Historic and Architectural Review Commission Sign Subcommittee Meeting
Minutes
Monday, January 13, 2013 at 4:00 pm

Members present: Nancy Knight, Richard Mee and Tim Urban
Staff present: Matt Synatschk, Historic Planner; Jackson Daly, Executive Assistant and Karen
Prost, Recording Secretary
Call to order by Urban at>4:00 p.m. grid he read the order of business.
The Historic and Architectural Review Corr mission Sign Subcommittee is responsible for
hearingand taking final action on sign applications, by issuing Certificates of Design
Compliance based upon the City Council adopted Downtown Design Guidelines. This is a
regular scheduled meeting of the Sign Subcommittee, for consideration and possible action on
the following;
1. Review and possible action on the minutes from the December 12, 2013 Sign
.Subcommittee meeting.
Motion by Mee to approve the minutes. Second by Knight_ Approved 3 — O.
2. Public Hearing and possible action on a Certificate of Design Compliance far signage at.
City of Georgetown, Block 40, Lot 7 (SVN/PT), .0705 acres,located at 103 E. 8,h St (CDC-
201 3-058)
Daly presented diestaffreport. The applicant seeks Certificate of Design Compliance
approval from HARC for exterior signage on the primary facade_ The request includes
one canopy mounted sign facing Main Street, a projecting sign over the St h Street
primary entrance, door signage and a portable sign. Staff recommends approval with
the condition that the canopy sign be placed between two existing tie rods.
Commissioners asked questions. Knight questioned the canopy sign blocking the
transom windows that were just uncovered, and stated the signage detracts from the
character o£ the building_ There was further discussion of placement options of the
signage and decided the current location would work. Knight asked the applicant, Greg
Bowden, why the sandwich board. He explained that they would most likely not use
the sign,. but wanted the approval of the sign if they decided they did
Urban opened the Public Hearing and with no speakers coming forth, closed it. at. 4:10
Motion by Knight to approve the application with the addition of the A. -frame sign,
and condition that the canopy sign be placed between the second and third tie -rods
from the left side of the building_ Second by Urban_ Approved 3 — O.

3. Public Hearing and possible action on a Certificate of Design Compliance for signage at
City of Georgetown, Block 40, Lot 3 (C/P"t'), .0505 acres, Iocated at 707 S. Main St (CDC-
2013-057)
Daly presented the staff. report. The applicant seeks Certificate of Design Compliance
approval from HARC for exterior signlage on the primary facade. The request includes
one canopy mounted sign facing Main Street one. hanging sign and door signage. Staff
recommends approval.
Commissioners asked questions of the applicant, Ray Shawley of Affordable Signs, and
discussed the intent of the applicants. The business, Visiting Agents will be one half of
the upstairs tenant space. The hanging sign will only be covered on half the sign with
their signage, leaving room for the future tenant_ The front side door will be allocated to
the Visiting Angels- business and the new upstairs tenant will be given the back door if
signage is needed. A canopy or flush mounted sagas. for the additional tenant may or
may not be needed.
Knight's comments included the fact that the white background of the sign as presented
is too bright for that location and it does not match the facade colors of the building_ It
also needs to be scaled down to fit underneath the mullion of one of the windows. She
cited Guidelines 9.1, 9.2, and 9.19.
Urban opened the Public Hearing and with no speakers comingforth, closed it.
Motion by Knight to approve the CDC with thecondition.that the flush mounted sign be
decreased proportionately in size to fit underneath the middle window in scale with the
mullion, reference Design Guideline 9.1, 9.2 and 9.19, and the background of the signage
be modified to a creamier color more consistent with the coins and mullions of the
building. Second by Richard. Approved 3 — O.
This motion was then voted on again and denied so another motion could be made_
Approved 3 — O.
Motion by Knight to approve the CDC with the condition that the flush mounted sign
be decreased proportionately in size to fit underneath the middle window in scale
with the mullion,. reference Design Guideline 9.1, 9.2 and 9.19, and the background of
all the signage be modified to a creamier color more consistent with the coins and
mullions of the building, and the hanging sign be reduced in size to 12" x 18", instead
of the 36" as requested. Second by Mee. Approved 3 — O.
4. Adjournment. Urban adjourned the meeting at 4:41 p.m.
