HomeMy WebLinkAboutN_Appendices_AppendixOneGeorgetown APPENDIX ONE Policies, Ends, and Means DEvELOpmmyPLAN The following Policies, Ends, and Means outline the resolution of issues as described throughout the Century Plan - Development Plan. The Policies were taken directly from the Century Plan - Policy Plan adopted by the City Council on March 8, 1988, because they were considered to be most relevant to the development of this Plan. Policies are defined by the Policy Plan as "broad, relatively permanent expressions of community values, which have consensus of the general public." Ends describe the final products which are to be achieved by implementation of the Plan. Means are the ways by which the Georgetown City organization plans to reach its desired ends. The Ends and Means in this section were either taken from those recommended in the Policy Plan or they were written in response to the discussions and resolution of issues by the Century Plan Working Group. The Policy statements are presented in the order in which they appear in the Policy Plan. No Policies have priority or we of greater importance than others. The Ends, on the other hand are grouped according to High, Medium, or Low Priority. This is an indication of the relative order in which they should be addressed during the planning period. The Means associated with each End are defined as Ongoing, Short Range, or Long Range. These time frames refer to the time of End selection, rather than the date the Plan is adopted. Ongoing Means should be implemented continuously from the time the End is selected until the end of the planning period. Short Range Means should be accomplished within the first five years after End selection, and Long Range Means within ten years after End selection. These priorities for Ends and Means will indicate to the staff the sequence in which specific programs, projects, and work activities should be programmed into the Annual Operating Plan and the Capital Improvements Program. This list of Policies, Ends, and Means provides a basic outline of the Development Plan. More detail is provided within each of the individual Plan Elements, along with recommendations for specific programs, projects, and work activities to be carried out by the City. A -1 Georgetown POLICIES, ENDS, AND MEANS POLICY 1 THE CITY WILL ENCOURAGE DIVERSIFIED GROWTH AND PROMOTE BUSINESS OPPORTUNITIES TO CREATE JOBS, BROADEN THE TAX BASE, AND MINIMIZE THE IMPACT OF ECONOMIC FLUCTUATIONS. END A The City will promote commercial and industrial development in an efficient manner while protecting the environment and providing for personal safety. MEANS LONG RANGE 1 The City shall undertake a program to promote the full utilization of existing undeveloped sites. POLICY 2 THE CITY WILL CONTINUE TO PROMOTE AND FACILITATE THE DEVELOPMENT OF THE DOWNTOWN AS AN ECONOMICALLY VIABLE COMPONENT OF THE RETAIL AND BUSINESS COMMUNITY. I Teri END A The downtown shall be strengthened as the symbolic focus of the total community by increasing the range and diversity of activities while maintaining the historic character and pedestrian scale of place. ITINlt Jul END B The City should help downtown merchants to evaluate and define the role the downtown business district should play in the local economy. MEANS SHORT RANGE 1 The City shall conduct a comprehensive study of comparable cities and downtowns for the purpose of showing possible options for the role of the downtown. A -2 Georgetown POLICY 3 THE CITY WILL TAKE THE STEPS NECESSARY TO PROTECT THE PHYSICAL ATTRIBUTES THAT MAKE GEORGETOWN ATTRACTIVE. 1� END A The City will adopt new ordinances consistent with the protection of the Edwards Aquifer. MEANS ONGOING 1 The City shall provide leadership and be an active participant in establishing a multi-jurisdictional underground water district. POLICY 4 THE CITY WILL DEVELOP A WATER RESOURCES SYSTEM THAT PROVIDES A SUFFICIENT WATER SUPPLY (THAT AMOUNT NEEDED TO MEET DEMANDS OF THE PROJECTED 2025 POPULATION OF HIGH QUALITY (WITH NO OBJECTIONABLE TASTE, ODOR, OR CHEMICAL CONTAMINATION TO MEET FUTURE CITY NEEDS., ECONOMIC DEVELOPMENT AND RECREATIONAL REQUIREMENTS, AND TO CONSERVE WILDLIFE. END A The City should identify potential sources of water and assist in developing and securing them for future needs. MEANS SHORT RANGE 1 The City shall estimate the year 2025 multi -use water needs, develop a program to monitor needs on an on -going basis, and determine when expenditures would be necessary to obtain needed quantities. END B The City will develop a system to identify water resources and protect them from the adverse impacts of development. A -3 Georgetown TEAS DEVELOPMENT PLAN MEANS SHORT RANGE 1 The City shall prepare an Environmental Functional Plan which identifies the problems and potentials of the area rivers and creeks. SHORT RANGE The City shall adopt regulations that implement the Environmental Functional Plan recommendations. POLICY 5 THE CITY WILL ENDEAVOR TO INCREASE THE QUALITY OF LIFE THROUGH THE UPGRADING OF EXISTING FACILITIES AND SERVICES AND THE PROVISION OF NEW SERVICES TO MEET THE SPECIFIC NEEDS OF THE COMMUNITY. HIGH END A The City will maintain a Capital Improvements Program to set priorities and commitments for infrastructure improvements. MEANS ONGOING 1 The City will use the Annual Operating Plan to establish a short range Capital Improvements Program of one to five years. ONGOING 2 The City will use the Ends and Means of the Development Plan to establish a long range Capital Improvements Program. END E The City will ensure that all areas of the City have sufficient water pressure to meet State fire protection standards. MEANS SHORT RANGE 1 The City shall implement a basic "911" emergency telephone A -4 N 3 ❑nor Georgetown service as soon as possible, and continue to work towards becoming part of an enhanced regional system. SHORT RANGE 2 The City shall investigate the costs and benefits of an integrated telecommunications system within the City offices. END D The City will ensure that sufficient wastewater treatment capacity is provided to accommodate short term and long term needs. POLICY 6 THE CITY WILL WORK TOWARDS ESTABLISHING INDIVIDUALLY SELF - SUPPORTING UTTLXrY OPERATIONS. HIGH END A The City shall determine a desirable and affordable level of service for each utility system. MEANS ONGOING 1 The City will provide adequate water pressure and volume to ail customers in the programmed service area according to the adopted State and Industry standards. ONGOING 2 The City will provide adequate wastewater collection and treatment to all customers in the programmed service area according to the adopted standards. END C The City will investigate the potential of privatization of each City operation- A-5 Georgetown DEWLOPMENT PLAN _I MEANS ONGOING 1 The City will continue to monitor the benefits to the residents and the City of using a private provider of sanitation services. LONG RANGE I The City will consider negotiating with a private provider for wastewater services after studying the costs and benefits to the ratepayer and the City. END D The City will keep utility rates competitive with surrounding communities so they do not impede development. MEANS LONG RANGE 1 The City will prepare a utility rate comparison study to see if rates are competitive with surrounding communities and continue monitoring changes in other communities' rates, to maintain the City's competitiveness. POLICY 7 THE CITY WILL ACTIVELY PURSUE INCREASED COOPERATION WITH ALL OTHER ENTITIES WHICH PROVIDE SERVICES IN THE COMMUNITY. END A The City should work with other entities to provide transportation services that are in the best interests of the citizens of Georgetown. MEANS ONGOING 1 The City shall continually review, comment, and support or seek to modify the ongoing maintenance and construction projects of State funded roads, signage, and signalization within the Georgetown Planning Area. SHORT RANGE 1 The City shall be in support of the construction of continuous frontage roads along Interstate Highway 35 through Georgetown. END B The City will explore interconnected and/or shared utility service r:W:l Georgetown provision with other area providers. : 1 END C The City will coordinate service in joint electrical service areas with Texas Utilities and Pedernales Electric Cooperative to facilitate future service area planning for all three entities. END D The City will promote coordination in the placement of underground utility systems by assigning locations for each type of service in designated utility corridors. POLICY S THE CITY WILL ENSURE THAT FUTURE LAND USE PATTERNS PROVIDE ECONOMIC, CULTURAL, AND SOCIAL ACTIVITIES TO ALL RESIDENTS, .. BUSINESSES, AND ORGANIZATIONS. END A The City will prepare and adopt a land use management program to promote orderly growth, address environmental issues, and coordinate provision of City services. MEANS SHORT RANGE 1 The City shall allow for long term recreational vehicle parking within the Development Plan. SHORT RANGE 2 The City shall create and maintain a land use data base. SHORT RANGE 3 The City shall adopt and implement the impact analysis as a means of guiding land development decisions. SHORT RANGE 4 The City shall adopt a Development Plan which ensures the vitality of downtown and its continuation as the focus for the City's identity. SHORT RANGE 5 The City shall adopt the Intensity Map as a primary A -J Georgetown indicator of the development potential of land. SHORT RANGE 6 The City shall develop and adopt development regulations which include, but are not limited to subdivision regulations, site design criteria, road design standards, and utility easement requirements. SHORT RANGE 7 The City shall adopt and maintain IMAGE as a means of assessing the needs for utility system upgrades. SHORT RANGE 8 The City shall establish the following priorities for the development of land: - areas currently served by water and wastewater services; - utility services to employment uses have a higher priority over residential and service uses; and - extension of services to promote development in the southeast quadrant of the City, specifically the Rabbit Hill District. END B The City should implement a development program that does not conflict with promoting safe and economically viable neighborhoods. MEANS ONGOING 1 The City shall prepare development regulations that protect neighborhoods from incompatible land uses and assure that residential neighborhoods are accessible to community facilities and services. POLICY 9 THE CITY'S REGULATORY ACTIONS WILL EFFICIENTLY AND EFFECTIVELY IMPLENTENT THE POLICY STATEMENTS AND PROVIDE THE OPPORTUNITY TO SEEK CHANGE WITH REASONABLE EFFORT AND EXPENSE. HIGH END A The City shall implement a development management mechanism M'E'd I Georgetown D&PBLOPmENTPAN that is based on water, wastewater, and transportation system capacities. MEANS ONGOING 1 The City shall monitor the existing capacities of the water, wastewater, and transportation systems. ONGOING The City shall allocate current available and future programmed water, wastewater, and transportation capacity to all land in the service area according to the Future Intensity Map, the adopted Policies, and the expressed community values. ONGOING 3 In reviewing any development proposal, the City must analyze the project's impact on existing utilities and transportation systems, and should not approve any project that would exceed available capacity, unless additional capacity is made available prior to development. its END B The City should implement cost allocation guidelines to provide developers with a financial incentive to complete projects that generate positive utility revenue. MEANS SHORT RANGE 1 The City shall assist in the promotion of subdivisions having City utilities but little or no development. SHORT RANGE 2 The City shall determine the criteria for a successful project and the time frame in which it must be completed. END C The City should provide developers with a step -by -step process for obtaining approvals and permits. MEANS SHORT RANGE 1 The City shall develop a procedure outlining the necessary steps to comply with City development ordinances and regulations. A -9 Go`rgetown TEXAS SHORT RANGE 2 The City shall evaluate the general economic impact of existing development ordinances and regulations on the citizen applying fm a permit, as well as the economic impact on the City. SHORT RANGE 3 The City shall evaluate the general economic impact of proposed new development ordinances and regulations on the citizen applying for a permit and on the City. POLICY 10 THE CITY WILL ESTABLISH ANNEXATION PROCEDURES AND STANDARDS THAT WILL BENEFIT THE COMMUNITY. HIGH END A The City will identify acceptable commercial and industrial sites and pursue appropriate development controls through annexation. FYI-M7131 1 iN END B The City will develop an Annexation Functional Plan to ensure that the provision of services can be monitored and regulated throughout the Planning Area. MEANS SHORT RANGE 1 The City will annex to include the entire Georgetown Planning Area within the extra - territorial jurisdiction. POLICY 11 THE CITY WILL ENCOURAGE NEW DEVELOPMENT AND INFHLL REDEVELOPMENT IN THE COMMUNITY. HIGH END A The City will identify acceptable commercial and industrial sites and ensure that they are adequately served by the transportation and utility systems. MEANS ONGOING 1 The City will establish and maintain a Capital Improvements A -10 Georgetown TEXAS Program that ensures the provision of adequate services to the areas of priority commercial and industrial development. Iu1Ta651iITi END B The City will establish a method to determine the impact of proposed development, i.e. jobs added, ad valorem tax added, potential sales tax revenue, and potential utility revenue. This impact can be used to determine the feasibility of funding capital improvements to secure development projects. POLICY 12 THE CITY WILL DEVELOP A SYSTEM TO AID IN THE CREATION OF ENVIRONMENTALLY SUITABLE DEVELOPMENT PROJECTS. ul Illu END A The City should establish a Development Suitability Matrix to be used in the review of a development project. MEANS SHORT RANGE t The City shall determine land suitability in part on the basis of the manner in which parcels of land are served by the transportation and utility systems. POLICY 13 THE CITY WILL UTHdZE AN URBAN DESIGN PROGRAM TO: IMPROVE THE OVERALL APPEARANCE OF THE CITY; DEVELOP A POSITIVE IMAGE THAT IDENTIFIES GEORGETOWN; AND ENHANCE THE ATTRACTIVENESS OF THE CITY FROM AN ENVIRONMENTAL, AESTHETIC AND ECONOMIC PERSPECTIVE. h0..111Ta1 END A The City should prepare a program of urban design activities which will bring about improvement in the visual appearance of the community through the identification and promotion of attractive visual features. A -11 Georgetown MEANS SHORT RANGE 1 The City shall target specific streets and entryways for special streetscape treatment, and establish appropriate design guidelines and implementation strategies for each street's public right -of -way. SHORT RANGE 2 The City should include maintenance of the transportation system as an important element of the urban design program. LONG RANGE 1 The City will develop a well- designed city streetscape and signage program. POLICY 14 THIS CITY WILL ASSIST IN PROVIDING Al ITS CITIZENS THE OPPORTUNITY TO PARTICIPATE IN RECREATIONAL AND CULTURAL PROGRAMS. lu -63WWI END A The City should concentrate efforts to develop hike and bike trails along areas of aesthetic value. POLICY 15 THE CITY WILL ENCOURAGE A TRANSPORTATION SYSTEM THAT PROVIDES FOR THE SAFE AND EFFICIENT MOVEMENT OF TRAFFIC, PROMOTES THE ECONOMIC INTERESTS OF THE COMMUNITY, AND ADEQUATELY SERVES THE PERSONAL NEEDS OF INDIVIDUALS. HIGH END A The City will adopt and implement a Transportation Functional Plan that includes all modes of transportation and is updated on an annual basis. MEANS SHORT RANGE I The City will establish standards and levels of service for the transportation system. A -12 Georgetown DEVELOPMENT PLAN SHORT RANGE 2 The City will identify the arterial street system necessary to satisfy the level of service for traffic movement. LONG RANGE 1 The City should initiate with the County a County-wide system of bikeways. LONG RANGE 2 The City shall work with the County, the State, and other entities to establish a roadway or a transitway along the abandoned MKT railroad right -of -way. LONG RANGE 3 The City shall require and participate in achieving the grade separation of roadways at all railroad crossings. END B The City will support an area -wide transportation effort through coordination with other public and private entities. MEANS LONG RANGE 1 The City and other local agencies will develop a plan to enhance safety by ensuring the separation of disparate modes of transportation. END C The City should identify the need for pedestrian access throughout the City, especially around and between schools and parks. MEANS ONGOING 1 The City shall adhere strictly to the sidewalk provisions of the Subdivision Regulations when reviewing and approving new developments. SHORT RANGE 1 The City shall amend the Subdivision Regulations to require sidewalks within 1,000 feet of churches and shopping facilities. SHORT RANGE 2 The City shall develop and maintain sidewalks on at least one side of all streets within a six -block radius of the Downtown Square. A -13 cm or Georgetown LONG RANGE 1 The City shall identify and establish an open space network and hike/bike corridors to link neighborhoods with schools, parks, and commercial areas, and encourage County -wide participation. LONG RANGE 2 The City shall begin construction of a comprehensive City -wide hike/bike trail system. LONG RANGE 3 The City shall provide sidewalks in high priority, developed areas. END D The City should assure safe and adequate basic aviation services to the community by ensuring that the Georgetown Municipal Airport becomes an integral part of the transportation system and business activity of the community. MEANS ONGOING 1 As the airport is expanded, the City will ensure adequate control of airport clear zones. SHORT RANGE 1 The City shall have an Airport Comprehensive Land and Facilities Plan that addresses all additions and improvements (including the extension of the north /south runway to 5,000 feet) necessary to support local business activity. LONG RANGE 1 The City shall provide the necessary internal access facilities to attract appropriate development to the airport. LONG RANGE 2 The City shall obtain designation of the Georgetown Municipal Airport as a basic transport airport. END E The City should establish a means of evaluating and improving Georgetown's transportation system on an ongoing basis. MEANS ONGOING 1 The City shall determine the appropriateness of roadway A -14 N .'1 Georgetown DEpatOPMENTPray development and improvement decisions on the basis of the Transportation Plan Map. ONGOING 2 The City shall obtain and reserve the right -of -way required to develop and improve all roadways designated on the Transportation Plan Map. ONGOING 3 The City shall conduct an annual analysis of the thoroughfare system to determine which improvement projects to include in the Annual Operating Plan and Capital Improvements Program. ONGOING 4 The City shall establish a maintenance fund in the Armual Operating Plan for the purpose of regular maintenance of all local, collector, and arterial level roads on the City's system. SHORT RANGE 1 The City shall establish Level of Service C as the design standard for Georgetown's roadways. SHORT RANGE 2 The City shall modify the Subdivision Regulations to include the design and spacing standards specified by the Transportation Functional Plan. LONG RANGE 1 The City shall relieve the high traffic volumes along Williams Drive by improving a complementary arterial. W_1 1 END F The City should take actions that support private transportation services in the community. A -15 Georgetown POLICY 16 THE TRANSPORTATION FUNCTIONAL PLAN SHALL BE DEVELOPED WITH COSTS FULLY CONSIDERED AND DECISIONS BASED ON COST EFFECTIVENESS FOR THE PARTICULAR ELEMENT. POLICY 17 TIM CITY WILL INVESTIGATE THE FEASIBILITY OF USING AVAILABLE AND EMERGING ALTERNATIVE ENERGY SOURCES. END A The City should monitor trends in alternative energy sources and determine which sources could be applicable or beneficial to the City. MEANS LONG RANGE 1 The City shall obtain information on available alternative energy techniques. LONG RANGE 2 The City shall determine which alternative energy sources would be beneficial. BND B The City will investigate the feasibility of a solid waste recycling operation and an energy recovery operation with other solid waste management operators in the region. POLICY 18 THE CITY WILL ESTABLISH UTILITY POLICIES WHICH TAKE INTO CONSIDERATION THE NEEDS OF ALL CITIZENS OF THE COMMUNITY AND TAKE NECESSARY PRECAUTIONS TO PREVENT HARMFUL ECOLOGICAL IMPACT ON THE ENVIRONMENT. HIGH END A The City will maintain and improve the wastewater collection and treatment system. MEANS SHORT RANGE 1 The City shall investigate wastewater collection line A -16 Georgetown TEXAS deficiencies and schedule maintenance, repair, and/or replacement in the Capital Improvements Program. SHORT RANGE 2 The City shall utilize information from the Three Year Wastewater Collection System Maintenance And Rehabilitation Analysis by Gutierrez, Smouse, Wilmut & Associates, Inc. to prioritize needed service and main line improvements according to the degree of deficiency and total system benefits. SHORT RANGE 3 The City shall investigate wastewater system losses to improve overall system efficiency. END B The City will maintain and improve the water supply and treatment system. MEANS ONGOING 1 The City shall protect and improve the water supply, including both the ground water and lake water. ONGOING 2 The City shall monitor the need for water from Lake Stillhouse Hollow in order to ensure its availability when necessary. ONGOING 3 The City shall maintain an appropriate level of service for the water system. END C The City will maintain and improve the electric utility system. MEANS SHORT RANGE 1 The City shall program the Lower Colorado River Authority's recommendations for electrical distribution and power improvements into the Capital Improvements Program to alleviate system losses and correct deficiencies which affect level of service in all areas of the City. SHORT RANGE 2 The City shall include the electric utility system as part of A -17 Georgetown the IMAGE program. tat DEVELOPMENT PLAN END D The City will actively promote water, wastewater, and electric conservation programs. MEANS SHORT RANGE I The City shall establish water and electric conservation programs to extend current water and electric resources. SHORT RANGE The City shall undertake water conservation programs based on the recommendations of the Georgetown Regional Wastewater Planning Study (1989) by Wallace, Winkler & Rice, Inc. LONG RANGE 1 The City shall investigate the feasibility of reusing wastewater effluent for purposes other than irrigation. END E The City will prepare a Solid Waste Management Plan to comprehensively assess and provide for solid waste needs. MEANS ONGOING 1 The City shall address environmental impacts and costs of providing solid waste services. ONGOING 2 The City shall continue to assess the desirable level of refuse service. SHORT RANGE 1 The City shall implement a recycling plan. END F The City will actively pursue participation in Federal energy conservation programs. MEANS SHORT RANGE 1 The City shall promote energy conservation by establishing programs within the water and electric departments. A -18 N Georgetown TE DEVELOPMENT PLAN END G The City will develop a program to tie all in-city buildings on septic systems onto City sewer service. MEANS LONG RANGE 1 The City shall map all buildings on septic systems that are within the City limits. LONG RANGE 2 The City shall strictly enforce Chapter 13.20.010-Sewage Disposal of the Georgetown Municipal Code. This section requires connection to the City sewer for all in -City buildings on lots smaller than one acre, currently on septic systems, and located within 200 feet of an existing City sewer line. Enforcement of this provision is also required for buildings on lots larger than one acre if they are found to be experiencing failure due to soil conditions which create health problems. LONG RANGE 3 The City will assist in -City buildings to connect to City sewer lines. LOW END H The City will develop an information review and monitoring program and adopt regulations to ensure that regional transmission lines are protected from development and development is protected from regional transmission lines. POLICY 19 THE CITY WILL ESTABLISH AND MAINTAIN A UTILITIES FUNCTIONAL PLAN THAT ENCOURAGES AND PROVIDES FOR ECONOMIC DEVELOPMENT IN THE CITY OF GEORGETOWN, HIGH END A The Utilities Functional Plan will establish the Future Urban Area as the programmed service area for City- provided water and wastewater services. END B The City will improve the wastewater collection and treatment A -19 an or eorgetown It system to adequately accommodate existing and future development. MEANS SHORT RANGE The City will determine which lift stations, interceptors, and service laterals have the most severe deficiencies and program improvements according to a schedule which takes into account those elements of the wastewater collection and treatment system unable to accommodate current, approved, and future development. LONG RANGE 1 The City shall conduct cost benefit analyses to determine which lift stations should be replaced by force mains and program improvements in the Capital Improvements Program. LONG RANGE 2 The City shall conduct cost/benefit analyses to determine which interceptors should be replaced and program improvements in the Capital Improvements Program. LONG RANGE The City shall conduct cost/benefit analyses to determine which service laterals should be replaced by interceptors and program improvements in the Capital Improvements Program. END C The City will develop water, wastewater, and electrical systems that provide for future peak load needs at a high level of quality. MEANS SHORT RANGE The City shall analyze the water distribution system regarding upgrades to meet minimum fire flow standards according to use. SHORT RANGE 2 The City shall complete the 795 AAC Lakeway Drive feederproject to provide additional circuit capacity to the area west of Interstate Highway 35. LONG RANGE I The City shall prepare a study to examine the wastewater A -20 PLAN Georgetown TEXAS system's ability to accommodate future development if all currently approved development is built out. LONG RANGE 2 The City shall program construction of the 336 AAC Serenade feeder to provide additional support for future growth in the northwest part of the system; to upgrade the electrical system by providing four additional circuits (together with the 795 AAC Lakeway feeder) to serve the area west of Interstate 35; and to increase available capacity in this area to alleviate concerns with the high demand to capacity rates on the two existing feeders. LONG RANGE 3 The City shall conduct an electrical rate analysis to ensure that the City's rates attract rather than hinder economic development, even if it results in a property tax increase. Iu IT IS171TUi END D The City will establish expertise in the planning and design of City - operated utilities. MEANS SHORT RANGE 1 The City shall provide technical expertise in all aspects of utilities planning based on the results of a cost analysis of the benefits of adding new staff compared to using outside consultants. SHORT RANGE 2 The City shall integrate into the development review process a project review and monitoring system to ensure that adequate utility facilities are built in new developments outside the City which will not require upgrading by the City later. END E The City will encourage the placement of new and existing utilities underground. MEANS SHORT RANGE 1 The City shall investigate the feasibility (cost/benefit analysis) of placing new utilities underground. A -21 C OF Georgetown DEVEwPMENTPLiN LONG RANGE 1 The City shall investigate the feasibility (cost/benefit analysis) of and phasing for placing existing utilities underground. END F The City will investigate how other utility providers are addressing declining electrical demands and revenues, and the high costs of new forms of energy production which results in the reliance on existing forms of energy. POLICY 20 THE CITY WILL ESTABLISH STORMWATER DRAINAGE AS AN INDEPENDENT UTILITY. HIGH END A The City will establish a stormwater drainage system to protect health and safety, and to minimize adverse effects of flooding and stormwater runoff. MEANS ONGOING 1 The City shall work with the Federal Emergency Management Agency to speed up the approval process for National Flood Insurance Maps. SHORT RANGE 1 The City shall investigate the feasibility of requiring participation in regional stormwater detention facilities by new development. SHORT RANGE 2 The City shall include the stormwater drainage system as part of the IMAGE program. LONG RANGE 1 The City shall control drainage in those areas of subdivisions where gaps in maintenance occur, such as along rear property lines. MEANS SHORT RANGE 1 The City shall prepare a Watershed Management Plan to identify problems and potentials, formulate development standards for floodplains and floodways, and manage stormwater runoff to ensure that life, property, and the environment are protected at an affordable cost. SHORT RANGE 2 The City shall determine a funding mechanism to support drainage improvements and maintenance on a continuing basis. LONG RANGE 1 The City shall establish staff expertise in stormwater drainage planning and design. END C The City will provide funds through utility fees to cover the costs of providing necessary storm drainage services. POLICY 21 THE CITY WILL MONITOR THE DEVELOPMENT OF FRANCHISED UTILITIES THAT PROVIDE ADEQUATE SERVICES FOR ALL CITIZENS. HIGH END A The City will monitor the operation of all franchised services to ensure compliance with franchise agreements.
