficiently describing the expenditure of funds provided by the City, as well as a written description of program goals achieved and/or progress of same for the period covered by each report. Each quarterly report is due no later than 30 days after the end of the quarter. Organizations which are not 501c.(3) nonprofit organizations may apply to this program for a total of two years. Organizations must present, perform, exhibit, conduct workshops or other arts and cultural activities for the citizens of Plano as well as for those audiences and participants attracted through the agency's marketing and promotion practices. The discussion with Shelly Hargrove will be brief because she has to go to another meeting by 2:30, 1 believe. Be prepared to state specifically what you would be willing to do to facilitate getting more arts events on the CVB calendar. All you can do is offer your help and she may choose to accept the offer(s) or not. • And, each person should consider seriously how you think the appropriation the Board will receive from Council should be spent. This subject will undoubtedly absorb a lot of our time in the next few months. If you choose to give grants to arts organizations, we'll have to develop an application and determine the criteria by which the applications will be evaluated. At this time we don't have to give Doug Smith any kind of promise, or even a response, because you have received no direction from Council, but if you want to question him about what the Palace would do with a grant, you're welcome to ask. Remember your homework —going out to Wolf Ranch and identifying specific aspects of their development that you want to commend in a Certificate. See you Wednesday. •
